BEIJING, May. 13 -- China's trade surplus decreased slightly last month from a year ago amid declines in international trade growth triggered by the global economic slowdown.     Monthly surplus reached 16.68 billion last month, down 1.14 percent year-on-year but up 24.5 percent from 13.4 billion U.S. dollars in March, the General Administration of Customs said yesterday.     Exports in April rose 21.8 percent year-on-year to 118.71 billion U.S. dollars, while imports rose 26.3 percent to 102.03 billion U.S. dollars. China's trade surplus decreased slightly last month from a year ago amid declines in international trade growth triggered by the global economic slowdown.(    The sharp decline in April's export growth after a 30.6 percent rise in March should be seen as a return to the medium-term trend rather than a sudden weakening in China's exports, said Sun Mingchun with Lehman Brothers.     He said year-on-year growth of exports in March 2008 was abnormally strong given exports in March 2007 were extremely weak because exporters had frontloaded their shipments last February.     China's trade surplus has been narrowing since the government took measures to curb exports of resource-intensive and heavily polluting products and started to encourage imports from last year.     The World Trade Organization has predicted global trade growth will decline to 4.5 percent, 1 percentage point lower than last year. It could be the slowest rise since 2002.     "The global economy is facing more uncertainties this year given the possible shrinkage in US demand and inflationary pressures. Both these factors are expected to aggravate the global economic slowdown, further affecting trade," said Liang Yanfen, a researcher with the Chinese Academy of International Trade and Economic Cooperation.     "Slowing external demand may take more time to impact export growth, but the weakening trend is becoming more evident both in and outside the US. Higher commodity prices and currency appreciation would check the continued rise in trade surplus," said Ken Peng, a Citi analyst.     Export growth stayed robust at 21.8 percent but is under pressure as even Asian demand has started to slow, suggesting that a weakening in the final product markets is affecting upstream producers while imports continue to be supported by a stronger currency, high commodity prices and government controls over trade in food and resources out of inflation concerns, he said.     The country's trade surplus in the first four months narrowed to 57.99 billion U.S. dollars, 5.31 billion U.S. dollars lower than a year ago.     Exports in these four months amounted to 424.6 billion U.S. dollars, up 21.5 percent, or 6 percentage points less than a year earlier. Imports were 366.6 billion U.S. dollars, up 27.9 percent, or 8.8 percentage points more than a year earlier.     Realized foreign investment reached 35.02 billion U.S. dollars during the four months, up 59.32 percent year-on-year, the Ministry of Commerce said.

BEIJING, Aug. 19 -- China will complete the construction of its first four strategic oil reserves by the end of this year, a senior government official said yesterday.     "The progress has been smooth and all the four bases will be completed by the year end," Zhang Guobao, administrator of the National Energy Administration (NEA), said after a press conference in Beijing. "Their total capacity will amount to 16.4 million cu m."     Zhang made the comments at his first public appearance since the NEA's inauguration on Aug 8.     The administration came into being as part of the reshuffle of government agencies in March. Zhang now also holds the position of vice-minister of the National Planning and Reform Commission (NDRC), the nation's top economic planner. The government plans to build strategic oil reserves in three phases over 15 years, involving an estimated investment of 100 billion yuan (14.6 billion U.S. dollars).     The first four reserves, located in Dalian, Qingdao, Ningbo and Zhoushan, are expected to maintain strategic oil reserves equivalent to 30 days of imports in 2010.     The reserve in Ningbo, a coastal city in Zhejiang province, was put into operation in late 2006. It is the largest of the first four reserves, with a total storage capacity of 5.2 million cu m.     The central government is now reportedly selecting locations for the second batch of strategic oil reserves.     Cities including Tangshan and Guangzhou are understood to be vying for the projects, but Zhang declined to comment on this.     The newly established energy administration oversees the nation's oil reserves and monitors the domestic and overseas energy markets. It is also responsible for mapping out China's energy development strategy and formulating rules and regulations for the energy sector.     Renewable energy     Zhang also said yesterday that the installed capacity of wind power in the nation is expected to exceed 10 million kW by the end of this year, compared with 4.03 million kW in 2007.     The drastic increase came as the government has being promoting the use of renewable energy in the face of rising oil prices.     In recent years, the government has rolled out a host of fiscal and tax incentives to boost the development of the alternative energy sector, including a 50-percent cut in value-added tax for wind power plants.     Last year, renewable energy such as wind power, biomass and hydropower accounted for 8.5 percent of the nation's total energy use. That figure is set to increase to 10 percent in 2010 and 15 percent in 2020.     The newly established energy administration will set up more renewable energy projects to further spur the development of the sector, according to Zhang.

