浅析公共关系在企业发展中的作用

BEIJING, March 27 (Xinhua) -- China's top political advisor Jia Qinglin Friday urged the Tibetan people to maintain stability and cherish prosperity achieved in the autonomous region ahead of Serfs Emancipation Day.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made those remarks at a meeting held here to commemorate the event which falls on Saturday.     Jia appreciated the endeavors of people living in the Tibet Autonomous Region who have made great contributions to the social and economic development of the region. Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), speaks at the symposium marking the 50th anniversary of serfs emancipation in Tibet held in Beijing, capital of China, on March 27, 2009The establishment of Serfs Emancipations Day is to make all Chinese people remember the historical event 50 years ago in which Tibetan people abolished the feudal serfdom system, Jia said.     It will also remind Tibetan people of the nature of the ** Lama clique which has sought separation of the country, he said.     Tibet's development has proved that only the democratic reform under the leadership of Communist Party of China could save the region and make it more prosperous, the official stressed. Jia Qinglin (R), chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), shakes hands with the 11th Panchen Lama Gyaincain Norbu during the symposium marking the 50th anniversary of serfs emancipation in Tibet held in Beijing, capital of China, on March 27, 2009Jia urged the Tibetan people to fully understand President Hu Jintao's keynote speech on Tibet during the top legislature's annual session and implement the Party's religious policies in the region.     No matter what the ** Lama claims, it will not change the reality that Tibet was, is and will always be part of China, Jia said.     It will not change the great achievement made by the Tibetan people in the past five decades and Chinese people's strong will to maintain the nation's unity, Jia said.

ZURICH, SWITZERLAND, Feb. 26 (Xinhua) -- A Chinese business delegation inked trade deals worth more than 300 million U.S. dollars with Swiss companies on Thursday, ending the second leg of their four-state procurement tour in Europe.     The agreements covered products ranging from software to electric equipments and metals, which meet China's domestic needs, according to Chinese trade officials.     Among those agreements, Switzerland's ABB, a global leader in power and automation technologies, signed a letter of intent for the supply of generator circuit breakers to China Nuclear Power Engineering Company.     Switzerland's Glencore, one of the world's largest suppliers of a wide range of commodities and raw materials to industrial consumers, also signed a deal with Chinalco, the world's second largest alumina producer and the third largest primary aluminum producer.     Holcim, one of the world's leading suppliers of cement and aggregates based in Switzerland, deepened its partnership with China's Huaxin Cement Company (HCC). They signed a frame agreement for technical service, technology and new equipment supplies covering the next two years.     Holcim is already the single largest shareholder in HCC, holding a stake of 39.9 percent of the Chinese firm.     "HCC with Holcim's support will continue to strengthen and extend its leading role as a modern cement producer in China," the two companies said in a statement. Chen and Leuthard attended here on Thursday the Sino-Swiss Economic and Trade Forum with the aim of intensifying relations between Swiss and Chinese companiesChinese Commerce Minister Chen Deming, who led the delegation, said that besides this team, there will be more Chinese business delegations coming to Switzerland for trade and investment opportunities.     Swiss Economy Minister Doris Leuthard revealed that a Swiss business group will also go to China within the year.     Both ministers witnessed the deal-signing ceremony and opened an economic and trade forum with the aim of intensifying relations between Swiss and Chinese companies.     Addressing the forum, Chen said that cooperation is the effective way to tackle the international financial crisis which posed great challenge to world economy. Chinese Commerce Minister Chen Deming (L) and Swiss Economy Minister Doris Leuthard attend a press conference in Zurich, Switzerland, Feb. 26, 2009. Chen and Leuthard attended here on Thursday the Sino-Swiss Economic and Trade Forum with the aim of intensifying relations between Swiss and Chinese companies"Past experience shows that in time of crisis it is all the more important to adhere to a policy of openness and cooperation," he said. "Protectionism will not revive the economy. Rather, it will exacerbate the recession."     "This trade and investment promotion delegation to Europe is a clear indication of China's opposition to protectionism and its readiness to work together with Europe in tiding over the crisis," he added.     Highlighting China and Switzerland are important economic and trade partners to each other, Chen said the two economies are highly complementary.     China is highly competitive in labor-intensive products, such as garments, jewelry, footwear and containers, offering budget choice to Swiss consumers, while Switzerland boasts a distinct competitive edge in watches, medicines, measuring instruments and precision machinery.     In 2008, bilateral trade between China and Switzerland reached 11.25 billion U.S. dollars, increasing 19.2 percent despite the economic downturn. China is now Switzerland's second largest trading partner in Asia.     Leuthard said that the visit by the Chinese delegation sent a strong signal that China and Switzerland remain committed to open markets and against protectionism.     She said the agreements between Swiss and Chinese companies are "good news to our businesses."     "They signed contracts which will safeguard jobs and strengthen the cooperation between Swiss and Chinese companies in different fields in our economy," she said.     Earlier today, Leuthard and Chen signed a memorandum on the intensification of technical cooperation in the field of environmental technology.     "Switzerland and China will cooperate more strongly to ensure that economic growth can be shaped in a more sustainable and environmentally-sound manner," the Swiss government said.     To this end, a joint working group is to be established to examine the potential for cooperation in the areas of technology transfer, energy efficiency, renewable energies and the efficient use of resources. The group will submit proposals on the shape of this cooperation.     Switzerland is the second stop of the Chinese business delegation's European tour. On Wednesday, they signed 37 procurement deals worth about 11 billion euros (14 billion U.S. dollars) with local firms in Germany.     In an interview with Xinhua on Wednesday, Chen expected purchase deals with Switzerland would be modest compared with Germany due to the gap in the two countries' economic scales.     The delegation will arrive in Madrid, Spain later today and then London, the last stop. Chen said the deals to be signed there could be a more than in Switzerland.

NAIROBI, Feb. 8 (Xinhua) -- Chinese President Hu Jintao will pay state visits to the African countries of Mali, Senegal, Tanzania and Mauritius in mid-February, his second trip to the continent in search for closer cooperation since the 2006 Beijing Summit of the Forum on China-Africa Cooperation.     The top-level visit follows a four-nation African tour by Chinese Foreign Minister Yang Jiechi in intensified efforts to forge full partnership with Africa.     China and African countries have made great achievements in developing a new type of strategic partnership since the Beijing Summit, with more frequent high-level exchanges.     Three months after the summit, President Hu Jintao embarked an African tour of eight countries initiating the process of implementing the achievements of the summit to benefit the continent. Some senior Chinese officials also went to Africa on friendly missions in 2008.     On African side, more than 20 leaders visited China last year, attending the opening ceremonies of the Beijing Olympics and Paralympics or watching the Olympic Games.     African countries have always been supportive on issues concerning China's core interests since the establishment of diplomatic ties decades ago and offered aid and support to China's quake relief efforts last year, showing the deep friendship between the two sides.     China cherishes the support from the continent and pledges to further implement the achievements of Beijing Summit by helping African countries maintain political stability and boost economic development.     China devised an eight-measure policy to enhance economic and trade cooperation with Africa in 2006 Beijing Summit, including assistance, preferential finance, construction of a conference center for the African Union, debt cancellation, more African market share in China, professional training, and establishment of trade and economic cooperation zones in Africa.     The policy has been effectively carried out with remarkable achievements in the past two years.     By the end of 2008, the China-Africa Fund had invested nearly 400 million U.S. dollars in 20 projects, generating an investment in Africa by Chinese enterprises to about 2 billion dollars.     Bilateral trade hit 106.8 billion dollars in 2008, after exceeding 10 billion dollars in 2000.     The made-in-China brand finds its way into African families, while market share for a variety of African commodities in China has also snowballed.     China has also cancelled part of debts for the most indebted and least developed countries in Africa, at the same time, lifting tariffs on imports from those countries.     In addition, the construction of economic and trade zones or duty free trade zones in Africa is progressing smoothly, including the Zambia-China Economic and Trade Cooperation Zone, the Guangdong Economic and Trade Cooperation Zone in Nigeria and the Lekky Duty Free Trade Zone in Lagos, Nigeria, the Egypt-Suez Economic and Trade Zone and Ethiopian Orient Industrial Park.     Cultural exchanges have also been active and fruitful between the two sides.     African song and dance have gained their audience in China and China's Confucius Institute has also taken root in Africa since its first landing in the University of Nairobi, Kenya, in December 2005.     Cooperation and exchanges between China and Africa have enhanced friendship and understanding between the two peoples.     Malian President Amadou Toumany Toure, whose country is the first in sub-Saharan Africa to establish diplomatic ties with China, applauded the Chinese President's upcoming visit, hoping it will bring bilateral cooperation to a new height.     Mali will warmly welcome President Hu, Toure said, adding that he will invite Hu to attend the inauguration of a China-aid bridge project in the country's capital Bamako.     Senegal is also looking forward to Hu's visit. Abdoulaye Balde, spokesman for the presidential office, said his country was bracing itself for the first visit by a Chinese head of state since the two countries resumed diplomatic ties three years ago.     Senegalese President Abdoulaye Wade visited China twice in 2006 in a bid to boost bilateral ties, Balde said, expressing his belief that the top-level exchange would give impetus to the development of strategic partnership between the two countries.     Officials in Tanzania and Mauritius also welcome Hu's upcoming visits, hoping to further enhance cooperation with China, which they see as a rising power that will benefit Africa as well as other developing nations.

