BEIJING, Jan. 24 (Xinhua) -- China's regulation on the Internet industry is in line with the laws and should be free from unjustifiable interferences, a Chinese government official said here Sunday.A spokesperson with China's State Council Information Office told Xinhua in an exclusive interview, that China is regulating the Internet legally to build a more reliable, helpful information network that is beneficial to economic and social development.Such regulation, the spokesperson said, are based on laws and regulations such as the Constitution, the Law on the Protection of Minors, and the Decision on Internet Safety pass by the National People's Congress Standing Committee.Online information which incites subversion of state power, violence and terrorism or includes pornographic contents are explicitly prohibited in the laws and regulations, the spokesperson said.China has full justification to deal with these illegal and harmful online contents, the spokesperson said.This has nothing to do with the claims of "restrictions on Internet freedom", the spokesperson stressed.Different countries have different conditions and realities, thus they are regulating the Internet in different ways, the spokesperson said.China's regulation on the Internet industry is proved to be suitable for China's national conditions and in line with common practices in most countries as well, the spokesperson said.China is willing to cooperate and exchange opinions on issues about Internet development and management wit other countries, but opposes firmly to any defiance of Chinese laws, or intervening Chinese domestic affairs under the pretence of "Internet management" regardless of the truth, the spokesperson said.According to the spokesperson, as of the end of 2009, the number of netizens in China reached 384 million, and websites topped 3.68 million.China has millions of online forums and more than 200 million blogs, and every day, there are more than four million new blog entries posted online, the spokesperson said.Chinese netizens' right to express opinions within the law is well protected, and their opinions are given full consideration by the government in policy making process, the spokesperson said.

BEIJING, Feb. 13 (Xinhua) -- Profits in China's non-ferrous metal industry declined in 2009 despite rising output due to low prices, according to statistics from the Ministry of Industry and Information Technology (MIIT).Output of 10 kinds of non-ferrous metals, including copper, alumina, zinc and lead, increased 5.8 percent in the country from a year earlier to 26.81 million tonnes last year.However, combined profit of 70 major enterprises in the sector totaled 17.6 billion yuan (2.58 billion U.S. dollars), down 1.46 percent year on year, the MIIT said.Although the industry maintained a good development momentum in 2009, many challenges remained, including the problems of excess capacity and outdated production capacity.The MIIT would focus more on speeding up the elimination of backward production capacities in the industry this year and checking an excessive growth in expansion of non-ferrous metal smelting capacities.

BEIJING, Jan. 16 (Xinhua) -- Chinese Premier Wen Jiabao Saturday stressed food and heating supply as cold snap has driven up vegetable prices and strained coal and gas supplies in north China.     Wen urged local government to pay attention to the produce, transport and storage of vegetables when visiting a produce wholesale market in the suburbs of Beijing.     "Only when food supply is enough and the prices are stable, will people feel at ease," said Wen. SHANGHAI, Feb. 20 (Xinhua) -- Two Chinese educational institutions blamed for cyber attacks on Google and other firms said Saturday the allegations are unfounded.The New York Times reported Thursday the cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, which the report alleged has ties to the Chinese military."We were shocked and indignant to hear these baseless allegations which may harm the university's reputation," said a SJTU spokesperson.The spokesperson said the allegation linking the attacks with SJTU students or teachers does not hold water."The report of the New York Times was based simply on an IP address. Given the highly developed network technology today, such a report is neither objective nor balanced," the spokesperson said.SJTU will fully cooperate with investigators if Google seeks judicial remedies, the spokesperson said.Li Zixiang, party chief at Lanxiang, another alleged source of the attacks, said, "Investigation in the staff found no trace that the attacks originated from our school."Lanxiang students are still on their winter vacation, Li added.He said Lanxiang has no relations with the military, adding that school authorities do not have military backing.He also dismissed the report's suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded. Please show the evidence," he said.Lanxiang, founded in 1984, has about 20,000 students learning vocational skills such as cooking, auto repair and hairdressing.The computer science class offers basic courses about Photoshop, 3D drawing and Word -- not software engineering."It was not until 2006 that our graduates began to join the army. So far, 38 students have been recruited by the military for their talent in auto repair, cooking and electric welding," said Zhou Hui, director of the school's general office, who stressed it is natural for citizens to join the army at a proper age.Google said on Jan. 12 it might pull out of the Chinese market, citing disagreement with government policies and unidentified attacks targeting Google's services in China.

BEIJING, March 7 (Xinhua) -- Han Zheng, Mayor of Shanghai, confirmed here Sunday he would lead a delegation to visit Taiwan in April to promote the upcoming World Expo.The confirmation by Han himself came on the sidelines of the annual session of the National People's Congress (NPC), China's supreme legislature."I have been expecting for long to visit the Treasure Island of Taiwan," Han said. "Though the exact date has yet to be decided, I hope to make it early April."The mayor said he would take his Taiwan visit as a chance not only to promote the World Expo, which is slated to open on May 1, but to further boost Shanghai's economic and cultural exchanges with Taiwan.Taipei mayor Hau Lung-bin led a delegation to visit Shanghai in June 2008, drawing attention from the media for the improvement of cross-Strait relations between Taiwan and the mainland.

JINAN, Feb. 22 (Xinhua) -- A Chinese vocational school said Monday it has got bored with the repeated reports carried by the New York Times insisting that it was a source of the Google cyber attacks."The reports are too boring, simply unfounded and politically orientated," Li Zixiang, Party chief of the privately-run Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, told Xinhua."We really do not want to read such reports again. If the reporter still has doubts, I invite him to come to our school to talk with us personally," he said.The New York Times has filed two reports recently claiming the cyber attacks on Google and other American firms last year have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang.Google said last month that it might pull out of the Chinese market, citing it services had been hacked by sources originating in China and that it disagreed with some Chinese government policies.In the latest report, the New York Times insisted that Lanxiang had ties with the Chinese military as it was founded on land donated by the army and had sent graduates to join the army."We had indeed used abandoned barracks for teaching venues when our school was founded in 1984, but the barracks were not a 'donation' because we must pay rent regularly for it," Li said."We have already moved out of the old barracks and built our own new teaching buildings," he said.Currently, Lanxiang has more than 20,000 students learning vocational skills such as cooking, auto repair and hairdressing."Like any other country, our school graduates can join the army if they so wish. But you cannot say a school has a military background just because some of its graduates are servicemen," Li said.

BEIJING, Feb. 3 (Xinhua) -- China has decided to start public hospital reform with pilot programs in selected cities or districts in each province, autonomous region and municipality, according to a cabinet guideline passed Wednesday.The guideline on public hospital reform was discussed and approved by an executive meeting of the State Council chaired by Premier Wen Jiabao.The public hospital reform is aimed to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to a statement issued after the meeting.It was stressed at the meeting that public hospitals must retain its orientation of serving public interests and giving top priority to people's health.According to the statement, a coordination mechanism should be established between big public hospitals and grassroots medical service institutions so that they could cooperate with each other with proper division of labor.The management system of public hospitals should also be reformed so that operation and supervision of the hospitals are conducted separately, it said.The quality of public hospitals' medical services should be improved, whereas their incentive mechanism of income distribution should be perfected, the statement said.Public hospitals should also gradually quit profiting from drugs and rely on medical service charges and government subsidies.The guideline also encourages non-governmental sectors to invest in and set up non-profit hospitals.
