BEIJING, Jan. 7 (Xinhua) -- Vice Premier Zhang Dejiang urged the country's railway departments to make efforts to promote safe railway transport and build quality railway projects to better serve socio-economic development.     Continuous efforts should be made to relieve railway transport capacity shortage and further expand the country's railways network, Zhang told a national railway conference.     "Although shortage of the country's passenger and goods transportation by railways has been eased to some extent, railways are still a bottleneck restricting economic development," Zhang said.     He stressed railway technology innovation, railway project quality and improvement of services for the convenience of passengers.     Zhang also urged railway departments make full preparations to cope with traffic peak during the upcoming holiday, when millions of people rush back home for the Spring Festival, China's Lunar New Year, which falls on Feb. 14.     In 2009, China's railways saw a passenger flow of 1.52 billion and transported 3.32 billion tonnes of freight, both breaking records. The country's railways are expected to see a record of 1.64 billion passenger trips in 2010, up 7.6 percent from last year.

BEIJING, Dec. 30 (Xinhua) -- China is making concrete steps in pushing forward with its low-carbon economy by curbing overcapacity on one hand and boosting strategic emerging industries on the other.     CURBING OVERCAPACITY     At a press conference held here on Wednesday, Li Ningning, a senior official from the National Development and Reform Commission (NDRC), the country's top economic planner, said the overcapacity problem in a few industrial sectors such as coal chemical industry and vitamin C must be tackled.     China is the biggest producer of coal chemical industry. From January to November this year, China produced 314 million tons of coke, up 8.2 percent year on year, Li said.     In 2009, production capacity of coke expanded by 30 million tons while the export down 96 percent from a year earlier to 480,000 tons. Utilization rate of the capacity was 80 percent in 2008, he said.     "China is a country comparatively rich of coal while lack of oil and gas, the mature technology and low investment threshold in the coal chemical industry seems conducive to the investment," said Li.     Restructuring of the coal chemical industry involves in eliminating outdated coal chemical production capacity, supporting technological innovations and strengthening policy guidance, according to Yuan Longhua, an official from the Ministry of Industry and Information Technology.     Wang Jian, secretary general of China Society of Macroeconomics, had said in an article published by the Xinhua-run Outlook Weekly that 17 industries in China were faced with excessive capacity in 2008, rising from 11 in 2005. And the number of industries with excessive capacity is still rising, Wang added.     Chinese Premier Wen Jiabao told Xinhua on Sunday that overcapacity was a result of the long-existing problem of an imbalanced economic structure in China.     "To resolve the problem of overcapacity, the most important thing is to take economic, environmental, legal and, if necessary, administrative measures to eliminate backward capacity and, in particular, restrict the development of energy-consuming and polluting industries with excess capacity," Wen said.     BOOSTING LOW-EMISSION INDUSTRIES     Also at the press conference on Wednesday, Shi Lishan, another official with the NDRC, said the government needed to guide the development of high-tech industries such as wind and solar power equipment manufacturing as China rushed to build a low-carbon economy.     Earlier this month, Premier Wen had listed seven high-tech emerging industries as new energy, energy-saving and environmental protection, electric vehicles, new materials, information industry, new medicine and pharmacology, as well as biological breeding.     Development of emerging high-tech industries could not only bring about a low-carbon economy, but also help China tide over the financial crisis.     "The key to conquer the global economic crisis lies in people's wisdom and the power of science and technology," Wen said.     Boosting low-carbon technologies was crucial for the transformation of the nation's economy, Wen said.     New energy, energy-saving, environmental protection and electric vehicles industries were on the government's priorities among the seven emerging industries that needed particular attention.     By the end of 2008, China's energy-saving and environmental protection industries totalled 1.55 trillion yuan (227 billion U.S. dollars), accounting for 5.17 percent of the country's GDP, according to the NDRC.     He Bingguang, another NDRC official, forecast at a forum on the low-carbon economy held in Beijing last week that due to government policies the two industries would account for 7 to 8 percent of China's gross domestic product (GDP) by 2015.     In fact, financing of low-carbon industries has been part of the government's stimulus package.     Liu Mingkang, chairman of the China Banking Regulatory Commission, said that Chinese banks would continue to play positive roles in energy conservation and environmental protection, as well as helping adjusting the economy's structure.     "Banks should be part of the concerted efforts to make a low-carbon economy," he said at a financial forum here last week.     Liu said to control risks, banks should create more low-carbon financial products to benefit the "green economy".     Besides shutting down high emission enterprises, environmental experts have predicted increased investment on technological innovation, energy-saving and environmental protection, especially in the field of new energy.     China would stand on its own feet to develop low-carbon technologies, predicted Jin Jiaman, head of the Global Environmental Institute.     "China must develop in a low-carbon way not just to be part of the global trend but rather because it's an inevitable choice given the current economic conditions and future prospects," Jin said.

