ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. Attendees take part in the International Monetary and Financial Committee (IMFC) meeting at the Istanbul Congress Center October 4, 2009. The IMFC has 24 members who advise and report to the IMF Board of Governors. Finance ministers and central bankers from around the globe are in Istanbul for the semiannual meetings of the International Monetary Fund and World Bank, which run from Oct. 4-7.    He said China supports an increase of IMF structural resources in various ways.     But he stressed that the quota share is the main resource of the IMF organization, urging the IMF to establish quota share automatic readjusting mechanism in a bid to reflect changes of economic positions of different countries.     China supports the IMF to undergo wide-ranging administrative structural reform, including the strengthening of responsibilities of the executive board of directors, effective supervision of the administration, reform of chairman election system and increasing the proportion of administrative and working staff of emerging markets and developing countries, he added.     Yi stressed that the IMF should strengthen supervision and surveillance over various major financial markets, synthetically think about various policies of member countries, and not to assess single policy in a simple and mechanical way.     He said China welcomes the progress made by the IMF in enhancing early warning capability, the whole package reform in financing mechanism to offer loan to low-income countries and preferential financing measures.     Istanbul is to host the annual meetings of the IMF and World Bank on Oct. 6-7.

BEIJING, Sept. 27 (Xinhua) -- Chairman Ning Gaoning of China National Cereals, Oils & Foodstuffs Corporation (COFCO), said Sunday the corporation's total investment in the northwestern Xinjiang Uygur Autonomous Region would reach 10 billion yuan (1.46 billion U.S. dollars) over the next five years.     Ning made the remarks during his visit to the Xinjiang-based subsidiary companies of the corporation, the country's largest oil and food producer.     Currently, COFCO's accumulative investment in the region is about 5 billion yuan, focused on tomato processing, sugar manufacturing, and beverages.     Ning said the corporation would double investment over the next five years due to confidence in the region's growth potential, but did not say for which the future investment would be targeted.     In 2005, COFCO made an investment in Xinjiang's Tunhe Investment Co., Ltd. by taking over a 37.2 percent share of Tunhe. So far COFCO Tunhe has become the largest tomato ketchup producer in Asia, and the second largest in the world.

BEIJING, Sept. 26 (Xinhua) -- The Chinese foreign minister on Saturday described President Hu Jintao's trip to the United States to attend four important summits as a significant and far-reaching diplomatic move.     Foreign Minister Yang Jiechi made the remarks while briefing journalists who traveled to New York and Pittsburgh with Hu. Yang said that the four summits in the U.S. that Hu participated in focused on such attention-grabbing issues as the international financial crisis, climate change, non-proliferation and nuclear disarmament.     Those issues have a significant bearing on international relations and on the global situation in the future, Yang said. He said those issues also have a direct bearing on China's long-term development and fundamental interests.     Participating in four summits in as many days was an unprecedented diplomatic move by a Chinese president since the founding of the People's Republic of China in 1949, Yang said. He said that the international community welcomes China to play an even larger role on the international stage.     At the U.N. non-proliferation and disarmament summit, Hu advanced his statement on the new security concept that China advocates.     It was the first time in the past decade that a Chinese leader elaborated on China's policy toward nuclear issues in person at a multilateral occasion.     Yang quoted Hu as saying that China has always advocated a total ban and total destruction of nuclear weapons. Hu said China will stick to its self-defense nuclear strategy and to its promise not to be the first to ever resort to nuclear weapons under any circumstance.     China has also obliged itself to not threaten nuclear-free countries and regions with the use of nuclear weapons.     Hu told the non-proliferation and disarmament summit that China will continue to promote the process of international nuclear disarmament and to contribute efforts toward the system safeguarding the implementation of the non-proliferation treaty.     This approach, Hu said, has fully demonstrated China's fairness, responsibility and contribution toward the construction of a nuclear-free world, which reflected the legitimate claim by the developing countries, safeguarded the interests of the developing countries and helped to move the non-proliferation and disarmament talks to a more positive direction of development.     Yang described the G-20 summit as an effective platform on which the international community can cooperate in its joint dealings with the ongoing international financial and economic crises to better governance of the global economy.     Hu has participated in all three of the G-20 summits centered on the financial crisis. In Pittsburgh, Hu made it clear that though the world has seen positive economic signs, there is a long way to go before full recovery is achieved because there are many uncertainties remaining.     The Chinese president listed three tasks the international community must deal with without hesitation in face of their efforts to end the recession.     The tasks, Yang re-capped, are to keep stimulating economic growth, to promote reform of the international financial system, and to strike a balanced development of the world economy.     Hu said in Pittsburgh that all of the concerned countries should keep their stimulus plans in place and make more efforts in promoting consumption and domestic demand. He warned that those countries should also keep an eye on any potential side-effects of their efforts, especially concerning inflation.     The developing countries, Hu said, should be given more representation and say in the world's international financial institutions. He said that all of the countries concerned also should make efforts to forge an international mechanism for balanced development of the world economy.     Cooperation in technology should be given high priority so as to help bridge the gap between the developed and developing countries, Hu suggested.     Hu cited China as an obvious example of the packaged stimulus plan in face of the ongoing financial and economic crises. BEIJING, Sept. 15 (Xinhua) -- Beijing has widened a ban on flying activities to include pigeons and kite flying in its latest efforts to beef up security ahead of the National Day celebrations, police said Tuesday.     The ban, which is effective from Sept. 15 to Oct. 8, applies to sports, recreational and advertising flight activities in the capital.     Li Runhua, head of the public security squadron of the Beijing municipal public security bureau, said residents were banned from releasing pigeons, and flying kites and balloons even at celebrations and shopping promotions.     Li encouraged residents to report to police if they find suspicious flying objects.     Police also started to check every vehicle entering Beijing at nearly 200 major road intersections and security check points on Tuesday.     Police would check drivers' and passengers' ID and confiscate imitation guns, fireworks and knives until Oct. 8.     More than 7,000 police have been patrolling the city's major roads and business districts since Aug. 22.     China will stage a wide array of activities, including a grand military parade in Beijing, to mark the 60th anniversary of the founding of the People's Republic of China (PRC) on Oct. 1.     Chinese citizens will have an eight-day public holiday from Oct. 1 to 8.

