MOSCOW, May 13 (Xinhua) -- China's top legislator Wu Bangguo said here Wednesday the strategic partnership of cooperation between China and Russia is currently showing a momentum all-round and rapid growth, as high-level contact remains frequent.    Wu said in recent years, China-Russia relations have been lifted to new stages as cooperation in all fields reached an unprecedentedly high level. He highly appreciated frequent contact between leaders of the two countries, saying Medvedev's visit to China last year contributed to the continuous growth of the strategic partnership between the two countries on a high level.     Medvedev said he and Chinese President Hu Jintao had held their first meeting this year during the London G20 summit in April. He expressed the wish that the presidents of the two countries will have more meetings later this year, saying he expects President Hu to pay a state visit to Russia in June. Medvedev also expects to meet with President Hu during the Shanghai Cooperation Organization summit and the summit of "BRIC" countries, namely Brazil, Russia, Indian and China later this year.     In order to push for long-term, healthy and stable growth of China-Russia relations, Wu suggested that the two countries should enhance political trust and share mutual understanding and support on major issues concerning each other's core interest. The two countries should maintain consultation and cooperation on regional and international affairs so as to push for multipolarization and democratization of international relations.     Wu said the two countries should also strengthen cooperation in such areas as economy, trade, energy, investment and local exchanges. He said the two sides should earnestly carry out the cooperation agreements they have already signed. Wu expressed the wish that the two sides should actively overcome difficulties in progress and practically resolve existing problems in their cooperation so as to secure bilateral trade from the impact of global financial storm this year.     Wu said the two countries should step up dialogues and cooperation on financial issues. He said they should maintain close contact and coordination at bilateral and multilateral levels. The two countries should exchange views on maintaining stability of their own financial market and pushing forward reform of the international financial and currency systems, Wu said, adding that China and Russia should join hands to promote the stability of international financial market and rally of global economy.     Medvedev said under the current situation, strengthening cooperation between Russia and China is not only conducive to the development of both countries, but also to resumption of world economy and establishment of a new, just and rational international political and economy system.     Medvedev said Russia places importance on expanding relations with China and is ready to deepen mutual trust and expand cooperation with China in such fields as energy, trade, investment and local contact.     China and Russia are to hold a series of activities to mark the60th anniversary of establishing diplomatic links this year. High-level contact has been growing closer in recent years, as President Hu and President Medvedev met four times last year.     Wu and Medvedev jointly stressed the importance of parliamentary exchanges between the two countries, saying the exchanges reflect the high level of development of China-Russia partnership of strategic cooperation.     Wu said the high level of China-Russia partnership is fully reflected in such areas as frequent contact between top leaders of the two countries, the staging of "Russian Language Year" in China, the signing of an oil cooperation agreement between the two governments and the exchanges between the NPC and Russian parliament.     Medvedev said Wu's visit to Russia reflects the momentum of fast growth in bilateral links. Under the current environment of international financial crisis, coordination between the parliaments of the two countries will be conducive to advancing bilateral cooperation. He said Russia places high importance on parliamentary exchanges and cooperation between the two countries.

