BEIJING, Feb. 7 (Xinhua) -- Chinese Premier Wen Jiabao has held five meetings over the past month to seek opinions and suggestions on a draft featuring guidelines of an education reform plan of China for the next decade.The document, entitled "State guidelines for middle- and long-term educational reform and development plan", is intended to chart the course for education development in China before 2020.The country began working on the document in late August 2008, and a leading group with Premier Wen in charge, was set up to be responsible for the drafting efforts. Chinese Preimer Wen Jiabao presides over a meeting on education in Beijing Feb. 4, 2010. KUNMING, Feb. 26 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for more efforts to fight Yunnan's worst drought in 60 years when visiting the province in southwestern China.He urged local authorities to ensure water supply for urban and rural residents and for agricultural uses.He also asked local authorities to take more measures to limit the spread of forest fires.Hui visited several rural households to know if they had enough water. He also inspected affected crops, reservoirs and forests during his visit to Yunnan from Wednesday to Friday.Yunnan's drought has resulted in water shortages for locals, livestock and crops.The dry spell started in the autumn 2009 and has also hit neighboring Guizhou Province and Guangxi Zhuang Autonomous Region.The seriousness, duration, areas affected and losses are rarely seen in history, the Ministry of Civil Affairs (MCA) said late Friday in a statement on its website.The ministry urged all affected regions to "take all possible means" to minimize the damages of the drought.The ministry also asked local civil affairs authorities of the four hardest-hit regions to report, on a 10-day basis, the number of people affected by the drought, people suffering from drinking water shortage, and people in need of government aid.

WASHINGTON, March 24 (Xinhua) -- China and U.S. economic and trade frictions should be handled appropriately to advance the healthy and steady development of the bilateral economic and trade ties, a senior Chinese trade official said on Wednesday."For the moment, the biggest challenge facing the China-U.S. economic and trade relationship is trade protectionism and the politicizing of our economic and trade issues," Chinese Vice Commerce Minister Zhong Shan told reporters at Embassy of China in Washington. "We hope that China and the U.S. can treat each other as partners instead of rivals."Zhong said China is against the tendency to politicize bilateral economic and trade issues.Under the pressure of the election year and high unemployment rate, some U.S. senators last week proposed a legislation to press China to appreciate its currency.The bill requires the U.S. Treasury Department to identify countries with "fundamentally misaligned currencies" and asks the Commerce Department to investigate currency undervaluation as a " countervailable subsidy."Meanwhile, 130 U.S. congressmen wrote to the government, demanding the Obama administration take actions to appreciate the RMB against the dollar."The RMB exchange rate is not the root cause for U.S. trade deficit with China or key to U.S. unemployment," Zhong said.He said that the economic structures of the two countries are highly complementary. BEIJING, Feb. 23 (Xinhua) -- Access to finance for China's small enterprises generally improved in 2009, but still was not good enough, said the country's top banking regulator on Tuesday.Outstanding loans to small Chinese enterprises added to 5.8 trillion yuan (849 billion U.S. dollars) as of the end of 2009, China Banking Regulatory Commission (CBRC) said in a statement posted on its website.The figure accounted for 22 percent of total corporate loans by the end of last year, 1 percentage point higher than a year ago, said the CBRC.The CBRC data showed that the growth rate of new loans to small enterprises in 2009 was 5.5 percentage points higher than that of the total corporate lendings and 0.61 percentage higher than all lendings.China has set a target of keeping the growth rate of new small business loans higher than that of all loans in 2010, and the amount of new loans should be bigger than the previous year, said the CBRC."Small enterprises" in China refers to those with assets worth less than 10 million yuan or annual sales less than 30 million yuan, according to a CBRC document.Last December, China promised to help improve the financing mechanisms to help small and medium enterprises (SMEs), as they were worst hit by the financial crisis and have had difficulty securing loans as commercial lenders preferred state-owned enterprises and large key projects, as the risk was not as great.SMEs refers to enterprises whose annual business revenue is below 300 million yuan. But in retail and accommodation industry, the maximum annual business revenue is 150 million yuan for an SME.

