GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30. The Spring Festival, or China's Lunar New Year, falls on Feb. 14 this year. Passengers walk on the platform after their arrival in Hefei railway station in Hefei, capital of east China's Anhui Province, Jan. 3, 2010. The railway service in Hefei railway station faced passenger peak as the new year holiday came to an end    China's Spring Festival transport is seen as the world's largest annual human migration as tens of millions of migrant workers return home, often their only chances for family gatherings.     The National Development and Reform Commission forecast some 210 million train trips over the holiday period, a rise of 9.5 percent from a year earlier.     China's transport authorities have long been fighting against scalpers, who were blamed for worsening the ticket shortage problem by stockpiling tickets and reselling them at higher prices.     "I've been working in Guangzhou for years. During each Spring Festival, I had to pay scalplers almost double the price for a ticket back home," said a migrant worker from Hunan.     "And the risk of buying fake tickets was always there," he said.     Shi Yanhai, a migrant worker from Sichuan, said she hadn't been back home for five years because it was too hard to buy a train ticket during the traffic peak.     "Hopefully I'll be able to buy a ticket this year after the real-name system takes effect," she said.     Nearly 80 percent respondents believed that the new system would help stop ticket scalping and make tickets purchasing easier during the holiday, according to an online survey by sohu.com, one of China's major internet portals.     Although welcomed by the majority, the new ticket selling system is faced with challenges. Some said the new rule might make train travel more complicated.     "I now only need to tell the ticket seller the date and destination of my trip. But after the system is effective, I have to show my ID card. That will make the queue longer!" said Zuo Xiaoyan, a migrant worker from Hunan, when queuing at Guangzhou railw

BEIJING, Nov. 18 (Xinhua) -- Chinese Premier Wen Jiabao will meet here Wednesday with US President Barack Obama, who is on his first state visit to China since his January inauguration.     They will have a working lunch before Obama's sightseeing visit to the Great Wall in the north suburb of the Chinese capital, which will be another chance for the US head of state, who toured the Imperial Palace Tuesday, to learn more about the ancient Chinese civilization.     Obama will conclude his fist visit to China and fly to the Republic of Korea, the last leg of his four-state Asian tour, in the afternoon.     He arrived in China's economic hub Shanghai Sunday night to kick off this visit as guest of his Chinese counterpart Hu Jintao.     Hu held talks with him in Beijing on Tuesday and they met international reporters for about 40 minutes after the talks, both pledging to further bilateral ties.     Top Chinese legislator Wu Bangguo also met Obama on Tuesday, several hours before a state banquet in the Great Hall of the People in downtown Beijing.     In a joint statement issued on Tuesday, the two sides spoke highly of the tremendous development achieved since the two countries established diplomatic relations 30 years ago and reached consensus on further bilateral ties.

SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama on Monday called on the Chinese and U.S. governments to strengthen cooperation in dealing with such global challenges as climate change.     "There are very few global challenges that can be solved unless China and the United States agree," he stressed while answering a question at a town hall with Chinese students in Shanghai, the first stop of his four-day China tour.     As the world's two largest greenhouse gas emitters, the United States and China should assume the responsibility to curb greenhouse gas emissions, he said.     "Unless both of our countries are willing to take critical steps in dealing with this issue, we will not be able to resolve it," Obama said.     The president called on world leaders to strike a deal at the December Copenhagen conference during which they would make differentiated commitments to reducing greenhouse gas emissions.     China should not take the same obligations as the United States since it has a much larger population living in poverty, he said.     Climate change is expected to be one of the main topics at the upcoming meeting between Obama and Chinese President Hu Jintao.     President Hu promised at a September UN climate summit in New York that China would cut carbon dioxide emissions per unit of gross domestic product by "a notable margin" by 2020 from the 2005level.     Obama has said he wants to cut U.S. emissions back to 1990 levels by 2020 and 80 percent further by 2050, but the U.S. Congress was unlikely to complete climate legislation by the time of Copenhagen, due to great political challenges in the midst of a recession with high unemployment and other domestic priorities.     According to U.S. top negotiator Jonathan Pershing, it would be difficult for the U.S. to pledge an emissions target without legislation by Congress, therefore a new pact to combat global warming is a forlorn hope for Copenhagen.     The Dec. 7-18 Copenhagen meeting, which is expected to bring together leaders from 190 countries, aims to renew greenhouse gas emissions reduction targets set by the Kyoto Protocol, due to expire in 2012.

