BEIJING, May 8 (Xinhua) -- China's top economic planner Friday announced details of the country's new oil pricing mechanism, for the first time after the new pricing system kicked in at the beginning of this year.     In a statement on its website, the National Development and Reform Commission (NDRC) said China would adjust domestic fuel prices when global crude prices reported a daily fluctuation band of more than 4 percent for 22 working days in a row.     The commission said refiners would enjoy "normal" profit when global crude prices are below 80 U.S. dollars per barrel, but would face narrower profit margins when the crude prices rise above 80 U.S. dollars per barrel.     However, fuel prices would not go further up, or only be raised by a small margin, when crude prices rise above 130 U.S. dollars per barrel, and fiscal and tax tools would be used to ensure supplies, the NDRC said.     Light, sweet crude for June delivery rose 37 cents a barrel to settle at 56.71 U.S. dollars on the New York Mercantile Exchange Thursday after reaching a six-month high of 58.57 dollars.     Crude prices staged strong rally on news of upbeat economic data in the United States, rising more than 10 percent in two weeks.     The NDRC statement also came a day after it denied an online report claiming imminent price hike.     C1 Energy, an energy information website, Thursday reported that the Chinese government would raise fuel prices as of midnight Thursday, but said later the price adjustment had been canceled, with reasons unknown.     Xu Kunlin, deputy head of NDRC's pricing department, said the new oil pricing mechanism is not to be followed "word by word" without any flexibility, when asked whether the commission would soon adjust fuel prices at a press conference held in Beijing.     "There has been pressure to raise domestic fuel prices as crude prices continued to rise," Xu said, "however, the final decision will depend on developments in crude prices in coming days."     Friday's statement did not say how the global crude prices would be measured.     Xu declined to reveal details on the basket of crude prices for evaluating international price changes, and said such details would remain a secret in a bid to prevent speculation.     The NDRC said in the statement that the government would continue to control fuel prices at the current stage, because of insufficient market competition and imperfect market mechanisms.     However, fuel prices would eventually be determined by market forces only in the long run under the new pricing mechanism, which is aimed to bring in more market forces, said the NDRC.     China's fuel prices, with taxes included, are at a relatively lower level among major oil importers, said the NDRC.     Domestic fuel prices are lower than in Japan, the Republic of Korea, India, Mongolia, and many European countries, but higher than in oil exporters in the Middle East and than some cities in the United States, according to surveys by the NDRC.     China's retail fuel prices vary in different regions. Currently, gasoline 93, the most commonly used type of gas, sells for 5.56 yuan (81.8 U.S. cents) per liter in Beijing.

HOHHOT, June 9 (Xinhua) -- China held an anti-terrorism drill Tuesday afternoon to test its police forces' ability to handle a bomb containing radioactive contaminants.     The drill, held in northern Inner Mongolia Autonomous Region's capital Hohhot, kicks off a series of drills in the autonomous region, Shanxi and Hebei provinces that surround Beijing. China's anti-monopoly law should apply in the proposed deal, said Chen Yanhai, head of the raw material department of MIIT at an industry meeting held in the northeastern city of Anshan, Liaoning Province.     If the tie-up proved to be monopolistic, "we have to seek new policies and regulations to allow Chinese companies have a bigger say in iron ore pricing," said Chen without elaborating.     Rio Tinto scrapped a proposed 19.5-billion-U.S.-dollar investment by Aluminum Corp. of China, or Chinalco, on June 5, and turned to rival BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     On Monday, spokesman of the Ministry of Commerce Yao Jian said if the revenue of the joint venture reached "a certain amount," China's anti-monopoly law would apply.     That law requires a company to get government approval before consolidation if its global revenue exceeds 10 billion yuan (1.47 billion U.S. dollars) and its revenue in China exceeds 2 billion yuan.     An anti-monopoly review is also necessary if two or more parties in the company had more than 400 million yuan of revenue in China in the previous fiscal year.     In the year ended 30 June, BHP Billiton's revenue in China was 11.7 billion U.S. dollars, while that for Rio Tinto was 10.8 billion U.S. dollars, according to the companies' websites.     It was unclear what actions China would take if the case was determined to be covered by the Chinese anti-monopoly law.     At the meeting Tuesday, Chen also said domestic steel makers should beef up technology and innovation to cut energy consumption and raise efficiency. Also, he said, China "should increase exploration of domestic mines to reduce reliance on imports."

