BEIJING, March 20 (Xinhua) -- China and Japan should strengthen cooperation to deal with the financial crisis, said Chinese top legislator Wu Bangguo on Friday.     "China is willing to work with Japan to properly handle sensitive issues in bilateral relations and consolidate our political foundations," said Wu, chairman of the Standing Committee of the National People's Congress.     In a meeting with Japanese Defense Minister Hamada Yasukazu, Wu said China-Japan relations were improving and cooperation in various fields have expanded. BEIJING, March 11 (Xinhua) -- Chinese President Hu Jintao on Wednesday called on the armed forces to provide mighty support for national interests and social stability. The People's Liberation Army (PLA) and the armed police shall energetically speed up the modernization of defense, resolutely safeguard the country's sovereignty, security and territorial integrity, and provide a mighty support for national interests and social stability, Hu said.     Hu, also chairman of the Central Military Commission, made the remarks at a plenary meeting of PLA deputies to the National People's Congress (NPC), the top legislative body. BEIJING, April 15 (Xinhua) -- Foreign direct investment (FDI) in China posted a 20.6 percent year-on-year decline in the first quarter to 21.78 billion U.S. dollars, the Ministry of Commerce announced Wednesday.     In March, FDI was 8.4 billion U.S. dollars, the biggest amount since October 2008 which was 8.35 billion U.S. dollars. However, the March figure was down 9.5 percent from a year earlier, ministry spokesman Yao Jian said at a news conference.     March was the sixth consecutive month that FDI fell. The good news is that the decline eased from the 15.81 percent drop in February and a 32.67 percent drop in January.     Zhang Hanya, an economist with the National Development and Reform Commission said a reduced decline indicated overseas investors growing confidence in the country's economic recovery.     Chinese Premier Wen Jiabao said Saturday that the Chinese economy showed signs of positive improvement in the first quarter as a result of the economic stimulus package adopted by China.     Yao added stable investment inflows were important for the country to stabilize exports, enhance employment and boost consumption as the government tries to make China more attractive to investors.     The ministry said in March it was shifting authority for approving certain foreign investments to provincial governments.

BEIJING, Feb. 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered all-out efforts to combat the severe drought in the country's vast wheat-growing area to ensure a good summer harvest, a State Council meeting was told Thursday. The central government on Thursday decided to earmark another 300 million yuan (44 million U.S. dollars) as drought relief fund in additional to 100 million yuan already allocated. The fund will be used to buy agricultural machinery and other production materials.     Lack of rainfall has led to severe drought in northern China, leaving about 141 million mu (9.3 million hectares) wheat or 43 percent of the country's total affected, according to the Ministry of Agriculture (MOA). The provincial meteorological bureau said the drought is the worst since 1951. The drought has affected 63 percent of the province's 5.26 million hectares of wheat.    About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter.     Government at all levels should give anti-drought work a priority in an effort to stabilize grain production, increase farmers' income and ensure agricultural production, the State Council said.     Relevant departments in local regions were asked to enhance farmland management, mobilize human resources, ensure technology service and enlarge irrigation areas.     Efforts should also go to build emergency water resources projects and carry out artificial precipitation to alleviate water shortage and ensure drinking water for both people and livestock. The Ministry of Water Resources also said it would enhance supervision and launch emergency plan when necessary.     Relevant departments should allocate special funds to aid poverty-stricken people in rural areas.     The Cabinet said it will send working teams to eight drought-hit provinces to discuss anti-drought procedures. The MOA has already sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work.     Plant diseases and pest prevention were discussed and local governments were advised to supervise and prevent the spread of severe animal diseases.     Efforts should also be made to monitor or combat forestry fire, upgrade anti-disaster ability and avoid casualty, the State Council said.

