BEIJING, Dec. 14 (Xinhua) -- China's State Council, the cabinet, said on Monday that the government was discussing measures and policies for the healthy development of the country's real estate sector as house prices in some cities are rising too fast.     Housing prices returned to growth on month-on-month basis since March this year on record lending and the government's favorable policies to stimulate property consumption, including tax breaks and interest rates cuts.     But as the market recovers, housing prices in some cities are soaring too fast, which deserves "great attention", according to an executive meeting of the State Council, chaired by Premier Wen Jiabao.     In order to maintain the "stable" and "healthy" development of the real estate market, China will increase supply of smaller houses at medium-and-low price levels, continue to support residential consumption for improved housing while curbing speculation.     The country will also expand construction of housing projects for low-income families, aiming to help 15.4 million more poor households solve their housing problems by 2012, attendees agreed at the meeting.     Meanwhile, more efforts will be made during the next three to five years to improve living conditions for residents living in shabby houses in some cities, they agreed.     About 10 million households are still living in "shanty towns" in some cities across the country, the meeting revealed.     The central government will offer financial support to renovate those "shanty towns" during the next three to five years, they agreed, but did not say how much funding would be put in place.     Local governments should increase concrete spending in rebuilding these poorly-constructed houses. Social investment is welcomed at these projects, according to the meeting.

BEIJING, Dec. 7 (Xinhua) -- Vice Premier Wang Qishan on Monday hoped China and Germany would increase mutually-beneficial cooperation in various fields to promote bilateral relations.     "China and Germany are highly complementary in economy and share great potential for cooperation," Wang told visiting German Federal Minister of Economics and Technology Rainer Bruederle.     Hailing the China-Germany 37-year diplomatic relations, Wang said the two nations had witnessed frequent high-level exchanges and increased cooperation in economy, trade, investment, science, technology, culture and other fields.     China was in a period which witnessed accelerated industrialization and urbanization, Wang said. BEIJING, Nov. 15 (Xinhua) -- Early and heavy snow storms in north China have killed 32 people, destroyed nearly 300,000 hectares of winter crops, and caused nearly 7 billion yuan (about one billion US dollars) of direct economic losses as of 2 p.m. Sunday, according to the Ministry of Civil Affairs.     The death toll did not include those who died in snow-caused traffic accidents, the ministry said. JOHANNESBURG, Dec. 24, (Xinhua) -- Legal ties between China and Africa have taken a major step forward with the conclusion of the First Forum on China-Africa Legal Co-operation in Cairo, Egypt on Monday.     Under the theme "Strengthen China-Africa Legal Exchange and Promote All Round Development of China-Africa Relationship", this forum was the first time lawyers from the China and Africa had met in such circumstances.     Greg Nott, who led the South African delegation, said on his return to Johannesburg on Thursday that he was "terribly excited by this forum and look forward to the implementation of a number of proposals tabled."     These included an exchange and cooperation between Chinese and African legal circles and a legal "think tank" to promote a universal and sustainable development of the China-Africa relationship.     Nott, who is the legal representative of the China-Africa Development Fund as well other China investor clients, said there were a number of other "ambitious and exciting proposals".     These include "the establishment of training and consulting centres as well as training projects for young African lawyers. This goes all hand-in-hand with private sector lawyers driving intellectual and legal support for business activity on both continents."     The forum was convened as the first step towards pragmatic cooperation between Chinese and African legal circles.     It was attended by delegates from Botswana, Ethiopia, Nigeria, Tanzania, Uganda and Zambia, as well as a strong delegation from the China Law Society.     The agenda included the important role of law in China-Africa cooperation, an introduction to the legal systems of China and African countries and their impact on trade and investment relations.     A number of prominent Egyptian and Chinese lawyers presided over the panels. The lawyers have much work to do because while China has one legal system, the 53 nations which make up Africa each have their own systems. Most are based on either the British legal system, with elements of Roman/Dutch law, or the French legal system.     There is also a strong legacy of Portuguese influence in former colonies. China's civil law system is based on traditional customs and practices, with Soviet and German influence.     Held on Dec. 20 and 21, the forum was hosted at the Cairo Regional Centre for International Commercial Arbitration.     The South African delegation included Rajen Ranchhoojee and Sheng Wu of the Johannesburg legal firm Dewey & LeBoeuf, where Nott is the managing partner.     The legal forum followed shortly after the meeting of foreign ministers at the fourth Forum on Africa China Cooperation, which was held in for Sharm-El-Sheikh, Egypt from Nov. 8 to 9.     At that meeting South African International Relations and Cooperation Minister Maite Nkoana Mashabane said China had played an important role in Africa's renewal. "For instance it has had significant role in peacekeeping in Africa."     She said a major strength of Chinese aid was its orientation to recipient priorities such as infrastructure (telecommunications, energy, roads) and productive sector investments (agriculture).     "Furthermore, Chinese assistance is considered to be relatively predictable assistance because it is disbursed on schedule within the intended financial year."     At that point she said development cooperation between South Africa and China is was regulated by two Agreements, "namely an agreement on Human Resource Development that was signed in 2004 and a February 2007 Agreement on Technical and Economic Cooperation".

His proposal won high appraisal and was warmly applauded by the paticipating leaders.     PROMOTION OF SOLUTION OF GLOBAL ISSUES TO MAKE NEW PROGRESS     The international community is facing severe challenges of climate change, which concerns human survival and development, Hu said.     The international community has actively taken steps to tackle climate change despite the existence of some difficulties in the negotiation process, he said, adding that the world should be full of confidence, redouble efforts, and strive to overcome difficulties in this regard to achieve positive results.     Hu said the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol have laid the legal foundation for the international community to collaborate on addressing climate change and the principle of common but differentiated responsibilities has already become a universally accepted and basic principle for tackling climate change.     Also, the "Bali Roadmap" has made clear the requirements and orientation of international cooperation on climate change, he added.     All parties concerned should abide by the above principle and requirements, fully demonstrate their political will, turn their political will into real action to push forward the process of relevant talks and work to realize the goal of strengthening the implementation of the UNFCCC in a comprehensive and sustainable way, the Chinese president said.     In recent years, international talks on implementing the "Bali Roadmap" had made progress and reached consensus on a number of aspects, he said, calling on the international community to build on the consensus and progress and work to reach further consensus, and push for a positive outcome of the Copenhagen climate talks.
