BEIJING, July 4 (Xinhua) -- China's State Council published on Friday guidelines on post-quake reconstruction, emphasizing house repair and building work.     The State Council, China's Cabinet, stressed priority for repairing and building houses for people whose homes were destroyed during the May 12 tremor.     "Check for repairable buildings and fix them as soon as possible; scientifically choose sites, economically use land and set down reasonable quake-resistant levels for building new houses," the guidelines said.     Areas suitable for living must be marked off based on scientific standards and evaluations on geology and natural resources. Meanwhile, the government will see to the reasonable distribution regarding population, industry and productivity, according to the guidelines. Residents in quake-hit Yingxiu Township are now reconstructing their hometown    The reconstruction of buildings should take local advice into account, and be based on governmental subsidies, social support and local resources.     All the measures were aimed to let quake-hit people live in "safe and comfortable houses as soon as possible", said the guidelines.     Resources should be optimized to upgrade quake resistance standards and improve the quality of construction, the guidelines said.     Priority should be given to the reconstruction of public facilities, including schools and hospitals, and these buildings should be the "safest, most solid and trustworthy".     The guidelines required high schools and vocational schools be located in county seats, middle school in townships while primary school sites be relatively concentrated.     The guidelines also underscored the importance of protecting the ethnic and cultural relics affected by the major quake.     Earthquake sites and memorial halls would be erected, and the reconstruction of government buildings should be "frugal" and "practical."     The restoration of infrastructure should be adjusted to local conditions and planning, the guidelines added.

    BEIJING, Oct. 8 (Xinhua) -- President Hu Jintao on Wednesday urged China to carry on the spirit of unity, courage, "people first" and scientific thinking that characterized the May 12 earthquake relief effort.     At a ceremony in Beijing's Great Hall of the People to honor outstanding organizations and individuals for their contributions to the rescue and relief work, Hu said the spirit should be promoted among the Communist Party of China (CPC) members and the public.     This would help advance the sound and rapid economic and social development.     He said that in face of the major disaster, the CPC Central Committee had listed quake relief as the most important and urgent task for the Party and country as soon as possible.     Quake relief headquarters under the State Council had been set up and a system to coordinate the military and local governments had been established to mobilize the nation to advance the quake relief and reconstruction.     "We organized the fastest quake relief work with the most people mobilized in China's history, saved as many as possible lives and minimized the losses from the disaster," Hu said.     The 8.0-magnitude quake was the most destructive one since the People's Republic of China was founded in 1949, with more than 30,000 aftershocks, affecting 500,000 square km over more than 10 provinces, autonomous regions and municipalities, including Gansu, Shaanxi and Chongqing.     It was felt in 417 counties, 4,667 townships and 48,810 villages. It left 69,227 dead with 17,923 still missing. Despite her tremendous grief, Jiang kept helping others affected in the quake.     Hu Jintao said the May earthquake was "a great test of Chinese will, courage and strength, as well as the Party's ruling capability."     "The relief work showed the great strength of the CPC and the socialist state, the great strength of the 1.3 billion Chinese people, the great strength of the reform and opening up, and the great strength of socialism with Chinese characteristics," he said.     During his speech, Hu suggested people who attended the ceremony stand in silent tribute for compatriots who died in the quake and the martyrs who sacrificed themselves in the relief work.     RECONSTRUCTION NOW A MAJOR FOCUS     Hu said the anti-quake work had again proved China's system of socialism had great vitality for development with the advantage of "concentrating strength on big events."     This proved people are the real driving force for the country's development. BEIJING, May. 13 -- China's trade surplus decreased slightly last month from a year ago amid declines in international trade growth triggered by the global economic slowdown.     Monthly surplus reached 16.68 billion last month, down 1.14 percent year-on-year but up 24.5 percent from 13.4 billion U.S. dollars in March, the General Administration of Customs said yesterday.     