CHENGDU, Sept. 27 (Xinhua) -- Chinese Premier Wen Jiabao has said that reconstruction work of earthquake-shattered areas in Sichuan Province must still overcome challenges before it can be judged a complete success.     Wen made the remarks while visiting the quake zone from Thursday to Saturday. It was his eighth visit to the region since the May 12 earthquake last year that left almost 90,000 people dead or missing. BEIJING, Sept. 13 (Xinhua) -- China said on Sunday the U.S. decision to impose special protectionist tariffs on tire imports from China is grave trade protectionism and goes against its commitments made at the Group of 20 summit.     "We hereby express our strong discontentment and firm opposition to the U.S. decision, which was made regardless of China's solemn stance," Foreign Ministry spokeswoman Jiang Yu said in a statement.     U.S. President Barack Obama decided to impose a tariff on tires imported from China on Sept. 11, which will begin with a 35-percent duty the first year and decrease to 30 percent the second year and 25 percent the third year on passenger vehicle and light-truck tires from China.     "The United States, by making the decision, failed to honor its commitments made at the G20 financial summit and abused trade remedy measures, which is grave trade protectionism and will undermine the China-U.S. economic and trade ties as well as the early recovery of world economy," Jiang said.     China has lodged solemn representation to the U.S. side and reserves its right to take further actions, Jiang said.

Another online poll conducted by newspaper Izvestia also showed that over 80 percent of netizens are in favor of the shutdown. 　　"GREY CUSTOMS CLEARANCE" HAMPERS SINO-RUSSIAN TRADE     Over the past 20 years, the people-to-people trade between China and Russia has undoubtedly made great contribution to bilateral economic and trade cooperation, said Gao Xiyun, Economic Minister Counselor of Chinese Embassy in Russia.     However, it is also an undeniable fact that problems such as "grey customs clearance" had seriously hampered the health development the bilateral people-to-people trade, he said.     The so-called "grey customs clearance" is a long-standing practice that involves intermediaries handling customs clearance for bulk commodities loaded in planes or containers trucks.     After paying the so-called "customs clearance companies," the consignors of the goods do not have to deal with Russian customs authorities in person. Consequently they receive no official customs declaration documents.     In recent years, the Russian government has strived to rectify its domestic market order. For a time, goods that entered the country through "grey customs clearance" were regarded as contraband, and their owners would face penalties, including fines or even outright confiscation.     Prior to the market closure, on Sep. 11, 2008, the Investigation Committee at the Russian Prosecutor General's Office sealed up a large part of Chinese merchants' container storehouse in the Cherkizovsky market. 　　CHINESE BUSINESSMEN NEED TO CHANGE MODES OF OPERATION     Some 60,000 Chinese are doing business in Cherkizovsky Market, making the market the biggest Chinese business community in Moscow and even the whole Russia, according to figures from the Chinese Chamber of Commerce in Russia.     The abrupt closure of the market, in addition to the closedown of the container storehouse, has caused great economic loss to Chinese merchants and their domestic enterprises.     Gennady Gudkov, Deputy Chairman of the Security Committee of the Russian State Duma said though the closure of the market is justified, the vendors there should be given advance notice of the closure.     Gao Hucheng said China has no objections to Russia's crackdown on smuggling, but the Russian side should protect the personal and property safety of the Chinese citizens without hurting their dignity. While enforcing the law, the Russian side should try its best to keep the economic losses of the Chinese business people to the minimum.     Some Chinese analysts noted that Russia's cracking down on smuggling and rectifying domestic markets would help regulate trade channels, improve trade environment, therefore conducive to sustained and sound development of bilateral trade in the long run.     Li Huilai, Charge d'Affaires of the Chinese Embassy in Russia, said the only way out for Chinese merchants is to transform their operation mode and do their business in accordance with law and regulations. 　　JOINT EFFORTS URGED TO EXPAND NORMAL TRADE CHANNELS     In recent years, China has strengthened export supervision and instructed Chinese enterprises and businessmen in Russia to operate honestly and abide by the laws and regulations there.     China and Russia share a common goal in creating a trade environment that is standardized, transparent and convenient.     In June, China and Russia established a customs cooperation committee and set up a long-term mechanism to normalize bilateral trade order in a bid to raise the level of customs clearance facilitation and create favorable conditions for the crackdown and eventual eradication of the "grey customs clearance."     Gao's delegation, comprising officials from the ministries of commerce and foreign affairs, the General Administration of Customs and trade officials from Zhejiang, Fujian and Hebei provinces reached three consensus with the Russian side on the closure issue.     The two sides agreed to further develop the Sino-Russian strategic cooperative partnership, deepen bilateral trade cooperation and properly settle the closure issue through friendly negotiations.     The governments of China and Russia attached great importance to their strategic cooperative partnership and had agreed that the sudden closure of the market should not hurt their friendly cooperation, Gao said.     The two sides should promptly initiate a customs cooperation mechanism, and develop a work plan to stop illegal activities including "grey customs clearance," regulate customs declaration channels and raise customs clearance efficiency.     Analysts believe that with the constant improvement and development of Sino-Russian trade and economic cooperation, the issue of "grey customs clearance" could be fully resolved.

