BEIJING, April 6 (Xinhua) -- China would manage to make breakthrough in yuan-based cross-border payment system in 2009, People's Bank of China, or the central bank, said in an on-line report.     According to the report reviewing the country's payment system in 2008, China would further develop regional and international cooperation in payments, and improve the yuan-based cross-border trade settlements this year.     The report also pointed out that China's payment system had remained safe, stable and efficient last year despite severe natural disasters and global financial downturn, as a total of 1,131 trillion yuan (about 166 trillion U.S. dollars) had been spent through the payment system, 37.62 times of the GDP last year.     The central bank's high-value payment system (HVPS), core infrastructure of the country's payment system, had conducted 214 million payments worth 64 trillion yuan last year, up 24.42.     China's securities settlement system had remained steady and provided strong support to the securities business, said the report. Trading volume in China's interbank bond market reached 10.46 billion yuan, up 66.03 percent from that of 2007, it said.     According to the report, non-cash payment products, such as bank cards and bill payment, had become more popular among Chinese citizens.     Chinese people had conducted 13.8 payments through non-cash products per capita last year, up 18.1 percent from that of 2007. Up to 24.2 percent of China's retail sales last year had been spent through the bank card system, 2.3 percentage points higher than the 2007 level, it said.

BEIJING, April 7 (Xinhua) -- Chinese Vice Premier Li Keqiang told former French Prime Minister Jean-Pierre Raffarin Tuesday that efforts should be made to ensure the "healthy" and "stable" development of Sino-French relations.     Li recalled the experiences on the bilateral ties since China and French forged diplomatic relations 45 years ago, noting that sound political relations and trust served the fundamental interests of the two peoples and were vital to boost cooperation.     Li also briefed Raffarin on China's economic situation, adding the measures China adopted to curb the global financial crisis "have been taking some effect."     "We are confident of maintaining China's stable and rapid economic growth and highly value foreign trade cooperation with countries such as France," Li said.     Raffarin, who is in Beijing to attend a Sino-French economic seminar, said expressed his commitment to continuing to promote the bilateral strategic partnership. BEIJING, April 4 (Xinhua) -- The industrial production of China's chemical sector increased 2.4 percent year on year in the first two months, and the falling trend for major product's output was eased, according to data released by the Ministry of Industry and Information Technology (MIIT) on Friday.     The figure was calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fellin February last year, but in January this year.     Zhu Hongren, official with the MIIT said although the output expansion was marginal, the contracting trend for the production of major chemical products was eased.     Of the major 30 chemical products monitored by the ministry, 21saw output falling in the first two months, but the falling rate was tempered from that in December. In addition, three products saw output get back to growth.     To support the annual "Spring Plough" season, the output of major three chemical fertilizer rose 4.6 percent to 8.75 million tonnes through January to February.     The pesticide production grew 9.1 percent to 394,000 tonnes in the first two months, and that for February alone jumped 14.4 percent.     Zhu Hongren said despite of the easing contraction, it was too early to be optimistic, citing the chemical industry faced the most difficult condition comparing with other raw material producing sectors.     China's industrial output rose 5.2 percent year on year in the first two months, with the growth slowing from December, MIIT said last week.     The figure was 0.5 percentage point lower than in December, dragged down by plummeting exports and high inventories, according to MIIT.     Experts said the figure showed Chinese industry was still feeling the pinch of the global downturn.