TAIPEI, Feb. 15 (Xinhua) -- Taiwan leader Ma Ying-jeou said Monday that the Economic Cooperation Framework Agreement (ECFA) with the mainland is aimed to help Taiwanese people to do business and boost the island's competitiveness.Ma made the remarks in Taoyuan, a northwestern county of the island, at a gathering to mark the Chinese Spring Festival, or Lunar New Year.The ECFA is a wide-ranging economic pact for further normalizing trade and investment ties across the Taiwan Strait, which Ma hopes to sign with the mainland this year to help fuel Taiwan's economic revival.Tariff reduction would promote the sales of goods from Taiwan to the mainland, which will benefit both the Taiwanese businesses and the foreign-funded businesses in Taiwan, Ma said.This will help Taiwan to introduce more foreign investment and grant the island an opportunity to become a hub of economy and trade in the Asia-Pacific region, he said.As the mainland is Taiwan's biggest trade partner, the pact will certainly do more good than harm, Ma said.Ma also attended an ancestor worship ceremony in Majiazhuang, Miaoli County on Monday and said that the ancestors of him and local residents moved from Fufengtang, northwest China's Shaanxi Province, to the island some 2,000 years ago.He also spoke optimistically of the economy situation and expected an economic growth of 4 percent in Taiwan this year.

URUMQI, March 1 (Xinhua) -- Twenty-two women and children in China's far-western Xinjiang Uygur Autonomous Region were rescued on Sunday, one week after they were trapped by avalanches, the region's disaster response authorities said.Bad weather hindered rescue efforts Saturday, but on Sunday two military helicopters managed to take off and reach a coal mining area in Nilka County, Kazak Autonomous Prefecture of Ili, where 135 people were trapped.The helicopters brought the women and children to safe areas, while the rest were left with enough food, vegetables and medicines. They will wait until the road is reopened.Rescuers also airdropped food and medicine for 29 people trapped in an iron mining area in Nilka County.

BEIJING, Feb. 2 (Xinhua) -- China has dispatched inspectors to 16 provinces to urge local authorities to thoroughly investigate cases concerning food safety, the government's latest move against a string of reportedly resurfacing melamine-tainted milk products after a nationwide crackdown in 2008.Any law-breaking concerning food safety will be severely dealt with, an official with the National Food Safety Rectification Office led by Health Minister Chen Zhu said here Tuesday.The unnamed official said the office recently dispatched eight teams of inspectors. The official did not give details on the total number of inspectors involved or their identities.Milk powder laced with melamine that should have been destroyed has been used, local authorities discovered.Media reports said melamine-tainted dairy products have resurfaced in several Chinese provinces.Melamine is an industrial compound which can give a false positive on protein tests and cause kidney stones. Melamine-contaminated milk products left at least six children dead and 300,000 sickened in 2008."These cases reveal that the toxic milk powder recalled in 2008 was not completely destroyed and is now illegally reused for new products," the official said.In December 2009, three people from the Shanghai Panda Dairy Company were prosecuted on suspicion of producing and selling melamine-tainted milk powder. Local police said all the company's products had been recalled and that there was no harm to consumers.Another three people from the Shaanxi Jinqiao Dairy Co. Ltd. in northwest Shaanxi Province had also been detained by police over suspected tainted milk powder sales before its products reached retail stores.Food safety issues have became particularly sensitive in China after the 2008 milk scandal. The government has intensified supervision of food safety with new laws and regulations, including the Food Safety Law that took effect on June 1, 2009. Nationwide checks of food safety have also been increased.The official said food safety was a global issue, one that existed in both developing and developed countries.Improving food safety standards is a long-term tough task for China, the official added.

HONG KONG, Feb. 5 (Xinhua) -- The relationship between the United States and China has been growing despite potential friction over trade and other issues, said Clark T. Randt Jr., former U.S. ambassador to China, at a lecture in Hong Kong on Friday.Randt said the potential trade friction, which should not be surprising given the dire economic situation and the upcoming mid- term elections in the United States, was more likely to come from the Congress rather than the administration.Randt, who had been U.S. ambassador to China from July 2001 to January 2009, said it was not surprising that the two countries should have disagreements given the differences in history, culture and the values."But the important thing is to keep in mind ... the awareness on both sides of the very important strategic interests we share," he added.The leaders in both Washington and Beijing understand that the two countries share strategic interests on many topics, Randt said, adding that he was "sure that the United States policy towards China has not changed.""More and more Americans are trying to know China, though the Chinese people still know the United States better than the Americans know China. There are currently 11,000 to 12,000 Americans studying in Beijing," he said.
