BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. Highrise buildings are seen shrouded by heavy fog at the financial district of Shanghai, east China, Dec. 2, 2009    But sea areas off Shanghai were still shrouded by heavy fog. In the first three quarters of this year, Shanghai Maritime Safety Administration reported 32 accidents in its administrative area, in which 13 vessels were wrecked and 20 people went missing. Direct economic loss was estimated at 39 million yuan (about five million U.S. dollars).     The administration reminded passing vessels to be ready for emergencies because of the bad weather.     Visibility in east China's Shandong Province rose to more than 1,000 meters. Delayed flights and closed highways had been resumed, said the provincial meteorological bureau.     However, the heavy fog staggered in east China's Anhui Province, north China's Shanxi Province and northwest China's Shaanxi Province on Wednesday.     Visibility was 200 to 50 meters in most parts of Anhui, where police had to reinforce traffic control on highways.     Two of the three flights canceled on Tuesday in Hefei City tookoff Wednesday, though some other flights were delayed.     Visibility in Shanxi was 100 to 20 meters on Wednesday. Flights at the Airport of Yuncheng in Shanxi were postponed.

BEIJING, Nov. 17 (Xinhua) -- China and the United States will more vigorously promote cultural exchanges between the two nations and their people, and send more students to each other's country to study, a joint statement said here on Tuesday.     "The two sides noted the importance of people-to-people and cultural exchanges in fostering closer China-U.S. bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges," the statement said.     In recent years, the number of students studying in each other's country keeps rising. Currently there are nearly 100,000 Chinese students studying in the United States.     "The U.S. will receive more Chinese students and facilitate visa issuance for them," the statement said.     In China, there are about 20,000 American students studying. The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added.

BEIJING, Oct. 22 (Xinhua) -- Qingdao Haier Co., Ltd., a leading Chinese household electric appliance producer, announced Thursday evening that its net profit in the third quarter rose 48.88 percent year on year to 300.7 million yuan (44.03 million U.S. dollars).     Its net profit in the first three quarters increased 28.7 percent from a year earlier to 966.4 million yuan, the firm said in a statement to the Shanghai Stock Exchange.     The eastern Shandong Province-based company attributed the net profit hike to reduced inventory and improved assets quality.     Equities of the Shanghai-listed firm added 1.28 percent to 18.17 yuan per share Thursday.

BEIJING, Oct. 25 (Xinhua) -- Chinese Premier Wen Jiabao played a major role in ensuring the success of the meetings related to the Association of Southeast Asian Nations (ASEAN) by putting forward proposals to tackle the financial crisis and enhance regional cooperation, Chinese Foreign Minister Yang Jiechi said Sunday. Wen returned to Beijing Sunday evening after attending the meetings, including the 12th summit between the ASEAN and China (10+1), the 12th summit between the ASEAN and China, Japan and the Republic of Korea (10+3), the fourth East Asia Summit, in Hua Hin of Thailand from Oct. 23 to Oct. 25. Yang noted that Premier Wen put forward a number of proposals and measures, which both tackle the immediate urgent tasks and issues of common concern and take into account long-term strategic planning. These proposals fully indicated China's goodwill, sincerity, and its confidence and willingness for cooperation. Chinese Premier Wen Jiabao attends the 4th East Asia Summit (EAS) in the southern Thai resort town of Hua Hin, Oct. 25, 2009. The 4th East Asia Summit (EAS) opened here on Sunday, where ASEAN (Association of Southeast Asian Nations) leaders and their counterparts from China, Japan, South Korea, India, Australia, and New Zealand met to discuss regional cooperation topics.PROMOTING CHINA-ASEAN COOPERATION China, a firm advocate for regional cooperation, has launched a series of initiatives to strengthen cooperation with the ASEAN, especially following the global financial crisis, said Yang. Wen announced in April that the Chinese government would set up a 10-billion-U.S. dollar "China-ASEAN Fund on Investment Cooperation" to support infrastructure development in the region. The 12th ASEAN-China Summit was held here on Saturday. China also plans to offer a credit of 15 billion dollars to ASEAN countries and 270 million yuan (39.5 million dollars) in special aid to less-developed ASEAN countries. During the meetings in Thailand, Wen said the China-ASEAN fund will be available by the end of this year as the fundraising of 1 billion dollars for the first phase is almost completed, said Yang. These and other policy measures will provide timely assistance for ASEAN countries, which were hit hard by the current global financial crisis, added Yang. Meanwhile, the China-ASEAN Free Trade Area would be put in place by 2010 as planned, said Yang. Wen urged the two sides to make the most of it and promote exchanges and cooperation in various sectors between the two sides. For this end, China will host a China-ASEAN Free Trade Area forum next year, set up a portal website with the ASEAN nations, establish economic cooperation zones in the ASEAN nations and remove technical trade barriers, Yang noted. The Chinese premier also raised proposals on enhancing cooperation in various sectors, including infrastructure construction, agriculture, environment protection, new and renewable energies, prevention and control of A/H1N1 influenza as well as promoting social and cultural exchanges, said Yang. The leaders attending the meetings expressed high appreciation of China's commitment to good-neighborly and friendly policies and cooperation with ASEAN countries. They noted that China, taking practical actions to help ASEAN countries overcome difficulties and meet challenges, has served as a major force in maintaining financial and economic stability in the region, and promoting peace and development, said Yang. Therefore, many ASEAN countries expressed willingness to further cooperation with China, he said.