LJUBLJANA, Aug. 26 (Xinhua) -- Chinese Vice Premier Hui Liangyu arrived in Slovenia on Wednesday evening on a two-day official visit to boost economic cooperation between the two countries.     Hui, who was accompanied by a strong business delegation, will on Thursday hold talks with Slovenian Prime Minister Borut Pahor, President Danilo Tuerk, Parliament Speaker Pavel Gantar and Foreign Minister Samuel Zbogar. These talks are expected to focus on the boosting of economic cooperation as well as the world economic crisis.     Officials from both countries will sign five documents expectedto strengthen the cooperation in areas of agriculture, small and medium enterprises (SMEs), health care and education.     On Thursday afternoon Hui and Pahor will attend and address a plenary session of the Chinese-Slovenian business forum.     According to the Slovenian Chamber of Commerce and Industry, the business forum will be attended by representatives of 60 Chinese companies from the fields of construction, engineering, telecommunications, electronics, trade, as well as textile, chemical, food and banking industries.     Slovenia is the first leg of Hui's three-nation visit, which will also take him to Lithuania and Latvia. Hui will also attend the third World Climate Conference, which is scheduled to be held in Geneva, Switzerland from Aug. 31 to Sept. 4.

BEIJING, Sept. 16 (Xinhua) -- Uygur farmer Hashim Dawut felt quite touched as he was guided into Premier Wen Jiabao's office at the Zhongnanhai leadership compound in downtown Beijing on Monday.     The 57-year-old man had been looking forward to the moment for more than five years. Premier Wen met Hashim Dawut for the first time in his village in Bachu county of Xinjiang Uygur Autonomous Region on March 28, 2003, when Wen was inspecting and directing relief work after an earthquake measuring 6.8 jolted Bachu and Jiashi counties, killing268 people on Feb. 24 that year. "And it was heartrending to see our people losing lives and properties in the riots."     "All of us felt grieved, and the bad guys were not willing to see the fact that we are living a happy life," Hashim Dawut responded.     "In Xinjiang, Uygurs and Hans are inseparable, and all the ethnic groups are inseparable, because we are a family," Wen said.     "And we should cherish the stability and development which did not come easy," he added.     "I will bring your words home," said Hashim Dawut.