BEIJING, Jan. 4 (Xinhua) -- Beijing saw smooth flow of traffic Monday, the first workday of 2010, after a snow storm Sunday caused traffic breakdown in the national capital.     The city's bus and subway services went smoothly on Monday, with no gridlock and serious traffic accidents reported, according to the Beijing Traffic Management Bureau.     During the peak hours on Monday morning, the Beijing Subway Operating Company dispatched 20 additional subway trains to ease the passenger flow.     The early bus of all routes started off on time in the morning, according to the Beijing Public Transport Holdings.     Most of the bus services ran smoothly, while only 19 lines leading suburban mountainous areas were suspended, it said.     From 9:00 p.m. Saturday to 8:00 a.m. Monday, more than 20,000 sanitation workers were dispatched to clean the snow in the city's main roads with 15,710 tonnes of snow-dissolving agent, said Zhang Zhiqiang, an official with the Beijing Environmental Sanitation Group Co., Ltd.     By 9:00 a.m., all expressways in Beijing reopened to traffic, while some national and municipal highways were shut down due to the slippery road conditions.     The vehicle flow in Beijing was reduced Monday after authorities announced on Sunday that classes in primary and middle schools would be suspended on Monday, and urged institutions and companies to stagger their work time.     However, transportation in eastern Shandong Province and northern Inner Mongolia Autonomous Region was seriously affected by the heavy snow.     By 9:30 a.m. Monday, many expressways in Shangdong were closed and 19 flights cancelled in the Yantai International Airport.     In Inner Mongolia, 13 trains were delayed Monday in Hohhot, the regional capital, said the Hohhot railway authorities.     The No. 1820 train, carrying more than 800 passengers, started off at 5:10 p.m. after being stranded for 12 hours, they said.

FUZHOU, Dec. 10 (Xinhua) -- Leaders of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) will hold talks in Taiwan's Taichung on Dec. 22, according to Thursday's preparatory meeting.     The two organizations are authorized by authorities in the mainland and Taiwan to handle cross-Strait issues.     According to a preliminary agreement, ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung will meet for the fourth round of talks since they resumed negotiations in June last year following a 10-year suspension.     Zheng Lizhong, standing vice president of the ARATS, and Kao Kung-lian, vice chairman and secretary general of the SEF, decided the ARATS delegation would visit the island between Dec. 21 and 25.     The agenda was agreed on during the preparatory meeting in Fuzhou, capital of southeastern Fujian Province, which faces Taiwan across the Taiwan Strait.     The agenda includes discussion of labor cooperation in the fishing industry, cooperation in the fields of inspection and quarantine of agricultural products and standard measurement authentication, avoidance of double taxation and boosting taxation cooperation.     The two organizations are scheduled to hold a symposium on Dec.23 to introduce the mainland investment to the island.     The ARATS delegation will also tour the Taichung City, the surrounding area and the Sun Moon Lake, and leave the island at noon of Dec. 25.     Zheng said talks between the ARATS and the SEF, which negotiate issues deeply concerned by people of both sides, were "remarkable symbolization of the peaceful development of cross-Strait relations."     He said it shows the two organizations respect each other and "treat each other as equals" in promoting cross-Strait economic cooperation and improving people's livelihood.     The talks were supported and welcomed by people from both sides, Zheng said, adding the upcoming fourth round of talks would take into consideration the desire of people on both sides and the development of cross-Strait relations.     The two sides also discussed the use of relief funds donated by the mainland to Taiwan to combat Typhoon Morakot in August.     The ARATS received 450 million yuan of relief funds and has already delivered one third of it to the SEF. The rest would be sent to the SEF next week, it said.     Both sides agreed that the funds would be used in rebuilding the island's damaged bridges, schools and public facilities.

