BRUSSELS, April 22 (Xinhua) -- The number of civilian deaths in Afghanistan went down by 39 percent in the first three months of 2009 compared to the same period a year before, NATO said on Wednesday.     NATO spokesman James Appathurai said 81 percent of the civilian deaths were caused by the Talilban-led insurgents and 19 percent by international troops in the first three months of 2009. He did not give the overall number of civilian deaths in this period.     A total of 1,240 civilians were killed in 2008 in Afghanistan and the Taliban and other militant groups were responsible for 80 percent of them, according to NATO counts. But the UN mission in Afghanistan said more than 2,100 civilians were killed last year.     "It is important to note that despite the increase in (the numbers of) international forces, efforts to reduce the numbers of civilian casualties are having an effect," said Appathurai.     He said NATO and the Afghan security forces will establish about three dozen joint coordination centers throughout the country by mid-summer to coordinate military support and security support for the presidential and provincial elections in August.     Four battalions of extra troops will be deployed by mid-summer to help secure the elections. The extra troops will stay long enough in case a presidential run-off is needed in early October, he said.

BEIJING, July 11 (Xinhua) -- Nearly a week after the deadly riot bruised Urumqi and sent residents fleeing its major streets, it was quite a relief to see people gradually return to normal life.     The first weekend after last Sunday's riot seemed peaceful in Urumqi, with residents strolling in downtown parks with their families, banks reopening after a five-day business suspension and business owners looking to the future. Some people began holding funeral rites for the dead, while soldiers in riot gear stood guard nearby.     A group of photos filed by my colleagues in Urumqi Saturday showed snow white pigeons, the symbol for peace, swaggering in a square near the city's major bazaar. On one of them, a woman was crouching, reaching out an arm to cuddle one of the birds while a baby rests in her other arm. From the looks in their eyes I read lust for life as it is.     Canadian teacher Josph Kaber said he sensed tension when some Uygur-run stores on the campus of Xinjiang University were closed after Sunday's riot. "The very next day, young couples were seen strolling by the artificial lake again, and I knew things were getting better."     But for those bereaved of their beloved ones in last Sunday's riot, the worst to have hit the Uygur autonomous region in six decades, the trauma would probably take a lifetime to heal.     Chinese people customarily think the seventh day after death is an important occasion for families and friends to mourn the deceased.     Now on the eve of this special mourning day, as shock and terror at the bloodshed give way to anguished quest for the cause of the tragedy, we all feel their grief and are ourselves eager to find out the black hand behind the terror.     It is not surprising that Rebiya Kadeer is in the spotlight. If not for what happened in Urumqi last Sunday, most Chinese people knew little of the former businesswoman who built a fortune in Urumqi and became a rising star on the country's political arena, got jailed for stealing national secret, and fled to the United States in 2005.     People continued to bombard Kadeer Saturday: some said the World Uygur Congress leader was seeking to become a ** Lama much needed by the East Turkestan, while others made a mockery of her photo with the exiled Tibetan monk.     In an interview with Xinhua Saturday, former chairman of Xinjiang's regional government Ismail Amat said the woman was "scum" of the Uygur community and was not entitled to represent the Uygur people.     For most people, the Uygur woman's profile was blurry, stuck in the dilemma of her rags-to-riches legend and her separatist, sometimes terrorist, attempts.     Kadeer took advantage of China's reform and opening up policy to build her fortune, but ended up building connections with East Turkestan terrorists and selling intelligence information to foreigners.     When the rioters in Urumqi's streets, in an outrageous demonstration of violence, slaughtered innocent civilians and left thousands fleeing or moaning in agony, the "spiritual mother of Uygur people" touted by East Turkestan terrorists insisted they were "peaceful protesters".     To illustrate her point Kadeer ironically showed a photo in a Tuesday interview with Al Jazeera, which later proved to have been cropped from a Chinese news website on an unrelated June 26 protest in Shishou of the central Hubei Province.     Until Friday, she was still spreading rumors in an interview with AP, most of which centered on what she called "Chinese brutality".     As I read this I recalled vividly a text message a friend sent me via cell phone from Urumqi shortly after the riot. "I feel like crying," wrote the man of 26, "to see the mobs beating up and killing the innocent, and setting fire to vehicles and stores... I hate myself for not being able to do anything to stop them. Even a police officer is crying."     I worry what Kadeer and her World Uygur Congress are doing will worsen the situation for folks in Xinjiang, already bruised by the deadly riot.

