BEIJING, Jan. 8 (Xinhua) -- The move by the United States of selling arms to Taiwan brings chilly air to the warming China-U.S. relationship as well as military exchanges.The U.S. government on Friday announced the plans to sell a package of arms to Taiwan, which include Patriot missiles, Black Hawk helicopters and minesweepers. China immediately expressed strong indignation about the sale after the U.S. government notified the U.S. Congress of the plans.China slammed the U.S. move, pointing out it has violated the three Sino-US joint communiques, especially the principles established in the Joint Communique on Aug. 17, 1982, which stated that the U.S. would not seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sale.According to a press release of the Foreign Ministry, China has decided to partially halt the exchange programs between the militaries of the two countries, as well as the vice-ministerial consultation on strategic security, arms control and anti-proliferation, which was originally scheduled to be held soon.The two militaries had been expected to launch more exchanges in 2010, which include U.S. Defense Secretary Robert Gates' visit to China and mutual visits of warships.Qian Lihua, director of the Defense Ministry's Foreign Affairs Office, on Saturday summoned the defense attache of the U.S. Embassy in Beijing to lodge a stern protest."We reserve the right of taking further actions," he noted.The U.S. move cast a shadow over the military ties between China and the Untied States, which have seen a warming trend since U.S. President Barack Obama took office.The two countries held the latest round of defense consultations in Beijing in June, which were suspended for 18 months after the then outgoing Bush administration announced a 6.5-billion-U.S.-dollar arms package for Taiwan.At the first U.S.-China Strategic and Economic Dialogue held in Washington D.C. in July, the two countries agreed to expand military exchanges at various levels.Vice Chairman of China's Central Military Commission (CMC) Xu Caihou visited the United States from Oct. 24 to Nov. 3, the first senior Chinese military leader to visit the country since Obama assumed the presidency.These hard-won rising military exchanges resulted from consensus reached by the two heads of state on a sound and healthy development of bilateral ties, but at the same time they require cautiously handling of the sensitive issues like arms sale to Taiwan, the first and foremost obstacle of military ties.When U.S. President Barack Obama visited Beijing in November, China and the United States issued a joint statement, pledging that the two countries would "take concrete steps" to advance "sustained and reliable" military-to-military relations."I am very pleased with the reduction of tensions and improvement of the cross-strait relations," said Obama during a dialogue with Chinese youth in Shanghai.However, the arms sale deal apparently runs counter to the commitments the U.S. side have made.As one of the most important bilateral relationships in the world, a sound China-U.S. relationship not only conforms to the fundamental interests of the two peoples, but is also conducive to peace, stability and prosperity in the Asia-Pacific region and the world at large.Now the U.S. side should take the responsibility for the halt of military exchanges between the two countries, which may subsequently deal a blow to bilateral ties.

BEIJING, March 9 (Xinhua) -- China would step up work to monitor non-banking financing, said the China Banking Regulatory Commission (CBRC) Tuesday in a statement on its web-site.More focus would be put on businesses in connection with trust companies and the real estate sector to prevent banks from using non-banking financing to circumvent policies, said Liu Mingkang, chairman of the CBRC.The 2010 government loan target is 7.5 trillion yuan (1.10 trillion U.S. dollars). But in January alone, banks extended 1.39 trillion yuan in new loans -- 18.53 percent of the full-year target.More work should be done to improve risk management capacity to achieve sustainable development of the non-banking financing sector, Liu said.Non-banking financial institutions under the CBRC supervision include trust companies, finance companies, financial leasing companies, auto financing companies and money brokers.

