BEIJING, Feb. 24 (Xinhua) -- China should further step up efforts to implement the plan to adjust and reinvigorate some of the country's key industries, according to an executive meeting of the State Council held on Wednesday.The meeting was chaired by Premier Wen Jiabao.Progress has been made in 2009 for adjusting and promoting key industries, however the situation remained grave as weak global demand was still affecting China's economy and more efforts were needed to curb overcapacity in some industries, according to a statement released after the meeting.To combat the global economic downturn, China in 2009 adopted a massive plan to adjust and reinvigorate the country's ten key industries covering cars, steel, information technology, logistics, textile, nonferrous metal, equipment manufacturing, petrochemicals, shipbuilding as well as light industry.The implementation of the plan was a long-term task which should focus on the structure adjustment and development mode transformation of the ten industries, said the statement.Vigorous efforts should be made to expand domestic demand, optimize industrial layout, curb overcapacity, eliminate retrograde productivity, push company merger and restructuring, promote technology innovation and deepen reform to facilitate development mode change, it said.

BEIJING, Feb. 18 (Xinhua) -- A report by the Ministry of Industry and Information Technology said the overall situation of China's iron and steel industry will be better than last year, thanks to the steady momentum of economic recovery.The report said four factors will have positive impact on the iron and steel industry: increased government investment, a clear recovery of global economy, ample money supply in the market and a series of upcoming government policies aimed at promoting healthy development of the iron and steel industry.However, the ministry held that the foundation of the current economic recovery still needs to be consolidated and external demand still falls short, creating fairly big difficulties for the operation of the iron and steel industry.The report said in 2010 iron and steel companies must be prepared to face the challenges of over supply, sluggish international market and rising production cost.In 2009, China's 68 large and medium sized iron and steel companies made 55.39 billion yuan (8.12 billion U.S. dollars) in profit, down 31.43 percent year on year.

ZHOUSHAN, Zhejiang Province, March 20 (Xinhua) -- Maritime police authorities in Shanghai and the eastern China provinces of Jiangsu and Zhejiang launched a joint anti-terror exercise Saturday in the run-up to the Shanghai World Expo.Seven naval vessels joined the maneuver, which was held in the waters off the Zhoushan Islands in Zhejiang Province, said Qian Junmin, a senior officer with the maritime police force in Jiangsu Province.He did not say how many officers joined the exercise, which focused on shooting and other practices.Shanghai, which sits at the mouth of the Yangtze River on the East China Sea, has a coastline of more than 600 km with busy water traffic.For security considerations, the sea off Shanghai will be patrolled by armed boats and motorboats during the Expo, scheduled from May 1 to Oct. 31.

QINGDAO, Feb. 2 (Xinhua) -- A cold front is worsening the icing situation in the coast off east China's Shandong Province, which has just been temporarily relieved from China's worst sea ice in three decades, officials said Tuesday.North China Sea Branch (NCSB) of the State Oceanic Administration issued a sea ice alert Tuesday, the first since Jan. 27 when temperature climbed and ice started to melt.Ice in the Liaodong Bay and northern Yellow Sea extended 10 and 9 nautical miles respectively to 79 and 26 nautical miles on Tuesday, according to the NCSB.The extension of ice in the Bohai Bay and Laizhou Bay can not be measured due to heavy fog. Ice in the Liaodong Bay is likely to keep on expanding in the coming five days, said Shang Jie, a forecaster with NCSB."Icing in the Liaodong Bay and northern Yellow Sea will expand significantly and that of the other two bays will develop at a slower pace," Shang added.Icing first appeared in early January. Thick ice threatened ship navigation, anchoring and operations at ports, impacted local fishery and stranded some people on islands. NCSB had to issue sea ice alerts everyday between Jan. 12 and 27.

TAIYUAN, Feb. 21 (Xinhua) -- Tens of thousands of people in north China's Shanxi Province flooded onto the streets Saturday afternoon and stayed until Sunday morning after earthquake rumors spread in the coal-rich region recently hit by a 4.8-magnitude quake.Major streets, parks and squares in cities like Jinzhong, Luliang, Changzhi, Yangquan and Taiyuan filled with anxious people and private cars. In rural areas, many villagers went out in the open air with their personal property, such as TVs.The Shanxi Provincial Seismological Bureau issued an urgent statement Sunday morning, asking residents to keep calm and not to believe in the quake rumor."According to the quake forecast regulation, only the provincial government can release quake forecast information. Other organizations and individuals are not authorized to do so," the statement said.The bureau is using TV, radio, Internet and text messages to clarify the situation and calm the residents.Meanwhile, local police are investigating the incident and trying to find out the source of the rumor.On Jan. 24, a 4.8-magnitude quake struck Yuncheng City in Shanxi.