BEIJING, Feb 7 (Xinhua) -- After some parts of the drought-stricken north China embraced the long-awaited rain on Saturday, more rainfall was expected to come on Sunday, said National Meteorological Center (NMC) on Saturday.     Rain or snow is forecast for Sunday and next Monday in parts of the northwest and southwest China. They will also spread to the country's north and central regions, according to the NMC. Photo taken on Feb. 7, 2008, shows raindrops on wheat seedlings in Zhongmou County, Henan Province, central China.    The provinces of Gansu, Shaanxi, Shanxi, Hebei, Shandong, Henan, Hubei and Anhui, the country's major wheat-growing areas which are hard-hit by the rare drought will brace rain or snow from Saturday night to Sunday. The rainfall will be less than 10 millimeters, but will help relieve the grim drought moderately.

BEICHUAN, Sichuan province, April 4 (Xinhua) -- Tears fell down her cheeks, like the rain dropping on her umbrella.     "I dreamed of my granddaughter several times," Tan Yunlan said while sobbing.     Supported by her daughter, the elderly woman gazed at a pile of rubble which used to be an apartment building in the former Beichuan county seat.     Tan's son-in-law arranged several bricks to burn incense, while her daughter took out a folded handkerchief from her bag. She opened it and placed the photo of a four-year-old girl inside, then gently placed it on the ground.     Behind the family, people walked slowly in twos and threes, holding candles or white chrysanthemums. Firecrackers would sound sporadically.     As Saturday was China's traditional Tomb Sweeping Day, survivors of the quake-leveled county returned to what's left of their homes to mourn loved ones.     GRIEF IN QUAKE ZONES     More than 80,000 people were confirmed dead or missing after the May 12, 2008 earthquake in southwest China's Sichuan province.     One of the worst-hit areas, 15,645 people were killed in Beichuan. Another 4,311 others remain missing. Because of the destruction, the county has been closed-off since May 20 last year. For the first time since then, former residents were allowed to return for four days of mourning starting Wednesday.     Life forever changed for Zhu Xiuhua after her husband was buried under the county's vegetable market.     "He was considerate and diligent, earning 3,000 yuan a month to support the family," she murmured, eyes swollen.     After the quake, Zhu became the family provider, taking care of her parents-in-law and two sons. Although the local government gave her some subsidy, she now has to work at construction sites like a man.     Facing the debris of the market, she drew a circle on the ground with a stick and wrote the name of her husband.     "There were too many people who died in the quake. I am afraid he can't find the money I gave him," she wept.     Zhu then lit a candle and placed it alongside the pork she had cooked and set by the debris. Pork, was her husband's favorite food. She then burned ghost money- one sheet after another, as an offering to help the dead in afterlife.     "Don't worry about us. We can manage it," she whispered to him.     In Qingchuan county, flower seller He Xiantong brought a bunch of chrysanthemums to an earthquake memorial park in Donghekou.     "Somewhere in the county, 40 meters underground, lies my wife," he said. "I feel that we are so close."     At the same time, their son, He Kaiyuan, who is in Chengdu, less than 300 kilometers away, stands facing Qingchuan. He also bought flowers for his mother and placed them on the ground.     "Dad visits mom every day," he said. "Mom, dad is with you. You must be happy in heaven."     In front of the tomb of Tan Qianqiu in Deyang city, just north of Chengdu, many strangers stopped to mourn.     The teacher, from the Dongqi middle school, sheltered four students with his arms when the quake jolted the building. When rescuers arrived, they discovered Tan had died, but the students all survived.     Huang Jing, a girl who was from Hunan province, dedicated a bouquet to Tan.     "He is also a native of Hunan," she said. "Although he didn't know me, I brought him greetings from his hometown."     