LONDON, Sept. 5 (Xinhua) -- Britain hopes to further expand cooperation with China in economic, financial and trade sectors, Business Secretary Lord Mandelson said Saturday.     In a written interview with Xinhua on the eve of his visit to China, Mandelson, also the First Secretary of State, said economic and political relations between Britain and China are very strong.     The High-Level Economic & Financial Dialogue would lead to collaboration in areas such as the development of financial services, the protection of intellectual property rights, and the establishment of a comprehensive social security system in China, Mandelson said.     During Mandelson's visit, which begins Monday, he will give a speech at a low carbon business solution event in Beijing attended by about 250 British and Chinese companies. He will also sign a "Sustainable City" memorandum of understanding with Changsha, the capital of south central China's Hunan province.     "The UK is keen to share its low carbon technology," Mandelson said, noting that Britain would like to export even more high-tech goods to China.     Mandelson said the UK, by far, is the largest European investor in China and transfers much of its technology to the country through wholly owned subsidiaries and joint ventures.     The business secretary expressed hope that China would improve its regulations to facilitate British companies' participation in its hi-tech sectors.     China, Mandelson said, has taken every measure possible to mitigate the impact of the global financial crisis, which also has contributed to the recovery of the world economy.     He called China's huge stimulus package "a very impressive commitment to rebuilding its economy and the welcome effects are already being felt."     China has contributed to the rebalancing of the world economy by re-orienting its own growth model to stimulate domestic consumption, the business secretary said.     Meanwhile, Mandelson also expected China to play a bigger part in pushing forward multilateral trade talks     "I hope China will play an important role in achieving a conclusion to the Doha Development Round and I hope that the global recession has provided a sense of renewed urgency for this agreement", he said.     As the former EU Trade Commissioner, Mandelson has never shied from voicing his objections to protectionism.     Imposing tariffs on imports, he said, creates distortions in the global economy, which result in poverty and inequality.     Trade is essential to the prosperity of the world economy and remains one of the main avenues open to increase productivity and growth, he said.     "I hope that UK and China's joint efforts to foster closer trade and investment links in China's rapidly developing regional business centers will stimulate and serve to support new business partnerships," the business secretary said.     Mandelson said China's process of gradually opening its capital market would deepen the capital and expertise available to Chinese companies as they increasingly look to expand overseas.     "We are equally keen to work with the Chinese authorities and markets to enable foreign firms to list on its exchanges," he said.     "We are very supportive of the State Council's desire for Shanghai to develop into a truly international financial center over the next 10 to 15 years and believe that an important step to building this profile will be the continued growth and diversification of China's capital markets."     Mandelson also emphasized that there are many benefits from an internationalized Chinese yuan, which would promote greater stability in global foreign exchange markets.     "A more widely traded Chinese currency will help Chinese companies win business in overseas markets," he said, "And a more market-oriented exchange rate will help China re-orient its economy towards domestic consumption, which would be in China's own interests."     When it comes to the climate change issue, Mandelson noted that China is making strong efforts to reduce the growth of its greenhouse gas emissions. He pointed out that China currently aims to reduce consumption of energy per unit of GDP by 20 percent between 2005 and 2010.     "Tackling climate change is a win-win business opportunity for both the UK and China," he said.     Mandelson also called for international cooperation to deal with the world's other thorny issues.     The global downturn has powerfully illustrated how important it is to have constructive engagement at the international level, he said.     "We need international solutions to financial regulation, to tackling pollution and in fighting proliferation and terrorism. These are global challenges that require a global response," Mandelson said.