LONDON, April 3 (Xinhua) -- Chinese President Hu Jintao made concrete proposals on tackling the global financial crisis at the G20 London summit, playing an important and constructive role for the summit to gain pragmatic results, the Chinese foreign minister said on Friday.     "The summit produced measures of high value in fighting the financial crisis and built up confidence for the world to tide over the crisis and renew economic growth," Yang Jiechi said, adding that Hu's proposals contributed to the result. ZURICH, SWITZERLAND, Feb. 26 (Xinhua) -- A Chinese business delegation inked trade deals worth more than 300 million U.S. dollars with Swiss companies on Thursday, ending the second leg of their four-state procurement tour in Europe.     The agreements covered products ranging from software to electric equipments and metals, which meet China's domestic needs, according to Chinese trade officials.     Among those agreements, Switzerland's ABB, a global leader in power and automation technologies, signed a letter of intent for the supply of generator circuit breakers to China Nuclear Power Engineering Company.     Switzerland's Glencore, one of the world's largest suppliers of a wide range of commodities and raw materials to industrial consumers, also signed a deal with Chinalco, the world's second largest alumina producer and the third largest primary aluminum producer.     Holcim, one of the world's leading suppliers of cement and aggregates based in Switzerland, deepened its partnership with China's Huaxin Cement Company (HCC). They signed a frame agreement for technical service, technology and new equipment supplies covering the next two years.     Holcim is already the single largest shareholder in HCC, holding a stake of 39.9 percent of the Chinese firm.     "HCC with Holcim's support will continue to strengthen and extend its leading role as a modern cement producer in China," the two companies said in a statement. China is now Switzerland's second largest trading partner in Asia.     Leuthard said that the visit by the Chinese delegation sent a strong signal that China and Switzerland remain committed to open markets and against protectionism.     She said the agreements between Swiss and Chinese companies are "good news to our businesses."     "They signed contracts which will safeguard jobs and strengthen the cooperation between Swiss and Chinese companies in different fields in our economy," she said.     Earlier today, Leuthard and Chen signed a memorandum on the intensification of technical cooperation in the field of environmental technology.     "Switzerland and China will cooperate more strongly to ensure that economic growth can be shaped in a more sustainable and environmentally-sound manner," the Swiss government said.     To this end, a joint working group is to be established to examine the potential for cooperation in the areas of technology transfer, energy efficiency, renewable energies and the efficient use of resources. The group will submit proposals on the shape of this cooperation.     Switzerland is the second stop of the Chinese business delegation's European tour. On Wednesday, they signed 37 procurement deals worth about 11 billion euros (14 billion U.S. dollars) with local firms in Germany.     In an interview with Xinhua on Wednesday, Chen expected purchase deals with Switzerland would be modest compared with Germany due to the gap in the two countries' economic scales.     The delegation will arrive in Madrid, Spain later today and then London, the last stop. MEDELLIN, Colombia, March 29 (Xinhua) -- China's membership in the Inter-American Development Bank (IDB) will broaden cooperation between China and Latin America, China's central bank governor Zhou Xiaochuan said here Saturday.     Closer bilateral cooperation will enhance their ability to jointly tackle the ongoing financial crisis, Zhou told an IDB meeting in Medellin. Zhou is here for the 50th annual meeting of the IDB, scheduled for March 27-31 in the Colombian city of Medellin.     The IDB group, founded in 1959 and headquartered in Washington D.C., is the oldest and largest regional inter-governmental development financial institution. It is aimed to promote economic and social development in Latin America and the Caribbean.

The Doha round of global trade negotiations is crucial to global trade liberalization, he said.     In his speech at the summit which gathered leaders from major developed and developing nations, the Chinese president urged further support to developing countries in time of difficulty.     He called for minimizing the damage of the financial crisis on developing countries and urged the world community, developed nations in particular, to assume due responsibilities and obligations.     They should "continue to fulfill their commitments to debt reduction and aid, take concrete measures to maintain and increase assistance to developing countries, help them uphold financial stability and promote economic growth," Hu said.     Speaking of the impact of the crisis on China, Hu said the global financial turmoil has brought unprecedented difficulties and challenges to China.     In order to combat the crisis and maintain steady and relatively fast economic growth, China has made timely adjustment to its macroeconomic policies, swiftly adopted a proactive fiscal policy and a moderately easy monetary policy, and formulated a package plan to expand domestic demand and boost economic growth, Hu said.     "China will continue to work with the rest of the international community to enhance macroeconomic policy coordination, advance the reform of the international financial system, maintain the stability of the multilateral trading system and contribute its share to world economic recovery," Hu told other leaders attending the summit in London.     At the summit in London, leaders of the G20 reached consensus on how to save the world out of the financial crisis, including a pledge of 1.1 trillion U.S. dollars to revive the world economy, a joint call to fight protectionism, and concrete actions to tighten banking regulation.     Among the additional funds to be injected into international financial institutions, 500 billion dollars will go to the International Monetary Fund to support lending to countries hit hard by the crisis, 250 billion dollars will be used to support a new Special Drawing Rights (SDR), 100 billion dollars will support additional lending by the multilateral development banks, and 250 billion dollars will be devoted to guarantee trade finance.     The G20 leaders agreed on extending regulation and oversight to all systematically important financial institutions, instruments and markets, including systematically important hedge funds for the first time.     They also agreed on extending regulatory oversight and registration to credit rating agencies to ensure they meet the international code of good practice, particularly to prevent unacceptable conflicts of interest.     The leaders reiterated their opposition to trade protectionism and their readiness to boost global trade and investment.     They agreed another G20 summit will be held within this year.
