China Foreign Affairs University (CFAU), the cradle of diplomats, set up a new school on Friday - the College of Diplomacy and International Relations - with former foreign minister Li Zhaoxing as the dean. Meeting students at a ceremony marking his appointment, Li highlighted the key criteria for a diplomat.Li Zhaoxing (Right), former foreign minister, receives a certificate naming him the dean of the College of Diplomacy and International Relations at China Foreign Affairs University on Friday from Wu Jianmin, university president. [Xinhua] "The most important is love for your country. This is my deepest feeling during my career at the foreign ministry," said Li."I hope graduates from this college can better serve our country, our people and contribute to peace and development around the world," he added.Li, a diplomat for nearly 40 years, retired this spring. He was appointed foreign minister in 2003, and was Chinese ambassador to the United States from 1998 to 2001.Some students said they like Li's animated style and are excited to have him as the dean."He is very friendly," said Wang Lei, a third-year student majoring in diplomacy.CFAU President Wu Jianmin said the establishment of the school reflects "a golden era" for China's diplomacy."China's diplomacy has entered a golden era, and it is in this context that the college has been set up," said Wu, who was formerly ambassador to France."Never have we seen such a big stage for us, never have people expected so much of us, and never has the world looked at China with such a high hope," he added.CFAU, established in 1955, is affiliated to the Foreign Ministry, and specializes in training international affairs experts and diplomats.

Chairman of the US Joint Chiefs of Staff Marine Gen. Peter Pace inspects the guard of honor during a welcome ceremony at the Defence Ministry in Beijing March 22, 2007. [Reuters]"Clearly, both the United States and China have enormous military capacity, but equally clearly neither country has the intent to go to war with the other. So absent of intent, I don't find threat," General Peter Pace, chairman of the Joint Chiefs of Staff said. "We should not focus on how to fight each other but how to prevent military action. That is what my government is focused on, and that is what my Chinese counterparts here have said their government is focused on." Pace arrived in Beijing Thursday for a four-visit which as he said is aimed at boosting military ties Pace said he had discussed the sensitive topic of Taiwan with the Vice Chairman of the Central Military Commission, Guo Boxiong, Defence Minister Cao Gangchuan and Foreign Minister Li Zhaoxing. "It is not surprising that in each of the meetings, the issue of Taiwan came up. It is clearly a fundamental issue with China," he said. Asked about the possibility of a conflict over Taiwan, he said: "I believe there are good faith efforts among all the leadership to prevent that." Pace said he had repeated US President George W. Bush's position that the US leader "would not support Taiwan independence" and that Washington wanted the issue to be handled peacefully. Pace's visit follows a US announcement last month that it plans to provide over 400 missiles to Taiwan.China's military is proposing officer exchanges and other confidence-building measures with the US Army and may be inching closer to setting up a "hotline" for emergency communication with Washington, according to Pace. Pace said he immediately agreed to study the proposals put forward Friday by Gen. Liang Guanglie, chief of the PLA's General Staff Department. "To me this was a very good, open discussion and one that I found very encouraging," Pace told reporters in Beijing. Liang's proposals included sending Chinese cadets to the Army academy at West Point as well as participating in joint exercises and humanitarian and relief-at-sea operations "that might be able to build trust and confidence amongst our forces." Military exchanges were largely suspended following a collision between a US spy plane and a Chinese jet fighter over the South China Sea in 2001.  Pace said the sides agreed to keep discussing setting up a "hotline" between either military or civilian leaders that would help ease any future friction. "The Chinese military understands as well as I do that the opportunity to pick up the phone and talk to somebody you know and smooth out misunderstandings quickly is a very important part of relations between two countries," Pace said.

WASHINGTON - US Treasury Secretary Henry Paulson will visit China's largest lake next week on a trip that will highlight global environmental challenges. Treasury Secretary Henry Paulson speaks during an interview with Reuters in Washington July 2, 2007. [AP]Paulson will also hold talks in Beijing with President Hu Jintao that will focus on the Strategic Economic Dialogue, high-level discussions launched last year in an effort to deal with economic tensions between the US and China. "This trip is part of an ongoing process to strengthen our strategic economic relationship - to address long-term issues such as working with China to rebalance its growth and increase the flexibility of its currency and also to address short-term issues as they arise," Paulson said Tuesday in announcing the trip. Paulson will begin the trip with a visit July 30 to Qinghai Lake, the largest lake in the country and an example of some of the environmental challenges facing China as it struggles to deal with pollution. "The only way to make progress on climate change is to engage all the large economies, developed and developing, to work toward embracing cleaner technology and reducing emissions," Paulson said. "What's happening with the environment in the middle of China not only affects the local climate and economy but also the global climate and economy." Paulson will meet on July 31 in Beijing with Hu and Vice Premier Wu Yi, who is leading the Chinese side in the strategic dialogue talks. The administration is coming under pressure from Congress to show results from these discussions, particularly in the area of currency values. American manufacturers contend that the yuan is undervalued by as much as 40 percent, which makes Chinese products cheaper for US consumers but makes it more difficult for US products to be sold in China. The first strategic dialogue session was held in Beijing last December with a follow-up meeting in Washington in May. The two countries have pledged to meet twice a year with the next session to take place in China later this year. An exact date has not yet been announced. The Treasury Department said in a statement announcing the trip that Paulson in his meetings with Chinese leaders would raise issues of concern to Congress as well as follow up on issues that were identified as priority items at the May meeting of the strategic dialogue. US lawmakers have grown increasingly unhappy as America's trade deficit with China has soared, hitting 3 billion last year, the largest ever recorded with a single country and one-third of the US total deficit with the rest of the world. Various bills have been introduced that would require the administration to take a harder line on the currency issue including pursuing economic sanctions if China does not move more quickly to allow its currency to rise in value against the dollar. China has reiterated that it does not manipulate its currency and the currency reforms are moving as quickly as the developing economy and financial system will allow.

BEIJING - Chinese Defense Minister Cao Gangchuan will pay official good-will visits to Japan and the Philippines from August 29 to September 6, according to the Chinese Defense Ministry. He will visit the two countries at the invitations of Japanese Defense Minister Koike Yuriko and Philippine Secretary of Defence Gilbert Teodoro.Cao's upcoming visits aim to fulfill the consensus reached between leaders of China and the two countries and strengthen exchanges and trust in defense and security areas, the Defense Ministry said in a statement on Thursday.

The central government has ordered coal firms to stop driving up prices and said they must honor their supply contracts with power plants in an effort to head off a power shortage. At the request of the National Development and Reform Commission, the China Coal Transportation and Distribution Association has threatened to cancel the license of any company that ignores the order to stabilize prices."Coal producers must strictly implement their contract prices for 2008 and must not take advantage of the current tight supply to raise prices as they like," the association said in a circular issued yesterday.Prices should be held at around the same level as at the end of last year, the circular said. The government is also banning all coal shipments other than those to power plants. The crackdown comes as the country faces a severe power shortage. Several power plants are struggling to secure the coal they need, while others are reducing their output rather than lose money as coal prices soar.Brownouts have already hit at least 13 provinces, and at its peak last week, nationwide demand outstripped supply by nearly 70 gigawatts, the People's Daily newspaper reported yesterday.About 80 percent of China's electricity is generated by burning coal. The crackdown on unsafe mines, high global demand, which pushed up prices and the cold snap that has closed roads and downed cables have added to the problem, an official from the State regulator said.
