ROME, May 20 (Xinhua) -- China's top legislator Wu Bangguo met here Wednesday evening with Italian Premier Silvio Berlusconi.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC) who has visited Italy since 1997.     Before meeting with Berlusconi, Wu also met with Italian Senate President Renato Schifani Wednesday morning and signed an agreement on establishing a mechanism of regular exchanges between the Chinese NPC and the Italian Senate.     During his meetings with Italian leaders in Rome, Wu expressed the willingness of strengthening economic cooperation with Italy as a way to counter the impact of international financial crisis.     In an earlier meeting with Chinese entrepreneurs who are doing business in Italy, Wu said the financial crisis has brought about new opportunities for cooperation between Chinese and Italian companies.     The Italian leaders expressed the willingness to expand cooperation with China in various fields, saying China's economic growth will hopefully provide new energy for the recovery and rally of world economy.     Both sides agreed that the two countries should coordinate their stance on reform of the international financial system and work for an early recovery of global economy from the financial crisis.     China saw an economic growth of 6.1 percent in the first quarter of this year, the lowest quarterly figure in years. Meanwhile, the European Union economy dropped 4.6 percent in the same period.     China and Italy have maintained a sound momentum in bilateral links. The two sides have consolidated political trust and maintained close communication and coordination on major international issues.     Leaders of the two countries have maintained contact on a regular basis. Italian Premier Silvio Berlusconi visited China last October and met with Chinese President Hu Jintao. During the meeting, he said Italy places importance on China's role in international affairs and wish to cooperation with China to counter the impact of international financial crisis.     In recent years, the two countries have kept optimizing structure of trade and expanded investment. Bilateral cooperation in science, technology and environment protection have achieved good results.     China held a Year of Italian Culture last year. In a gesture of embracing China as a huge market and potential source of investment, Italy is to hold a "Year of China" in 2010.     Italy has decided to participate in the 2010 Shanghai World Expo, while it has won the host of the 2015 World Expo. YEKATERINBURG, Russia, June 15 (Xinhua) -- Chinese President Hu Jintao met here Monday night with Indian Prime Minister Manmohan Singh.     Hu said China has always striven, steadfastly and from a strategic and long-term perspective, to promote good neighborliness and friendly cooperation with India, an important neighbor of China and also a fast-growing emerging power.     The Chinese side is ready to work with the Indian side to maintain the sound momentum for development of the bilateral strategic and cooperative partnership, make greater efforts to implement the "10 strategies" reached between the leaders of the two countries, enhance mutual political trust and reciprocal cooperation in various fields, take into consideration each other's concerns and core interests, and strengthen coordination and cooperation on major international and regional issues, said Hu. The two sides should continue to tap potentials, encourage two-way investments, expand cooperation in contracted projects, and strive to realize the target of 60 billion U.S. dollars in bilateral trade in the year 2010.     The third is to work together to respond to the impact of the international financial crisis. The Chinese side will strengthen communication and coordination with the Indian side, maintain close cooperation within the frameworks of BRIC, the five developing nations and the Group of 20, safeguard the common interests of the developing countries, and strive to contribute to economic recovery and development of Asia and the world at large.     The fourth is to strengthen bilateral defense cooperation which is an important component of overall bilateral cooperation. The two sides should make concerted efforts to strengthen cooperation in this regard.     The fifth is to strengthen cultural exchanges. Both sides should make good planning and preparations for a series of activities, such as those marking the 60th anniversary of bilateral diplomatic ties and concerning The Chinese Festival in India and the Indian Festival in China. Both sides will continue to receive each other's delegations consisting of young people, officials, and people from news media and different localities, promote friendly exchanges in various fields and at various levels through visa facilitation and increasing direct air flights.     On border issues, Hu expressed the hope that the two sides would continue to advance the negotiating process in the spirit of peace and friendship, equal consultations, mutual respect and mutual accommodation so that the border issues could be properly resolved at an early date.     Both sides should do their utmost to ensure that the border issues do not undermine the overall situation of bilateral ties, he said.     