The 101-story building, the highest on the mainland, was topped out on Friday. Niu Yixin"The 101-floor office tower is expected to be completely finished in the spring of 2008," said Sun Wenjie, general manager of China State Construction Engineering Corp. The Shanghai skyscraper is located in the prime Lujiazui zone in Pudong on a 30,000-sq-m site. With an overall construction area of 381,600sqm, the Shanghai World Financial Center will be one of the tallest buildings in the world at 492 meters. That's 70 meters higher than Jinmao Tower, formerly the highest on the Chinese mainland.Japan's Mori Building Co and 40 other foreign companies will invest a total of 8 billion yuan in the development."As the economy warms up, we are more confident about Shanghai and the whole of China," said Hiroo Mori, president of the Shanghai World Financial Center Co, a subsidiary of Mori Building Co Ltd.The building is expected to become home to high-profile international businesses, department stores, art galleries, clubs and a five-star hotel."As China's economy roars ahead, more capital and businesses are expected to flow into the country, especially to Shanghai. The city aims to become a world center for trade and finance - with Lujiazui as its showpiece," said Mori.Lujiazui will have three tall buildings, one of which is the completed Jinmao Tower, each rising above 400 meters. The buildings were planned by local government after an international design competition in the early 1990s.The Shanghai World Financial Center will be the "mountain peak" of the city's skyline, with neighboring buildings descending in height on either side.Mori said the design and technology used in the construction of the building should allay any safety fears.Beams will be used to connect the outer supports and the internal elevator area instead of bolts, as were used in the World Trade Center in New York City."We will use welding to fasten the frame and the triangular construction will enhance its stability," Mori said.Construction of the building began in 1997, but was stopped shortly after because of financial problems brought about by the Asian financial crisis. Building work resumed in 2003.

A former top official from Beijing is facing prosecution for taking bribes from property developers, advertising companies and other businesses, a local newspaper reported Thursday.Zhou Liangluo, 46, former head of Haidian district, the city's thriving university and hi-tech hub, received bribes totaling 16 million yuan (.2 million) from 10 businesses and individuals, the Beijing Times reported.Caijing magazine said on its website last month that Zhou was apparently uncovered when authorities were investigating Liu Zhihua - the former vice-mayor of Beijing - for alleged corruption and finding out that a real estate developer Liu Jun had been bribing the two. However, there is so far no evidence proving the alleged links.Investigators last month handed Zhou's case to a city court for trial. His wife, Lu Xiaodan, also faces charges of taking more than 8 million yuan in bribes, the paper said.Beijing has enjoyed an influx of investment over recent years, partly spurred by its preparations to host the Olympics Games.Zhou's posts in Haidian, and before that in Chaoyang district, gave him a big say over lucrative projects. The report did not say when Zhou and Lu are to be tried or how they are expected to plead to the possible charges.

They discussed the ways to implement the guidelines of the 17th National Congress of the Communist Party of China (CPC) in their foreign affairs work, the statement said.Opening wider to the world will contribute to China's drive to build a moderately prosperous society in all respects, realize peaceful development and create a harmonious world, it said.Chinese Foreign Minister Yang Jiechi also addressed the meeting on China's foreign policies and international relations.

GENEVA -- China has reached understanding with the United States and Mexico on their alleged trade subsidy measures, sparing a WTO panel ruling on the case, the Chinese WTO mission said here on Thursday.Chinese Ambassador Sun Zhenyu signed respective memorandums of understanding with his US and Mexican counterparts "regarding certain measures granting refunds, reductions or exemptions from taxes or other payments" at the WTO headquarters on Thursday, the mission said in a statement. In the MOUs, China made it clear to the United States and Mexico that "the policy of exemption for certain foreign-invested enterprises from payments to the State for worker allowances is no longer operative."Besides, the policy of value-added tax (VAT) refund to enterprises for the purchase of domestically produced equipment does not constitute prohibited subsidies as provided by relevant provisions of WTO agreements."Other preferential policies on income tax pertinent to the disputes have been repealed or will be repealed along with the implementation of the new Enterprise Income Tax Law of China," the statement added.According to the Chinese mission, the MOUs will be notified to the WTO as mutually acceptable solutions to the above-mentioned dispute in accordance with the Dispute Settlement Understanding of the world trade body. The United States filed the case to the WTO in February and later was joined by Mexico. The two countries alleged that China was using tax breaks and other incentives to "subsidize" its exports, which might violate WTO regulations.A WTO panel was established in August to investigate the case, following failed consultations between the three sides. But the three sides finally reached understanding on the dispute through continued discussions.