BEIJING, Feb. 28 (Xinhua) -- The global financial crisis has not yet hit bottom and its impact is still spreading, said Chinese Premier Wen Jiabao during his first-ever online chat Saturday.     He also promised that China is "ready to take firmer and stronger actions whenever necessary." The major impact of the crisis is on the country's real economy instead of its financial sector, which after more than 10 years of reform, is relatively stable and healthy and capable of withstanding the crisis, he said.     Wen said China's east coastal areas were hit hard, where the economy is more export-dependent and labor intensive. The decline of international market demands also caused the unemployment of a great number of migrant workers. "But those were just temporary indices and couldn't be fully compared with the past figures."     Wen said one indicator he valued most was power generation. "Starting from mid February, power generation and consumption have both resumed growth," he said.     "We must fully realize we are facing a long-term and arduous task," he added.     "We must strengthen confidence in the face of the crisis and be ready to take firmer and stronger actions when necessary."     CONCERNS ON EMPLOYMENT, INCOME GAP AND PROPERTY     Wen said migrant workers had been hit the hardest during the financial crisis.     About 20 million migrant workers in China had returned to the countryside from cities without jobs, said Chen Xiwen, director of the office of the central leading group on rural work, early this month.     Other government officials estimated the number at 12 million. Wen acknowledged the accurate number is yet to be counted.     He said migrant workers did not complain about the government and quietly returned to their hometowns, "some engaging in farming again, others still seeking jobs."     "I want to take the opportunity to extend my gratitude to our migrant workers," he said, adding they had made great contributions to the nation.     The government should encourage them to start their own business by offering tax stimulus and training opportunities, said Wen.     He also expressed deep concerns over the employment issue of college students and jobless urban families.     "Employment is not only related to one's livelihood but also one's dignity," said Wen.     China's State Council, or the cabinet, issued a notice on Feb. 10 urging governments at all levels to make every possible effort to expand employment.     When answering netizens' concerns over income discrepancies, Wen said narrowing the rich-poor gap could not be achieved "in a static state" and should be conducted alongside with economic development.     He acknowledged that China's social and economic development does have the problem of "imbalanced, discordant and unsustainable" growth.     The major problem is the imbalance between different regions, between the urban and rural areas and income imbalance, he said.     Meanwhile, Wen said he still has confidence in China's economy and the development of Chinese enterprises.     In a reply to complaints over the slumping stock market, he said he is confident about the capital market as its performance is decided by economic fundamentals and company profitability.     The government has the responsibility to establish an open, fair and transparent market environment and resolutely fight against illegal acts such as manipulating the market, he said.     Housing prices were among the most frequently asked questions raised by netizens during the chat. ISTANBUL, Turkey, March 21 (Xinhua) -- The World Water Council (WWC) is ready for China's membership, WWC President Loic Fauchon said here Saturday evening.     During his meeting with Chinese Minister of Water Resources Chen Lei on the sideline of the 5th World Water Forum, Fauchon said he welcomes China to "the WWC family," and "we are ready to sign the agreement" which just need a few days to finalize the details of the pact.     "We need your experience and your tradition, It will be a nice relation," he added.     Chen said China is willing to participate WWC activities and China will shoulder the obligation and responsibility when it becomes a member.     Chen invited the president to visit Beijing. Fauchon said he is glad to visit the Chinese capital in May or June, when the both sides are expected to ink the pact.     WWC, created by a number of key water institutions in 1996, unites over 300 member organizations from more than 60 countries. It is an international multi-stakeholder platform "to promote awareness, build political commitment and trigger action on critical water issues at all levels."

BEIJING, Feb. 23 (Xinhua) -- China's central bank on Monday warned of deflation in the near term caused by continuing downward pressure on prices.     Commodities prices were low and weak external demand could exacerbate domestic over-capacity, the People's Bank of China (PBOC) said in an assessment of fourth-quarter monetary policy.     "Against the backdrop of shrinking general demand, the power to push up prices is weak and that to drive down prices is strong," the PBOC said. "There exists a big risk of deflation."     China's consumer price index (CPI), a major gauge of inflation, rose 1 percent in January from a year earlier. In that period, the producer price index (PPI), a measure of inflation at the wholesale level, dropped 3.3 percent.     But the PBOC also warned of medium and long-term inflation risks.     As the central banks worldwide injected a huge amount of liquidity into the financial system, commodities prices could repeat earlier rallies if market confidence recovered, it said.     The PBOC stated that China's economy faced further downside risks because of slackening external demand, over-capacity in some sectors and increases in urban job losses.     The gross domestic product expanded at a slower rate of 6.8 percent in the fourth quarter of 2008, as exports slumped and the property sector sagged, dragging down growth for the whole of 2008to a seven-year low of 9 percent     But China had huge market potential and as the macro controls started to take effect, its economy was likely to maintain stable and relatively fast growth, it said.     To spur growth, the PBOC said it would ensure ample liquidity in the banking system and promote the reasonable and stable growth of credit.     It also reaffirmed that China would keep the Renminbi (RMB) exchange rate basically stable, while making it more flexible in a self-initiated, gradual and controllable manner.

HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.
