BEIJING, March 20 (Xinhua) -- China and Japan should strengthen cooperation to deal with the financial crisis, said Chinese top legislator Wu Bangguo on Friday.     "China is willing to work with Japan to properly handle sensitive issues in bilateral relations and consolidate our political foundations," said Wu, chairman of the Standing Committee of the National People's Congress.     In a meeting with Japanese Defense Minister Hamada Yasukazu, Wu said China-Japan relations were improving and cooperation in various fields have expanded. BEIJING, April 6 (Xinhua) -- China would manage to make breakthrough in yuan-based cross-border payment system in 2009, People's Bank of China, or the central bank, said in an on-line report.     According to the report reviewing the country's payment system in 2008, China would further develop regional and international cooperation in payments, and improve the yuan-based cross-border trade settlements this year.     The report also pointed out that China's payment system had remained safe, stable and efficient last year despite severe natural disasters and global financial downturn, as a total of 1,131 trillion yuan (about 166 trillion U.S. dollars) had been spent through the payment system, 37.62 times of the GDP last year.     The central bank's high-value payment system (HVPS), core infrastructure of the country's payment system, had conducted 214 million payments worth 64 trillion yuan last year, up 24.42.     China's securities settlement system had remained steady and provided strong support to the securities business, said the report. Trading volume in China's interbank bond market reached 10.46 billion yuan, up 66.03 percent from that of 2007, it said.     According to the report, non-cash payment products, such as bank cards and bill payment, had become more popular among Chinese citizens.     Chinese people had conducted 13.8 payments through non-cash products per capita last year, up 18.1 percent from that of 2007. Up to 24.2 percent of China's retail sales last year had been spent through the bank card system, 2.3 percentage points higher than the 2007 level, it said.

BEIJING, April 9 (Xinhua) -- The Ministry of Finance has imposed a pay cap for top executives at state-owned financial institutions as the financial crisis eroded earnings of such companies in 2008, the ministry said Thursday in a circular on its website.     The new rule, which came out amid rising public grumbles about huge pay packages for top executives at state-owned financial companies, outlined the basic line that pay for executives in 2008should be no more than 90 percent of the level in 2007.     As of 9 p.m., two hours and half after the news was posted on the web Sina.com.cn, 584 netizens made comments. Total executive pay for 2008 at financial institutions - which many are still computing - must not surpass 90 percent of the 2007 levels, the Ministry of Finance (MOF) announced yesterday    Under the plan, pay refers to pre-tax income, including salary, bonus, and social insurance.     The rule would enhance equal income distribution and push forward reform in pay mechanism, according to the ministry.     The circular said it was in line with the current domestic and international situation for executives at some state-owned financial institutions to voluntarily cut their pay despite their companies posted rising profits.     Companies which had a declining income last year should slash another 10 percent based on the basic line. Reductions should be deeper if companies suffered steep drop in profits, according to the circular.     The ministry demanded to narrow pay gap among executives at companies in the financial sector, calling for bigger cuts for those who received much higher pay than the average in 2007. Caps were also urged to be imposed on pay for staff at financial companies to make a clear difference in posts and performance.     It is the second time that MOF had set such pay limits. In an earlier circular in February this year, MOF ordered that the 2008 salary for top executives of state-owned financial institutions should be limited within 2.8 million yuan (about 410,000 U.S. dollars).     The new move aimed at avoiding salary competition between some financial institutions when deciding the salaries for their executives in 2008, said Guo Tianyong, a professor at the China Central Finance University.     It is necessary to put a cap on executive salaries to prevent unfair distribution of income and a larger gap between the rich and poor, he said.     In March, the government ordered a crackdown on government "hospitality" budgets, including a 15-per-cent cut in car-buying and fuel funds as well as an across-the-board halt to the building of any new office compounds before the end of 2010.     Chinese Premier Wen Jiabao said the government should take the leading role in promoting frugality and should ensure government spending goes where it is most needed amid the economic crisis.

