BEIJING, Feb. 11 (Xinhua) -- China's State Council, or Cabinet, adopted a stimulus plan Wednesday for the shipbuilding industry at an executive meeting chaired by Premier Wen Jiabao.     The meeting said shipbuilding is a modern, comprehensive industry that provides technical equipment for transportation, maritime development and national defense. Supporting shipbuilders would also help other sectors, including steel, chemicals, textiles, light industry, equipment manufacturing and information technology, it said. New orders for domestic shipbuilders are expected to fall to 20-30 million deadweight tons in 2009, compared to 58.18 million deadweight tons in 2008, according to the China Association of National Shipbuilding Industry    The meeting agreed to increase credit support by an unspecified amount for ship buyers. It also decided to extend the existing financial support policies for oceangoing vessels until 2012. These policies include tax rebates on key imported components for domestically owned oceangoing ships.     It said construction of new docks and the expansion of slipways should be suspended for three years to facilitate industrial restructuring.     It also recommended investment in research and development of facilities to build high-technology ships and maritime engineering equipment and promote technical innovation.     The meeting also approved a draft plan for fighting drought. 

BEIJING, April 2 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday warned the need to find jobs for college graduates was "crucial".     "The employment situation of college graduates remains grave," he told a video conference held by the State Council, the Cabinet.     More than 6 million college students were leaving school in just three months and the employment rate was generally lower than previous years, Zhang said without elaborating.     China has 6.11 million college students due to graduate this year, and 1 million from last year are still looking for jobs, according to the Ministry of Human Resources and Social Security.     Graduates are having a hard time finding jobs this year as posts are being axed due to the economic slowdown.     Zhang urged government organs, government-sponsored institutions, and state-owned enterprises to hire as many people as last year, and small and medium-sized and private companies to employ college graduates.     The State Council unveiled in February a series of measures to boost employment of college graduates, calling on them to be more flexible.     The measures included encouraging graduates to work in rural areas, in grassroots urban communities, and in smaller enterprises, asking research institutions to recruit graduates, and stepping up support for graduates starting up their own businesses.     Zhang asked local government departments to work out detailed and feasible measures and make efforts to publicize the measures this month.     Government departments and higher learning institutions should provide comprehensive services to graduates by offering advice, giving aid to the poor, and maintaining a sound employment market, he said.

GUANGZHOU, Feb. 6 (Xinhua) -- Millions of migrant workers from rural areas in China are expected to enjoy their golden years with pensions, like the urbanites do, as the country's top social security authority has planned to help them systematically gain access to the service.     A document released Thursday by the Ministry of Human Resources and Social Security to solicit public opinions said migrant workers could move their pension accounts from one place to another when they move, a practice that is currently banned for lack of proper regulations.     "With the new rule, I can get pensions like urban elders when I am old," said Liu Xinguo, a migrant worker who comes from central Hunan Province. He is now working in a property management company in Guangzhou, capital of Guangdong Province.     The proposed rule stipulates migrant workers who have joined pension plans can continue their pension accounts as long as they get pension premium payment certificates in their previous working places.     Currently, Liu himself puts 100 yuan per month into his pension account while his company contributes 180 yuan on his behalf.     "If I withdraw my pension account, I will no longer get the company's input in my pension account," said Liu, who has been working in Guangzhou for more than a decade.     In fact, many migrant workers who have had pension accounts, have chosen to withdraw their accounts before they leave the place where they work and plans to work in other places. They only get the fund they have paid and cannot get the company's part in the accounts.     Tang Yun, who comes from Jiangxi Province and is now in Dongguan City, Guangdong, is an example.     Four months ago, Tang joined the pension plan in Dongguan. But now he plans to go to Shenzhen to find a new job. He had to withdraw his pension account and only got some 600 yuan in cash from the account.     "I had no choice but to withdraw as the pension account could not go to Shenzhen," said Tang, who has been working in Guangdong for 8 years.     However, with the new regulation, migrant workers will no longer face the same problem again.     "It is a breakthrough in the pension system for migrant workers," said Cui Chuanyi, a rural economy researcher of the Development Research Center under the State Council, or cabinet.     The new method removes the fundamental hurdles for migrant workers to join pension plans and protects their rights and interests, said the researcher.     According to figures with the Ministry of Human Resources and Social Security, China has some 230 million migrant workers. By the end of last year, only 24 million joined pension programs.     In addition to the transfer ban, high pension premiums present a challenge to the small number of migrant workers who do carry pension plans.     According to the country's current regulations, the pension premium for urban workers include the employer's payment of 20 percent of an employee's salary and the employee's payment of 8 percent of his or her salary.     The new rule says employers will pay 12 percent of employees' salaries and the employee will pay 4 to 8 percent of their salaries to meet the pension premiums.     "The new rule will reduce the burden of companies and migrant workers in pension premium payment," said Cui Chuanyi. "That will encourage more companies to support the establishment of pension plans for migrant workers."     The new regulations will also make it is easier for migrant workers to accumulate the 15 years of pension premium maturity required for receiving pensions, as the pension premium terms will be added when they move from place to place. In the past, the maturity was reset each time they withdrew.     Chen Xinmin, a professor at South China Normal University, said from the point of view of narrowing the rural-urban gap, the adjustment of the pension system for migrant workers would have a far-reaching impact.     "Given the fact that migrant workers have become a major part of China's industrial workforce, the new rule means a significant step forward to eliminating urban-rural differentiations and improving farmers' welfare," said the scholar.     The upcoming revision of the pension system for migrant workers will also accelerate the urbanization process in China, said Chen.     An official with the Ministry of Human Resources and Social Security said Thursday the country was also planning to set up a national social security information consultation system starting with migrant workers. The system will use the identity card number of a citizen as his or her life-long social security card number.

BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. BEIJING, April 14 (Xinhua) -- Chinese cities saw the fastest economic growth among all cities internationally, in 2008, but their overall competitiveness was still only at medium or low levels globally, according to a report released here Tuesday.     The report, entitled the Blue Book of Urban Competitiveness, was released by the Chinese Academy of Social Sciences (CASS). It showed that ten of the 15 fastest-growing cities worldwide in 2008 were in China.     The ten cities are Baotou and Hohhot in the northern Inner Mongolia Autonomous Region, Yantai, Weifang and Weihai in eastern Shandong Province, Dongguan, Zhongshan and Huizhou in southern Guangdong Province, and Wuhu and Hefei in eastern Anhui Province.     However, Chinese cities ranked at only medium or low levels among world cities in terms of overall competitiveness, the report said.     The ten most competitive cities in China, according to the report, are Hong Kong, Shenzhen, Shanghai, Beijing, Taipei, Guangzhou, Qingdao, Tianjin, Suzhou and Kaohsiung. But Hong Kong only ranked the 26th among world cities, Shanghai the 41th, and the others still lower.     Ni Pengfei, a CASS scholar who led the research, said 294 large and medium-sized China cities were rated, including those in Hong Kong, Macao and Taiwan.     The overall competitiveness of a city is based on its advantages in human resources, capital, science and technology, infrastructure, environment, governance and so on.     The report was compiled by nearly 100 scholars from Chinese universities, statistics departments, and research institutes.
