The first ever white paper on political parties pledges multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC). Released Thursday by the Information Office of the State Council, the white paper, entitled "China's Political Party System", explains in detail the formation, characteristics and development of the system and its role in economic and social development.Multi-party cooperation is a political system that suits China's conditions, the paper says."China will not mechanically copy other countries' political party systems," the document says, adding that the history of modern and contemporary China has proven that blind emulation of the political or party systems of other countries will not succeed.Zhuang Congsheng, director of the research office of the United Front Work Department of the Central Committee of the CPC, said multi-party cooperation is different from the two-party or multi-party systems in Western countries and the one-party system practised in some other countries. China has established a unique political party system and its own way to fulfill democracy, he said.In China, the ruling party and other parties share the same ideal and same objectives, said Zhuang.The white paper says multi-party cooperation has created a new form of political system in the world.Under this system, the CPC and other parties work closely together and supervise each other, instead of opposing each other, with the CPC ruling the country and the other parties participating in State affairs according to law.By the end of 2006, 31,000 people who were not CPC members and those without party affiliation took up government posts at and above the county level, the paper says.Among them, 18 served as deputy chiefs in the Supreme People's Court, the Supreme People's Procuratorate, and ministries, commissions, offices and bureaus directly under the State Council.Minister of Health Chen Zhu and Minister of Science and Technology Wan Gang - both educated in Europe - are the first non-CPC members appointed to the Cabinet since the 1970s.Apart from the CPC, there are eight parties in China: Revolutionary Committee of the Chinese Kuomintang, China Democratic League, China National Democratic Construction Association, China Association for Promoting Democracy, Chinese Peasants and Workers Democratic Party, China Zhi Gong Dang, Jiu San Society and Taiwan Democratic Self-Government League.Xinhua contributed to the story

BEIJING - China said Monday it will use global positioning satellites to ensure food safety at the Beijing Olympics as it steps up efforts to blacklist manufacturers who violate safety regulations. Wang Wei, an executive vice president of the Beijing Olympic Committee, said the high-tech system will monitor food production, processing factories and food hygiene during the games to make sure healthy food is delivered to the 10,500 athletes residing in the Olympic Village. Food products will be affixed with an "Olympic food safety logistics code" and transportation vehicles will be tracked using global positioning satellites, Wang said. He did not provide further details of either plan. "The whole process will be monitored from the start of production through transportation to the end users," Wang said. "We are very confident about ensuring food safety in Beijing." Wang said extra measures would also be taken to ensure food safety for the general public. "During the games some special monitoring mechanisms will also be applied to monitor restaurants and public food sellers to let people know how they can buy safe food," he said. In a separate announcement, Beijing-based Qianxihe Food Group, an Olympic sponsor, said it had begun selling a hormone-free line of pork for the games, a company official said. The company's pigs have been fed food without hormones and are part of the "Olympics Special Supply Pork" range, which will be consumed by athletes and can be bought in supermarkets by ordinary citizens, said the official, who would give only her surname Tong. Wang's comments came after Vice Commerce Minister Gao Hucheng announced that 429 exporters have been blacklisted and punished for producing dangerously substandard products

