The first national-level association of Taiwan-funded enterprises held its inaugural ceremony in Beijing yesterday - a move which experts say will help boost cross-Straits economic integration and peace. Xu Shiquan, vice-chairman of the National Society of Taiwan Studies, said that the establishment of the association coincides with the mushrooming of Taiwan-funded enterprises on the mainland. "Besides their number and scale, more and more Taiwan enterprises are keen to upgrade their industrial structure into the hi-tech sector," he said. "Though they usually forge local associations, faster expansion and a larger scale require a higher level of coordination," he said. Feng Bangyan, director of the Institute of Taiwan Economy at Jinan University in Guangzhou, said the association, which brings together many business heavyweights, would definitely pressure Taiwan authorities to grant more freedom for economic growth. "The secessionists forces on the island can't hinder the ever-increasing economic bonds linking the two sides across the Straits," he said.

BRUSSELS -- The European Commission is set to propose an end to the five-year anti-dumping duties on Chinese energy-saving lightbulbs, a spokesman said on Thursday. A group of trade experts at the European Union's executive body have been debating whether to drop the anti-dumping duties for several months as the trade defense measure against lightbulbs made in China was introduced for five years in 2001. Peter Power, a spokesman for EU Trade Commissioner Peter Mandelson, said a majority of specialists support the end to the anti-dumping duties as the five-year period has expired. "The outcome of the discussions puts the commission in a position to proceed with a formal proposal to end the duties," he said. Some European bulb makers have been pressing had for a renewal of the duties for another five years, but the measure was criticized by environmentalists as unjustified in EU's fight against global warming. EU member states will give a final say to the issue, based on the commission's proposal. The 27-nation bloc has launched a review of its trade defense policy, notably anti-duping measures. As an increasing number of EU companies now invest in China, the EU wants to have a second thought on whether such measures would hurt its own interests.

China's consumer price index is expected to rise about 3.3 percent in 2007, moving above the government target of three percent, the State Information Centre said on Wednesday. After the May inflation data was released last week, Premier Wen Jiabao said the government was prepared to tighten policy further to restrain the economy and inflation. BEIJING, March 11 (Xinhua) -- China has published a draft management regulation on lotteries and is asking for the public's opinions.     If officially issued, it would be the country's first national management regulation on lotteries since the country gave the green light to its lottery industry in 1987.     The solicitation of public opinion will last through March 28, and the regulation will be issued later this year. There is no fixed date so far.     "The regulation will enhance supervision of the fast-growing lottery industry and stamp out fraud, which has been on the rise since the country launched its first lottery two decades ago," said a report on the Legislative Affairs Office of the State Council website.     Currently, China has a provisional regulation on the management of lottery distribution and sales. It was issued by the Ministry of Finance in 2002.     According to the proposed draft, carried by the website, no individual, organization or government department could sell lotteries without permission from the State Council. The China Welfare Lottery Administrative Center and the sports lottery administrative center of the China General Administration of Sport, both state-run, are the only two legitimate lottery outlets.     Public hearings will be held along with expert consultation before new lotteries are set up.     The draft requires lottery vendors to keep the identity of lottery winners confidential. It also demands transparency of money taken in and how it is spent on a regular basis.     Lottery funds should cover lottery prizes and management funding for lottery sellers. The rest, should be spent on the improvement of public welfare, according to the draft, quoting that a percentage of the revenue would be decided by State Council financial departments.     Individuals or government departments violating the regulation by selling lotteries unauthorized by the State Council would be fined and face criminal charges. Their illegal gains would be confiscated, it said.     Lotteries have generated huge economic and social returns in China over the past two decades. The country had issued 363 billion yuan (49 billion U.S. dollars) of lottery tickets through 2006. BEIJING - China welcomed Sudan's acceptance of a joint African Union- United Nations peacekeeping force for the country's troubled Darfur region. A Sudanese diplomat in Ethiopia confirmed on Wednesday that Sudan has accepted the mission after receiving assurances that a "hybrid" AU-UN force of 17,000 to 19,000 troops will not be open-ended and Sudan will remain in control of its borders. "China welcomes the deployment of a hybrid AU-UN force in Darfur and the joint statement," Foreign Ministry spokesman Qin Gang said in a statement posted on the ministry's Web site late Wednesday. "The facts have shown that dialogue and equal negotiation is an effective approach to political solution of the Darfur issue, and the consultation between AU, UN and Sudan is an effective mechanism," Qin said. China recently appointed a special representative for Africa to focus on Darfur, and has publicly urged Khartoum to give the UN a greater role in trying to resolve the conflict. The Darfur conflict began in 2003 when local rebels took up arms against the Sudanese government, accusing it of decades of neglect.
