BEIJING, Nov. 27 (Xinhua) -- China's promise on its carbon dioxide emissions cut target was "a serious and solemn one," said Premier Wen Jiabao here Friday.     Wen made the remarks in a meeting with representatives from India, South Africa, Brazil and the G77 group of developing nations, who were here for consultations with China on climate change issues. The State Council, or the Chinese cabinet, announced Thursday that China was going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005. WASHINGTON, Oct. 22 (Xinhua) -- The military-to-military ties between the United States and China have a vital role to play in the development of an active, cooperative and comprehensive bilateral relationship, Secretary of State Hillary Clinton told retired generals from both countries here on Thursday.     In a meeting with participants of an exchange forum between retired generals of the two countries, Clinton said President Barack Obama attaches great importance to the growth of interactions between the two militaries. Exchanges between retired generals of the two militaries, Clinton said, could play an important role in facilitating a healthy development of military-to-military relationship between the United States and China.     Kurt Campbell, assistant secretary of state for East Asian and Pacific Affairs, said at a separate meeting with the retired generals that the Obama administration fully supports exchanges of this kind and hopes that such interactions could continue on a regular basis.     Through in-depth and extensive dialogues of this kind, Campbell said, the two militaries could increase mutual understanding and trust and promote growth of constructive cooperation between the two sides.     Xiong Guangkai, former vice-chief of general staff of the Chinese People's Liberation Army, is heading the Chinese delegation.

BEIJING, Jan. 7 -- China's central bank Wednesday said it will manage inflation expectations and keep a close watch on the property market through its credit and money supply policies.     In a statement on its website, the People's Bank of China (PBOC) said it would try to maintain ample liquidity in the financial system, and ask banks to lend more evenly, while strictly implementing credit policies in the property sector.     The nation will also take steps to rein in fast-rising property prices and strengthen credit controls for the sector, according to Housing and Urban-Rural Development Minister Jiang Weixin. Shares of China Vanke Co, the country's largest listed property developer, have fallen more than 12 percent in the past month on concerns that the measures to cool the property market would impact earnings. Poly Real Estate Group Co, the second largest real estate firm, also saw its shares fall to a four-month low.     Meanwhile, a report from UK real estate service provider Savills said that the tighter credit policies and soaring realty prices have spurred property sales by international investors. Many of the investors had acquired the properties several years back and have been able to get handsome returns now, it said.     "Sales by foreign investors increased from 7 percent in 2008 to 20 percent in 2009," said the report.

BEIJING, Oct. 27 (Xinhua) -- Six Chinese nurses were awarded the Florence Nightingale medal on Tuesday for their prominent contributions to health care.     Chinese President Hu Jintao, who is also the honorary president of the Red Cross Society of China, conferred the medals on the nurses at the Great Hall of the People in downtown Beijing.     Premier Wen Jiabao and senior leaders including Li Changchun, Xi Jinping and Li Keqiang also attended the awarding ceremony.     Chinese nurses have made great contribution to the country's humanitarian cause, said Vice Premier Hui Liangyu at the awarding ceremony.     A total of 28 nurses from 15 countries worldwide won the award this year.     The Florence Nightingale medal, which is the highest international honor for nurses, is being given for the 42nd time since its introduction in 1912.     "It honors exceptional courage and devotion to caring for the victims of armed conflict or other disasters, or exemplary service and a creative and pioneering spirit in the areas of public health or nursing education," according to the Web site of the International Committee of the Red Cross.     The award is named after Florence Nightingale (1820-1910), an English nurse known for her pioneering work to improve the care of sick and wounded soldiers during the Crimean War (1853-1856).     A total of 54 Chinese nurses have won the award since the country began to recommend candidates for the award in 1983.

COPENHAGEN, Dec. 7 (Xinhua) -- China has all along actively pushed forward international negotiations on climate change, and made its own contribution in energy saving and emissions cut, said a senior Chinese official on Sunday.     China, with its continuous development and increasing influence, is playing an ever bigger role in climate change negotiations, Xie Zhenhua, vice minister in charge of China's National Development and Reform Commission, told Xinhua.     Xie is in Copenhagen to attend the UN Climate Change Conference, which is slated for Dec. 7 to 18.     "As a responsible country, China takes a serious attitude toward combating climate change. It has always wielded positive and constructive influence on climate change negotiations, and wishes this latest conference a success," said Xie.     He said China's most important measure to boost this conference was its recent announcement of the target to reduce its carbon intensity for per unit of GDP by 40 percent to 45 percent by 2020 against the 2005 level.     He said China has set up a series of energy conservation and emissions reduction targets, and has taken many measures to ensure their implementation.     China would continue to raise energy efficiency, develop nuclear power and renewable energy, plant trees, adopt energy-saving measures in construction and transportation, and develop low-carbon economy, he said.     Developed countries, which shoulder historical responsibilities for climate change due to their emissions, have accomplished their industrialization, while China is still in the process of industrialization, noted Xie.     China, as a developing country, voluntarily put on table its emissions cut target by 2020, although the UN Framework Convention on Climate Change does not demand any numerical limitations from developing countries.     China, on its road to industrialization, will not send off greenhouse gases without restriction, Xie said, adding that China will never repeat developed countries' old paths of high energy consumption and unlimited emissions.     He said China holds the view that its efforts in saving energy, cutting emissions and boosting international climate change negotiations represent a responsible attitude to mankind and the country itself.

CAIRO, Nov. 6 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Friday, starting a two-day official visit to Egypt preceding a top-level review of action to build China-Africa cooperation.     Egyptian Prime Minister Ahmed Nazef received Wen at the airport.     During his visit, Wen is scheduled to meet with Egyptian President Hosni Mubarak and hold talks with Nazef. He will also meet with Arab League chief Amr Mussa, and deliver a speech at the Arab League headquarters in Cairo.     This is Wen's second official visit to Egypt. The first was in 2006, which marked the 50th anniversary of establishing diplomaticties between China and Egypt. Visiting Chinese Premier Wen Jiabao is greeted during a welcoming ceremony in Cairo, capital of Egypt, Nov. 6, 2009After his official visit to Egypt, Wen will attend the opening ceremony of the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) in the Egyptian resort of Sharm el-Sheikh on Sunday.     Wen will also hold bilateral meetings with leaders of FOCAC member countries at Sharm el-Sheikh.     The FOCAC meeting, an important gathering after the Beijing Summit of the forum in November 2006, will review how the consensus of the Beijing Summit has been implemented.     It is also expected to adopt a declaration and an action plan for 2010-2012 to chart the path for further China-Africa cooperation.     Chinese Foreign Minister Yang Jiechi and Commerce Minister Chen Deming, as well as other senior officials, are accompanying Wen.
