BEIJING, May 13 (Xinhua) -- The death toll from a major earthquake in southwest China's Sichuan Province has climbed to 9,219, the Ministry of Civil Affairs said here Tuesday morning.     The 7.8-magnitude quake has killed 9,219 people in eight affected provinces and municipality of Sichuan, Gansu, Shaanxi, Yunnan, Shanxi, Guizhou, Hubei and Chongqing, the ministry said in a release issued at 7 a.m.. BEIJING, May 4 (Xinhua) -- Chinese Premier Wen Jiabao urged Chinese law students to be fair-minded and patriotic in future law enforcement here on Sunday.     A law student should develop a high degree of sense of responsibility for the country, the society and the people. He or she should be fair-minded and above all, love this country, said Wen during his visit to the China University of Political Science and Law on China's Youth Day.     During his trip, Wen first went to the first floor of the university's library, which boasts the country's largest collection of modern law books. "When I found my dad, he was crushed by two beams, one on his neck and another on his feet. His body was almost disfigured," said Chen.     After the memorial, residents wandered around the playground, reluctant to leave.     WOUNDS WILL HEAL     From herdsmen and hearing-impaired children to elderly survivors of the deadly 1976 Tangshan earthquake, from bus drivers in Beijing to barter traders along the China-Russia border in Manzhouli, grieving Chinese are rallying against the disaster.     "My best friend died in the earthquake, but wounds will heal, homes will be rebuilt and everything will be all right," said Zhang Xiaomei, a student in the Yinghua Middle School in Deyang City.     On Monday, a downtown square in Chengdu was crammed with thousands of people who shouted "Go, Sichuan!" "Go China!" amid tears.     "The people in Sichuan are not alone. The whole China of is supporting them," said Ma Guoxi, a student in Ningxia University.     Mark Hancock, an Australian teacher in Qinghai, joined hundreds of Chinese mourners in a downtown square in Xining, capital of Qinghai Province.     "It's been a terrible catastrophe for China, for the Chinese people," he said, struggling to hold back tears. "It's a time for China to demonstrate its enormous strength to overcome the tragedy, and people all over the world are with them and supporting them," he added.     "The earthquake took away people's lives, but it will not frighten the brave Chinese people into retreat. BEIJING, June 19 (Xinhua) -- China's top economic planner announced Thursday night the country will raise the prices of gasoline, diesel oil, aviation kerosene and electricity, revealing an unprecedented broad plan to raise energy prices.     Beginning Friday, the benchmark gasoline and diesel oil retail prices will be marked up by 1,000 yuan (144.9 U.S. dollars) per tonne, with the price of aviation kerosene up by 1,500 yuan per tonne.     The prices of natural gas and liquefied petroleum gas, however, would be left unchanged, according to the National Development and Reform Commission (NDRC).     The benchmark retail prices of gasoline and diesel oil would be lifted to 6,980 yuan and 6,520 yuan per tonne, up more than 16 percent and 18 percent respectively.     The price rises also translate into mark-ups of 0.8 yuan and 0.92 yuan per liter, the measurement used at service stations in China, for gasoline and diesel oil respectively.     The commission said the oil price adjustment was made to ensure supplies in the country by diminishing the gap between continuously rising international crude prices, especially since February, and state-set domestic oil prices.     Crude oil price on the international market reached above 136 U.S. dollars per barrel on Wednesday, up more than 45 percent from the price when the country raised oil prices in November last year. In April, it rose 8.5 percent after a 12-year high of 8.7 percent in February.     The commission also said the average electricity tariff will be raised by 2.5 cents per kwh starting from July 1, up 4.7 percent on average.     It said the price rise was made in response to rising costs of the country's power plants, including rising power-coal prices, increased costs on desulphuration facilities and investment in grid upgrading.     More than 80 percent of all the power generation companies suffered losses in the January-May period due to power-coal price rises.     Official statistics showed that power coal prices went up by more than 80 yuan per tonne in the past two years. The prices had gone up by 60 yuan since the beginning of the year.     The commission also announced the country would exercise temporary price intervention on power coal as of Dec. 31, and power coal prices are capped below the price on June 19.     The policy was adopted as the commission expected the power-coal price to rise further because of the gap between domestic and international prices and tight supplies.     The commission also said urban and rural residents and sectors of farming and fertilizer production, as well as the quake-hit provinces of Sichuan, Shaanxi and Gansu, will be exempt from the price rise.     Industrial and commercial undertakings, however, would only see limited impact, as power expenses usually account for a small portion of their total costs, it said.     "The price rise in electricity would not have a fundamental impact on the country's inflation rate," said the NDRC official.

Chinese Premier Wen Jiabao (front, L) and Qatari Prime Minister and Minister of Foreign Affairs Sheikh Hamad Bin Jasim Bin Jabir Al-Thani (front, R) inspect the guard of honor at the welcoming ceremony in Beijing, capital of China, April 10, 2008.     Wen noted that breakthroughs had been made in energy cooperation between China and Qatar, which also brought along collaboration in relevant industries.     The advantages of economic complementarity of both countries were transforming into real results, he added.     Wen said all countries, regardless of size, could make contributions to world peace and development.     China attached great importance to developing relations with Qatar and was ready to maintain high-level exchanges and promote mutual trust with the country.     He proposed the two countries focus on cooperation in energy and infrastructure, encourage bilateral investments and expand trade scale, strengthen exchanges and cooperation in the areas of culture, education, aviation and tourism, as well as increase coordination in international and regional affairs.     Sheikh Hamad said Qatar had always adhered to the one-China policy and believed the country would host a successful Olympic Games.     Qatar was willing to make joint efforts with China to develop strategic friendly and cooperative relations, he said, adding Qatar would promote cooperation with China in energy, aviation and investment.     Qatar also supported China's efforts in its collective cooperation with the Gulf Cooperation Council (GCC), the prime minister said.     After the meeting, the two leaders attended a signing ceremony of a series agreements concerning energy, culture and education.     The Qatari prime minister arrived in Beijing on April 6, kicking off his visit to China. He will also attend the Boao Forum for Asia on April 12.
