BEIJING, April 8 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that "supervision" is one of the key missions in 2009 for government organizations to tackle corruption amid the economic crisis, according to Wen's speech script released Wednesday by the State Council.     "The impact of the global economic crisis was still amplifying. Companies' profits shrinking, financial income reducing, job situation worsening... The highlights for his speech on that day were released Wednesday by the State Council.     Wen ordered at the conference that Party and government organizations at all levels should reduce reception expenditures this year by 10 percent over 2008, cut car purchase and maintenance fees by 15 percent on the basis of the average amount in the recent three years, and reduce expenditure for business trips abroad by 20 percent based on the average amount over the past three years.     Wen said, this year efforts will be focused on investigation and handling of corruption cases involving government organs and officials, and hard strikes will be made in cases of "collusion between officials and businesses, power-for-money deals and commercial bribery cases."     He urged tougher scrutiny over funds and projects that were closely related to people's livelihoods, such as medical insurance in rural areas, pensions, payment in arrears for migrant workers, water conservation, railroads and other forms of transportation, and urban construction.     Individuals or groups should be severely punished for making defective or harmful farm products or imposing unreasonable charges on farmers, students and patients, he said.     Wen praised the anti-corruption progress made by various government officials last year, especially in supervising and managing relief funds for the May 12 earthquake and the post-quake construction.     "Only by building a clean and efficient government can we unite everyone as an entire force to cope with the crisis and get over it," he added.     Last year, China investigated 2,687 government officials for graft, malfeasance and infringement of people's rights. Those included four people at the province or ministry level, according to a report delivered by Prosecutor-General Cao Jianming in earlier March.     Also, the government investigated 10,315 cases of commercial bribery cases committed by government workers, involving a total sum of more than 2.1 billion yuan (309 million U.S. dollars).

BEIJING, Feb. 11 (Xinhua) -- China's State Council, or Cabinet, adopted a stimulus plan Wednesday for the shipbuilding industry at an executive meeting chaired by Premier Wen Jiabao.     The meeting said shipbuilding is a modern, comprehensive industry that provides technical equipment for transportation, maritime development and national defense. Supporting shipbuilders would also help other sectors, including steel, chemicals, textiles, light industry, equipment manufacturing and information technology, it said. These policies include tax rebates on key imported components for domestically owned oceangoing ships.     It said construction of new docks and the expansion of slipways should be suspended for three years to facilitate industrial restructuring.     It also recommended investment in research and development of facilities to build high-technology ships and maritime engineering equipment and promote technical innovation.     The meeting also approved a draft plan for fighting drought. 

BEIJING, Feb. 7 (Xinhua) -- The Communist Party of China (CPC) has called for beefing up efforts to further push forward peaceful development of relations between the mainland and Taiwan.     A meeting on Taiwan work, held from Friday through Saturday, pointed out that major breakthrough had been made in development of relations across the Taiwan Straits in 2008.     The meeting urged doing solid job to further push forward development of cross-Straits relations and the process of cross-Straits consultations, continuing the progressive method of easy things first, difficult things later; and economic affairs first, political affairs later.     It urged consolidating the political bases that the two sides both oppose "Taiwan independence" and adhere to the "1992 Consensus", to maintain the momentum of the improving cross-Straits relations.     It urged vigorously beefing up economic exchanges and cooperation, fully realizing direct transport, postal and trade links, striving for normalization of economic relations and working for institutionalizing economic cooperation.     It orders taking effective measures to help Taiwan businesses on the mainland to overcome difficulties, implementing a series of policies that benefit Taiwan compatriots, beefing up cooperation in dealing with the international financial crisis.     It also urged vigorously pushing forward all-round exchanges, with emphasis on promoting cultural and educational exchanges and involving more Taiwan people in cross-Straits exchanges.     Jia Qinglin, member of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the meeting and made a speech. Jia, who is also Chairman of the National Committee of the Chinese People's Political Consultative Conference, urged following the guidelines put forward by CPC Central Committee General Secretary Hu Jintao on Taiwan work.     The meeting was presided over by State Councilor Dai Bingguo. BEIJING, Feb. 6 (Xinhua) -- Thousands of Chinese wrote to the Ministry of Education in the past month to offer advice on the education plans for the next decade, according to a ministry official on Friday.     The Ministry of Education received about 1.1 million pieces of proposals in the past month, said Tian Huisheng, said a ministry official in charge of processing the public opinions.     People sent e-mails, letters and left posts on the ministry's Web site since the draft of the long-term plan on education reform and development was announced to solicit public opinions on Jan. 7.     The plan will be the country's first education development plan in the 21st century. It will include major guidelines and policies about education before 2020.     People from various backgrounds wrote to the ministry, including teenage students, retired teachers and pedagogy experts, said Han Jin, director of the education development planning division under the ministry in charge of drafting the plan. "The ministry has never ever received so many proposals."     Han recalled a letter from a 91-year-old retired teacher. He suggested the schools to improve training on students' handwriting as more and more young people are using computers.     "The proposals were about a wide range of topics but many focused on the biggest challenges in today's education service," Tian said.     Based on the proposals, the ministry made a list of top 20 problems people cared most about education service.     The top ten problems were: How to improve the number and quality of teachers in rural areas; how to realize quality education; how to reform the administration of educational institutions; how to reform the enrollment exams of all levels; how to improve preschool education; how to reduce the homework of primary and middle school students; how to fully implement the nine-year compulsory education program; how to reform higher education; how to improve the education service to rural residents and children of migrant workers; and to enable people to enjoy equal access to education.     "We will not leave out any valuable proposals. A team made up of dozens of education experts were processing the proposals round the clock," Tian said.     Education has long been one of the most talked about and controversial social problems among Chinese.     A survey by the National Bureau of Statistics issued in early 2008 showed that education was the fourth most important issue to the Chinese people, following health care service, social morality and social security.     "Education is relevant to every citizen. Students are from different backgrounds and interest groups. That's why an education development plan must be discussed widely in the society to reach a common understanding," said Prof. Yang Dongping, a pedagogy expert with the Beijing Institute of Technology.     The agenda of the public education policy should be set through such discussions, he said.     "We hope more people continue offering their ideas about the top 20 problems we announced today, especially practical proposals," Han said.     The proceeding to solicit public opinions will end by the end of this month.

BEIJING, April 15 (Xinhua) -- China, the world's biggest manufacturer of electronics and information technology (IT) products, said Wednesday it will boost the industry's development to create more than 1.5 million new jobs in three years.     The electronics and IT sector is expected to contribute at least 0.7 percentage points to China's annual gross domestic product (GDP) growth from 2009 to 2011, compared with 0.8 percentage points last year, according to a document approved by the State Council and published on the government Web site.     That will provide new jobs for nearly 1 million college graduates, which are included in the total 1.5 million targeted vacancies, said the document.     China's electronics and IT products sales surged at an average annual rate of 28 percent from 2001 to 2007, but slowed sharply to 12.5 percent last year amid the economic downturn.     Sales in 2008 totaled 6.3 trillion yuan (920 billion U.S. dollars), with exports reaching 521.8 billion U.S. dollars, or 36.5 percent of the country's total export value.     The government announced a support plan for the industry in February.