Before these issues are eventually resolved, both sides should make joint efforts for maintaining peace and tranquility along the border region, he said.     With the efforts of both sides, Hu said, the Sino-Indian strategic and cooperative partnership will see sound development and the growth of bilateral relations will bring benefits to the two peoples.     Singh said the two countries forged the strategic and cooperative partnership during his tenure as prime minister. Bilateral ties have been     deepening, he said.     India will give top priority to its relations with China and is committed to advancing bilateral cooperation in various fields on the basis of progress made in the past, he said.     He expressed his appreciation for the increasingly important role China is playing in international affairs and China's important contributions to world peace and development.     He said China is not a competitor and that there is enough room in the world for the two countries to achieve development. The two countries share the desire to promote their bilateral ties and there are also potentials for them to cooperate on global and regional issues, he added.     Singh described economic cooperation as an important "pillar”of the overall bilateral relationship and said enhanced economic ties could     give an impetus to the development of bilateral ties.     On military-to-military exchanges, Singh said that steady growth in exchanges between the armed forces of the two countries is to enhancing mutual trust and mutual understanding.     He also said that India and China share common interests on such issues as global trade and investment, climate change and the reform of the international financial order and should strengthen consultation and cooperation in addressing these issues.     On border issues, he said the Indian government is seeking a solution that should be fair, reasonable and acceptable to both sides. Before the issues are finally resolved, efforts should be made to ensure peace and tranquility along the border region, he said.     India recognizes the Tibet Autonomous Region as part of the territory of the People's Republic of China and will not allow anyone to carry out anti-China political activities in Indian territory, he said.     He said a healthy and stable bilateral relationship serves the interests of the two countries and also conforms to the interests of the region and the world at large.     Hu and Singh are here to attend the annual summit of the Shanghai Cooperation Organization (SCO) and the first meeting of BRIC, scheduled to be held in Russia's third largest city Wednesday.     Indian is one of the four observers of the SCO, a regional organization now groups China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. HONG KONG, May 18 (Xinhua) -- China will definitely be able to meet the target of achieving eight percent economic growth in 2009, a senior official of the country's top economic planning body said here Monday.     "Judging from the indicators of the first four months, I do believe it is highly possible to achieve an eight percent growth for the full year. In fact, I believe the target will definitely be met," said Xulin, head of the Department of Fiscal and Financial Affairs of the National Development and Reform Commission.     Speaking at a briefing in Hong Kong, Xu said the basic assessment was that there has been consolidation in the recovery momentum and that the minor slowdown in April, normal as it has been when considering the past experiences, did not necessarily signal a second bottom in the ongoing economic downturn.     Economic planners have been monitoring the economy closely and are prepared to put in place additional measures in the coming months if it is necessary, Xu said.     Post-earthquake reconstruction in Sichuan province was being carried out quicker than previously planned. Small and medium enterprises were receiving financing aid from guarantee programs, Xu told local as well as foreign reporters.     The National Development and Reform Commission will approve 600 billion yuan (88 billion U.S. dollars) of corporate bonds this year as the IPO market remained cool, compared with 236 billion (35 billion U.S. dollars) for 2008, Xu said.     The debt of the Chinese government was about 20 percent of gross domestic product, compared with over 190 percent for Japan, close to 100 percent for the United States and 60 percent on average for the European economies.     The Chinese government has planned a budget deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, which represented about 2.8 percent of gross domestic product.     Xu said the ample resources could sustain heavy government investment to stimulate the economy for several years although "it was not necessary. "The Chinese government will spend more resources to develop public housing programs and a pension system and to push forward the health reform, so as to increase the contribution of domestic consumption to economic growth," Xu said.     "I don't think export can still play the roles as they did in past few years in driving the Chinese economy," Xu said, adding that China, as a responsible player, would like to see a moderately stable yuan.

