URUMQI, July 10 (Xinhua) -- China's top leadership has vowed to punish those responsible for Sunday's riot in the northwestern Xinjiang region in accordance with the law and to educate those taking part in it after being deceived by separatists. Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour of the autonomous region on Friday that all available efforts should be mobilized to "win the tough war of maintaining Xinjiang's stability."     The Party's top official in charge of law enforcement stressed that efforts should be made to "resolutely implement" the spirit of the Political Bureau meeting on Wednesday night, and use "tough measures" to ensure stability.     President Hu Jintao on Wednesday night convened a meeting of the Standing Committee of the CPC Central Committee Political Bureau to discuss the deadly Xinjiang riot. He returned to Beijing Wednesday afternoon.     The meeting said the government would "firmly crack down on serious crimes, including assaults, vandalism, looting and arson."     The Standing Committee ordered authorities to "isolate and crack down on the tiny few" and "unify and educate the majority of masses."     "Instigators, organizers, culprits and violent criminals in the unrest shall be severely punished in accordance with the law," it said. "Those taking part in the riot due to provocation and deceit by separatists, should be given education."     Hu's stance in handling the riot was echoed by Zhou, one of the nine Political Bureau Standing Committee members, who arrived in the region Thursday afternoon.     Zhou said Thursday that the government and the Party would crack down hard on violence, severely punish the outlaws in accordance with the law, so as to protect the lives and property of people of all ethnic groups, safeguard ethnic unity and restore normal social order in the region as soon as possible.     The country's top police officer Meng Jianzhu was the first senior official from the central government to arrive in the Xinjiang region.     When visiting residents injured by the rioters and family members of those victims in Urumqi on Wednesday, the state councilor and public security minister urged "no leniency in the punishment of thugs who took part in the Urumqi riot".     Meng said leading rioters should be punished "with the utmost severity" and those taking part in the riot, who were provoked and cheated by separatists, should be given persuasion and education.     "All the thugs in the riot should be severely punished in accordance with law, otherwise we will let the victims and their relatives down," Meng repeated his comment on Thursday while visiting residents in Urumqi and a funeral parlor to mourn the Armed Police and other victims of the riot.     Senior Chinese leader He Guoqiang also stressed social harmony and stability on Wednesday.     He, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks during a two-day visit to Gansu Province, which neighbors Xinjiang.     "The recent violence in Urumqi... has again alerted us to the importance of social stability. NANJING, April 25 (Xinhua) -- Negotiators from the Chinese mainland and Taiwan on Saturday stressed the significance of enhanced cross-Straits economic exchanges and cooperation amid the international financial turmoil.     Zheng Lizhong, deputy chief of the mainland-based Association for Relations Across the Taiwan Straits (ARATS), said the international financial turmoil has brought new challenges to economic development across the Taiwan Straits.     Compatriots from the two sides aspired to accelerate cross-Straits economic cooperation, Zheng said at a preliminary meeting with his Taiwan counterpart Kao Koong-lian, Vice Chairman and Secretary-General of the island's Straits Exchange Foundation (SEF).     The meeting was held to make final preparations for Sunday's talks between the ARATS and SEF heads Chen Yunlin and Chiang Pin-kung.     Sunday's talks could bring enhanced economic development and cooperation across the Straits, he said. After 1979, the mainland allowed Taiwan products to enter at lower tax rates or tax-exempt.     In July 1988, the State Council, or the Cabinet, issued regulations encouraging Taiwan compatriots to invest on the mainland.     The mainland has been the largest trading partner of Taiwan since 2003, with annual trading volume surpassing 100 billion U.S. dollars.

MILAN, May 18 (Xinhua) -- Top Chinese legislator Wu Bangguo arrived in the Italian city of Milan on Monday for an official goodwill visit to the country.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), began his tour in Italy at the invitation of Italian Senate President Renato Schifani and Chamber of Deputies President Gianfranco Fini.     In a written statement released at the airport upon his arrival, Wu said China is ready to work with Italy to maintain the sound momentum of practical cooperation so as to make contributions to overcoming the international financial crisis and spurring the recovery of the world economy. Wu Bangguo (R Front), chairman of the Standing Committee of China's National People's Congress, the country's top legislature, arrives in Milan on May 18, 2009 at the start of an official goodwill visit to Italy    Wu is scheduled to meet with Italian President Giorgio Napolitano, Prime Minister Silvio Berlusconi as well as heads of both houses of the Italian parliament and other Italian leaders to exchange views on bilateral relations and other regional and international issues of common concern.     Wu is also to visit a research and development center of the Italian National Agency for New Technology, Energy and the Environment (ENEA), which shows China's interest in using European technologies to improve energy efficiency of its economy.     After Chinese President Hu Jintao's attendance at the London G20 summit in April and Chinese Premier Wen Jiabao's Europe tour in January, Wu is yet another senior Chinese leader to visit Europe in the past few months.     Against the background of the worsening global financial crisis, Wu's visit highlighted the importance that China attaches to cooperation with Europe in addressing global challenges.     Italy, which currently holds the rotating presidency of the G8 group, will host a summit between the leaders of G8 nations and developing countries in June. Hu is expected to attend the meeting.     Wu's visit coincides with a G8 environment ministers meeting that is to be held in Italy on May 22.     China and Italy have witnessed smooth development of bilateral ties in recent years. Berlusconi visited Beijing for the Asia-Europe summit last October.     Besides Milan, Wu is also to visit Rome, Florence and Venice. Italy is the final leg of Wu's three-nation Europe tour, which had already taken him to Russia and Austria.

