BEIJING, Dec. 18 (Xinhua) -- China's State Council Thursday approved a plan to deepen reform and opening up in the southern Pearl River Delta area, where the country's reform and opening up drive was initiated 30 years ago. The plan was unveiled on the day when the nation was commemorating the 30th anniversary of the 3rd plenary session of the 11th Central Committee of the Communist Party of China (CPC), which decided to open up the country and reform its struggling economy. The pioneer area of the country's reform and opening up scheme was urged to accelerate economic restructuring and take the lead in building a resource-conserving and environment-friendly society, according to the plan approved by an executive meeting of the State Council, or the Cabinet. The plan also pressed the area to promote technologies so as to excel in innovation, and coordinated development in both urban and rural areas was also stressed. The meeting, presided over by Premier Wen Jiabao, said the area was also to take the lead in deepening reforms and opening up, so that an improved socialist market economy system could be established and a more open economic system could be set up as the region enhances its cooperation with neighbors Hong Kong and Macau. The meeting said the Pearl River Delta is still maintaining stable and relatively fast development at present, but it also admitted that the area received powerful shocks from the current financial crisis, as there are many smaller and export-oriented enterprises in the region. To keep the pace of development would be the top priority of the region at the present stage, the meeting said.

BEIJING, Nov. 18 (Xinhua) -- China's police departments should further standardize the procedure of law enforcement and build harmonious relations with the people, China's top police official said on Tuesday. State Councilor Meng Jianzhu, also Minister of Public Security, said at a tele-conference with local public security heads that the police should "be fully aware of the challenge brought by the global financial crisis and try their best to maintain social stability." Meng urged the police to further improve the way of law enforcement, using "a harmonious thinking to ease conflicts and a harmonious attitude to treat the people". "You should let the people know the authority and dignity of the law, and meanwhile make them feel the care and warmth from the public security authorities," he said. Earlier this month, Meng published an article in the journal of the Communist Party of China, Qiushi, or Seeking Truth, underscoring "the appropriate use of police force". "In handling mass incidents, we must be clear that the chief tasks of the public security authorities are to maintain order on the scene, ease conflicts, avoid excessive steps and prevent the situation getting out of control," he wrote. And the local officials must exercise caution in using police forces, weapons and coercive force, Meng said. "Incidents of bloodshed, injury and death should absolutely be avoided." A violent protest, involving 30,000 people, broke out on June 28 in Weng'an County of southwest China's Guizhou Province. The protesters rampaged through government buildings and torched more than 160 offices and about 40 vehicles. More than 150 police and protesters were injured, most slightly, and no deaths were reported. Provincial Party Chief Shi Zongyuan later blamed some local officials' "rude and roughshod solutions" to solve disputes over mines, the demolition of homes for public projects, the relocation of residents for reservoir construction and other issues. "Some officials neglected their duties, but resorted to police force when any dispute happened, which led to strained relations between officials and the people, and police and the public," Shi said.
Lhasa, Jan. 10 (Xinhua) -- Four media organizations from China's neighboring countries will be invited for the first time to cover the annual session of the People's Congress of the Tibet Autonomous Region to be held on Jan. 14. The plenary session of the Regional Committee of the Chinese People's Political Consultative Conference to be held on Jan. 12 will also be open to foreign press. According to a press conference held by the two sessions on late Saturday, the invitations to the four foreign media were an effort to "let the world know better about a real and new Tibet through an objective visual angle." Names of the foreign media organizations were not specified. Tibet authorities also revealed that they will invite diplomats with Nepal's consulate general to Lhasa, capital of the autonomous region, to attend the opening and closing ceremonies of the sessions. There will be nearly 200 journalists from 16 media organizations home and abroad to report the annual sessions this year, the press conference was told. At the two sessions, report on the work of the regional government will be discussed, as well as local budgets and plans for social and economic developments.

BEIJING, Jan. 24 (Xinhua) -- Chinese President Hu Jintao urged the promotion of stable agricultural and rural economic development and said issues concerning agriculture, countryside and farmers should continue to be the top priority of the Communist Party of China (CPC). Hu, also General Secretary of the CPC Central Committee, made the remarks during a meeting of the Political Bureau of the CPC Central Committee on Friday. Attendees at the meeting studied the means to promote agricultural modernization with Chinese characteristics. Maintaining stable agricultural and rural economic development was more important under current circumstance, Hu said. Agricultural production was the basic support to stimulate economic growth; rural areas had the potential to boost domestic demand; and to improve farmers' living standards was a major task and also a difficult job, he said. He called for more efforts on three major tasks of agricultural work. First, greater importance should be laid on ensuring the country's grain security and supplies of major agricultural products. The country should stick to the most strict system to protect and save farming land as well as stabilize the grain sowing area, Hu said. He said the government should increase subsidies for agricultural production and continue to raise the minimum state purchasing prices for grain.
