BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.

BEIJING, Oct. 21 (Xinhua) -- Chinese President Hu Jintao said the country's trade unions should play an active role in promoting coordinated labor relations on Tuesday.     Addressing a symposium attended by the newly-elected leaders of the All-China Federation of Trade Unions (ACFTU) and representatives of the 15th national congress of the ACFTU, Hu said trade unions should listen to the employees and voice their opinions.     He called on trade unions to earnestly safeguard the legitimate rights and interests of employees and coordinate labor relations to promote social stability.     He added that trade unions need reform and should explore new solutions to deal with problems. BEIJING, Dec. 26 (Xinhua) -- A food company in east China's Shandong Province has been allowed to resume export of bean stuffing to Japan following earlier suspicion of food poisoning, the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) said Friday.     In a brief statement posted on its Web site, the GAQSIQ said the Japanese authorities could not conclude that the food-poisoning symptoms of two Japanese people resulted from consumption of the bean stuffing from Qingdao Fushijia Food Co., Ltd. in Shandong.     According to the GAQSIQ, the Japanese Ministry of Health and Welfare said Dec. 17 that Japan decided to lift import ban on Fushijia's products since the Chinese side had found no quality problem with Fushijia's bean stuffing. The Japanese side had also not discovered any harmful chemical substance in imported products.     Japan banned the import of Fushijia's bean stuffing in September after two employees of a Japanese food producer importing Fushijia's products became ill.

LIMA, Nov. 20 (Xinhua) -- China is willing to make concerted efforts with Latin American countries to establish a comprehensive cooperative partnership of equality, mutual benefit and common development, Chinese President Hu Jintao said here Thursday.     China, as the largest developing country in the world, is willing to work with Latin America, an important developing region, to boost mutual cooperation to a higher level, which conforms to the trends of the times and their respective development needs, President Hu said in his address to the Peruvian Congress.     Hu put forward five proposals to boost Sino-Latin American ties.     Firstly, China and Latin American countries should maintain high-level exchanges and contacts, improve bilateral and multilateral political consultation and dialogue systems at various levels, while continuously enhancing mutual political trust.     Secondly, to deepen mutually beneficial cooperation in economy and trade, China and Latin America should optimize trade structure and increase mutual investment, especially in the fields of manufacturing, infrastructure construction, energy, minerals, agriculture and high technology, said Hu.     China is willing to continue providing assistance for the economic and social development of Latin American and Caribbean countries within its ability, Hu said.     Thirdly, China and Latin American countries should enhance communication and coordination on their stances on such global issues as climate change, food security, energy and finance, multilateral trade system and the UN Millennium Development Goals.     Under the current complex international financial and economic situation, China and Latin America should join hands and participate in the framing of international economic, financial and trade rules, so as to help the international economy develop in a fairer and more reasonable direction, the Chinese president said.     Fourthly, Hu said China and Latin America should learn from each other and make progress in the fields of social welfare and development.     Both sides should carry out pragmatic cooperation in poverty reduction, education, social security, medical and health care, environmental protection and disaster relief, he said.     Finally, both sides should take effective measures to deepen and boost cooperation in culture, sports, media and tourism, said Hu.     The Chinese leader arrived in Lima on Wednesday for a state visit to Peru and the APEC Economic Leaders' Meeting scheduled for Nov. 22-23.     During his speech, Hu said that to forge the comprehensive cooperative partnership, both sides should first grasp the theme of common development because development is a basic way to improve people's well-being and promote social development.     He added that both China and Latin America are at a crucial time of development and China is willing to expand pragmatic cooperation with Latin American countries in various fields to boost common development.     The president said that to forge the comprehensive cooperative partnership, both sides also need to pursue the basic principle of equality and mutual benefit.     According to Hu, China will unswervingly follow the path of peaceful development and uphold the opening up strategy of mutual benefit and win-win progress. BEIJING, Jan. 24 (Xinhua) -- The People's Bank of China, the country's central bank, disproved Saturday the allegations by a U.S. Treasury official that China is manipulating the exchange rates of its currency, saying the statement is untrue and misleading.     Su Ning, vice governor of the central bank, said that the allegation could sidetrack the effort to track the real cause of the financial crisis.     "President Obama -- backed by the conclusions of a broad range of economists -- believes that China is manipulating its currency," the U.S. Treasury Secretary-designate Timothy Geithner wrote to the Senate Finance Committee in documents released on Thursday.     "Also, we should avoid any excuse that might lead to the revitalization of trade protectionism. Because it will do no good to the fight against the crisis, nor will it help the healthy and stable development of the global economy," Su said.     Yi Xianrong, a researcher with the financial research center of the CASS, told Xinhua on Friday if the U.S. labeled China as a "currency manipulator," it would hurt the concerted action of fighting the global financial crisis.     It would also hamper the global efforts to shake off an economic slowdown as the Sino-U.S. economic tie had become one of the world's most important bilateral economic ties, Yi said.     According to China customs statistics, Sino-U.S. trade hit 333.74 billion U.S. dollars last year, up 10.5 percent year on year.     With a 9-percent rate, China contributed more than 20 percent of global economic growth in 2008, while the U.S. remained the world's largest economy, Yi said.     Geithner's comment was just aiming to try out the Chinese government's response, said Zuo Xiaolei, senior analyst with the Beijing-based Galaxy Securities.     Yuan appreciation and the pace of appreciation should not only be decided by trade surplus but also the status of domestic economic development, Zuo said.     "The price advantage of Chinese exports may not be a result of currency issues, but the country's lower costs of labor, resources and land," she said.     In July 2005, China abandoned a decade-old peg to the U.S. dollar and allowed its currency to appreciate by 2.1 percent. BEIJING, Jan. 5 (Xinhua) -- Chinese exporters face an increased risk of not being paid for their goods as foreign banks run out of cash and some overseas importers evade paying debts, China's Ministry of Commerce (MOC) warned Monday.     "The cases of malicious debt evasion and breach of contracts by importers in certain countries or regions are on the rise," said the ministry in a notice. It attributed the phenomenon to the impact of the deepening global financial crisis.     The MOC urged local governments, guilds and overseas Chinese businesses to more closely monitor the credit of foreign importers.     Priority should be placed on tracking the credit ratings of foreign lenders, it said.     The ministry also called on local governments to support the development of export credit insurance and encourage exporters to carry such insurance by reducing premiums.     From January to November last year, China Export & Credit Insurance Corporation (SINOSURE) provided 56.5 billion U.S. dollars of guarantee for exporters against credit risks such as payment default. That is 63.6 percent higher than the same period a year earlier. The reason for the increase is that more exporters sought insurance, company figures show.     SINOSURE is China's only policy insurance company undertaking export credit insurance.     In that period, SINOSURE paid 210 million U.S. dollars of indemnities, up 174.5 percent from the same period of 2007.     In December, the insurer reduced credit ratings for a record 48countries, including the United States. A total of 191 countries were reappraised in December.