URUMQI, July 11 (Xinhua) -- The Xinjiang branch of China Charity Federation said Saturday it had received 2.03 million yuan (297,218 U.S. dollars) in donation from all walks of life for victims in the Urumqi riot.     The single largest donation is 200,000 yuan from the Xinjiang company of China Pacific Life Insurance Co., Ltd., said the federation.     Wu Jie, an employee of the insurance company, said she would like to do something for the dead and injured people. "We need to comfort the families of the dead and help the people who need medical treatment."     Maolaxifu Rishat, a businessman of the Tartar ethnic group who was the first to propose a comfort fund for riot victims, donated 5,200 yuan on behalf of 14 donators from 14 different ethnic groups.     "We pray for national unity in Xinjiang, so that we can have a peaceful and harmonious environment," he said.     Urumqi Public Transport Group, which suffered 37.6 million yuan as hundreds of its buses were torched or smashed, received 3.38 million yuan in donation from enterprises in the city. Five bus drivers of the group were killed by mobs and 57 others injured.     The riot in Xinjiang on July 5, the worst in six decades, caused a severe shortage of blood at local hospitals where more than 1,000 injured people were rushed in.     Shortly after the shortage was reported, many citizens rolled up their sleeves to donate blood.     On Friday, Urumqi's blood center announced the shortage had been eased, but donors continued to pour in.     A total of 1,315 people from 13 ethnic groups had come to the blood collection stations to donate 400,000 milliliters of blood as of 10 p.m. Friday. BEIJING, June 23 (Xinhua) -- State President and Communist Party of China (CPC) Central Committee General Secretary Hu Jintao urged all Chinese people Tuesday to remember and study the morals and demeandour of former state president Li Xiannian (1909-1992).     Li won respect and love from the CPC, People's Liberation Army and people for his contribution to China's independence and the Chinese people's emancipation, China's socialist revolution, construction, reform and opening-up drive, and the building of the country into a modernized socialist nation that is prosperous, powerful, democratic and civilized, Hu said at a memorial meeting to mark Li's 100th birthday. Chinese President and Communist Party of China (CPC) Central Committee General Secretary Hu Jintao speaks at a memorial meeting to mark the 100th birthday of former state president Li Xiannian (1909-1992), in Beijing, China, June 23, 2009.Hu called Li a "great proletarian revolutionary, statesman, strategist and a staunch Marxist and outstanding Party and State leader."     Other state and CPC leaders attending the memorial service included Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, and Zhou Yongkang. Jia presided over the gathering.     Hu spoke highly of Li's prominent role in different periods of the CPC-led Chinese revolution, including the armed revolution of the 1920s-40s, the early development of New China in the 1950s-70s,and the epochal reform and opening-up drive launched in the late 1970s.     Li was born into a poor peasant family on June 23, 1909, in Huang'an, Hubei Province, central China. He took part in the CPC-led Peasants' Movement and joined the Party in the 1920s.     In 1927, Li led a group of peasants to join in the Huangma Uprising. Later, he became a member of the CPC-led Chinese Workers' and Peasants' Red Army and played an important role in strategic battles and maneuvers of the Red Army.     During the Long March, Li supported Zhu De and other senior leaders in resolute struggle against the splittist activities of Zhang Guotao.     In China's War of Resistance Against Japanese Aggression (1937-45) and the Liberation War (1946-49) against the Kuomintang Regime, Li became a ranking officer in the CPC-led armed forces and fought a large number of major battles and established several revolutionary bases.     After 1949, the year the People's Republic of China was founded, Li served as vice premier for 26 years and played a big role in managing the economy. He was wrongly criticized and persecuted during the Cultural Revolution (1966-1976).     Starting in the late 1970s, as a core member of the second-generation of CPC leadership headed by Deng Xiaoping, Li assisted Deng in ushering in and carrying on the reform and opening-up drive.     In his final years in service, Li held top-level Party and state roles, including vice chairman of the CPC Central Committee, a Standing Committee member of the Political bureau of the CPC Central Committee, state president, and chairman of the National Committee of the Chinese People's Political Consultative Conference.