Thirty-five years ago when Henry Kissinger was the US secretary of state, the rationale behind the detente between Beijing and Washington seemed simple: to overcome ideological barriers and parry common threat.The world has undergone a lot of changes since then. The Cold War is now part of history and the leaderships on both sides belong to another generation. But the 85-year-old US diplomatic policy expert believes cooperation between China and the US remains the key to solving many international issues.The two countries should work together on vital issues such as the denuclearization of the Korean Peninsula, nuclear non-proliferation, climate change and energy, Kissinger told China Daily on Sunday."Progress in the Democratic People's Republic of Korea (DPRK) depends on close cooperation between China and the US because we have learned (it) affects the security and the well-being of our country," Kissinger said.He supports the visit of the New York Philharmonic Orchestra to Pyongyang, which he compares to the Philadelphia Orchestra's tour to China in 1973."I also think we have to continue the Six-Party Talks in order to come up with a solution to the nuclear problem," he said.But will Beijing and Washington keep working together closely, given the uncertainties of the US presidential campaigns? Kissinger shrugs off the worries. "In a political campaign, many things are said but they don't last."We have had seven American presidents since the normalization (of ties between China and the US), and no matter what was said in the campaigns, they all have come back to the theme of the beginning of the relations."Beijing-Washington ties will keep moving forward - not always smoothly but positively - somehow like a long-term stock market curve "but without those big fluctuations", Kissinger said.He is certain that the two sides will keep cooperating on China's core concern, the Taiwan issue, to ensure that there is no showdown in the Taiwan Straits."I think Beijing and Washington will cooperate and really pressure Taipei that if they do not pull back it could look extremely unfavorable," he said. And he believes the present leadership can tackle complicated issues."Each generation has its own characteristics. Deng Xiaoping is an enormous figure for his vision and courage in guiding China on the road to market reforms. But every generation of leaders has made some significant contributions," he said."This generation is educated in universities and has more technical knowledge than the first generation. It has handled very complicated situations with considerable wisdom and skill."Kissinger visited China last week at the invitation of the Chinese People's Institute of Foreign Affairs. He has visited the country more than 50 times, and is impressed by the tremendous progress it has made, enabling it to navigate the changes in the world."I see tremendous vitality in the Chinese people and the people I talked with are also ambitious to study and to do something. I identify China with tremendous capacity to grow, and great opportunities with these people."His last visit to China was in a totally different scenario compared to his first few trips when there was no diplomatic or trade link between Beijing and Washington. More than three decades after his ice-breaking visit, Kissinger remains proud of what he did to "open" China."I consider that the single most important thing I did in government and the one that had the best permanent effect."Rice on vital visitUS Secretary of State Condoleezza Rice will arrive in Beijing today amid the heated presidential campaign in her country and some disturbing developments in the Taiwan Straits.Rice has a very busy schedule in Beijing, holding talks with Foreign Minister Yang Jiechi today. She flies to Japan tomorrow morning on the final stop of her Asia tour.This could be Rice's last visit to Beijing, and offers a chance for high-level policymakers on both sides to address issues of mutual concern, ranging from Taiwan to denuclearization of the Korean Peninsula and from Kosovo declaring independence to Sudan."The annual National People's Congress session will begin soon, while US politics is getting more and more focused on the presidential election. So this could be an important chance for high-level talks," said Yuan Peng, a senior American studies researcher with the China Institute of Contemporary International Relations.Yuan said the Taiwan question is likely to be a key topic during Rice's talks with Chinese leaders because neither side wants to see a conflict across the Straits. The Democratic People's Republic of Korea is another issue important to the two sides.

China has sent rescue ships to search for a cargo vessel missing in the East China Sea with 17 Russian crew on board.The China Maritime Search and Rescue Center said on Friday it launched a search and rescue emergency plan soon after a rescue center in Russia's far east informed it of the missing boat on Thursday.The Cambodia-registered ship went missing on its way from Japan to Hong Kong.The vessel failed to arrive in Hong Kong on Thursday as scheduled, and the last radio contact was made with the ship on Sunday, when it was 212 sea miles (391 km) east of Shanghai.Russian rescue officials then informed rescue centers in China, Japan and South Korea of the Captain Uskov's disappearance."Our rescue ships have started searching," Zhai Jiugang, a senior official with China's search and rescue center, said.Vessels sailing in the East China Sea have also been informed by the center's branches in Shandong and Shanghai of the disappearance of the ship, and were asked to assist in the search, he said.The center is also using maritime satellites to help search for the vessel. But by Friday afternoon, there was "no clue about the missing boat, and we will continue to search", he said.The boat, with a cargo capacity of 5,200 metric tons, was built in Japan in 1982. It flew a Soviet flag and was later sold to a private shipping company and registered in Cambodia.

