COPENHAGEN, Dec. 18 (Xinhua) -- Chinese Premier Wen Jiabao met here with U.S. President Barack Obama on Friday to discuss climate change.     Wen said climate change is a global challenge and an important field for cooperation between China and the United States.     The key to this issue is to stick to the principle of "common but differentiated responsibilities," said Wen.     The Chinese government has announced its goal of controlling greenhouse gas emissions, which demonstrates China's sincerity and determination to deal with climate change, and work with the international community on this issue, said the Chinese premier. Therefore, China should not be required to adopt the same measures as the United States or other developed countries.     Obama said he appreciated China's willingness to have transparency on its voluntary emission reduction measures. The United States is ready to work with China for a successful Copenhagen climate change conference and to strengthen long-term cooperation in the fight against climate change.

BEIJING, Dec. 9 (Xinhua) -- Chinese Vice President Xi Jinping Wednesday called for strengthening Party building in the non-public economic sector and social organizations.     Xi, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, told a symposium that efforts should be made to expand Party organizations in the non-public sector and social organizations, and select right persons to head the Party committees.     Xi also urged to absorb more people from the non-public sector to join the CPC and to explore ways for the CPC organizations to play a more effective role.     He said measures should be constantly improved to ensure the scientific development of the non-public sector and social organizations.

COPENHAGEN, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China is not obliged to subject its voluntary climate action to international monitoring.     Wen made the remarks when meeting with some world leaders on the sidelines of the ongoing UN climate change conference in the Danish capital, Chinese Vice Foreign Minister He Yafei told reporters. The Bali Action Plan has clear stipulations regarding whether a country's mitigation action should be subject to international scrutiny, He Yafei quoted Wen as saying.     "For developing countries, only those mitigation actions supported internationally will be subject to the MRV. The voluntary mitigation actions should not be subject to international MRV," Wen said, referring to the scheme requiring national mitigation action to be "measurable, reportable and verifiable." We should not go for suspicion. We should not go for confrontation. We should go for cooperation," he said. "There would be a monitoring and verification regime inside China, which is legally binding in China."     The Chinese government recently announced a plan to reduce the per unit of GDP energy consumption by 20 percent till 2010, and it is poised to put the target into its national social and economic development plan.     Wen said China would also consider dialogue and cooperation with other countries, warning there should be no infringement on China's sovereignty.     "We promise to make our action transparent. We promise the implementation of action," Wen said.

BEIJING, Oct. 30 (Xinhua) -- China's central government launched 20 venture capital funds with seven local governments on Friday to provide investment in the country's high-tech sectors, the top economic planner said in a statement on its web site.     The investment would go to high-tech sectors including the electronic and information sector, biological and pharmaceutical industry, new energy sector and projects related to energy conservation and environmental protection, the National Development and Reform Commission (NDRC) said.     The 20 funds would collect about nine billion yuan (1.31 billion U.S. dollars), of which, one billion yuan was invested by the central government, 1.2 billion yuan by local governments and the rest from private investment, the NDRC said.     The funds were aimed to direct capital into new industries and competitive high-tech enterprises to push forward self-innovation, it said.     The NDRC and the Ministry of Finance signed the agreement with 7 local governments of Beijing, Jilin, Shanghai, Anhui, Hunan, Chongqing and Shenzhen.

BEIJING, Nov. 26 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday pledged to increase cooperation with the United Nations Development Programme (UNDP).     Wen told visiting UNDP Administrator Helen Clark that the Chinese government applauded the UNDP's assistance and support.     Hailing the UNDP's efforts in global development and poverty reduction, Wen spoke highly of the UNDP's positive role in the progress toward achieving the United Nations Millennium Development Goals (MDGs).     Clark expressed her appreciation for China's achievements in its social and economic development, hoping to work with the country to expand cooperation to jointly cope with challenges.     Clark was here on a visit at the invitation of the Ministry of Commerce of China.

BEIJING, Jan. 3 (Xinhua) -- China's Central Meteorological Station (CMS) on Sunday evening issued the third orange alert since the first one on Saturday, extending the warning against a strong cold wave and strong wind.     Temperature was expected to fall by 14 to 18 degrees Celsius from Sunday night to Tuesday in central Inner Mongolia Autonomous Region, Shaanxi Province and the western parts in regions along the Yellow and Huaile rivers, or 16 to 18 degrees Celsius in some of these regions, according to the CMS. BEIJING, Nov. 25 (Xinhua) -- A Chinese diplomat told reporters Wednesday a substantial content is more important than the title of the outcome of the forthcoming climate talks in Copenhagen, Denmark.     The key to success of the conference is to uphold the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, the principle of "common but differentiated responsibilities" and the Bali Road Map, said Yu Qingtai, special representative of the Foreign Ministry for the UN climate change talks.     "No matter what the title of the conference outcome will be, we must follow the principles of the UNFCCC and the Bali Road Map," Yu said.     He said China's determination in coping with climate change has never wavered and it has never relaxed efforts in this regard though the global financial crisis has posed a severe challenge for the country's economic growth.     However, it is unfair to make developing countries shoulder the same responsibilities as rich countries on emission reduction, Yu said.     "The principle of 'common but differentiated responsibilities' is the foundation for international cooperation, and denial of the principle undermines the basis for international partnership," Yu said.     "Common but differentiated responsibilities" was set up in the UNFCCC, which was signed by more than 150 countries in 1992.     In less than two weeks, the 15th Conference of the Parties of the UNFCCC will open in Copenhagen to renew greenhouse gas emissions reduction targets set by the UNFCCC Kyoto Protocol, the first stage of which expires in 2012.

BEIJING, Nov. 17 (Xinhua) -- China and the United States issued a joint statement in Beijing Tuesday, promising that the two countries would "take concrete steps" to advance "sustained and reliable" military-to-military relations in the future.     "The two sides will actively implement various exchange and cooperation programs agreed between the two militaries, including by increasing the level and frequency of exchanges," according to the joint statement issued after Chinese President Hu Jintao met with visiting U.S. President Barack Obama.     The two sides commended the outcomes of the visit to the U.S. by General Xu Caihou, vice chairman of the Chinese Central Military Commission, in October this year.     Preparations would be made for the visit to the U.S. by General Chen Bingde, chief of the General Staff of China's People's Liberation Army, and the visits to China by Robert Gates, the U.S. Secretary of Defense, and Admiral Michael Mullen, chairman of the U.S. Joint Chiefs of Staff, the statement showed.     The goal of these efforts, according to the statement, is to improve the Chinese and U.S. militaries' capabilities for practical cooperation and foster greater understanding of each other's intentions and of the international security environment.     Obama is in Beijing for a four-day state visit to China that started in Shanghai Sunday night.

HOHHOT, Oct. 20 (Xinhua) -- Police said Tuesday they had shot and killed an escaped prisoner and apprehended three others in north China's Inner Mongolia Autonomous Region.     The four escaped on Saturday from the No. 2 Prison in Hohhot, capital of Inner Mongolia, after killing a prison guard, said a spokesman from the regional public security department.     Acting on information from local residents, police surrounded the men in Helin County early Tuesday, after they had hijacked a motor tricycle and taken the woman driver hostage.     Police shot dead Gao Bo, who resisted arrest and injured a police officer with knife, said the spokesman. Police searched thousands of hotels, nightclubs and Internet bars, questioned 47,500 people and stopped 24,600 vehicles.     The four prisoners were on the run for only 66 hours before they were apprehended.     "We appreciate the local residents' help in hunting the prisoners," said Zhao Liping, head of the public security department of the region."