XI'AN, June 7 (Xinhua) -- Chinese Premier Wen Jiabao has urged the country's college students to find grassroots jobs in less developed regions as the economic downturn increases pressures in employment market.     Visiting Xi'an, capital of central Shaanxi Province, from Friday to Sunday, Wen said employment was one of the government's priorities for the sake of the country's economy and for the future of individuals.     "College students, laid-off workers and migrant workers waiting for jobs are my biggest concern," Wen told job hunters at an employment center.     He encouraged graduates from universities and colleges to find work in grassroots regions, and called on employers to create more jobs.     Since the second half of last year, the government has implemented a series of policies to create jobs. HEFEI, April 21 (Xinhua) -- Chinese Vice Premier Hui Liangyu Tuesday urged efforts to fight pine wood nematode disease, which has caused severe damage to pine forests in several provinces.     Strong measures and more funds must be used to curb the spread of the disease, Hui said.     The disease, also known as pine wood cancer, can quickly kill huge numbers of trees. In China, the disease was first detected in1982 in eastern Jiangsu Province.     According to a conference in Huangshan City in eastern Anhui Province held by the State Forestry Administration, the disease has spread to 14 provincial regions, killed more than 5 million mu(333,333 hectare) of pine forests and caused huge losses.     Attendees at the conference agreed measures must be taken to stop the spread of the deadly disease by 2010 and reduce the area of affected forests 60 percent by 2030.

BEIJING, May 8 (Xinhua) -- China on Friday honored dozens of military organizations and individuals for their contribution to the nation's quake relief or scientific research work.     President and Chairman of the Central Military Commission Hu Jintao signed a decree awarding merits to 15 organizations and 28 individuals with the People's Liberation Army (PLA).     Three classes of merits were meted out in accordance with the receivers' contribution.     Ten units and individuals were cited for their relief efforts after the 8.0-magnitude earthquake struck southwestern China on May 12 last year, two for "remarkable troop building," five for "achievements in major scientific experiments," two for artist creations and the rest for achievements in scientific researches, according to the decree.     In a separate decree signed by Hu, four other soldiers and officers were awarded honorable titles as being "model examples" for their peers.     One of them, Meng Xiangbin, was given the honor posthumously as he was drowned while trying to save a suicidal woman from a river in eastern Zhejiang Province in 2007.

BAGHDAD, July 16 (Xinhua) -- As an Iraqi Muslim who has visited China, I was so shocked and sad when I read reports of the July 5 violence in China's Xinjiang province, especially when I learned from the Western media of clashes between the Han Chinese and Uygurs, and government troops cracking down on the Uygurs.     I could not believe it, not from my experience in China.     So I immediately contacted my friends in China, from whom I learned that the reports by the Western media were purposely biased and to a certain extent, politically motivated -- just as their versions of the U.S. occupation in Iraq.     I have been to China twice -- first for a visit of two weeks, and then for a year's stay, from August 2006 to August 2007. During my visits, I was impressed by the way China's 56 ethnic groups, with Hans in the majority, live peacefully together and religious freedom respected.     When I was in Beijing, I prayed every Friday at a mosque at Niujie, a Muslim-dominated district in the Chinese capital.     As an Iraqi, whose country at the time was suffering from daily explosions, shootings and kidnappings, I remember I was often touched by the good wishes extended to me by complete strangers, among them Han people who visited the mosque, which has a history of more than 1,000 years.     During my time living and working among the majority Han Chinese in Beijing, I found no difficulty performing my Islamic rituals, neither did I notice any untoward incidents against Muslims in China, including the Uygurs.     I met many Chinese Muslims, who were really proud of being Chinese citizens.     I remember a small Chinese restaurant in Niujie, owned by a Uygur Chinese, which I frequented for its Islamic food and music.     I noticed TV programs in the restaurant were in the Uygur language, and when I inquired about it, one young man, who said he was studying at an Islamic institute, answered in Arabic "we have television stations in Xinjiang that use our language, which is backed by the central government."     Today, I still remember the Chinese pilgrims I met who went to Mecca for the Hajj (pilgrimage), in Saudi Arabia. They often wore jackets with a Chinese flag stitched on, and under the flag were words in Arabic -- "Chinese Hajj" or Chinese pilgrim, and I could feel their sense of being proud Chinese Muslims.     