The average pork price has dropped to 12.61 yuan this week, 9.61 percent lower than the peak price on August 9, said China's economic planner after pork prices nearly doubled in the past eight months due to short supply and mounting production costs.The prices have seen a consecutive drop for the eighth week, down by 3.45 percent from the end of August, as the piglets raised since May and June grew ready for the market to add to the pork supply.Pigs daily butchered in 36 major cities have increased by 12.6 percent from August, and the supply is expected to keep rising, said the National Development and Reform Commission.But the Ministry of Commerce said the decline in the pork prices would probably stop as demand surges during the ongoing National Day holiday and feedstuff prices stay high.The soaring pork prices is a major contributor to the general food price hikes that drive up the consumer price index to a 6.5 percent increase in August.

BEIJING, March 10 -- Tianjin's mayor assured investors Sunday that the city's pilot program, allowing mainlanders to invest in Hong Kong-listed shares, is on track.     "There's a lot of preparation involved. Risk assessment and research is under way to open the door for mainlanders to invest in the Hong Kong stock market," Huang Xingguo, mayor of Tianjin, said Sunday.     "The project's going smoothly, but timing depends on central government approval. I can assure you that Tianjin's status as a pilot city (for financial reform) will not change," he said.     The scheme is in line with the nation's economic development and investor demand and will be an effective way to bring in conversion of the renminbi via capital accounts, Guo Qingping, chief of Bank of China's (BOC) Tianjin branch, said on the sidelines of yesterday's NPC session.     But authorities are cautious about rushing the program through, due to its complexity and risk.     "One risk is hot money flowing into and out of the mainland," Guo said.     BOC was originally expected to be the only financial institution providing the program, but Guo said the details are still being ironed out.     The trial scheme was announced in August last year as a way to diversify mainland investor channels. But it's been put on hold amid the unfolding US subprime crisis and global stock market uncertainty.     Preparation for the program includes payment systems, renminbi conversion, regulation changes as well as extensive risk assessment, Huang said.     Liu Mingkang, chairman of the China Banking Regulatory Commission, told China Daily earlier that no timetable has been set for the pilot scheme, which will allow mainlanders to invest directly in Hong Kong-listed shares. The regulator stressed that more research into the system is needed.     Meanwhile, a timetable is not yet available for Tianjin's new offshore financial center, which is also subject to further research, according to Guo from BOC.

GENEVA -- China has reached understanding with the United States and Mexico on their alleged trade subsidy measures, sparing a WTO panel ruling on the case, the Chinese WTO mission said here on Thursday.Chinese Ambassador Sun Zhenyu signed respective memorandums of understanding with his US and Mexican counterparts "regarding certain measures granting refunds, reductions or exemptions from taxes or other payments" at the WTO headquarters on Thursday, the mission said in a statement.In the MOUs, China made it clear to the United States and Mexico that "the policy of exemption for certain foreign-invested enterprises from payments to the State for worker allowances is no longer operative."Besides, the policy of value-added tax (VAT) refund to enterprises for the purchase of domestically produced equipment does not constitute prohibited subsidies as provided by relevant provisions of WTO agreements."Other preferential policies on income tax pertinent to the disputes have been repealed or will be repealed along with the implementation of the new Enterprise Income Tax Law of China," the statement added.According to the Chinese mission, the MOUs will be notified to the WTO as mutually acceptable solutions to the above-mentioned dispute in accordance with the Dispute Settlement Understanding of the world trade body.The United States filed the case to the WTO in February and later was joined by Mexico. The two countries alleged that China was using tax breaks and other incentives to "subsidize" its exports, which might violate WTO regulations.A WTO panel was established in August to investigate the case, following failed consultations between the three sides.But the three sides finally reached understanding on the dispute through continued discussions.