BEIJING, Sept. 15 (Xinhua) -- Beijing has widened a ban on flying activities to include pigeons and kite flying in its latest efforts to beef up security ahead of the National Day celebrations, police said Tuesday.     The ban, which is effective from Sept. 15 to Oct. 8, applies to sports, recreational and advertising flight activities in the capital.     Li Runhua, head of the public security squadron of the Beijing municipal public security bureau, said residents were banned from releasing pigeons, and flying kites and balloons even at celebrations and shopping promotions.     Li encouraged residents to report to police if they find suspicious flying objects.     Police also started to check every vehicle entering Beijing at nearly 200 major road intersections and security check points on Tuesday.     Police would check drivers' and passengers' ID and confiscate imitation guns, fireworks and knives until Oct. 8.     More than 7,000 police have been patrolling the city's major roads and business districts since Aug. 22.     China will stage a wide array of activities, including a grand military parade in Beijing, to mark the 60th anniversary of the founding of the People's Republic of China (PRC) on Oct. 1.     Chinese citizens will have an eight-day public holiday from Oct. 1 to 8.

BEIJING, Oct. 10 (Xinhua) -- China appreciates India's decision to terminate a trade investigation into Chinese-made passenger car tires, the Ministry of Commerce (MOC) said Saturday.     The decision would not only help boost the steady development of bilateral trade ties, but also benefit the downstream businesses of India, the MOC said in a statement on its website.     China hoped to increase exchanges and cooperation on trade issues with the Indian government and encouraged dialogue and cooperation among industries for mutual benefit, it said.     The Directorate General of Safeguards under India's Ministry of Finance initiated a safeguard investigation on passenger car tire imports from China in May, according to the statement.     A safeguard duty, a temporary relief, usually takes the form of increased duties to higher than bound rate or standard rates or quantitative restrictions on imports.     According to Indian government statistics, from April to December last year, India imported 20 million U.S. dollars worth of tires involved in the case from China.

In the first seven months of this year, China and the United States signed 888 technology contracts worth 3.26 billion U.S. dollars, up 41.3 percent year on year. They represents 25.3 percent of the total value of technology introduction contracts signed by China and makes America the largest source of technology for China. Although China-U.S. trade experienced a year-on-year drop in the first half of 2009, the decline is nearly 7 percentage points smaller than that of China's foreign trade as a whole.     "These figures provide sufficient evidence that the China-U.S. economic and trade relationship is one of cooperation and win-win progress, and such a basic pattern has not been changed by the international financial crisis," Wu said.     Second, the economic stimulus plans implemented by China and the United States have created new business opportunities.     To counter the impact of the international financial crisis and maintain steady and relatively fast economic development, the Chinese Government has introduced a proactive fiscal policy and a moderately easy monetary policy and adopted a package plan to further stimulate domestic demand and generate economic growth.     To get out the economic crisis, the U.S. Government has also introduced the biggest economic stimulus package since the 1930s, covering finance, real estate, taxation, infrastructure, the auto industry, environmental protection, energy, science and technology and health care reform, among others.     "The implementation of our respective stimulus plans has offered new business opportunities for economic cooperation and trade between our two countries," Wu said.     Just before the opening of Tuesday's Forum, the two sides signed 41 agreements and contracts on investment and economic and technological cooperation worth a total of 12.38 billion U.S. dollars, involving such areas as new energy and materials, communications, electronics, machinery and tourism, Wu said in his speech.     "This is further evidence of the abundant cooperation opportunities between China and the United States. As long as we work to seek opportunities in this time of crisis, there is a lot we can achieve together," he said.     Third, the economic restructuring strategies of China and the United States will open up new areas of cooperation.     China and the United States are at different stages of economic development, but both face the arduous task of readjustment and are under pressure to adjust their respective economic development models even without an international financial crisis, Wu said.     "The financial crisis, if anything, has only made this task more urgent, " he said.     The U.S. Government wants to adjust the development model while tackling the financial crisis and considers green technologies essential to its efforts to revitalize economic growth, enhance international competitiveness and create jobs. BEIJING, Oct. 3 (Xinhua) -- Most parts of China saw limited rainfall through Saturday as people could get view of a bright full moon in clear meteorological conditions at the traditional Mid-Autumn Festival.     Only the southwestern and part of the northwestern regions saw some rainfalls, but starting Sunday, weather in those regions will also clear up for the locals to get view of the full moon, according to China Meteorological Administration.     In the coming three days, parts of the northwestern Xinjiang Uygur Autonomous Region expect a weak rainfall with strong wind.
