UNITED NATIONS, July 13 (Xinhua) -- The international community should give a more balanced assessment of the political progress Myanmar has made and treat it with less arrogance and prejudice, a senior Chinese diplomat said here Monday.     Liu Zhenmin, China's deputy permanent representative to the UN, told an open meeting of the Security Council that "it has been unfair to turn a blind eye to the progress Myanmar has made, or instead, always be picky at its government."     Liu said the UN Secretary-General Ban Ki-moon has been actively conducted good offices in Myanmar as mandated by the General Assembly in recent years.     "His unremitting efforts and the positive outcome thereby achieved deserve an objective and fair assessment by the international community," he said.     Ban briefed the 15 members of the Security Council at the meeting on his latest visit to the south-eastern Asian country on July 3-4, the second in just over a year. In order to maintain the justice of judicial process, the Myanmar government did not arrange the bilateral meeting. This is totally understandable. The UN should respect the jurisdiction of its member state," Liu said.     He said China has time and again stressed that the secretary-general's good offices are a process and his visit is a part of the efforts.     Ban had in-depth talks with top leaders of Myanmar, directly conveyed to them the concern of the international community and enhanced mutual trust between Myanmar and the UN, Liu said.     "This will play an important role in encouraging the Myanmar side to maintain the current momentum and promote the democratic process according to the established plans," Liu said.

BEIJING, July 13 (Xinhua) -- China's Ministry of Finance announced Monday that the country's fiscal revenue in June rose 19.6 percent year on year to 686.75 billion yuan (100.5 billion U.S. dollars).     However, in the first half of this year, fiscal revenue fell 2.4 percent to 3.398 trillion yuan, said the ministry in a statement on its website.     The growth rate last month was 14.8 percentage points higher than the growth rate in May. Fiscal revenue fell 9.9 percent in the first four months this year from a year earlier to 2.05 trillion yuan due to shrinking business profits hit by the global economic slowdown and active fiscal policies including tax cuts to buoy domestic economic growth.     The ministry attributed the revenue rise in June to the stabilization of overall economic performance, growing business profits and the increase in the cigarette tax.     The government announced on June 20 the tax on cigarette cartons costing 70 yuan or more would rise to 56 percent from 45 percent, and the tax on cigarette cartons costing less than 70 yuan would rise from 30 to 36 percent.     Sales tax revenues rose 63.1 percent year on year in June, with business tax revenues edging up 6.4 percent, but the ministry did not specify the figures.     In June, China's fiscal expenditure increased 21.5 percent to 640.56 billion yuan from a year earlier. From January to June, the figure stood at 2.89 trillion yuan, up 26.3 percent from the same period last year.     The government unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years to shore up the world's third largest economy, with 1.18 trillion yuan from the central government.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from state-owned assets.

BEIJING, June 12 (Xinhua) -- China's joint prevention and control tactic has been proved to be powerful, orderly and effective in fighting the spreading of A/H1N1 virus, said Vice-Premier Li Keqiang while he presided over a conference on the issue Friday.     The tactic has helped the nation win time and initiative in the efforts to deal with the epidemic, which has protected the people's health rights, reduced its impacts on economy and society in a maximal way, and provided favorable conditions for the country's development, said the official, who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau. Li conveyed the instructions of Hu Jintao, state president and general secretary of the CPC Central Committee, and Premier Wen Jiabao on the issue. He said the situation of the epidemic has been under control in the country. TOKYO, May 27 (Xinhua) -- China's Shanghai has donated 50,000 face masks to Osaka of Japan where a large number of new-flu infections is reported.     The masks arrived at Osaka, Shanghai's "sister city" on Wednesday and will be distributed to local medial facilities in both Osaka city and Osaka prefecture. They are expected to ease the region's shortage of face masks due to the abrupt outbreak of A/H1N1 flu.     Shanghai is the third Chinese city to donate masks to Japan. Earlier, northern city of Tianjin and the southern Guangdong Province also donated masks to their "sister" cities or prefectures in Japan, Kobe city and Hyogo Prefecture respectively.     The number of new-flu infections in Japan came to 364 in 10 prefectures as of Wednesday afternoon, with Wakayama Prefecture joining other western Japan prefectures in reporting an outbreak.     The newly confirmed infection in Wakayama city government is a male company employee in his late 20s. Earlier Wednesday, two children in central Japan's Shizuoka city also were confirmed infected with the flu.

FLORENCE, Italy, May 22 (Xinhua) -- China's top lawmaker Wu Bangguo said here on Friday that China and Italy both have long-standing cultural traditions and should strengthen their cultural exchanges.     Wu, chairman of the Standing Committee of the National People's Congress (NPC) of China, made the remarks while meeting with Riccardo Nencini, president of the local Parliament of Tuscany Region in Italy.     Wu arrived in Florence on Friday afternoon to continue his official goodwill visit to Italy. GUANGZHOU, July 19 (Xinhua) -- Typhoon Molave hit land in south China early Sunday, with heavy rain forecast in most parts of the Guangdong Province in the following two days, local observatory said.     Molave, the 6th tropical storm this year which became typhoon, landed at Nanao town in Shenzhen City of Guangdong Province at 0:50 a.m. Sunday Beijing Time, with winds up to 145 km per hour in its eye.     Strong gales and heavy rains hit Shenzhen City, resulting in water flowing on streets. However, as residents and vehicles were scare during the night, the weather had no major impact on local people's living yet.
