BEIJING, March 26 (Xinhua) -- China on Thursday voiced its strong dissatisfaction over the new report by the U.S. Defense Department on China's military strength.     Hu Changming, spokesman of China's Defense Ministry, said the report severely distorted facts, censured China's legitimate and normal national defence development, and disseminated the mainland's "so-called military threat" to Taiwan.     "China is strongly dissatisfied with it and resolutely opposes it," said Hu. "China unswervingly sticks to a path of peaceful development and pursues a national defense policy which is purely defensive in nature."     Hu noted that China is not in an arms race of any form and constitutes no threat to other countries.     Hu said the report, which continued the dissemination of the "Chinese military threat" theory and severely distorted facts, was absolutely groundless.     Hu said Sino-U.S. military ties have not yet completely moved out the difficult period as many obstructions still await to be got over.     "The report, issued under such circumstance, could only bring negative influence to the resumption and development of bilateral military ties."     "We urge the United States to stop issuing such a report on China's military strength and immediately take effective measures to dispel the baneful influence caused by the report so that bilateral military ties will incur no further damages," Hu added.     The Pentagon on Wednesday released its annual report about the Chinese military repeating its complaint about "limited transparency." It questioned the "purposes and objectives" of the People's Liberation Army (PLA).

BEIJING, March 8 (Xinhua) -- The Chinese government has announced a massive plan to rebuild and renovate dilapidated houses in rural areas, aiming to improve people's life, create jobs and boost domestic demand amid the global financial meltdown.     Qi Ji, vice minister of Housing and Urban-Rural Development, said on the sidelines of the ongoing annual parliament session that the country will rebuild and renovate 800,000 rural houses this year, which was expected to create 1.5 million jobs.     It was not available at the moment how much the government plans to spend in this program, which was announced at a time when the country's real economy is severely hurt by the financial crisis, resulting in export decline, factories shutdown and job losses.     Premier Wen Jiabao told the annual session of the National People's Congress (NPC) Thursday that the country will this year "expand the pilot program for renovating dilapidated houses in rural areas."     The pilot program started last year in the southwestern poverty-stricken Guizhou Province. A villager named Liu Yonggao inZunyi County, Guizhou, told Xinhua that he got a 10,000 yuan (1,460 U.S. dollars) subsidy from the government and the reconstruction cost him 80,000 yuan.     "I also spend 20,000 yuan to buy home appliances including a color TV and a hi-fi system," he said.     Officials from the government of Zunyi City that administers the Zunyi County said every one yuan that the government subsidizes for the rural housing program would drive a 10 yuan investment from farmers.     It also brought about plenty of jobs. In Tongzhi County alone, more than 6,000 people, including 1,000 farmers who returned home after losing jobs in the cities, were working to rebuild or renovate rural houses.     More than 20,000 houses in Guizhou collapsed amid a rare snow and sleet disaster at the beginning of last year and 138,000 others were damaged.     The pilot program started after the government earmarked 260 million yuan and as of the end of the year more than 20,000 rural families have move to their new homes. Another 34,000-strong families in Guizhou are expected to benefit from the program this year.     "Farmers became enthusiastic to rebuilding or renovating their homes after knowing that they would receive money from the government," said Liao Guoxun, a Guizhou-based NPC deputy.     Guizhou Provincial Governor Lin Shusen, also an NPC deputy, said the central and provincial governments would set aside 10 billion yuan for the program this year.     Meanwhile, east China's Shandong Province last month kicked off a program to renovate 800,000 dilapidated houses in the coming five years. It also plans to build 750,000-1,000,000 new houses annually in the countryside in the coming three years.     Shandong Provincial Governor Jiang Daming said 270,000 new houses had been built annually over the past few years, with an average investment of 100,000 yuan for each house built or newly decorated.     Three million new houses would then mean an investment of 300 billion yuan, which would at least create 800,000 jobs, Jiang said.     China's consumer spending against economy size has been declining over the past ten years, experts said.     Premier Wen Jiabao said China is facing "unprecedented difficulties and challenges" as economic growth slows, employment pressure mounts and social uncertainties increase in 2009, the most difficult year since the new millennium.     China's economy cooled to a seven-year low of 9 percent last year, and broke a five-year streak of double-digit expansion, as the global financial crisis took its toll on the world's fastest growing economy.     In addition to a 4-trillion yuan stimulus package that was announced in November, the premier also proposed a budgeted fiscal deficit of 950 billion yuan for 2009, a record high in six decades and nearly three times over the last record of 319.8 billion yuan set in 2003.     Among the 4-trillion yuan stimulus package, 370 billion yuan will be used to improve people's life in rural areas.     When delivering a government work report at the NPC session, Wen said China must boost domestic demand to sustain economic growth. SANMEN, Zhejiang, April 19 (Xinhua) -- China on Sunday started the construction of its first third-generation pressurized water reactors using AP 1000 technologies developed by U.S.-based Westinghouse. The country plans to have 40 million kw of installed nuclear capacity on its mainland by 2020, which would be4 percent of projected electricity supply capacity, or double the current level.     Of the 11 reactors, three use domestic technologies, two are equipped with Russian technology and four with French technologies, and two are Canadian designed. All the 11 reactors employ second-generation nuclear power technologies.     Speaking at Sunday's inauguration ceremony of the first-phase project of the Sanmen Nuclear Power Plant, Chinese Vice Premier Li Keqiang urged making more efforts to develop new energy to ensure the country's energy security and boost economic growth.     He underscored innovation as the key to nuclear power development, calling for enterprises to adopt advanced technology and enhance self-innovation.     He said it was inevitable that China would need to improve energy structure and enhance energy conservation and emission cuts when resources and environment issues took their toll on economic development.

