BEIJING, March 20 (Xinhua) -- Chinese President Hu Jintao on Friday called for the country's law-enforcement personnel to learn the selfless dedication to the people from Tan Dong, a policeman in Sichuan Province.     Tan, 45, was a traffic policeman in Dayi County of Chengdu, capital city of Sichuan. He died of myocarditis on Jan. 5 because of long-time hard work at his position.     On Dec. 29 last year, in order to save a person having fallen into a trench in a car accident, Tan jumped into the cold water and got a serious cold. Being seriously sick afterwards, Tan insisted on working, until the last minute of his life.     After his death, Tan was honored as a first-class model by the Ministry of Public Security and Ministry of Human Resources and Social Security.     On Friday, some of Tan's relatives and colleagues were invited to give a report on his heroic deeds in the Great Hall of the People in Beijing. The audience were deeply moved by the report and gave applauses to show their respect for the hero.     More than 800 police and citizen representatives listened to the report.     Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with Tan's families and colleagues before the report.     "He is an ordinary, but great person. He is the model for the police, and also a good example for China's grassroots officials," Zhou said.     In Tan Dong's diary, he wrote: one cannot be a public servant if he has no intention of dedication.     "He did what he said," Zhou said.

BEIJING, Feb. 24 (Xinhua) -- Chinese President Hu Jintao has called for greater awareness of both hardships and opportunities presented by the global financial crisis in order to offset the impacts of the crisis.     In a speech to the Communist Party of China (CPC) Central Committee Political Bureau on Tuesday, Hu said China must be prepared for the most difficult and complicated situations in the world economy and meanwhile make good use of or create development opportunities amid the transformation of international and domestic conditions.     The world economic situation was austere and complicated; the global financial crisis had yet to level out; and China's economic growth was under pressure of a slow-down, he said.     He said no fundamental changes had occurred in the country's basic economic development situation, its advantageous conditions for economic development, its accelerating trend of industrialization and urbanization, and the external environment of peace, development and cooperation.     "The strong Party leadership, the advantages of the socialist system, and the united efforts of our people of all ethnic groups are the strength for us to overcome the difficulties and withstand the impacts of the global financial crisis," he said.     The government should maintain the policy of giving top priority to increasing domestic demand while stabilizing external demand, he said.     He called for more powerful and efficient measures to increase domestic demand, consumer demand in particular.     He urged continuing to make the reform and opening-up a powerful driving force for economic growth, actively pushing forward reform in key areas and links.     Hu urged all Party committees and governments to deepen the implementation of the "scientific view of development" and "carry out the decisions and arrangements of the central authorities in a creative way".     Hu, General Secretary of the CPC Central Committee, presided over Tuesday's panel study of the Politburo, at which two scholars explained world economic situation and ways to boost economic growth.     The lecturers were Zhao Jinping, of the State Council's Development Research Center, and Bi Jiyao, of the Macro-economic Research Institute under the National Development and Reform and Commission.

BEIJING, April 2 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday warned the need to find jobs for college graduates was "crucial".     "The employment situation of college graduates remains grave," he told a video conference held by the State Council, the Cabinet.     More than 6 million college students were leaving school in just three months and the employment rate was generally lower than previous years, Zhang said without elaborating.     China has 6.11 million college students due to graduate this year, and 1 million from last year are still looking for jobs, according to the Ministry of Human Resources and Social Security.     Graduates are having a hard time finding jobs this year as posts are being axed due to the economic slowdown.     Zhang urged government organs, government-sponsored institutions, and state-owned enterprises to hire as many people as last year, and small and medium-sized and private companies to employ college graduates.     The State Council unveiled in February a series of measures to boost employment of college graduates, calling on them to be more flexible.     The measures included encouraging graduates to work in rural areas, in grassroots urban communities, and in smaller enterprises, asking research institutions to recruit graduates, and stepping up support for graduates starting up their own businesses.     Zhang asked local government departments to work out detailed and feasible measures and make efforts to publicize the measures this month.     Government departments and higher learning institutions should provide comprehensive services to graduates by offering advice, giving aid to the poor, and maintaining a sound employment market, he said.

BEIJING, April 6 (Xinhua) -- China would manage to make breakthrough in yuan-based cross-border payment system in 2009, People's Bank of China, or the central bank, said in an on-line report.     According to the report reviewing the country's payment system in 2008, China would further develop regional and international cooperation in payments, and improve the yuan-based cross-border trade settlements this year.     The report also pointed out that China's payment system had remained safe, stable and efficient last year despite severe natural disasters and global financial downturn, as a total of 1,131 trillion yuan (about 166 trillion U.S. dollars) had been spent through the payment system, 37.62 times of the GDP last year.     The central bank's high-value payment system (HVPS), core infrastructure of the country's payment system, had conducted 214 million payments worth 64 trillion yuan last year, up 24.42.     China's securities settlement system had remained steady and provided strong support to the securities business, said the report. Trading volume in China's interbank bond market reached 10.46 billion yuan, up 66.03 percent from that of 2007, it said.     According to the report, non-cash payment products, such as bank cards and bill payment, had become more popular among Chinese citizens.     Chinese people had conducted 13.8 payments through non-cash products per capita last year, up 18.1 percent from that of 2007. Up to 24.2 percent of China's retail sales last year had been spent through the bank card system, 2.3 percentage points higher than the 2007 level, it said.

BEIJING, Feb. 6 (Xinhua) -- The worst drought in half a century in northern China will continue until next month, although it will be eased slightly by rainfall forecasted for the next ten days, according to the China Meteorological Administration (CMA) on Friday.     In March, rainfall in most parts of the wheat-growing areas in northern China is expected to be slightly less or close to normal. However, the wheat crops in Hebei, Shanxi, Shaanxi, Shandong, Henan and Anhui will continue to suffer, said Xiao Ziniu, director of the National Climate Center (NCC) under the CMA said at a videoconference. If the signs of recovery could appear in the second half of this year or in this summer, then the world could gradually walk out of this financial crisis.     In another report, the IMF said on Thursday that the world economy is expected to contract in 2009 for the first time in 60 years as advanced economies will shrink sharply.     Global activity will contract by 0.5 to 1 percent on an annual average basis, the first such fall in 60 years, the IMF said in an analysis provided to the Group of 20 (G20) industrialized and emerging market economies.     Advanced economies will suffer deep recessions in 2009, while the United States will contract 2.6 percent, the assessment said.     Capital injection into IMF at G20     Responding to the question of capital injection into the IMF at the upcoming G20 summit in London, Portugal said the IMF had enough resources to manage the problems the world economy is facing now.     From the start of economic crisis, our credit capability is 250 billion U.S. dollars, among which we have used 50 billion dollars, so we still have 200 billion dollars left, said Portugal, adding that we hope to prepare for the worst to come, if more countries need our financial support. So far, we have got some commitments on capital injection from some countries.     He said that Japan is the first country to make such commitment. The IMF has signed the agreement with Japan, which has pledged to add 100 billion U.S. dollars to IMF's funds. We can lend the money out, said Portugal.     Ahead of the G20 summit, the United States is calling for trebling of the IMF's resources to help countries facing financial and economic problems.     In preparation for the summit, finance ministers and central bankers from the G20 agreed last weekend to boost the IMF's funding capacity, but gave no figures.