MACAO, Dec. 20 (Xinhua) -- Chinese President Hu Jintao said here Sunday that the cause of "one country, two systems" is an important part of the rejuvenation of the Chinese nation, stressing that "the great motherland is always a strong back-up force for the prosperity and stability in Hong Kong and Macao."     Hu, also general secretary of the Central Committee of the Communist Party of China (CPC) and chairman of the Central Military Commission, made the remarks when delivering an important speech at the celebration gathering marking the 10th anniversary of Macao's return to the motherland.     The advance of the great cause of "one country, two systems" calls for the joint efforts of the central government, the governments of the Hong Kong SAR and Macao SAR as well as people of all circles, the president noted.     The central government will remain firmly committed to the principles of "one country, two systems", "Hong Kong people governing Hong Kong", "Macao people governing Macao" with a high degree of autonomy.     The central government will continue to act in strict accordance with the basic laws of the Hong Kong SAR and Macao SAR and give full support to the chief executives and governments of the Hong Kong SAR and Macao SAR in their governance according to law, he said.     The president pledged that all policies adopted by the central government on Hong Kong and Macao always adhere to the principles of benefiting the long-term prosperity and stability of Hong Kong and Macao, the improvement of the livelihood of all residents in Hong Kong and Macao as well as benefiting the common development of Hong Kong, Macao and the country.     Before his speech, the president administered the swearing-in ceremony of the Macao SAR Chief Executive Fernando Chui Sai On, principal officials of the SAR government and members of the Executive Council.     The return of Macao to the motherland fulfilled the common aspiration of the people of all ethnic groups of the nation, including the Macao compatriots, said Hu.     The event opens a new chapter in the history of Macao and is an important milestone in the development of the Chinese nation, he noted.     Hu said that the past decade after Macao's return to the motherland witnessed the successful practice of "one country, two systems" in Macao, the smooth implementation of the Basic Law of the Macao SAR and the constant progress made by Macao people of all circles in pursuing a development road that conforms to Macao's realities.     "Important inspiration can be obtained by reviewing the uncommon process of the past decade since Macao's return to the motherland," said Hu.     First of all, it is imperative to have a full and correct understanding and implementation of the "one country, two systems" principle, he said, noting that the key is to realize the most extensive unity under the banner of loving the motherland and loving Macao.     Hu noted that "one country, two systems" is a complete concept, with "one country" closely linked with " two system."     On the one hand, the existing social and economic system and the way of life in Macao must be maintained, and on the other hand, the sovereignty, territorial integrity and security of the country must be safeguarded, and meanwhile, the socialist system practice in the main body of the country must be respected, the president noted.     Hu said that it is imperative to safeguard the high degree of autonomy enjoyed by the Macao SAR and fully protect the master status of the Macao compatriots, but it is also imperative to respect the power endowed upon the central government by laws, and to firmly oppose any external forces in their interference in Macao's affairs.     Early this year, the legislation of Article 23 of the Basic Law of the Macao SAR passed smoothly, a move Hu said fully reflects the strong sense of responsibility of the Government, Legislative Assembly and people of all circles of the Macao SAR to safeguard national security and interests.     "The move also provides a strong guarantee for Macao's long-term stability," said the president.     "As long as the compatriots of Macao unite under the banner of loving the motherland and loving Macao, they will be able to lay a solid political foundation for Macao's long-term prosperity and stability," said Hu.     The president said that it is also imperative to act in strict accordance with the Basic Law of the Macao SAR, to focus on development, to maintain social harmony and stability and to cultivate talents.     The compatriots of Macao are not only master of the Macao SAR but also the country, said Hu.     Since its return to the motherland, Macao has obtained endless power of development and increasingly more opportunities of development from the fast development of the mainland, and shared the dignity and glory of the great motherland on the international arena, said Hu.     The president said that people of all ethnic groups of the country will not forget the important contribution made by the compatriots of Macao to the country's reform and opening-up, socialist modernization drive and the great cause of reunification of the motherland in a peaceful manner.     "We firmly believe that like the great motherland, Macao will enjoy a better tomorrow," said Hu.

BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.

JOHANNESBURG, Dec. 24, (Xinhua) -- Legal ties between China and Africa have taken a major step forward with the conclusion of the First Forum on China-Africa Legal Co-operation in Cairo, Egypt on Monday.     Under the theme "Strengthen China-Africa Legal Exchange and Promote All Round Development of China-Africa Relationship", this forum was the first time lawyers from the China and Africa had met in such circumstances.     Greg Nott, who led the South African delegation, said on his return to Johannesburg on Thursday that he was "terribly excited by this forum and look forward to the implementation of a number of proposals tabled."     These included an exchange and cooperation between Chinese and African legal circles and a legal "think tank" to promote a universal and sustainable development of the China-Africa relationship.     Nott, who is the legal representative of the China-Africa Development Fund as well other China investor clients, said there were a number of other "ambitious and exciting proposals".     These include "the establishment of training and consulting centres as well as training projects for young African lawyers. This goes all hand-in-hand with private sector lawyers driving intellectual and legal support for business activity on both continents."     The forum was convened as the first step towards pragmatic cooperation between Chinese and African legal circles.     It was attended by delegates from Botswana, Ethiopia, Nigeria, Tanzania, Uganda and Zambia, as well as a strong delegation from the China Law Society.     The agenda included the important role of law in China-Africa cooperation, an introduction to the legal systems of China and African countries and their impact on trade and investment relations.     A number of prominent Egyptian and Chinese lawyers presided over the panels. The lawyers have much work to do because while China has one legal system, the 53 nations which make up Africa each have their own systems. Most are based on either the British legal system, with elements of Roman/Dutch law, or the French legal system.     There is also a strong legacy of Portuguese influence in former colonies. China's civil law system is based on traditional customs and practices, with Soviet and German influence.     Held on Dec. 20 and 21, the forum was hosted at the Cairo Regional Centre for International Commercial Arbitration.     The South African delegation included Rajen Ranchhoojee and Sheng Wu of the Johannesburg legal firm Dewey & LeBoeuf, where Nott is the managing partner.     The legal forum followed shortly after the meeting of foreign ministers at the fourth Forum on Africa China Cooperation, which was held in for Sharm-El-Sheikh, Egypt from Nov. 8 to 9.     At that meeting South African International Relations and Cooperation Minister Maite Nkoana Mashabane said China had played an important role in Africa's renewal. "For instance it has had significant role in peacekeeping in Africa."     She said a major strength of Chinese aid was its orientation to recipient priorities such as infrastructure (telecommunications, energy, roads) and productive sector investments (agriculture).     "Furthermore, Chinese assistance is considered to be relatively predictable assistance because it is disbursed on schedule within the intended financial year."     At that point she said development cooperation between South Africa and China is was regulated by two Agreements, "namely an agreement on Human Resource Development that was signed in 2004 and a February 2007 Agreement on Technical and Economic Cooperation".
