BEIJING, Jan. 21 (Xinhua) -- The government will step up efforts to eliminate outdated production capacity, said a statement issued by the State Council on Wednesday.Eliminating outmoded production capacity was imperative to transform the economic growth pattern, boost economic growth quality and fight the global downturn, said the statement issued after a State Council executive meeting chaired by Premier Wen Jiabao.Eliminating outdated production capacity was also necessary to promote energy efficiency and emissions cuts and address global climate change, the statement said.China had made positive progress in eliminating outdated production capacity, but the proportion of outdated capacity was still too high in certain key fields, said the statement.The problems should be tackled through the law, economics, technology and necessary administrative methods.The State Council discussed specific targets to eliminate outdated capacity in fields such as electricity, coal, coke, ferroalloy, calcium carbide, iron and steel, non-ferrous metals, construction materials and light industry and textile industry.To realize the targets, efforts should be made to improve market admission requirements, use market mechanisms, strengthen law enforcement, promote stimulus mechanisms and step up supervision, according to the decision reached at the meeting.

CHONGQING, Feb. 8 (Xinhua) -- The Chongqing Higher People's court on Monday upheld the convictions of 54 members of two mafia-like gangs, amid a massive crackdown on organized crime in the southwestern Chinese city.In the second trial at the court, Wang Tianlun, leader of a 23-member gang, was sentenced to death with a two-year reprieve for organizing and instigating gang-related crimes, forcing others to trade and assault.Wang had controlled a local market since 1995, using violence and other criminal means to force vendors to sell meat injected with water, the court said.Tang Youbin, a gang member, was also sentenced to death with a two-year reprieve on similar charges. Another 21 members received life imprisonment and jail terms ranging from one to 20 years.In a separate case, Li Qiang, a former municipal lawmaker, was sentenced to 20 years in jail for seven crimes including organizing a 31-member criminal gang, disturbing public order, disturbing traffic order, illegal business, bribery and hiding accounting documents.Li Qiang based his gang around the company he founded in 1996, Chongqing Yuqiang Group Co. Ltd. To boost his company's share of the Chongqing transportation market, Li organized gang members to disturb the traffic order and cause traffic jams. More than 55 buses were illegally put into use in the city, with the illegal business generating an estimated 18.4 million yuan (2.7 million U.S. dollars).Of the other 30 members of the gang, 25 received sentences ranging from one to 18 years.The members of the two gangs were put on trial in December last year at the Chongqing No. 5 Intermediate People's Court.

BEIJING, Jan. 16 (Xinhua) -- Being the only foreign rescue team to run medical-aid stations in quake-ravaged Haiti, Chinese rescuers are giving quake victims what they desperately need: medical assistance, team members told Xinhua via phone Saturday.     The China International Search and Rescue Team, arriving in Port-au-Prince at 2 a.m. local time on Jan. 14, opened the first medical assistance station at 8 p.m. the next day, said captain Hou Shike.     The station had been treating patients pulled out of debris and provided medical support to medical and security personnel, he said.     China's second station in the refugee camp near the office building of Haitian prime minister had treated and some 120 people, while giving hygiene tips and conducting epidemic prevention work in the camp.     "To prevent epidemics, we had sterilized an area of 300 square meters in the refugee camp crammed with thousands of quake victims," Hou said.     "Confronted with severe wound infection, numerous refugees are in urgent need of professional medical treatment," said Fan Haojun, deputy captain of the team.     He said although local volunteers had done their best to offer basic treatment, but because of the lack of wound cleansing, infections among some of the wounded had deteriorated that even small operations costed more time and medicines than usual, said Fan.     The Chinese rescue team of more than 60 people left Beijing for the Caribbean island Wednesday night along with 10 tonnes of food, equipment and medicines.     The massive quake also left eight Chinese police officers, serving in China's peacekeeping forces, buried. The body of one missing police officer had been found, said China's public security ministry late Saturday night.

NICOSIA, Jan. 30 (Xinhua) -- Chinese Foreign Minister Yang Jiechi expressed his solemn position on the U.S. arms sales to Taiwan here Saturday, urging the U.S. to stop selling weapons to the Chinese province.Yang, who is paying an official visit to Cyprus, said in disregard of strong opposition and repeated protest from China, the U.S. administration flagrantly announced its plan to sell the weapons to Taiwan worth about 6.4 billion dollars.Such a move is gravely against the three joint communiques between China and the United States, especially the "Aug. 17" communique, Yang said, adding that it constitutes crude interference in China's internal affairs, and harms China's national security and peaceful reunification efforts.China firmly opposes such a move which runs counter to the U.S. commitment to support the peaceful growth of the cross-Strait relations, he said.The Chinese foreign minister urged the U.S. side to adopt a serious attitude towards the Chinese position, earnestly respect China's core interests and major concerns, revoke immediately the erroneous decision on the arms sales to Taiwan and stop selling weapons so as not to undermine the China-U.S. relations.Yang Jiechi said China has repeatedly stated its position on the U.S. arms sales to Taiwan. The people in Haiti are much poorer than we are, and we really want to help them. I hope that we can do something for them," he said. "Our life is good. After what we have gone through, we really feel sorry for the people in Haiti."Many in Sichuan, particularly children, are still in too much trauma to hear the word "earthquake", said Wang Zhihang, 53, a volunteer who tours schools in the area offering emotional support to victims."Those children who have been able to face the reality of the disaster in Haiti have shown real concern for the victims. Most have already joined in with fundraising events at schools across the province," said Wang, who is based in the provincial capital, Chengdu.The people in Sichuan understand full well the kind of relief operation that is now under way in Haiti. For those who were close to the epicenter in 2008, such as 20-year-old student Wang Li, they will also be able to understand the true terror of being trapped for hours by rubble.Wang was attending class at her middle school in Xiaode when the disaster struck - and was on the fourth floor when the building collapsed."The disaster in Haiti reminds me of the hours I was trapped in the dark. I was there for one day and one night," she said. "I passed out immediately when the building fell, but when I regained consciousness I could see I was buried under rock with two classmates. I knew one of them was dead. I called her name but she didn't respond. I reached out and checked her pulse, but her heart had already stopped beating."Wang lost her left leg in the disaster and had to take the national college entrance exam in a hospital ward during her recovery. She now studies at Chongqing Electronic and Engineering College."As I am a student, I cannot help out the Haitians financially but I feel their agony. All I can do is to pray for them," she said.Wei Min, 18, also lost a leg in the Sichuan earthquake. She was so moved by the kindness shown by strangers during her treatment in Chongqing, she has set her heart on a career in social work as a way to repay some of the compassion she experienced."With international aid, I believe Haiti will recover, although the process of recovering from an earthquake is lengthy," said Wei, who is from a poor farming family in Leigu, Beichuan county.
