BEIJING, May 12 (Xinhua) -- On China's first "Disaster Prevention and Reduction Day" on Tuesday, Chinese Vice Premier Hui Liangyu called for enhancing public awareness of disaster reduction.     Tuesday also marked the first anniversary of the massive Wenchuan earthquake that rocked southwestern Sichuan Province on May 12 last year and claimed more than 69,000 lives, leaving nearly 18,000 missing.     Hui, also director of the National Commission for Disaster Reduction (NCDR), told a forum on disaster prevention and reduction that "efforts should be made to strengthen the foundation of disaster reduction and step up disaster monitoring, relief and reconstruction so as to create sound conditions for social stability."     Approved by the State Council, or Cabinet, the NCDR, Ministry of Civil Affairs, China Earthquake Administration and Beijing Municipal Government jointly staged an emergency drill Tuesday in Beijing's Haidian District, participated in by students and some members of the public, in a simulated earthquake situation. They practiced evacuation, aid in the air and medical aid.     Hui said the country's disaster emergency and legal mechanism on disaster reduction is being constantly improved and the comprehensive reaction in disaster relief was getting better.     The emergency response system had played a key role in dealing with the 8-magnitude quake and snow disaster in southern China last year, as well as severe flooding, drought and typhoon, and greatly saved people's life and reduced economic loss, he said.     "However, the disaster reduction situation is still arduous as various natural disasters are frequent in China," Hui said.     He called for enhancing monitoring and early warning so as to quickly respond to disasters, consolidating various infrastructures and rural and urban constructions, bringing the army's disaster relief role to a full play and improving disaster relief capabilities to ensure stability of disaster-hit areas.     Efforts should be made to strengthen material and technological storage, public education and official training, he said.

BEIJING, May 30 (Xinhua) -- China's central authorities issued a circular here Saturday urging candidates to practice fair play in direct elections of village heads amid complaints of bribery and other dirty tricks to win votes.     "The villagers' committee election work in some rural areas is not properly conducted as bribery situation is grave and seriously harms the impartiality of election," said the circular jointly issued by the General Office of the State Council and the General Office of the Communist Party of China (CPC) Central Committee.     According to the circular, candidates' behaviors must be "strictly regulated". Punishment ranging from disqualification from election, removing current post to criminal penalty will be given to those who try to win votes from villagers with money, violence or intimidation and those who cheat in vote count.     Villagers have the rights to report any improper behaviors of the candidates and such reports should be investigated and managed immediately, the circular said.     "Currently, the country's rural areas are experiencing fresh reform and farmers' ideas are also undergoing deep changes," said the circular." Improving the work of election will help ensure villagers to practise their rights and develop grass-root democracy."     In addition, government organizations at provincial, city, county and township levels should set up special departments to regulate and guarantee the smooth run of village elections.     According to the circular, related organizations are also urged to "carefully" deal with post-election issues, such as auditing the work of former villagers' committees, ensuring former committee members' social welfare and even comforting candidates who lose.     A villagers' committee in China's countryside is a mass organization of self-management comprising local villagers, usually five members that manage village affairs.     China has introduced the practice of self-administration and direct elections at village levels since the Organic Law of Villagers' Committees was enacted in 1988.     The law, which sets out basic principles to ensure democracy at a local level, states that any villager aged 18 years or over has the right to vote or stand as a candidate.

QINGDAO, April 22 (Xinhua) -- China invited senior naval officers from 29 countries Wednesday to three People's Liberation Army (PLA) Navy vessels on the sidelines of a celebration to mark the 60th anniversary of the founding of the PLA Navy.     The vessels were the Great Wall 218 conventional-powered submarine, Type 054 frigate FFG-526 Wenzhou and the Peace Ark hospital ship.     The ships, all independently designed and made by China, represented the latest stage of PLA Navy equipment, Gu Wengen, deputy commander of the force, told Xinhua Wednesday.     According to Gu, the invitation to the foreign delegates was intended as the latest move by the PLA to demonstrate its military transparency.     Commissioned in September 2005, the Wenzhou is one of the most modern frigates in the service of the PLA. At 4,000 tonnes, the frigate is even larger than many of the PLA's destroyers, according to Gu.     The Great Wall 218 conventional-powered submarine is also one of China's new-generation submarines equipped with world-class sonar and weapon systems, he said.     The Peace Ark hospital ship can provide seagoing medical services equal to those of a top hospital in Beijing.     All three vessels were commissioned in just the past few years, said Gu, adding that the Peace Ark only went into service in December.     "Foreign naval officers can not only learn about the modernization of China's navy by visiting the three vessels but can also feel our sincerity to expand cooperation and exchange with our foreign counterparts," Gu said.     After a quick tour of the Peace Ark, Capt. James Fanell with the U.S. Seventh Fleet, who came from the naval base in Yokosuka, Japan, said that he was glad to see the increasing openness of the Chinese navy.     "I was here five years ago on the USS Cushing. The openness shown by the international fleet review is much greater than that of five years ago," Fanell said.     "It is very encouraging and appreciated to be able to walk aboard the ship and see ships of the Chinese fleet as well as other ships of the international community," he said.     For Adm. Moura Neto of the Brazilian Navy, the Chinese navy's transparency was as surprising as its modernization.     "I saw the real China and the real PLA navy," he said.     China launched a grand maritime ceremony Monday to mark the 60th anniversary of the founding of its navy off the coast of the eastern city of Qingdao.     The four-day celebration includes seminars, a sampan race and a fleet review scheduled for Thursday that will feature the debut of the country's nuclear submarines.     A total of 21 foreign naval vessels from 14 countries, including the United States and Russia, and delegations from 29 countries will take part.     According to Ding Yiping, deputy commander of the PLA Navy, the celebration was the first large multi-lateral military exchange of its kind in the history of the People's Republic of China.     Naval forces from different countries had voiced support for China's call to seek mutual trust and benefits, and resolve disputes on the basis of equal consultations and negotiations, he said.     Their support would help build harmony on the seas, the theme of this year's celebration, he said.     Adm. Gary Roughead, the U.S. Chief of Naval Operations, also said that the PLA and U.S. navies had much potential for cooperation in international humanitarian aid and joint maritime rescues in the West Pacific.     "I believe any time one can address problems cooperatively, it makes for a more harmonious outcome. BEIJING, July 5 (Xinhua) -- The Chinese government has allocated more than 126 million yuan (about 18.4 U.S. dollars) for disaster relief in six worst rainstorm-hit provinces, autonomous regions or municipalities in south China, the Ministry of Civil Affairs said here Sunday.     The six provinces, autonomous regions and municipalities include Guangxi, Jiangxi, Hunan, Hubei, Guizhou and Chongqing.     A total of 5,200 tents were also sent to Guangxi, Jiangxi and Hunan to provide shelter for the people displaced there, the ministry said.     While Beijing and neighboring provinces are fighting heat waves, the southern half of the country has been drenched in rain or flood since late June.     The latest round of rainstorms and flood, also this year's worst according to the ministry, had battered 12 provinces, killing 75 people and leaving another 13 missing and 938,000 homeless as of 4 p.m. Sunday.     Close to 40 million people were affected by the rainstorms and the flood, it said, adding that a total of 101,000 houses were toppled in the flood, causing over 13 billion yuan (about 1.9 billion U.S. dollars) in direct economic losses, it said.
