BEIJING, Feb. 17 (Xinhua) -- China and Russia on Tuesday signed seven agreements on a package cooperation program for energy resources.     The agreements include a pipeline construction project, a long-term crude oil trading deal and a financing scheme between the China Development Bank and the Russia Oil Pipeline Transport Company, according to a source with the Chinese Foreign Ministry. Chinese Premier Wen Jiabao (R) meets with Russian Deputy Prime Minister Igor Sechin at Zhongnanhai in Beijing, China, on Feb. 17, 2009According to the agreements, the crude oil trading volume is estimated to reach 15 million tonnes, the source added.     The signing ceremony was witnessed by Chinese Vice Premier Wang Qishan and visiting Russian Deputy Prime Minister Igor Sechin.     During the previous talks held between the two, Wang highlighted that the strengthening of the bilateral energy cooperation between the two sides would help stabilize the two economies.     "We hope the two sides will give a full play to the bilateral energy negotiation mechanism to promote the bilateral energy cooperation to score substantial outcomes," Wang told Sechin.     The Russian deputy prime minister agreed with Wang's views, calling on the two countries to step up cooperation in such fields as energy and finance and make joint efforts to guarantee the contracted projects be implemented according to the agreed roadmap and schedule.     The two sides also agreed that the bilateral energy cooperation already scored a "substantial step forward." It was sharply down from 44.3 percent of growth rate in 2007, according to data from the General Administration of Customs.     Russia's gross domestic product (GDP) grew only 5.6 percent year-on-year in 2008 because of the financial crisis and drastic decline in income from oil exports. The growth rate was 2.5 percentage points lower than a year-earlier level.

BEIJING, March 2 (Xinhua) -- The Communist Party of China Central Commission for Discipline Inspection (CCDI) has held a meeting here Monday, urging its officials to incorporate the Scientific Outlook on Development into their thoughts and behaviors.     During a meeting that summarized the study of the Scientific Outlook on Development for the commission, officials were told to "fully realize" the current situation of the country's economic development and "match their thoughts and behaviors with the central government's policies on promoting the scientific development".     The commission urged the officials to carefully monitor the implementation of the central government's policies on stimulating domestic demand and solve the issues that harm people's interests.     The commission stressed the supervision of officials' ruling behaviors and vowed to prevent corruption from spreading in the government organizations.     He Guoqiang, secretary of the CCDI and also member of the Standing Committee of the CPC Central Committee's Political Bureau, attended the meeting.

BEIJING, April 7 (Xinhua) -- Chinese President Hu Jintao on Tuesday sent a message of condolences to his Italian counterpart Giorgio Napolitano over the heavy loss of life and property in a deadly earthquake that struck central Italy.     In the message, Hu expressed condolences to the victims and their families and those affected by the earthquake on behalf of the Chinese government and people as well as in his own name.     Hu believed that, under the leadership of Napolitano and the Italian government, the Italian people will overcome the difficulties arising from the quake and restore the normal life and work in the quake-affected areas at an early date.     A powerful earthquake hit central Italy early Monday, killing 207 people, injuring about 1,500 and leaving around 70,000 homeless, said the latest reports.     China's top legislator Wu Bangguo and Premier Wen Jiabao also sent messages of condolences to Italian Senate Speaker Renato Schifani, Chamber of Deputies Speaker Gianfranco Fini and Prime Minister Silvio Berlusconi, respectively.

BEIJING, April 14 (Xinhua) -- Chinese cities saw the fastest economic growth among all cities internationally, in 2008, but their overall competitiveness was still only at medium or low levels globally, according to a report released here Tuesday.     The report, entitled the Blue Book of Urban Competitiveness, was released by the Chinese Academy of Social Sciences (CASS). It showed that ten of the 15 fastest-growing cities worldwide in 2008 were in China.     The ten cities are Baotou and Hohhot in the northern Inner Mongolia Autonomous Region, Yantai, Weifang and Weihai in eastern Shandong Province, Dongguan, Zhongshan and Huizhou in southern Guangdong Province, and Wuhu and Hefei in eastern Anhui Province.     However, Chinese cities ranked at only medium or low levels among world cities in terms of overall competitiveness, the report said.     The ten most competitive cities in China, according to the report, are Hong Kong, Shenzhen, Shanghai, Beijing, Taipei, Guangzhou, Qingdao, Tianjin, Suzhou and Kaohsiung. But Hong Kong only ranked the 26th among world cities, Shanghai the 41th, and the others still lower.     Ni Pengfei, a CASS scholar who led the research, said 294 large and medium-sized China cities were rated, including those in Hong Kong, Macao and Taiwan.     The overall competitiveness of a city is based on its advantages in human resources, capital, science and technology, infrastructure, environment, governance and so on.     The report was compiled by nearly 100 scholars from Chinese universities, statistics departments, and research institutes.

