BEIJING, Sept. 28 (Xinhua) -- China's Ministry of Commerce (MOC) issued a statement late Monday saying it would approve U.S. automaker General Motors Co.'s (GM) plan to buy part of parts supplier Delphi Corp, but set conditions on the deal to avoid restricting competition.     The approval came after an anti-monopoly probe by the MOC into the deal last week and negotiations with the two companies over the deal conditions, aimed to avoid exclusion or restriction of competition, according to the statement.     The conditions include a ban on GM and Delphi exchanging trade secrets on Delphi's other Chinese customers, to prevent GM from getting confidential and competitive information.     Delphi should also maintain the timeliness and quality of supplies indiscriminately to the other domestic automakers, at market prices.     The ministry said it had discussed with the two companies its concerns on competition, and GM and Delphi had come up with solutions.     According to a Dow Jones report Monday night, authorities in the U.S. and E.U. had earlier given their approval for the deal, after Delphi, GM's former parts division, received approval from a U.S. court to sell assets to its lender and GM.     The report said this would clear the way for the auto-parts supplier, which operates 17 wholly-owned entities and joint ventures in China and 21 manufacturing sites, to end its four-year stay in bankruptcy.     Under China's anti-monopoly law, mergers and acquisitions that could impact the domestic market must undergo an anti-monopoly review.

MACAO, Sept. 22 (Xinhua) -- Macao Special Administrative Region(SAR) Legislative Election General Auditing Committee announced the official results of the election of the fourth Legislative Assembly of Macao on Tuesday night.     In line with the Basic Law, the new legislature is composed of 29 seats including 12 directly-elected seats, 10 indirectly-elected seats, and seven others which will be appointed by the SAR's chief executive.     A total of 122 candidates from 16 groups contested in the direct elections, while the indirect elections did not take place since only 10 candidates have been fielded by the four constituencies involved for the 10 seats.     Eight of the 12 candidates who won the direct elections were veteran lawmakers that have served their terms in the legislature, which includes Kwan Tsui Hang, Chan Meng Kam, Ng Kuok Cheong, Angela Leong On Kei, Jose Maria Pereira Coutinho, Lee Chong Cheng, Ung Choi Kun, and Au Kam San were the winners of the direct elections, while Ho Ion Sang, Mak Soi Kun, Chan Wai Chi and Melinda Chan Mei Yi become the new faces in the legislature.     For the part of indirect elections, the list of winners comprises Ho Iat Seng, Kou Hoi In, Fong Chi Keong, and Cheang Chi Keong of the industrial, commercial and financial sector; Lau Cheok Va, Lam Heong Sang of labor sector; Chui Sai Cheong and Leonel Alberto Alves of professional sector; Vitor Cheung Lup Kwan and Chan Chak Mo of social, cultural, educational and sports sector.     The election of the fourth term of the Legislative Assembly of the Macao SAR officially started Sunday morning. BEIJING, Sept. 17 (Xinhua) - A Chinese official vows on Thursday to curb the country's production overcapacity and avoid repetitious construction of projects that are less environmental-friendly.     The move is part of the country's efforts to promote energy conservation and reduction of greenhouse gas emissions, Wan Bentai, chief engineer with the Ministry of Environmental Protection (MEP), said on half of MEP minister Zhou Shengxian.     "Today's projects should never become the target of tomorrow's environment control program." He said in a speech delivered at the fifth China International Forum on Environment and Development.     The development and industrialization of green economy faces an important opportunity as the country has spent a large share of its 4 trillion yuan (586 billion U.S. dollar) stimulus package on energy conservation and greenhouse gas emissions reduction projects, he said.     He called for strengthened environment assessment measures on enterprises and optimizing the structure of key sectors such as the steel and auto industries.     The environmental problems brought about by China's sweeping urbanization, such as garbage and waste water disposal, should be seriously dealt with, he said, while stressing the importance of addressing issues in the rural areas such as water resources contamination, land pollution, garbage disposal and fertilization-caused pollution.     He also pledged that the government will intensify efforts in fostering creative and highly-efficient green technologies and encourage a green consumption model for both urban and rural dwellers.     A change to people's consumption habits, such as eating less meat, is conducive to environmental protection and greenhouse gas emission reduction, said Khalid Malik, Resident Representative of the United Nations Development Program in China, in the forum.     The fifth China International Forum on Environment and Development was co-hosted by the MEP and the United Nations Environment Program (UNEP). BEIJING, Oct. 3 (Xinhua) -- Most parts of China saw limited rainfall through Saturday as people could get view of a bright full moon in clear meteorological conditions at the traditional Mid-Autumn Festival.     Only the southwestern and part of the northwestern regions saw some rainfalls, but starting Sunday, weather in those regions will also clear up for the locals to get view of the full moon, according to China Meteorological Administration.     In the coming three days, parts of the northwestern Xinjiang Uygur Autonomous Region expect a weak rainfall with strong wind. Temperature will drop 4-8 degrees Celsius after the cold front moves over the region.     Meanwhile, parts of the northeastern Inner Mongolia Autonomous Region and Heilongjiang Province will also see some weak rainfalls in the next three days.     The Administration also warns of twin typhoons Parma and Melor churning in the Pacific Ocean.     Typhoon Parma which now is bearing down on the Philippines expects to bring gales and major rainfalls along China's southeastern regions in its course during the coming three days.