CHANGSHA, Dec. 2 (Xinhua) -- Senior Chinese leader Li Changchun has called on publicity departments and media organizations to "vigorously" disseminate the core values of socialist China and inspire the public to achieve the Party's development goals.     Li, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, said during his inspection tour to Hunan Province that China's achievements in the reform and opening up and modernization cause should be well presented, as well as the country's successful experience in dealing with the financial crisis.     Li's five-day tour ended Wednesday, during which he urged publicity departments and news media to "spread China's practices in keeping economic development steady and relatively fast amid the international financial crisis."

BRASILIA, Nov. 26 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday called for closer cooperation between China and Latin American countries to bring more benefits to both sides.     Addressing the Brazilian National Congress, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said it is a firm and steady foreign policy of the Chinese government to strengthen solidarity and cooperation with Latin American countries. Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference, delivers a speech at the Brazilian National Congress in Brasilia on Nov. 26, 2009.Jia put forward a four-point proposal aimed at elevating the China-Latin America relations.     Firstly, he said the two sides should deepen political ties on the basis of equality and mutual trust.     Secondly, Jia said China and Latin American countries should expand pragmatic cooperation to achieve mutual benefit and a win-win situation.     Thirdly, China and Latin America should expand cultural and personnel exchanges so as to enhance friendship between their peoples. Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference, delivers a speech at the Brazilian National Congress in Brasilia on Nov. 26, 2009. Fourthly, he said the two sides should strengthen cooperation and coordination on multilateral occasions in the spirit of seeking common ground while reserving differences.     In his speech, Jia also expressed China's standpoint on the issue of climate changes, a theme he considered as a great challenge to the survival and development of the entire humanity.     China, a developing country with sense of responsibility, calls for international community's common efforts to tackle climate changes through practical and effective cooperation, he said.     The Chinese government has recently unveiled its reduction target of greenhouse gases emissions, an evidence of the maximum effort China is able to make, and the most sincere will of the 1.3 billion Chinese people in hopes that positive results may come to reality at the Copenhagen conference, said Jia.     Aloizio Mercadante, representative of Brazilian Senate President Jose Sarney, said in his speech that to strengthen the bilateral cooperation will be conducive to the development of two countries, the recovery of the world economy as well as the world peace.     Brazil is the last leg of Jia's four-nation visit, which has taken him to the Philippines, Peru and Ecuador.

BEIJING, Nov. 2 (Xinhua) -- Chinese Premier Wen Jiabao and European Commission President Jose Manuel Barroso exchanged views on climate change and China-EU cooperation on Monday during a telephone conversation.     The upcoming UN climate change conference in Copenhagen should aim to achieve positive results in the full, effective and sustained implementation of the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, Wen said.     "Emphasis should be put on making clear and detailed arrangements for mitigation, adaptation, technology transfer and financing," he added.     "The key to success at the conference is to uphold the UNFCCC, the Kyoto Protocol, the principle of 'common but differentiated responsibilities' and the authorization of the Bali Road Map," he said.     President Hu Jintao had made clear China's position and specific measures at the UN climate change summit in September, he said.     The premier specified six aspects China will give priority to in its next steps. That included integrating actions on climate change into its economic and social development plan, implementing and improving the National Climate Change Program, promoting the green economy, and reinforcing the comprehensive capability in coping with climate change.     Work also needs to be done in improving legislation on dealing with climate change and boosting international exchanges and cooperation, Wen said.     China highly values its relations with the European Union and both sides should further deepen the strategic mutual trust and strengthen all-round cooperation under new conditions, Wen said.     China is ready to work with the EU to push for a success of the Copenhagen conference and promote the comprehensive strategic partnership with the EU, he added.     In the telephone conversation, Barroso briefed Wen on the EU's position and proposals on climate change.     Barroso said the EU appreciates China's efforts in coping with climate change and its achievements in energy saving and emission reduction.     The EU hopes to enhance coordination and cooperation with China to make sure the Copenhagen conference produces positive outcomes, and expects to make joint efforts with China to push bilateral cooperation to a new level, Barroso said.