GENEVA, April 22 (Xinhua) -- Close international cooperation is needed to fight all forms of racism and racial discrimination, which is the enemy of the whole human society, a senior Chinese diplomat said here on Wednesday.     "China proposes that the international community work closely together to form a strong united front in the fight against racism," said Li Baodong, Chinese ambassador to the United Nations Office in Geneva, in an address to the ongoing Durban Review Conference.     Governments should fully recognize the huge damage that racism has caused to various human rights, international security and human development, and pursue actively the policy of "zero tolerance" at both the national and international level, Li told more than 100 delegations participating at the anti-racism conference.     The five-day conference, which opened on Monday, is a follow-up meeting to the World Conference against Racism held in Durban, South Africa in 2001.     Delegates adopted by consensus a final anti-racism declaration on Tuesday despite the boycott of the meeting by quite a few Western countries, including the United States, citing concerns that the meeting could be used as a forum to criticize Israel.     The atmosphere of the conference was also damaged on Monday after dozens of European delegates walked out of the conference room in protest to a speech made by Iranian President Mahmoud Ahmadinejad which likened Israel to a racist regime.     According to the Chinese ambassador, countries should enhance dialog and communications to resolve political differences and refrain from creating a breeding ground for hatred.     It's of great significance that countries have gathered once again to deliberate on the issue of racism eight years after the holding of the first UN anti-racism conference, he said.     Li also stressed the need to further enhance the effectiveness of various mechanisms established after the 2001 conference to address racism, racial discrimination, xenophobia and related intolerance, with a view to achieving better synergy, coordination, coherence and complementarity in their work.     In addition, he suggested a renewal or reinforcement of the international definition for racism, as many new forms of racism and racial discrimination are emerging along with the current global financial, food and energy crises as well as the threat of climate change.     "The Chinese government is against all forms of racism, and it has been actively engaged in various international anti-racist activities," Li said.     "With the opportunity provided by this conference, China is ready to work will all governments and the civil society to create a world free of discrimination, hatred, fear and prejudice," he added.

Bilateral relations have shown a sound momentum of accelerated growth since President Koroma took his office.     The two heads of state agreed to explore cooperation in the areas of infrastructure construction and resource exploitation.     To boost bilateral ties, Hu proposed to keep close contacts among the two countries' leaders, maintain friendly exchanges between lawmaking organs and ruling parties, and make joint efforts to facilitate bilateral education, public health and human resources programs.     He told Koroma China values its trade ties with Sierra Leon, and is committed to helping speed up the country's economic reconstruction.     Hu welcomed more Sierra Leone young people to study in China, pledging to foster more professionals for the country.     China had offered scholarship to altogether 311 Sierra Leone students since 1976.     Hu also vowed to promote the accomplishment of existing bilateral projects as scheduled, offer aid to Sierra Leone's education, culture, public health programs, and enhance coordination with it on major issues including peacekeeping, poverty reduction and fighting against global challenges.     Koroma said his country welcomed increased investment from China to aid his country's economy, vowing to create sound environment and conditions.     "Sierra Leone highly values relations with China, and is ready to cement all-round cooperation with the country and learn from its development experience," he said.     Koroma called on enhanced bilateral cooperation on international and regional issues, in particular African issues, to further push forward Sierra Leone-China and Africa-China ties.     The two presidents attended a signing ceremony for three cooperative agreements including one on China's providing anti-malaria medicines to Sierra Leone.     The West African country, once British colony, gained independence in 1961 and founded the Republic of Sierra Leone. With a population of over 6.1 million and an area of some 71,740 square kilometers, the country is the lowest ranked country on the Human Development Index and seventh lowest on the Human Poverty Index, following years of civil wars.     China forged diplomatic ties with Sierra Leone on July 29, 1971. Between that date and this March, China had invested 33.9 million U.S. dollars in the country and helped build more than 30 projects including hydropower stations, a national stadium, hospitals and government buildings.     Sierra Leone rolled out its first CDMA network in the country last month with help from Chinese equipment vendor Huawei Technologies. Sierratel, the country's government-owned telecommunication company, received a delivery of 16.6 million U.S. dollars worth of wireless telecommunication equipment from Huawei, funded by the Chinese government's preferential loan.     Chinese ambassador to Sierra Leone Qiu Shaofang said China would build two hydropower dams in Sierra Leone in the next three years.     "China has offered long-term economic aid to Sierra Leone and has promised not to reduce assistance in spite of the global slump," said Qiu.     Bilateral trade topped 83.71 million U.S. dollars last year, up 30.4 percent year on year. With the global downturn, total bilateral trade in the first four months of the year was down 40 percent to 12 million U.S. dollars.     China mainly exports machinery and electrical products, textiles and chemical products to Sierra Leone, while imports logs, natural rubber and coco beans.     Koroma's ongoing China trip will also take him to central China's Hunan Province and the country's financial hub Shanghai.
