BEIJING, Nov. 25 (Xinhua) -- China's Ministry of Commerce (MOC) Wednesday voiced strong opposition against the United States' imposition of anti-subsidy tariffs on Chinese oil well pipes, saying the move was "discriminatory."     The United States made a decision Tuesday to impose duties ranging from 10.36 percent to 15.78 percent on Chinese oil well pipes for alleged unfair subsidies.     "China is strongly opposed to the U.S. move of continuing with its discriminatory measures and arbitrarily raising the anti-subsidy duty rates," said Yao Jian, spokesman of the MOC.     Yao reiterated that the United States should live up to its promise made at the G20 Summit and the consensus reached earlier by leaders of the two countries to fight trade protectionism.     Earlier this month, the U.S. Commerce Department also slapped preliminary anti-dumping tariffs on the pipe up to 99 percent based on the allegation that "Chinese producers/exporters have sold OCTG (oil country tubular goods) in the United States at prices ranging from zero to 99.14 percent less than normal value."     Customs data showed that pipes involved were worth 3.2 billion U.S. dollars in 2008, taking up 46 percent of the total amount of Chinese steel products exported to the United States (6.9 billion dollars).     More than 90 companies were affected, including major steel companies like Baosteel, Tianjin Pipe and Ansteel.

BEIJING, Nov. 15 (Xinhua) -- Chinese President Hu Jintao's state visits to Malaysia and Singapore and his attendance at the 17th Economic Leaders Meeting of Asia-Pacific Economic Cooperation (APEC) forum on Nov. 10-15 was fruitful and achieved great success, Chinese Foreign Minister Yang Jiechi said Sunday.     Yang, who was accompanying the Chinese president during the tour, told Chinese reporters that Hu's visit was made against the backdrop of a steady global economy that is improving for the better and of the profoundly changing regional situation.     It was an important diplomatic move aimed at deepening good-neighborly relations, promoting cooperation in the Asia-Pacific region and joining efforts with the countries in the region to tackle crises and meet challenges.     During the six days, President Hu attended more than 30 multilateral or bilateral events, including meetings with leaders of Malaysia and Singapore, having extensive contacts with people from various walks of life and delivering important speeches at the APEC meeting.     Local and international media gave prominent, objective and positive coverage to Hu's visits. R. Nathan, Prime Minister Lee Hsien Loong, Senior Minister Gok Chok Tong and Minister Mentor Lee Kuan Yew, and exchanged profound views with them on China-Singapore relations, on international and regional issues of common concern, and reached consensus on a number of issues.     President Hu put forward a six-point proposal for deepening the mutually beneficial cooperation between the two countries. These are all daunting challenges to the full recovery and long-term growth of the world economy, including in the Asia-Pacific region, he said.     At this critical juncture, "we should all the more get united, follow the principle of openness, cooperation and mutual benefit, strengthen coordination and work together to secure the momentum of world economic recovery and promote balanced and orderly economic growth," said the Chinese president.     SUPPORT FOR SOUND DEVELOPMENT OF MULTILATERAL TRADING SYSTEM     Hu expounded on China's position on opposing trade protectionism and supporting the multilateral trading system.     He said the APEC member economies should advance the World Trade Organization's Doha Round negotiations on the basis of locking in the existing achievements and respecting the Doha mandate.     "We are ready to speed up the settlement of the remaining issues and work for comprehensive and balanced outcomes at the negotiations at an early date in order to achieve the goals of the development round," Hu said.     "We must be committed to our promises, strongly oppose trade protectionism in all its manifestations, be vigilant against and correct the 'invisible' protectionism acts in various forms, reduce and eliminate trade barriers, and solve trade disputes through dialogue and coordination, thus creating favorable conditions for full recovery and long-term development of world economy," Hu said.     PROMOTION OF APEC REGIONAL COOPERATION TO MAKE NEW ACHIEVEMENTS     In his address at the two-day APEC Economic Leaders Meeting, President Hu called on the APEC to reform and improve itself to raise the efficiency of cooperation so as to keep advancing with the changing times.     Also, the APEC should focus more on its unique strengths, continue to promote trade and investment liberalization and facilitation, scale up input and promote even greater achievements in economic and technical cooperation, and continue to increase its institutional dynamism through reform and innovation, Hu said.     