GENEVA, March 17 (Xinhua) -- It's still not the time to talk about sanctions against Iran as the door of diplomacy is still open on finding a compromise over its nuclear program, He Yafei, China's ambassador to the United Nations Office in Geneva, said on Wednesday."I think the door of compromise through negotiations, the door of diplomacy, is not closed," He told reporters."We need to do our best, to exhaust every avenue before we decide on whether we should have new additional sanction measures, " He said.The Chinese ambassador said that Iran, as a member of the Nuclear Non-Proliferation Treaty (NPT), is entitled to the peaceful use of nuclear energy, but the country "should not develop any capability that can produce nuclear weapons.""We certainly do not want to see an Iran with a nuclear weapon capability...China is very much for safeguarding and strengthening the nuclear non-proliferation regime," He said.According to the ambassador, the way out for Iran's nuclear issue is to have a dialogue and to have negotiations with the country.He added that China had been talking to Iran constantly and urging the country to agree to a proposal by the International Atomic Energy Agency (IAEA) as a first step to solve the nuclear issue.Under the IAEA proposal, most of Iran's existing low-grade enriched uranium should be shipped to Russia and France, where it would be processed into fuel rods with the purity of 20 percent. The higher-grad nuclear fuel would then be transported back to Iran for the use at a research reactor.The United States and its Western allies have long been accusing Iran of secretly developing nuclear weapons under the disguise of a civilian program. WASHINGTON, March 24 (Xinhua) -- China and U.S. economic and trade frictions should be handled appropriately to advance the healthy and steady development of the bilateral economic and trade ties, a senior Chinese trade official said on Wednesday."For the moment, the biggest challenge facing the China-U.S. economic and trade relationship is trade protectionism and the politicizing of our economic and trade issues," Chinese Vice Commerce Minister Zhong Shan told reporters at Embassy of China in Washington. "We hope that China and the U.S. can treat each other as partners instead of rivals."Zhong said China is against the tendency to politicize bilateral economic and trade issues.Under the pressure of the election year and high unemployment rate, some U.S. senators last week proposed a legislation to press China to appreciate its currency.The bill requires the U.S. Treasury Department to identify countries with "fundamentally misaligned currencies" and asks the Commerce Department to investigate currency undervaluation as a " countervailable subsidy."Meanwhile, 130 U.S. congressmen wrote to the government, demanding the Obama administration take actions to appreciate the RMB against the dollar."The RMB exchange rate is not the root cause for U.S. trade deficit with China or key to U.S. unemployment," Zhong said.He said that the economic structures of the two countries are highly complementary. BEIJING, March 6 (Xinhua) -- A 17 percent year-on-year increase in China's broad money supply, and a target of 7.5 trillion yuan (1.1 billion U.S. dollars) for this year, indicated a relatively easy monetary policy, said Su Ning, deputy governor of the People's Bank of China, the country's central bank.Speaking on the sidelines of the ongoing annual session of the top legislature, the National People's Congress (NPC), Su said the 17 percent increase in the nation's broad money supply was larger than the combined increase of targeted GDP and CPI growth, which suggested an "easy" monetary policy."If M2 (the broad measure of money supply) growth is 2 to 3 percentage points higher than the combined growth of GDP and CPI, the monetary policy could be seen as easy," said Su.Chinese Premier Wen Jiabao said Friday, in the government work report submitted to the NPC, that China targeted an approximate 3 percent rise in consumer prices and 8 percent GDP growth this year.Su further believed the 17 percent increase in the broad money supply would be able to support the ongoing economic recovery throughout the country.China's financial institutions lent a record 9.6 trillion yuan in new yuan-denominated loans last year, almost double that of the previous year, to spur the economy amid the global downturn, but it was accompanied by soaring property prices and rising expectations of possible inflation.Su said the 7.5 trillion yuan in new lending this year should speed up completion of projects under construction, rather than support new projects.

TAIYUAN, Feb. 21 (Xinhua) -- Tens of thousands of people in north China's Shanxi Province flooded onto the streets Saturday afternoon and stayed until Sunday morning after earthquake rumors spread in the coal-rich region recently hit by a 4.8-magnitude quake.Major streets, parks and squares in cities like Jinzhong, Luliang, Changzhi, Yangquan and Taiyuan filled with anxious people and private cars. In rural areas, many villagers went out in the open air with their personal property, such as TVs.The Shanxi Provincial Seismological Bureau issued an urgent statement Sunday morning, asking residents to keep calm and not to believe in the quake rumor."According to the quake forecast regulation, only the provincial government can release quake forecast information. Other organizations and individuals are not authorized to do so," the statement said.The bureau is using TV, radio, Internet and text messages to clarify the situation and calm the residents.Meanwhile, local police are investigating the incident and trying to find out the source of the rumor.On Jan. 24, a 4.8-magnitude quake struck Yuncheng City in Shanxi.