BEIJING, Feb. 20 (Xinhua) -- China's lenders have been urged to be flexible and innovative concerning loan repayment from smaller firms.     The China Banking Regulatory Commission (CBRC) said Friday it is trying to help small firms facing financing difficulties by extending the loan period.     According to a notice sent to various lenders, banks and small firms could stipulate such terms in loan contracts which would allow the borrower to file a new request for a credit checkup before the loan is due.     If no problem is found, the borrower could directly extend the loan period without starting all over again by signing a new contract.     Extra conditions that come along with the extended loan period could be worked out by both sides through negotiations, the commission said.     However, the commission did not define which small firms would be entitled to such favorable policies.

HANGZHOU, Feb. 22 (Xinhua) -- Although the world financial crisis has cast a big shadow on China's prosperous eastern coastal regions, companies in these areas are very likely to see the first gleam of economic recovery in 2009, according to experts.     Entrepreneurs said their confidence stems mainly from the enlarging domestic markets and increasing demand, which are backed by the government's powerful stimulus package and a series of favorable policies.          POSITIVE SIGNS EMERGE     Just two months ago, more than 60,000 businessmen in the eastern Zhejiang's Yiwu small ware town -- the world's largest small commodities market -- were tasting bitterness, as they faced declining foreign demand and fewer orders resulting from the global economic downturn.     However, the turning point came after the country's traditional Lunar New Year holiday in late January. Automobile, shipment and textile industries were among those that befitted.          PRUDENT OPTIMISM TOWARD THE RECOVERY     Zhuang Jian, a senior economist with the Asia Development Bank, told Xinhua, "The country's economy will gradually recover. However, the process may vary largely from one region to another, depending on economic development degree, enterprise's anti-risk ability, and fortune capacity in different areas."     Zhang Hanya, deputy chairman of the Investment Association of China, echoed Zhuang, saying that compared with central and western areas, enterprises and local governments in eastern regions can do a better job.     Zhang described their advantage as "natural abilities" -- the coastal areas in eastern China have long been served as the battlefront or the pioneers of the country's economic reforms.     "As for the local governments in eastern areas, flexible policies, sufficient capital reserves and fiscal support are the musts to guarantee economic development," he said.     Take Shanghai, another important economic engine of China, for example. The city's new Pudong area's car sales rose 15.8 percent in January over the same period last year thanks to a quick respond to the central government's automobile revival plan.     However, experts warned against blind optimism about economic recovery, as the global economic situation is still complex and changeable.     Zheng Yumin, head of Zhejiang Industrial and Commercial Administration, warned enterprises to cope with the "second-wave" of crisis attack, noting exports were still experiencing a tough time, trade-protectionism sentiments in some countries may make the situation even worse.     "After all, we should keep alert," he said.