BEIJING, Sept. 15 (Xinhua) -- China's move to launch anti-dumping and anti-subsidy probes into imports of U.S. chicken products and vehicles was "based on the facts," Ministry of Commerce Spokesman Yao Jian said Tuesday. When asked if China's investigation was a retaliatory move because of the dispute over tire tariffs imposed earlier by the United States, Yao said at a press conference the investigation was in accordance with the country's anti-dumping and anti-subsidy regulations, and based on facts.     China Sunday launched anti-dumping and anti-subsidy investigations into chicken products and an anti-subsidy investigation into automobiles produced in the United States.     Yao said the probe followed Chinese manufacturers' and industrial associations' demands for an investigation into U.S. companies' dumping activities and government subsidies.     The ministry has received the requests and started evaluations, Yao said.     Ma Chuang, vice secretary general of China Animal Agriculture Association, said 17 member companies, along with other domestic companies, handed over the requests to the ministry.     The United States is the largest chicken products exporter to China. China imported 407,000 tonnes of chicken from overseas markets in the first half of 2009, with 359,000 tonnes, or about 90 percent from the United States.     The U.S. government last Friday imposed special tariffs on tire imports from China. In the next three years, car and light truck tires imported from China will suffer decreasingly punitive tariffs of 35 percent, 30 percent and 25 percent.     On Monday, China asked for talks with the U.S. on the tire tariff issue in accordance with the World Trade Organization (WTO) dispute settlement process.     Yao said the U.S. decision to impose special tariffs on tire imports from China had brought a negative impact to the two countries' trade relationship.     China wanted to have talks and negotiations with the U.S. side on the friction and to practically promote the development of bilateral and multilateral trade relationships, said Yao.     He reiterated that China firmly opposed trade protectionism and discouraged the use of trade remedies measures.

BEIJING, Aug. 21 (Xinhua) -- A Senior Chinese official on Friday called for fresh efforts to furnish occupational security for police and take good care of their relatives.     Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks when meeting with representatives of the relatives of police officers who died on duty.     More than 10,000 police officers died on duty with honor in the past 60years, and more than 150,000 more had been injured when protecting the country's social stability, Zhou said.     He urged Party, government and police departments at all levels to take into account of the occupational hazards of the police and take measures to provide better treatment for them.     The livelihood of the relatives of police officers, especially those who died on duty, must also be secured, Zhou said.     He urged the police to live up to the people's expectations and make new contributions to the Party and the people.

HONG KONG, Sept. 8 (Xinhua) -- The Commercial Aircraft Corporation of China displayed a scale model of its jetliner C919,the country's first home-grown large commercial airliner, for the first time at the Asian Aerospace '09 on Tuesday. With a scale of one to ten, the model was so far "the most precise one put up for public display," said Guo Bozhi, president of the Shanghai Aircraft Design and Research Institute, a unit of the Commercial Aircraft Corporation of China, or COMAC.     The mockup was displayed at a prominent position at the Asian Aerospace, Asia's leading air show, side by side with industry giants like Boeing and Airbus. Together with some ten other Chinese mainland-based manufacturers, suppliers and service providers at the show, it attracted attention of media from around the world. It was intended as a single-aisle airliner to target the short and medium haul markets in eight to ten years from now, Wang said.     If successful, COMAC plans to produce 50 C919 aircraft each year at the early stage and annual production could reach 100 or even more at a later stage, depending on how it is received by the market, Guo said. BEIJING/TAIPEI, Aug. 22 (Xinhua) -- Taiwan has started building homes for hundreds of homeless families left by Typhoon Morakot with assistance from the mainland.     Prefabricated houses with blue roof and white walls, donated by the Chinese mainland, are being set up in Pingtung County in the south of the island.     Local authorities told Xinhua Saturday that so far more than 400 homeless families have applied for the prefab houses, which have been tested safe.     Recovering signs appear in the island as Xinhua reporters saw children in the county studied in a mobile bookstore on rubble, and villages in Kaohsiung County sold homemade handbags to save money for reconstruction.     In addition to the Taiwan authorities' three-year reconstruction budget of about 100 billion New Taiwan Dollars (3.12 billion U.S. dollars), the Chinese mainland has contributed 781.8 million yuan (115 million U.S. dollars) two weeks after the disaster hit Taiwan.     The mainland's donation came from all circles of the country, including people in Sichuan Province who received generous support from Taiwan compatriots and Buddhists and monks who pray for blessings of the typhoon victims in the island.     "We will never forget the Taiwan rescuers who helped us live through the Wenchuan earthquake last year," said a worker of Dongfang Steam Turbine Works in Sichuan's Mianzhu City.     The company donated one million yuan to Taiwan victims with another 500,000 yuan raised by the company's workers.     The mainland has promised to spare no effort and offer medical, rescue, engineering and other available personnel or equipment that Taiwan compatriots need.     On Friday afternoon, 18 tonnes of vegetable was shipped to Kinmen from its closest mainland city Xiamen of Fujian Province as an emergent support to ease the vegetable shortage caused by the typhoon.     "We are contacting the agricultural associations in Taiwan and if they request we can quickly collect large amount of vegetable and send them to help Taiwan compatriots," said Guo Hao, a food company boss in Fujian.     Other disaster-relieving materials from the mainland are on the way to the island. The second batch of prefab houses arrived in Kaohsiung on Saturday afternoon and three mainland engineers headed for Taiwan to help install those houses.     The mainland's ports, maritime and transport authorities have provided favorable procedures for the disaster relief materials to Taiwan.