CHICAGO, March 17 (Xinhua) -- A stronger RMB would not be a tonic for the U.S. economy or manufacturing and it would be a huge mistake to raise tariffs on imports from China to force a change in the yuan, says a U.S. trade expert on Tuesday.Daniel Griswold is director of the Center for Trade Policy Studies at the Cato Institute, a non-profit public policy research foundation headquartered in Washington, D.C. He is also the author of a new book, Mad about Trade: Why Main Street America Should Embrace Globalization.The trade expert told Xinhua during an exclusive interview, " China has been moving in the right direction since 2005 by allowing the currency to appreciate. Threats from the U.S. government actually make it more difficult for the Chinese government to resume appreciation because it would look as though Beijing was giving in to foreign pressure."Griswold pointed out that a stronger yuan would not be a tonic for the U.S. economy or manufacturing. "China would remain competitive in a broad range of manufactured products even if the yuan were 25 percent higher. The dollar depreciated sharply against the currencies of Canada and the Eruozone after 2002, yet our bilateral deficit with both those regions continued to grow," he added.New York Times' Nobel laureate economist, Paul Krugman, recommended in his latest column that the U.S. impose a 25 percent tariff on Chinese imports unless China appreciates its currency Renminbi. Griswold considers it a huge mistake to raise tariffs on imports from China to force a change in the yuan.Regarding President Barack Obama's new export push to double the U.S. export in the next five years, Griswold believes this goal will raise false expectations.He noted: "The goal will be difficult to realize. It hasn't been done since the 1970s, and that was driven in large part by inflation. It also depends on robust growth abroad, which is beyond the control of even this president. Faster export growth would be good for the U.S. economy, but it will not put much of a dent in high unemployment."When asked what the U.S. government should do to increase its export, the trade expert advised, "the single best policy to promote exports would be for the U.S. government to set a good example by resisting protectionism in our own market."He further explained, "U.S. companies are currently facing sanctions from Mexico, Brazil and other countries because we have failed to live up to our commitments in the WTO and the North American Free Trade Agreement. We are losing export opportunities abroad because Congress has failed to enact trade agreements with South Korea and Colombia, and the administration has failed to exercise leadership in WTO negotiations."In January the U.S. government data showed that the gap between what Americans sell abroad and what they import narrowed unexpectedly. While the usual crowd hailed it as an "improvement," Griswold believes that the numbers point to the slow growth of demand at home and abroad.He said: "We shouldn't read too much into the monthly trade numbers. The smaller-than-expected trade deficit in January could be a warning sign that the economic recovery remains sluggish. Exports were down, and imports down even further."When commenting on the U.S.-China trade relations, Griswold said, "U.S.-China relations remain fundamentally sound. Our commercial relationship is mutually beneficial and among the most important in the world."He further remarked, "American families benefit from affordable consumer products from China, while U.S. companies benefit from exports to China. And all Americans benefit from lower interest rates from Chinese investment in U.S. Treasury bonds." He noted that "the confrontational attitude of the Obama administration is driven almost entirely by domestic politics."Griswold's new book, Mad about Trade: Why Main Street America Should Embrace Globalization, is a spirited defense of free trade which tells the underreported story of how a more global U.S. economy has created better jobs and higher living standards for American workers.Since joining Cato in 1997, Mr. Griswold has authored major studies on globalization, trade, and immigration. BEIJING, Jan. 12 (Xinhua) -- China's National Marine Forecasting Station on Tuesday issued an alarm on sea ice as it was developing fast off the country's eastern coast.     In the following week, the floating chunks of ice could extend up to 90 nautical miles off the coast of Baohai Sea and 25 nautical miles in the northern Yellow Sea. The ice thickness could measure up to 40 cm, the station said.     The station warned of threats to port infrastructure, transportation and maritime operations. Fishing boats are seen trapped by sea ice in Laizhou Bay, east China's Shandong Province, Jan. 12, 2010. The most severe icing situation in the past 30 years in the coast off Shandong Province continued to worsen amid cold snaps. BEIJING, Feb. 13 (Xinhua) -- Profits in China's non-ferrous metal industry declined in 2009 despite rising output due to low prices, according to statistics from the Ministry of Industry and Information Technology (MIIT).Output of 10 kinds of non-ferrous metals, including copper, alumina, zinc and lead, increased 5.8 percent in the country from a year earlier to 26.81 million tonnes last year.However, combined profit of 70 major enterprises in the sector totaled 17.6 billion yuan (2.58 billion U.S. dollars), down 1.46 percent year on year, the MIIT said.Although the industry maintained a good development momentum in 2009, many challenges remained, including the problems of excess capacity and outdated production capacity.The MIIT would focus more on speeding up the elimination of backward production capacities in the industry this year and checking an excessive growth in expansion of non-ferrous metal smelting capacities.