XI'AN, June 13 (Xinhua) -- Chinese archaeologists started a new excavation of the famous terracotta army site Saturday, hoping to find more clay figures and unravel some of the mysteries left behind by the "First Emperor."     It was the third excavation in the pit -- the first and largest of three pits at the site near Xi'an, capital of northwestern Shaanxi Province -- since 1974 when the terracotta army was discovered by peasants digging a well. Archaeologists work at the excavation site of No. 1 pit of the Terra-cotta Warriors and Horses of Emperor Qin Shihuang, in Xi'an, capital of northwest China's Shaanxi Province, June 13, 2009. Archeologists began the third large-scale excavation of the Terra-cotta Warriors on June 13, China's fourth Cultural Heritage Day, after a halt of over 20 years.FIRST DAY: "BETTER THAN THOUGHT"     The new dig began at 1 p.m. Saturday, which marks the country's fourth Cultural Heritage Day, and it lasted about five hours on the first day.     "The most important discovery today is two four-horse chariots that are standing in tandem very closely," said Cao Wei, deputy curator of the Qinshihuang Terracotta Warriors and Horses Museum.     "It is the first time for us to find such an existence in the excavation history," Cao said. Photo taken on June 13, 2009 shows the excavation site of No. 1 pit of the Terra-cotta Warriors and Horses of Emperor Qin Shihuang, in Xi'an, capital of northwest China's Shaanxi Province. In addition, another important discovery was that a few newly-unearthed terracotta warriors were richly colored. Archaeologists soon used plastic sheets to cover them for protection.     Richly colored clay figures were unearthed from the mausoleum of Qinshihuang in the Qin Dynasty (221 B.C.- 207 B.C.), the first emperor of a united China, in previous excavations, but once they were exposed to the air they began to lose their luster and turn an oxidized grey.     "From what we have excavated today, the preservation of the cultural relics is better than thought," said Xu Weihong, head of the excavation team. Photo taken on June 13, 2009 shows the excavation site of No. 1 pit of the Terra-cotta Warriors and Horses of Emperor Qin Shihuang, in Xi'an, capital of northwest China's Shaanxi Province. "Take for instance, the discovery of the richly colored terracotta warriors gave us great confidence. I believe the future excavation will go smoothly," Xu said.     The 230 by 62-meter pit was believed to contain about 6,000 life-sized terracotta figures, more than 1,000 of which were found in previous excavations, said Wu Yongqi, museum curator.     The State Administration of Cultural Heritage has approved the museum's dig of 200 square meters of the site this year, Wu said. Archaeologists work at the excavation site of No. 1 pit of the Terra-cotta Warriors and Horses of Emperor Qin Shihuang, in Xi'an, capital of northwest China's Shaanxi Province, June 13, 2009.Also Saturday, deputy curator Cao told reporters that the state ministration has approved a five-year excavation plan submitted by the museum.     "We plan to dig about 2,000 square meters in the coming five years," Cao said.     NEW DISCOVERIES EXPECTED     Archaeologists hoped they might find a clay figure that appeared to be "in command" of the huge underground army, said Liu Zhancheng, head of the archeological team under the terracotta museum.     "We're hoping to find a clay figure that represented a high-ranking army officer, for example," he told Xinhua earlier.     Liu and his colleagues are also hoping to ascertain the success of decades of preservation efforts to keep the undiscovered terracotta figures intact and retain their original colors.     Most experts believe the pit houses a rectangular army of archers, infantrymen and charioteers that the emperor hoped would help him rule in the afterlife.     But Liu Jiusheng, a Chinese historian in Xi'an, claims it was an army of servants and bodyguards rather than warriors. His argument is still not widely accepted by other terracotta experts.     The army is still known to most Chinese people as the "terracotta warriors and horses."     The army was one of the greatest archeological finds of modern times. It was discovered in Lintong county, 35 km east of Xi'an, in 1974 by peasants who were digging a well.     The first formal excavation of the site lasted for six years from 1978 to 1984 and produced 1,087 clay figures. A second excavation, in 1985, lasted a year and was cut short for technical reasons.     The discovery, listed as a world heritage site by UNESCO in December 1987, has turned Xi'an into one of China's major tourist attractions.