BEIJING, April 17 (Xinhua) -- Top Chinese political advisor Jia Qinglin Friday called for actively promoting friendly religious exchanges with the outside world on an equal base but firmly stemming foreign infiltration in the name of religion.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks when addressing a seminar on religious work for ministerial and provincial level officials.     "The Party and the government have always attached great importance to religious work," said Jia, also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     The CPC Central Committee has made "a series of major decisions and arrangements as well as new achievements in religious work, while the country's religious sector has maintained a united and stable situation," he said.     Jia, however, warned that officials should pay high attention to some new situations and developments in the country's religious field, along with the developments and changes in international and domestic situation, and deal with them in a proper way.     He called for firmly implementing central decisions and arrangements, going all out to safeguard harmony and stability in the religious sector, and making maximal efforts to unite both religious and non-religious people and encourage them to devote themselves to the socialist cause with China's own characteristics.     The workshop was organized jointly by the Organizational Department and the United Front Work Department of the CPC Central Committee, the State Administration of Religious Affairs, and the National School of Administration.

BEIJING, March 29 (Xinhua) -- Chinese Vice Premier Wang Qishan has called on the international community to "act together" at the upcoming London summit to get through the global financial crisis, in an article published by the British newspaper The Times on Friday.     In the article entitled "G20 must look beyond the needs of the top 20," with a subtitle "China believes the developing world should have a stronger say in how the international financial system is run," Wang urged all heads of states to be present at the G20 London summit to "act together to get through the time of hardship."     After the financial crisis broke out, China was quick to put in place a decisive plan to boost domestic demand, advance economic restructuring and improve people's well-being, which have started to produce results, said the vice premier.     However, the Chinese economy still faces severe challenges, including to meet the demanding goal of maintaining economic growth by boosting domestic demand, ensuring employment and readjusting the economic structure. China also has to cope with shrinking external demand caused by the global economic downturn and trade and investment protectionism, Wang said.     "China will continue to take forceful measures to maintain steady and fast economic growth and contribute its share to an early recovery of the world economy," Wang pledged in the article.     Since the G20 summit in Washington last year, said Wang, China has provided a lot of assistance and support through a variety of means to a number of countries and regions, and played a part in the creation of significant Asian and global economic and trade initiatives.     The Chinese leader stressed the significance of the international community to enhance coordination and cooperation to overcome the current difficulties.     "Efforts should be made to expand trade and investment cooperation to bolster economic growth, step up cooperation among small and medium-size businesses to ensure employment stability, and strengthen cooperation in energy conservation and emissions' reduction, environmental protection and development of new energy technologies to nurture growth points for the world economy," Wang suggested.     He firmly rejected trade and investment protectionism of all kind. "The international community should recognize that the trend towards economic globalization is irreversible and should take credible steps to reject all forms of trade and investment protectionism," he said.     Wang also called on the international financial system to be reformed, "with the focus on readjusting the governance structure of international financial institutions and increasing the representation and voice of developing countries." He asked the London summit to set a clear goal, timetable and road-map for such reform.     To prevent similar crisis from happening again, Wang, also a Chinese economic expert, suggested prudent regulation of all financial markets and institutions involved to be tightened and regulatory coordination and cooperation at both the regional and international levels to be increased.     On the hot topic of increasing financial resources for the International Monetary Fund (IMF), he said China supports the increase as far as the fund is safe and reasonable returns can be ensured.     "China is ready to play an active part in exploring ways to raise resources and will contribute to this effort within its ability," Wang said. He asked the IMF to mobilize resources through the "quota-based" system as well as voluntary contributions, striking a balance between the rights and obligations of the contributing countries.     As a return, said the Chinese vice premier, the IMF must enhance capacity-building, reform governance structure and ensure that the resources play a significant role in easing the international financial crisis and countering the global economic downturn. BEIJING, Feb. 19 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday urged the country's labor department to find employment for people this year.     China is facing a daunting task to secure jobs for its workforce after more than 20 million migrant workers lost their jobs in the global financial crisis. To compound the problem, more than seven million college graduates will be looking for jobs this year.     "We must ensure a stable employment situation this year, as employment is related to people's livelihood and the harmony and stability of the society," Zhang said at a working conference of the Ministry of Human Resources and Social Security.     The country's urban unemployment rate increase 0.2 percentage points to 4.2 percent at the end of 2008, even though migrant workers are not included in that number.     Zhang asked the ministry to adopt more active policies to find employment for people.     Tax burdens of firms could be reduced, and preferential policies for social security coverage could be employed to help firms survive the crisis and keep jobs, Zhang said.     More subsidies should be offered to organize vocational training in order to get people reemployed, and training should be made more relevant to different jobs, he added.     The Vice Premier also said the government should step up building a social insurance system that covers both urban and rural residents, and continue to raise pensions for retired workers.     China created new jobs for 11.13 million people last year, 11 percent more than the target of 10 million.     The country also found jobs for five million laid-off workers and for 1.43 million who had difficulty in finding a job. The combined 6.43 million was again higher than the original target of five million.

BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Prices for second-hand houses rose 0.3 percent month-on-month despite of a decline of 0.4 percent from a year earlier.     Analysts warned it was still too early to say the property market had revived, as sales were mainly driven by surging credit and by stimulus policies, such as tax cuts. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan. Those of Poly Real Estate Group, the second-biggest, doubled to 6.48 billion yuan.