BEIJING, April 9 (Xinhua) -- The Ministry of Public Security announced a national action against human trafficking of women and children here Thursday, in wake of increasing incidences of these cases in China.     "The country has seen an increasing incidence of human trafficking of women and children recently, though the police have continued fighting such crimes for years," said Zhang Xinfeng, vice minister of public security at a meeting.     The nationwide crackdown will last from April to December this year, he said.     Police must carefully investigate residents to identify women and children victims and rescue them, he said.     They were also asked to collect information about possible victims and tightly follow leads, he said.     The police will also crack down upon those who seduce or force children to beg on streets or commit crimes, especially those masterminding such gangs, he added.

BEIJING, March 24 (Xinhua) -- China said it would raise benchmark retail prices of gasoline and diesel by 290 yuan (42.46 U.S. dollars) per tonne and 180 yuan per tonne, respectively, as of midnight Tuesday.     It is the second oil price adjustment this year. The National Development and Reform Commission (NDRC), China's top economic planner, cut benchmark pump prices of gasoline and diesel by 140 yuan and 160 yuan per tonne, or 2 percent and 3.2 percent, respectively, on Jan. 14.     Experts said more frequent price adjustments show China can respond more quickly to international oil price changes after a new pricing mechanism took effect Jan. 1, 2009. On the previous trading day, it settled at 53.80 U.S. dollars a barrel, the highest price since Dec. 1.     Under the new mechanism, China's domestic prices are to be "indirectly linked" to global crude prices "in a controlled manner."     "The 'indirect link' would be based upon average global crude prices, while taking into account domestic production costs, taxation, and 'appropriate profits' of oil producers," deputy director of the pricing department of the NDRC, Xu Kuning, said.     Government-set fuel prices were previously changed infrequently.     As a result, either Chinese drivers ended up paying more than those in other countries when crude prices dropped, or domestic refineries suffered huge losses when crude prices surged.     Last Dec. 18, when the international crude price dropped from a record 147 U.S. dollars a barrel to less than 40 U.S. dollars, the NDRC announced a move to cut pump prices by 900 yuan and 1,100 yuan per tonne for gasoline and diesel, respectively.     The new pricing mechanism was announced the following day and took effect at the beginning of this year.     In Tuesday's notice to raise pump prices, the NDRC urged the two state-owned oil producers, PetroChina and Sinopec, to increase oil production to meet demands.     It also urged local pricing regulators to strengthen supervision over oil prices and crack down on any price violations.     China's crude oil output reached 190 million tonnes in 2008, up2.3 percent year-on-year, the highest growth in three years, according to the China Petroleum and Chemical Association.     Imports of crude oil rose 9.6 percent year-on-year to 179 million tonnes last year, which accounted for 48 percent of total crude oil demand.

BEIJING, March 25 (Xinhua) -- China voiced its strong dissatisfaction Wednesday against a U.S. Congress resolution on the Taiwan Relations Act saying it is an interference in its internal affairs.     "China is strongly dissatisfied and has lodged a solemn representation over the resolution adopted to commemorate the 30th anniversary of the Taiwan Relations Act," Chinese Foreign Ministry Spokesman Qin Gang said in a statement.     The U.S. House of Representatives voted for the resolution Tuesday.     The Taiwan Relations Act, passed by the U.S. Congress in 1979, required the United States to provide Taiwan with arms of a defensive character. China has never recognized the legitimacy of the act.     Qin said the Chinese government and people, from the very start, resolutely opposed the Act adopted by the United States unilaterally.     "We urge the United States to follow the basic norms guiding international relations and the three Sino-U.S. joint communiques, and stop the wrongful act of using the Taiwan issue to interfere in China's internal affairs," Qin said.

BEIJING, March 18 (Xinhua) -- China's top political advisor Jia Qinglin said Wednesday the central government had great confidence in continued prosperity and stability of the Hong Kong Special Administrative Region(HKSAR).     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remarks when greeting with a delegation of social workers from Hong Kong headed by Mrs. Betty Tung, wife of the SAR's former Chief Executive Tung Chee-hwa.     Mrs. Betty Tung set up the organization in 1998, mobilizing volunteers to help needy youth and women.     Jia, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, welcomed the visit of the delegation and praised its contribution to the region's prosperity and stability.     He said, "China has confidence and the ability in overcoming the global financial downturn, which brought us challenges and opportunities as well."     The mainland will always be a strong supporter of the Hong Kong SAR.
