BEIJING, March 30 (Xinhua) -- Aluminum Corporation of China Ltd. (Chalco), reported a 99.9 percent plunge in full-year net profit to 9.2 million yuan (1.35 million U.S. dollars) in 2008, due to product price fluctuations on the international market, the company's annual report revealed Monday.     "The company suffered major losses from the snowstorm at the beginning of last year, and the earthquake disaster," said the statement.     The shock from the financial crisis, rises in raw material prices and consecutive plunges of finished product prices had posted "unprecedented difficulties and challenges" for the company, said the statement.     Chalco's business turnover reached 76.73 billion yuan, down 9.94 percent from last year, largely because of a decline in product prices, said a statement submitted to the Shanghai Stock Exchange.     The price of alumina, a major type of aluminum product, which at one point reached 4,500 yuan per tonne in the domestic market in 2008, dropped to 1,900 yuan per tonne as demand shrank drastically because of the financial crisis, said the statement.     Board chairman Luo Jianchuan said the company should actively cope with the problem, which would persist in 2009. Measures should be taken to cut cost, control investment, and maintain stable production.     Though estimated to suffer losses in the first quarter this year, Chalco was confident it would "get over the difficulties and have a bright prospect," said Luo.     Share prices of Chalco on Shanghai Stock Exchange plunged more than 4 percent to 10.46 yuan Monday morning.     Aluminum Corporation of China (Chinalco), Chalco's parent company, had obtained support from four Chinese banks, including the Bank of China (BOC), to finance its bid for the world's third largest miner Rio Tinto.     They have signed agreements to provide 21 billion U.S. dollars worth of syndicated loans to support the bid.

"I thank you!"     The government would offer vocational training and tax privileges for rural migrant workers to start their own business, he said.     Wen didn't use the occasion for a national consumption pitch, although many economists agreed that raising consumption would be the only way to rebalance and sustain the economy.     "Of course we wish the wealthy could spend money boldly, but what we think essential is to increase the income of people from all walks of life. In that case, consumption would have a much more solid founding," he said.     Hand-picking a complaint over financing difficulty from netizen Shen Yuefang who ran a small-scale business in Zhejiang, Wen harshly blamed commercial banks, urging them to step up the implementation of state policies and lend more to small and medium-sized companies, especially private ones.     "I always said that economists, entrepreneurs and bankers must have moral blood. That is to say whenever the country is in trouble, we should help smaller companies and optimize the system. This is real action to share in the woes of the nation. Every banker should do this," he said.     GOOD SYSTEM MATTERS MORE     Affectionately named "Baobao" (the Chinese for baby) by his fans, the 67-year-old has become one of the nation's most popular figures after making swift appearance at disaster sites when a devastating earthquake shocked the country last May.     During his visit to Tianjin on Feb. 16 this year, Wen came cross weeping mother Wang Zhihua who couldn't afford the treatment for his seriously ill son. Wen personally donated 10,000 yuan and arranged for the two-year-old suffering leukaemia from the rural area in Zhangjiakou of Hebei Province to get hospitalized in the Beijing Children's Hospital.     This philanthropic act however triggered public sighs over the country's inadequate medical system.     "I noticed the harsh criticism which says good system matters more than good Premier," Wen said, responding to a question on the treatment of seriously ill children.     "Being the Premier, I need to think about how to optimize our medical system and have seriously ill children treated....We have already started to work in this direction. But our efforts is far from enough."     China currently has more than four million leukemic children. Treatment for each would cost more than 100,000 yuan. But no medical insurance in China would allow reimbursement for such large medical bills, Wen acknowledged.     He mentioned five steps the government will take, including expanding the coverage of insurance and establishing a basic medicine system with price ceilings.     The State Council, or the Cabinet, has lately passed a medical reform plan involving a government input of 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     "Health care reform is not easy. BEIJING, March 8 (Xinhua) -- Yu Xiuli, a victim of domestic violence, can turn to police for help if her husband continues to beat her thanks to a regulation which came into effect on Sunday.     The 40-year-old woman in eastern Shandong Province has been bearing the cursing and beating of her husband for years, but has never thought of asking police for help.     "I believed it was not the business of police to stop domestic violence so I has never thought of alerting police," said Yu.     But from Sunday women like Yu could alert police if they fall victim to domestic violence according to a regulation of the province that came into effect Sunday.     Many provinces in China have set up police centers to handle household violence after a national regulation that was issued in September last year requiring police to be dispatched whenever they receive a 110 emergency call regarding household violence.     According to the All-China Women's Federation, domestic violence poses a severe threat to women's rights in China with the authorities receiving about 50,000 complaints annually.     In fact, women in China have had more channels to protect their rights and interests.     On Saturday, a hot line - 12338 for protection of women's rights was opened in eastern Zhejiang Province. The hot line was set up to provide legal help for women, including migrant workers, in Zhejiang.     The Zhejiang provincial women's federation said the province has had 280,000 volunteers and 25,000 community or village centers for women rights protection.     The issuing of a regulation to prevent and curb household violence has been put on the agenda of the provincial legislature this year, it said.     In Beijing, the Chaoyang District People's Court opened a hot line for protection of rights and interests of women and children on Wednesday. The line was the first among the capital's court system.     The hot line will offer legal aid to women and children.     "The whole society has been attaching increasing attention to the protection of women's rights in marriage, employment and family life in recent years," said Shi Yan, a judge of the court.     The court set up a collegial panel specially for women and children in December 2007. Similar panels have also been set up in courts of other provinces across the country to better protect women's rights.