To promote APEC economic and technical cooperation, he said, the Chinese government will allocate 10 million U.S. dollars for the establishment of the China-APEC Cooperation Fund to encourage and support participation by relevant Chinese departments and businesses in APEC economic and technical cooperation.     The Chinese president also called on all parties to take an active part in the Fifth APEC Human Resources Development Ministerial Meeting in 2010 and continuously support and take part in activities of the Asia-Pacific Network on Forest Rehabilitation and Sustainable Management. His proposal won high appraisal and was warmly applauded by the paticipating leaders.     PROMOTION OF SOLUTION OF GLOBAL ISSUES TO MAKE NEW PROGRESS     The international community is facing severe challenges of climate change, which concerns human survival and development, Hu said.     The international community has actively taken steps to tackle climate change despite the existence of some difficulties in the negotiation process, he said, adding that the world should be full of confidence, redouble efforts, and strive to overcome difficulties in this regard to achieve positive results.     Hu said the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol have laid the legal foundation for the international community to collaborate on addressing climate change and the principle of common but differentiated responsibilities has already become a universally accepted and basic principle for tackling climate change.     Also, the "Bali Roadmap" has made clear the requirements and orientation of international cooperation on climate change, he added.     All parties concerned should abide by the above principle and requirements, fully demonstrate their political will, turn their political will into real action to push forward the process of relevant talks and work to realize the goal of strengthening the implementation of the UNFCCC in a comprehensive and sustainable way, the Chinese president said.     In recent years, international talks on implementing the "Bali Roadmap" had made progress and reached consensus on a number of aspects, he said, calling on the international community to build on the consensus and progress and work to reach further consensus, and push for a positive outcome of the Copenhagen climate talks. WASHINGTON, Oct. 22 (Xinhua) -- The military-to-military ties between the United States and China have a vital role to play in the development of an active, cooperative and comprehensive bilateral relationship, Secretary of State Hillary Clinton told retired generals from both countries here on Thursday.     In a meeting with participants of an exchange forum between retired generals of the two countries, Clinton said President Barack Obama attaches great importance to the growth of interactions between the two militaries. Exchanges between retired generals of the two militaries, Clinton said, could play an important role in facilitating a healthy development of military-to-military relationship between the United States and China.     Kurt Campbell, assistant secretary of state for East Asian and Pacific Affairs, said at a separate meeting with the retired generals that the Obama administration fully supports exchanges of this kind and hopes that such interactions could continue on a regular basis.     Through in-depth and extensive dialogues of this kind, Campbell said, the two militaries could increase mutual understanding and trust and promote growth of constructive cooperation between the two sides.     Xiong Guangkai, former vice-chief of general staff of the Chinese People's Liberation Army, is heading the Chinese delegation.

BEIJING, Oct. 27 (Xinhua) -- Six Chinese nurses were awarded the Florence Nightingale medal on Tuesday for their prominent contributions to health care.     Chinese President Hu Jintao, who is also the honorary president of the Red Cross Society of China, conferred the medals on the nurses at the Great Hall of the People in downtown Beijing.     Premier Wen Jiabao and senior leaders including Li Changchun, Xi Jinping and Li Keqiang also attended the awarding ceremony.     Chinese nurses have made great contribution to the country's humanitarian cause, said Vice Premier Hui Liangyu at the awarding ceremony.     A total of 28 nurses from 15 countries worldwide won the award this year.     The Florence Nightingale medal, which is the highest international honor for nurses, is being given for the 42nd time since its introduction in 1912.     "It honors exceptional courage and devotion to caring for the victims of armed conflict or other disasters, or exemplary service and a creative and pioneering spirit in the areas of public health or nursing education," according to the Web site of the International Committee of the Red Cross.     The award is named after Florence Nightingale (1820-1910), an English nurse known for her pioneering work to improve the care of sick and wounded soldiers during the Crimean War (1853-1856).     A total of 54 Chinese nurses have won the award since the country began to recommend candidates for the award in 1983.