MOURNING FROM ELSEWHERE     In Fuzhou, capital of east China's Fujian province- some 2,000 kilometers away from the quake's epicenter- a ceremony was held for people to mourn victims.     In front of more than 100 people, two girls tied letters they had written to deceased relatives, to the legs of pigeons, then let them go.     "Dear little sister, how are you in heaven?" wrote 16-year-old Dong Yu.     "Does it still hurt? How are uncle and aunt?" her letter went on to say. Her cousin was just eight months younger than her.     "Mom still weeps sometimes, but there are so many people from Sichuan in heaven, you won't be lonely."     Together with 33 other students from Sichuan, Dong was sent to a vocational school in Fuzhou after the disaster.     "I am doing well here," she read, smiling, with tears.     People also chose to mourn the dead on the Internet.     "Chen Jian, I'm Xiaofeng. How are you in heaven?" This message was from Chen's wife Tan Xiaofeng on the website cq.qq.com.     After the earthquake, Chen, worried about his pregnant wife. He survived 73 hours under crushed concrete and twisted steel rods. He passed away after he was pulled out of the debris.     Netizens on the portal website Sohu, list his story as among the ten most touching from the earthquake.     "I miscarried," Tan Xiaofeng wrote.     After the earthquake she moved away from her hometown and went to work in eastern Jiangsu Province.     "I will be back to sweep tombs for him later this month," she said.     The website claims to be the first online platform for visitors to mourn quake victims on Tomb Sweeping day. So far, more than 7,000 messages were left by netizens. Photos showing touching moments during the quake and its aftermath were also posted.     On Sina.com, the page for mourning showed candles forming "5.12" and a white chrysanthemum. More than 2,373,000 people had visited the site as of Saturday afternoon. Some posted their own messages for victims: "There is no disaster in heaven," and "Hope the survivors can be strong and live a better life."     LOOKING INTO THE FUTURE     Outside the barbed wire fence around the collapsed Beichuan middle school, 15-year-old Lu Chunqiao closed her eyes and held burning incense.     Four other students nearby burned a letter. In Chinese, there is a superstition that if you burn a letter, you are sending it to the dead.     The ninth grade students then knelt down, keeping their foreheads close to the ground.     They survived the quake, but more than 1,000 of their classmates were dead or missing.     "We want to tell them (the dead) the changes during this past year," Lu said. "Construction of the new school building is to start next month."     About one kilometer away from the Beichuan county seat, work rebuilding Qushan township just began.     Amid roaring machines, Liu Chunyi, an engineer from eastern Shandong province said, "it is the greatest comfort to the dead tohave those alive live a better life."     In Wenxian county of northwestern Gansu province where 114 people succumbed in the quake, Liu Wencheng placed fruit and tea for his dead wife in a graveyard.     He told her that their two daughters were doing well at school.     Liu had 0.2 hectares of land, where he planted wheat, corn and potatoes.     "Life has to go on," he said.     After the quake, the local government sent him a quilt, food and electric blankets. Each affected family was also given 20,000 yuan (almost 3,000 U.S. dollars) for reconstruction. It was not enough to build a house which is why Liu still lives in a tent. He is not sure how long he will be there.     In Sichuan, however, there is a timetable.     The province vowed to rebuild all damaged houses in rural areas by the end of this year and those in cities or townships before next May.     More than 90 percent of roads and 98 percent of the power supply system would be restored by Sept. 2010.     But it will take longer than that for wounds in people's hearts to heal.     Many people suggested Tan Xiaofeng, who is just 26, should re-marry.     The idea just makes Tan cry.     "I can't accept another man," she said while shaking her head. "Not now."