GENEVA, March 12 (Xinhua) -- China on Thursday blasted a U.S. measure blocking Chinese poultry imports, saying the "clearly discriminative measure" can serve as a good example for the WTO's training courses.     The U.S. measure, or Section 727, is contained in the Omnibus Appropriation Act of 2009, which was approved by the U.S. Senate on Tuesday. It bans any funds from being used to "establish or implement a rule" allowing imports of poultry products from China.     "It is needless to explain why such discriminative measure are forbidden by the WTO," said Zhang Xiangchen, deputy permanent representative of the Chinese WTO mission.     "Perhaps we could send to the Institute of Training and Technical Cooperation of the WTO Secretariat a copy of this section, which would serve as a perfect example for their training courses," Zhang told a WTO meeting in Geneva.     "I believe that any trainee with a preliminary knowledge will tell that this section violates the basic rules of the WTO including the MFN (most-favored-nation) treatment principle," he said.     In a strong-worded statement, Zhang said he had got "a specific instruction from Beijing to express the serious concern of the Chinese government about the U.S. Omnibus Appropriation Act of 2009."     "What should we, all WTO members, do to prevent such discriminative practice from undermining the multilateral trading system and sending wrong signal to the outside world at this critical juncture of global crisis?" said Zhang at the meeting.     "How should we live up to our commitments repeatedly made both here at the WTO and at the G20 summit to resist trade protectionism?" he added.     On Wednesday, the Chinese WTO mission in Geneva also sent a verbal note to the U.S. WTO mission.     According to the note, the U.S. measure has triggered strong reactions in China, and the government is under increasing pressure from the poultry industries to "adopt related measures to poultry products imported from the United States."     "China would raise complaints to the WTO in this regard and maintain the right of further measures," said the note.     "At the same time, we would like to urge the U.S. to eliminate such kind of discriminative and trade protectionist provision as soon as possible in order to correct its wrong decision," it said.     China and the United States banned imports of each other's poultry in 2004 following outbreaks of bird flu. They agreed to lift the bans at the Sino-U.S. joint Commission on Commerce and Trade in 2004.     China did lift the ban but has complained that the United States was not following suit.     China imported 580,000 tons of chicken products from the United States last year, accounting for 73.4 percent of total chicken imports, according to figures from the Chinese Ministry of Commerce.

NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry.     The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing.     The government would offer more support in tax breaks, financing, and vocational training, Wang said.     The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion.     Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday.     More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. Chinese Vice President Xi Jinping (L3, rear) and Maltese Prime Minister Lawrence Gonzi (L4, rear) attend a signing ceremony for a series of agreements between China and Malta, in Valletta, capital of Malta, Feb. 22, 2009While meeting with Galea, Xi said that parliamentary exchange is an important part of Sino-Maltese relations, and that strengthening exchange and cooperation between the two sides is of great significance for the development of bilateral ties and friendship between the two peoples.     Both Hyzler and Galea reaffirmed that the Maltese government and parliament will firmly stick to the one-China policy.     During talks with Prime Minister Gonzi on Sunday morning, Xi said China hopes to consolidate Sino-Maltese cooperation in bid to obtain new and fruitful results through actions to deal with the challenges stemmed from the financial crisis.     Together with Gonzi, Xi attended the signing ceremony for a number of agreements on bilateral cooperation in economy, culture and judicature.     On Saturday, the Chinese vice president also met with former President Guido de Marco and Labor Party leader Joseph Muscat.     Malta was the final leg of Xi's six-nation tour, which also took him to Mexico, Jamaica, Colombia, Venezuela and Brazil.