Once I tried to joke with one of the pilgrims and asked through a translator, "can you give me this jacket, so that I can show it to my folks in Iraq that this is a gift from my Chinese friend?"     He smiled and said: "I can buy you a new one, but I will have to keep this one, as I have worn it for years and I am proud to have this flag on my chest."     Islam is the second biggest religion in China, next to Buddhism. As far as I know, there are some 30,000 mosques in China, including 70 in Beijing.     Outside the capital, religious freedom is well respected as well. When I went to Henan province for a vacation, I witnessed Islamic lectures being held frequently at major mosques, and Muslims living peacefully and happily.     Muslims and other minorities in China enjoy exceptional privileges. My Chinese Muslim friends told me that, like other minority groups, they are not bound by the one-child-policy.     Muslims and other minorities are also accepted at lower qualifications to colleges and universities; and minorities like the Uygur and Hui are well represented in governments at all levels.     So when people say that the July 5 violence occurred because the Uygurs felt discriminated by the majority Hans, I really cannot believe it. I have personally witnessed how well Muslims and Han Chinese get along.     One day while sitting in the yard of the Niujie mosque, I met a young man who I later learned was an Egyptian. Named Ahmed, he had come to Beijing to marry a Han Chinese girl who he met in Cairo while she was studying there.     But according to religious ritual, a non-Muslim girl or man cannot marry a Muslim unless he or she converts to Islam.     A week later, when I met Ahmed again he told me that his dream had come true, the girl had decided to convert to Islam.     She had met no objections from her family. Within a week she was issued a certificate by the mosque confirming that she was now a Muslim.     I also have a female friend in Beijing, a Han Chinese, who is married to a Hui Muslim. They have a happy family.     Today, when I see pictures of the bloody clashes in Xinjiang, it reminds me of what is happening here in Baghdad.     I feel outraged as I witness the media repeating what they did in Iraq -- inciting internal conflict to serve certain agendas.     My country has been suffering from foreign interference and domestic violence for more than six years. With the war, and the sectarian conflicts, our once prosperous country is now in ruins.     The sectarian strife has been largely fanned by foreign powers to alienate Iraq's Sunnis, Shiites and Kurds, and the United States once even had a "separation-of-Iraq-into-three" scheme high on its agenda.     What have ordinary Iraqis received -- be they Sunnis, Shiites, or Kurds? Nothing. Nothing but devastation, displacement and the loss of lives of innocent people. My son, Omar, was injured by a roadside bomb in October 2007. He was only 12 years old at the time.     I call on the people to cool down and consider the whole picture: see what has happened in Iraq. Do not let yourself be fooled by those who try to undermine the security and stability of China by trying to destroy the peaceful co-existence of its ethnic groups. 

BEIJING, July 1 (Xinhua) -- Chinese Vice President Xi Jinping on Wednesday urged Party members to better facilitate their daily work by applying their knowledge and enhanced research ability obtained at a top Party school.     Xi, also president of the Party School of the Communist Party of China(CPC) Central Committee, made the remarks Wednesday in a meeting with representatives of officials who are in the school for advanced studies and training. Wednesday marks the CPC's 88th birthday. BEIJING, May 22 (Xinhua) -- The Chinese mainland will send a sports delegation to participate in the 2009 World Games to be held in Kaohsiung, a southern coastal city of Taiwan.     Liu Peng, chairman of the Chinese Olympic Committee (COC), said athletes from nine associations of the COC will compete in the games.     He made the promise during his meeting with Kaohsiung City Mayor Chen Chu in Beijing Friday.     The mainland will also send an observation delegation to the games, Liu said, adding that sports is a medium and bridge which connects people on both sides of the Taiwan Straits.     Chen Chu said her delegation hoped to learn from the successful experience of the Beijing Olympic Games.     She led a promotion team for the 2009 World Games to the mainland on Thursday. BEIJING, June 5 (Xinhua) -- Chinese Vice President Xi Jinping met here on Friday with Timor-Leste's Foreign Minister Zacarias Albano da Costa.     Xi said China and Timor-Leste had maintained smooth relations since they forged diplomatic ties in 2002. China would support Timor-Leste's development by all means, he said.     He expressed gratitude to Timor-Leste for its adherence to the one-China policy, and its support on issues concerning China's core interest.