CHENGDU, June 3 (Xinhua) -- Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd. (Tengzhong), a private Chinese firm who has struck a preliminary deal with General Motors Corp. (GM) for the premium SUV brand Hummer, said Wednesday it has no plan to manufacture Hummer in a Chinese plant. "Rather than setting up a plant in China, Tengzhong will use the current facilities including their employees in the United States," said Zhao Xiaolu, spokesman for the ongoing transaction for Tengzhong, a leading manufacturer of road, construction and energy industry equipment based in southwest China's Sichuan Province,     Zhao works for the Brunswick Group, which is handling the public relations matters for the Tengzhong deal. Tengzhong's managers were not available for comment on the transaction, which was disclosed Tuesday, a day after GM filed Chapter 11 bankruptcy. U.S. automaker General Motors Corp., a day after filing Chapter 11 bankruptcy, has a tentative deal to sell its Hummer brand to Chinese-based Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd., the automaker said on June 2.     According to an overall restructuring plan, the U.S. based automaker GM will shed off its none-core assets including Hummer, Saturn, Saab and Pontiac.     The preliminary deal allows Tengzhong to keep the management and operational team along with the Hummer brand, and secure more than 3,000 jobs in the United States. The Chinese buyer will also assume existing dealer agreements relating to Hummer's dealership network.     Tengzhong CEO Yang Yi said in a statement Tuesday that the company will "allow Hummer to innovate under the leadership and continuity of its current management team".     James Taylor, Hummer chief executive officer, went to Chengdu City and Deyang City, Tengzhong's current base and new base under construction, to discuss project cooperation with local officials in March.     "This transaction, if successful," said Taylor in a statement Tuesday," will allow us to embark on a more aggressive global expansion, ensuring a successful future with our new partners."     According to Zhao, Tengzhong will use internal fund and bank loan to make the transaction, which will be a "strategic move for the company to expand into the premium off-road vehicle segment". Formed in 2005 through a series of mergers, Tengzhong currently has more than 4,800 employees.     "It is probably more attractive for Chinese enterprise like Tengzhong to learn from the foreign brand's past successful experience in research, design, marketing and service," said Guo Guoqing, a professor with the School of Business, Renmin University of China.     Xu Zhaohui, head of the Sichuan Provincial Department of Commerce, said the officials will "strive to serve the transaction", which is expected to close in the third quarter of this year and is subjected to customary closing conditions and regulatory approvals.     In recent years, there have been several headline purchases of foreign auto brands by Chinese enterprises. In the first quarter, almost 2.68 million vehicles were sold in China, which marked a 3.88 percent increase year on year.     However, not all foreign auto brands revived under Chinese management. In February, a Seoul court granted Ssangyong Motor bankruptcy protection. SAIC was deprived of management control despite its 51 percent ownership.     "Declining asset prices amid the financial crisis do not always mean a good bargain for the buyer," said Zhang Zhiyong, the chief adviser on auto market with Mingyuan Consultancy in Beijing, "a Chinese automaker should choose a foreign brand with conforming strategy and similar culture for possible acquisition."     The fuel-hungry brawny Hummer also pose new challenges for Tengzhong to control cost and boost competitiveness after takeover. BEIJING, June 29 (Xinhua) -- China raised gasoline and diesel prices by 600 yuan (about 87.8 U.S. dollars) per tonne, starting zero o'clock Tuesday.     The increase raised the price for gasoline by about 0.45 yuan per liter, or 8.6 percent, and the price of diesel by about 0.51 yuan per liter, or 9.6 percent, said the National Development and Reform Commission (NDRC) in a statement on its Web site.     It was the third oil price adjustment this year. On May 31, the NDRC raised the pump prices of gasoline and diesel by 400 yuan per tonne, or 7 percent and 8 percent, respectively.     The adjustment was in response to "recent international oil price fluctuation" under the country's new fuel pricing mechanism, as international crude prices kept rising, said the statement.     According to the new mechanism, China's domestic prices are to be "indirectly linked" to global crude prices "in a controlled manner."     Under the pricing mechanism, China would consider changing benchmark retail prices of oil products when the international crude price rises or falls by a daily average of 4 percent over 22working days in a row.     Oil prices settled at 69.16 dollars a barrel on the New York Mercantile Exchange Friday, registering a 4.2 percent rise from the price of 66.31 dollars a barrel when the last adjustment took place on May 31.

CAIRO, June 21 (Xinhua) -- China's new special envoy on the Middle East issue Wu Sike said here on Sunday that China is willing to push forward the peace process with all the parties concerned under new circumstances in the region. The project was considered a technology cooperation model between the developing countries.     The two sides also agreed to expand cooperation in education, culture, press, tourism and sports. GENEVA, April 22 (Xinhua) -- Close international cooperation is needed to fight all forms of racism and racial discrimination, which is the enemy of the whole human society, a senior Chinese diplomat said here on Wednesday.     "China proposes that the international community work closely together to form a strong united front in the fight against racism," said Li Baodong, Chinese ambassador to the United Nations Office in Geneva, in an address to the ongoing Durban Review Conference.     Governments should fully recognize the huge damage that racism has caused to various human rights, international security and human development, and pursue actively the policy of "zero tolerance" at both the national and international level, Li told more than 100 delegations participating at the anti-racism conference.     The five-day conference, which opened on Monday, is a follow-up meeting to the World Conference against Racism held in Durban, South Africa in 2001.     Delegates adopted by consensus a final anti-racism declaration on Tuesday despite the boycott of the meeting by quite a few Western countries, including the United States, citing concerns that the meeting could be used as a forum to criticize Israel.     The atmosphere of the conference was also damaged on Monday after dozens of European delegates walked out of the conference room in protest to a speech made by Iranian President Mahmoud Ahmadinejad which likened Israel to a racist regime.     According to the Chinese ambassador, countries should enhance dialog and communications to resolve political differences and refrain from creating a breeding ground for hatred.     It's of great significance that countries have gathered once again to deliberate on the issue of racism eight years after the holding of the first UN anti-racism conference, he said.     Li also stressed the need to further enhance the effectiveness of various mechanisms established after the 2001 conference to address racism, racial discrimination, xenophobia and related intolerance, with a view to achieving better synergy, coordination, coherence and complementarity in their work.     In addition, he suggested a renewal or reinforcement of the international definition for racism, as many new forms of racism and racial discrimination are emerging along with the current global financial, food and energy crises as well as the threat of climate change.     "The Chinese government is against all forms of racism, and it has been actively engaged in various international anti-racist activities," Li said.     "With the opportunity provided by this conference, China is ready to work will all governments and the civil society to create a world free of discrimination, hatred, fear and prejudice," he added.

BEIJING, June 29 (Xinhua) -- Chinese State Councilor Liu Yandong met here Monday with Henry Kissinger, the former U.S. secretary of state.     Liu highlighted the robust growth of the China-U.S. ties since the two forged diplomatic relations 30 years ago, noting that the bilateral relations scored a good beginning and maintains positive momentum since the Obama administration took office.     China is committed to work with the United States to further promote the bilateral dialogue and cooperation at various levels and in national development, education, science and technology and culture, Liu said.