KUNMING, April 8 (Xinhua) -- China Eastern Airlines (CEA) will offer compensation of up to 400 yuan (57 U.S. dollars) to passengers affected in flights where pilots deliberately turned their aircraft around.     Passengers whose flights were canceled will get 400 yuan compensation. Those delayed within two hours of departure and without accommodation would get 100 yuan. Those delayed within eight hours of departure would get 200 yuan, said an official with the Yunnan branch of the carrier on Tuesday.     The compensation was set according to a guideline notice released by the general Administration of Civil Aviation, the official said.     From March 31 to April 1, 21 flights returned to their departure points in Yunnan Province, in southwestern China, leaving more than 1,000 passengers stranded at Kunming Airport, the capital of Yunnan.     "The time and energy we have wasted could never be compensated by 400 yuan," said Yu Xiaoyan, a tourist from the northern Inner Mongolia Autonomous Region.     Yu planned to take the MU5793 flight at 9:50 a.m. on March 31 from Kunming to Xishuangbanna. The plane never came after waiting for seven hours at the airport.     She was offered a ticket change at 4 p.m. on April 1 and received 400 yuan compensation.     CEA finally admitted on Monday that some pilots on the 21 flights deliberately turned their aircraft around while in flight.     It originally said the incidents were due to poor weather. However flights with other airlines flying the same routes landed on schedule during the same period.     The airline has suspended the pilots. CHENGDU, May 24 (Xinhua) -- Chinese Premier Wen Jiabao said Saturday the efforts to search survivors were continuing in the quake-hit areas, but the focus of work would be gradually shifted to the resettlement of residents and post-quake reconstruction.     Wen told Chinese and foreign reporters at a resettlement site in Yingxiu town, a worst-hit area in the May 12 quake, that the biggest difficulty in resettling the quake-affected residents was the lack of tents.     A total of 15 million rooms were damaged or destroyed in the quake and a large number of people are in need of shelter, said the premier, who is paying a second visit to the quake-hit Sichuan Province.     "We have collected the tents nationwide and got aid from international community, but tents are still lacking," Wen said.     The Chinese government has ordered domestic tent manufacturers to produce and transport 30,000 tents to the quake zone each day and 900,000 within a month, Wen said.     The production of movable plank houses should also be accelerated to ensure the quake-affected people resume a normal life within three months, Wen added.     Efforts should also be made to ensure no big epidemic after the disaster, the premier said Chinese Premier Wen Jiabao (R Front) speaks during an interview with journalists from at home and abroad, in Yingxiu Town of Wenchuan County, southwest China's Sichuan Province, May 24, 2008, during his second inspection tour of quake-hit areas in Sichuan after May 12 when the 8.0-magnitude quake happened.     Enough epidemic prevention staff and medicine supply should be ensured, he said.     Wen said another problem confronting quake-relief workers is that the chances of secondary disasters still exist. "The search and rescue operation has been conducted in every village."     The central finance had earmarked tens of billions of yuan for the relief work, Wen said. A 75-billion-yuan (about 10.7 billion U.S. dollars) post-quake reconstruction fund had been set up and more money would be added to it in the next two years, he added.     Before the reporters, Wen expressed sincere thanks to the Chinese worldwide, including compatriots from Hong Kong, Macao and Taiwan, as well as the leaders, governments and people of other countries for their concern, sympathy, aid and help.     "Facing such a powerful quake, we welcome international reporters to the quake zone," Wen said. "And we believe you can report the quake, its damage and the work we have done in a fair, objective and truthful way with your conscience and humanitarian spirit."     "In handling emergency incidents and other issues, we will unswervingly stick to the principles of putting people first and opening up to the outside," he said.     The 8.0-magnitude quake, which was centered in Wenchuan County, had left 60,560 dead nationwide as of Saturday noon, according to the Information Office of the State Council.