JINAN, May 2 (Xinhua) -- Thirteen people were confirmed dead and two others fatally injured in a fireworks explosion Saturday afternoon in east China's Shandong Province. The explosion took place at an unlicensed fireworks processing factory in Yangzhuangzi Village of Qingyun Township, Qingyun County, at 1:30 p.m. Three rooms owned by villager Yang Ziye were toppled, according to the Qingyun county government. BEIJING, May 23 (Xinhua) -- China is strongly committed to a world without nuclear weapons, Gareth Evans, co-chair of the International Commission on Nuclear Non-proliferation and Disarmament (ICNND), told a press conference on the sidelines of the North-east Asia Regional Meeting of the ICNND here Saturday.     The regional meeting, which was held Friday and Saturday, allowed the ICNND to engage in intensive action with key nuclear experts providing insights on global and regional nuclear issues and challenges, including proliferation threats and the safe and secure management of the peaceful uses of nuclear energy.     Evans said, "There is a need to energize a very high-level global political debate on what remains very important risks and threats for the future of this world."     According to Evans, threats come from the existing nuclear weapons, new countries acquiring such weapons in the future, nuclear weapons and material falling into the hands of terrorists and non-state actors who have the intention and capability of causing catastrophic damage. Moreover, the multiplication of new power plants around could also create problems.     Evans said, besides some large countries, there has to be very strong engagement by all the other significant players and countries in the international community.     In terms of the non-proliferation of nuclear weapons, the issue involving the Democratic People's Republic of Korea (DPRK) occupied a lot of time in the discussions.     This is a very important regional security issue relating to disarmament and non-proliferation, said Yoriko Kawaguchi, the other co-chair of the ICNND, adding that China has played an important role as an intermediator.     "The DPRK should abide by the United Nations' resolutions," she said.     Evans said that it is essential to keep the door open for dialogue and continue to explore the probability for resolving this thing peacefully.     Yoriko Kawaguchi echoed Evans by saying that there was a consensus on the importance of the object of the six-party talks on the denuclearization of the Korean Peninsular.     Evans stressed that it is important for all nuclear weapon states under the Treaty on the Non-proliferation of Nuclear Weapons (NPT) to agree on a strong statement going into the NPT review conference about their commitment to a nuclear weapon-free world and the determination to take serious steps toward that goal.     A review conference has been held every five years since the 1968 NPT came into force in 1970. It has been ratified by nearly all the members of the United Nations. The exceptions are India, Israel, and Pakistan which neither signed nor ratified the accord and have developed nuclear weapons. The DPRK ratified it but withdrew in 2003.     The ICNND is an independent global initiative established in 2008, supported by the governments of Australia and Japan. It is designed to re-energize the debate about the need for a nuclear weapons-free world and all the interrelated issues of nuclear disarmament, non-proliferation and the future of civil nuclear energy in the run up to the 2010 NPT Review Conference.

BEIJING, May 17 (Xinhua) -- Chinese military authorities pledged Sunday to tighten supervision on senior and middle ranking officers, through strict punishment in cases of breach of duty and regular inspection of their work.     The military will adopt a strict system to investigate and punish senior officers for breaching duty or making mistakes, said a circular issued by the Central Military Commission (CMC) on Sunday.     The document, approved by CMC Chairman Hu Jintao, said it will also introduce a system of accountability by regular inspection on the work of officers at army corps level.     Military units higher than regiment level of the People's Liberation Army must review the work of their commanding officers at least once a year, it added.     Commanding officers from regiment to army corps levels are usually regarded as middle and senior ranking PLA officers.     It will tighten inspection on senior officers to see whether they strictly follow the military disciplines and show loyalty to the Communist Party of China.     The circular called on the officers to keep a communist nature. BEIJING, July 4 (Xinhua) -- China did not lose its advantages in foreign trade despite global downturn and could retain foreign trade level above the global average once global economy recovered, a senior Chinese official said Saturday.     Yi Xiaozhun, vice commerce minister, was speaking at the Global Think Tank Summit that ended Saturday in Beijing.     Though China's foreign trade would not rise sharply as it did in the past few years, the country did not lose its foreign trade advantages thanks to policies to stimulate domestic demands, Yi said.     He said China had been diversifying foreign trade and reported increased trade with countries in Africa, Middle East, middle Asia and Latin America.     Yi also called for halt on protectionism, saying that protectionism had been picking up and about 40 percent of anti-dumping cases and 70 percent of anti-subsidy cases targeted China.     He called for pushing forward the Doha round negotiation, which he believed was key in fighting against protectionism.