Exports in April rose 21.8 percent year-on-year to 118.71 billion U.S. dollars, while imports rose 26.3 percent to 102.03 billion U.S. dollars. It could be the slowest rise since 2002.     "The global economy is facing more uncertainties this year given the possible shrinkage in US demand and inflationary pressures. Both these factors are expected to aggravate the global economic slowdown, further affecting trade," said Liang Yanfen, a researcher with the Chinese Academy of International Trade and Economic Cooperation.     "Slowing external demand may take more time to impact export growth, but the weakening trend is becoming more evident both in and outside the US. Higher commodity prices and currency appreciation would check the continued rise in trade surplus," said Ken Peng, a Citi analyst.     Export growth stayed robust at 21.8 percent but is under pressure as even Asian demand has started to slow, suggesting that a weakening in the final product markets is affecting upstream producers while imports continue to be supported by a stronger currency, high commodity prices and government controls over trade in food and resources out of inflation concerns, he said.     The country's trade surplus in the first four months narrowed to 57.99 billion U.S. dollars, 5.31 billion U.S. dollars lower than a year ago.     Exports in these four months amounted to 424.6 billion U.S. dollars, up 21.5 percent, or 6 percentage points less than a year earlier. Imports were 366.6 billion U.S. dollars, up 27.9 percent, or 8.8 percentage points more than a year earlier.     Realized foreign investment reached 35.02 billion U.S. dollars during the four months, up 59.32 percent year-on-year, the Ministry of Commerce said.

ZHANJIANG, Guangdong, June 28 (Xinhua) -- After a five-day visit to China, Japan's Maritime Self-Defense Force destroyer "Sazanami" left the southern Guangdong Province port city of Zhanjiang on Saturday morning.     Sazanami, with its 240-member crew, is the first Japanese warship to visit China since World War II.     A farewell ceremony was held at the port before its departure.     "Please send the love and friendship of the Chinese navy and people back to Japan," Lt. BEIJING, July 5 (Xinhua) -- Heavy rainstorms that swept through most parts of China since Tuesday have left at least 12 dead, seven missing and about 3 million affected.     The casualties were reported after the rainstorms and flooding killed 252 people across China in June.     The new wave of rainstorms have caused suspended shipping service in the Three Gorges section of the Yangtze River, blocked traffic in cities, delayed flights, destroyed homes, and flooded farmland.     Central China's Hubei Province and southwestern Yunnan Province on Saturday each reported that six were killed by the torrential rain.     Twenty-five cities and counties in Hubei, where the country's largest river Yangtze runs through, reported a total of 700 million yuan in damages (102 U.S. dollars).     As of 5 p.m. on Saturday, the province saw another four missing, over 26,600 people evacuated and more than 2.58 million others affected, according to the provincial civil affairs department.     The rains also damaged 105,000 hectares of farmland destroyed and toppled1,063 homes in Hubei. The relation is growing so fast, so quickly, probably unique in history. And we manage this," said Gutierrez.    He mentioned that the two-way trade volume between the two countries had grown to 380 billion dollars last year from only 4 billion dollars when the JCCT mechanism was initially established in 1983.    During Tuesday's talks, the two sides reached consensus on a wide range of issues, including intellectual property protection, medical equipment acquisition and information security, officials said.    Ahead of this, five bilateral agreements were signed by senior officials from the two sides in areas like agricultural cooperation, food safety, trade statistics and rural information and communications technology development.    The Chinese side also announced to lift bird flu-related ban on poultry products from seven U.S. states including New York, and conditionally resume imports of American beef, while the U.S. side expressed its stance against trade protectionism and promised to push for the lifting of trade barriers against some Chinese products like see food, fruit and woodcraft.    Tuesday's meeting marked the 25th anniversary of the China-U.S. JCCT commission, a high-level government-to-government dialogue seeking to open market opportunities and resolve trade disputes between the two countries.    Wang was leading a big delegation of senior officials from the Ministry of Commerce, the Foreign Ministry, the Ministry of Finance, the Ministry of Agriculture and other ministries for the event.