BEIJING, Nov. 25 (Xinhua) -- A Chinese diplomat told reporters Wednesday a substantial content is more important than the title of the outcome of the forthcoming climate talks in Copenhagen, Denmark.     The key to success of the conference is to uphold the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, the principle of "common but differentiated responsibilities" and the Bali Road Map, said Yu Qingtai, special representative of the Foreign Ministry for the UN climate change talks.     "No matter what the title of the conference outcome will be, we must follow the principles of the UNFCCC and the Bali Road Map," Yu said.     He said China's determination in coping with climate change has never wavered and it has never relaxed efforts in this regard though the global financial crisis has posed a severe challenge for the country's economic growth.     However, it is unfair to make developing countries shoulder the same responsibilities as rich countries on emission reduction, Yu said.     "The principle of 'common but differentiated responsibilities' is the foundation for international cooperation, and denial of the principle undermines the basis for international partnership," Yu said.     "Common but differentiated responsibilities" was set up in the UNFCCC, which was signed by more than 150 countries in 1992.     In less than two weeks, the 15th Conference of the Parties of the UNFCCC will open in Copenhagen to renew greenhouse gas emissions reduction targets set by the UNFCCC Kyoto Protocol, the first stage of which expires in 2012.

BEIJING, Nov. 28 (Xinhua) -- Chinese President Hu Jintao has urged unswerving efforts to improve the building of the Communist Party of China (CPC) to secure the Party's role as the steel core of the country's leadership.     Hu, also general secretary of the CPC Central Committee, made the call at a group study of the members of the Political Bureau of the CPC Central Committee on Friday.     With more than 75 million members and 3.7 million grassroots organizations, the CPC shoulders a tough task of Party building and management to lead the country's 1.3 billion people in economic and social development, Hu said.     To promote a democratic and scientific decision-making mechanism for the Party and government is a crucial task for the Party, he said.     In an era of great development and major transformation, Hu stressed, the CPC is facing long-term, complex and severe tests of challenges it would encounter as a ruling party in the process of reform, opening up, and implementation of market economy.     To improve Party building is also an urgent requirement of coping with the international financial crisis and maintaining the country's economic growth, Hu said.     He urged CPC organizations at all levels to promote organizational construction, improve regulations and fight against corruption.     The Party should also establish and improve an institutional system based on the Party's Constitution and the principles of democratic centralism...and ensure the Party's unity and strengthen the Party's vigor of innovation, Hu said.

GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30. The Spring Festival, or China's Lunar New Year, falls on Feb. 14 this year. Passengers walk on the platform after their arrival in Hefei railway station in Hefei, capital of east China's Anhui Province, Jan. 3, 2010. The railway service in Hefei railway station faced passenger peak as the new year holiday came to an end    China's Spring Festival transport is seen as the world's largest annual human migration as tens of millions of migrant workers return home, often their only chances for family gatherings.     The National Development and Reform Commission forecast some 210 million train trips over the holiday period, a rise of 9.5 percent from a year earlier.     China's transport authorities have long been fighting against scalpers, who were blamed for worsening the ticket shortage problem by stockpiling tickets and reselling them at higher prices.     "I've been working in Guangzhou for years. During each Spring Festival, I had to pay scalplers almost double the price for a ticket back home," said a migrant worker from Hunan.     "And the risk of buying fake tickets was always there," he said.     Shi Yanhai, a migrant worker from Sichuan, said she hadn't been back home for five years because it was too hard to buy a train ticket during the traffic peak.     "Hopefully I'll be able to buy a ticket this year after the real-name system takes effect," she said.     Nearly 80 percent respondents believed that the new system would help stop ticket scalping and make tickets purchasing easier during the holiday, according to an online survey by sohu.com, one of China's major internet portals.     Although welcomed by the majority, the new ticket selling system is faced with challenges. Some said the new rule might make train travel more complicated.     "I now only need to tell the ticket seller the date and destination of my trip. But after the system is effective, I have to show my ID card. That will make the queue longer!" said Zuo Xiaoyan, a migrant worker from Hunan, when queuing at Guangzhou railw