TAICHUNG, Dec. 23 (Xinhua) -- Letting in more mainland investors again hit the agenda in Taiwan as negotiators from two sides discussed mainland investment with local business people Wednesday.     At the symposium, Chen Yunlin, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), suggested Taiwan should not be "afraid" of competitors. When the mainland began to open up, the enterprises and industries also worried that they would be beaten by overseas competitors, but 30 years after, they not only survived but also became stronger, Chen said. "The restrictions will prevent mainland companies from enjoying fair competition."     She cited the complicated procedure that mainland businessmen had to undergo to travel to Taiwan.     "We have invested in an IT firm in Taiwan. Research work requires cooperation between staff on both sides and they have to travel a lot across the Strait. When there is an emergency, our mainland staff always could not go to Taiwan promptly," she said. "In a world of tough competition, we should not sacrifice efficiency."     Many mainland companies are interested in real estate development, finance and telecommunication that are still not on the list.     Long Ge, vice president of Shanghai Xiandai Architectural Design Group, just finished a business tour in Taiwan.     "We hope to set up an office in Taiwan in near future," Long said.     His company hoped to launch real estate businesses, not only design but also construction and marketing, in Taiwan. BEIJING, Dec. 26 -- European fashion retailers are accelerating business expansion in China thanks to the nation's increasing number of fashion-conscious consumers.     Two companies that opened new outlets in China at a rapid pace this year included Sweden's H&M and Spain's Zara, both retailers of clothing and accessories for adults and youth.     H&M is ending this year with a total of 13 new stores, raising the company portfolio in China to 27 outlets, while Zara, opened 33 new stores in China, winding down the year with 60 in total.     "In China, new store openings have more than doubled due to strong domestic consumption, which has not been affected by the global financial downturn," said Wu Shuang, public relations manager of H&M China. Globally, H&M store openings are up between 10 percent and 15 percent in 2009, said Wu.     "More H&M stores will be set up in China next year, especially in the second-tier cities," he said.     H&M, Europe's second largest fast-fashion retailer, entered the Hong Kong and Shanghai markets in 2007 and later expanded its business to second-tier cities like Hangzhou and Ningbo of Zhejiang province.     Back in August, H&M sales in Spain, the US and France were down 11 percent over July sales, the fourth consecutive monthly drop.     In 2008, average sales revenue at H&M stores in the Chinese mainland and Hong Kong was up 23 percent to 59 million yuan, while globally average store sales was 48 million yuan.     "We are expecting favorable sales volume in China this year," said Wu, while declining to elaborate further.     Strong sales numbers were also recorded at Zara, the leading fast-fashion retailer in Europe. "The Chinese market is attractive with its soaring consumer spending power," a Zara promotion executive said on condition of anonymity. Chinese consumers can expect to see more Zara 'fast fashion' stores in the future," he said.     Fast fashion is a term used to describe fashion trends that are manufactured quickly in smaller batches to keep inventories down and allow mainstream consumers to take advantage of current clothing styles at lower prices. This type of quick manufacturing methodology is preferred by large retailers like H&M, Forever 21 and Zara, according to online apparel industry directory, Apparel Search.     This access to the latest clothing styles is popular with white-collar consumers in China.     "I have been waiting for 30 minutes to try on several pieces of clothing, but the wait doesn't matter. I love to get everything here, and the prices are acceptable," said Liu Dan, a woman in her 20s shopping at one of Zara's Beijing stores. Liu, who works in the public relations department at an international company, said she is also a regular patron of H&M in Beijing. Both H&M and Zara stores are often crowded with local consumers, especially on the weekends.