China's State Council on Friday approved a new regulation designed to make it easier for the public to lodge complaints against what they deem unjust government decisions. According to the Regulation on Implementing Administrative Review Law, the public has the right to ask the government to review its actions and decisions that they believe have infringed upon their rights. "It is an important platform for China's administrative organs to solve disputes, ease social tension and strengthen inner monitoring," said an official with the State Council's legal office. To ensure officials do not pass the buck, the regulation also stipulates that government bodies at all levels must take petitions seriously or their chief officials may be sacked. The regulation is based on the Administrative Review Law China adopted in 1999, the official said. Since then an average of more than 80,000 disputes have been resolved every year. The official said that the new regulation would be a more efficient means for the public to file complaints to the government than compared with filing lawsuits and petitioning. "Many of the disputes are thus settled at grassroots and rudimentary level and do not have to go to courts," the official said. "It tightens the affinity between the government and the public, and helps improve the government image." The regulation will take effect on August 1.

Beijing and Seoul recently signed an agreement to launch a joint program to harness China's eighth-largest desert - the Ulan Buh in North China's Inner Mongolia Autonomous Region.About 15 million yuan (.99 million) will be spent growing trees and building greenhouses to prevent environmental deterioration in the Ulan Buh region, according to officials involved in the project. The Korea International Cooperation Agency (KOICA) has promised million for the project, while the local government will come up with the rest, according to Han Yongguang, deputy chief of Dengkou county, of which almost 80 percent is covered by desert."It is the first time that we have launched a joint program with a governmental institution from the Republic of Korea (ROK) on desert control," said Han, adding that the local government welcomes more international participation in the battle against desertification."We have made big progress in driving back the desert in this region since the 1980s; and international cooperation will help speed up the process of ecological balance." The local government has spent about 400 million yuan in recent years to contain the expansion of the desert, said Han."The cooperation also helps dispel any doubts over China's determination in environmental protection," Han added.Kim Kwang-young, chief of KOICA's China office, said: "I feel the Chinese government has fully recognized the importance of environmental protection."KOICA's collaborative programs in China are mainly focused on the environmental sector including afforestation, prevention of desertification, and joint monitoring of sandstorms, according to Kim.

WASHINGTON - US Treasury Secretary Henry Paulson will visit China's largest lake next week on a trip that will highlight global environmental challenges. Treasury Secretary Henry Paulson speaks during an interview with Reuters in Washington July 2, 2007. [AP]Paulson will also hold talks in Beijing with President Hu Jintao that will focus on the Strategic Economic Dialogue, high-level discussions launched last year in an effort to deal with economic tensions between the US and China. "This trip is part of an ongoing process to strengthen our strategic economic relationship - to address long-term issues such as working with China to rebalance its growth and increase the flexibility of its currency and also to address short-term issues as they arise," Paulson said Tuesday in announcing the trip. Paulson will begin the trip with a visit July 30 to Qinghai Lake, the largest lake in the country and an example of some of the environmental challenges facing China as it struggles to deal with pollution. "The only way to make progress on climate change is to engage all the large economies, developed and developing, to work toward embracing cleaner technology and reducing emissions," Paulson said. "What's happening with the environment in the middle of China not only affects the local climate and economy but also the global climate and economy." Paulson will meet on July 31 in Beijing with Hu and Vice Premier Wu Yi, who is leading the Chinese side in the strategic dialogue talks. The administration is coming under pressure from Congress to show results from these discussions, particularly in the area of currency values. American manufacturers contend that the yuan is undervalued by as much as 40 percent, which makes Chinese products cheaper for US consumers but makes it more difficult for US products to be sold in China. The first strategic dialogue session was held in Beijing last December with a follow-up meeting in Washington in May. The two countries have pledged to meet twice a year with the next session to take place in China later this year. An exact date has not yet been announced. The Treasury Department said in a statement announcing the trip that Paulson in his meetings with Chinese leaders would raise issues of concern to Congress as well as follow up on issues that were identified as priority items at the May meeting of the strategic dialogue. US lawmakers have grown increasingly unhappy as America's trade deficit with China has soared, hitting 3 billion last year, the largest ever recorded with a single country and one-third of the US total deficit with the rest of the world. Various bills have been introduced that would require the administration to take a harder line on the currency issue including pursuing economic sanctions if China does not move more quickly to allow its currency to rise in value against the dollar. China has reiterated that it does not manipulate its currency and the currency reforms are moving as quickly as the developing economy and financial system will allow.