GENEVA, Jan. 23 (Xinhua) -- The World Economic Forum (WEF) is "very proud" that it has managed to maintain "very positive" ties with China, a senior WEF official has said.     "We all know that China is an important factor in the future evolution and development of worldwide economy. So we are all very interested in what China will be doing," said Andre Schneider, managing director and chief operating officer of the Geneva-based organization.     In a recent interview with Xinhua before next week's opening of the 2009 WEF annual meeting, also known as the Davos Forum, in the Swiss Alpine skiing resort Davos.     More than 40 heads of state or government, including Chinese Premier Wen Jiabao, and some 1,400 business leaders, have confirmed their participation at the five-day meeting scheduled to deal with the ongoing financial crisis and other global challenges.     Premier Wen's participation will certainly be "a unique opportunity" for the world to better understand what are the plans of the Chinese leadership to deal with the crisis, Schneider said.     Schneider noted the first two WEF annual meetings of the new champions, dubbed "Summer Davos Forum," were both held in China, in Dalian in 2007 and Tianjin a year later.     The success of the "Summer Davos Forum," a gathering of new multinational companies from China and across the world to explore the mechanisms of continued and sustainable growth, indicated the strong collaboration between the two sides, he said.     The WEF's choice of China as the host of the "Summer Davos Forum" was "an absolutely right one," he said.     Schneider noted that cooperation between the WEF and China started in 1979, when China first sent a delegation to the Davos Forum.     China and its economic growth has been a topic of interest for participants at the Davos Forum in recent years.     In June 2006, the organization opened a representative office in Beijing, which aims to deal with all interactions with China.
