为未来十年的教育蓝图欢欣鼓舞

BEIJING, Feb. 18 (Xinhua) -- A report by the Ministry of Industry and Information Technology said the overall situation of China's iron and steel industry will be better than last year, thanks to the steady momentum of economic recovery. The report said four factors will have positive impact on the iron and steel industry: increased government investment, a clear recovery of global economy, ample money supply in the market and a series of upcoming government policies aimed at promoting healthy development of the iron and steel industry. However, the ministry held that the foundation of the current economic recovery still needs to be consolidated and external demand still falls short, creating fairly big difficulties for the operation of the iron and steel industry. The report said in 2010 iron and steel companies must be prepared to face the challenges of over supply, sluggish international market and rising production cost.In 2009, China's 68 large and medium sized iron and steel companies made 55.39 billion yuan (8.12 billion U.S. dollars) in profit, down 31.43 percent year on year.

BEIJING, March 11 (Xinhua) -- China's export is witnessing a steady recovery as shown by February figures, but uncertainties in the external market could still hamper the revival, political advisors said here Thursday.China's exports grew for the third straight month in February, up 45.7 percent year on year to 94.52 billion U.S. dollars, the General Administration of Customs announced Wednesday. The dramatic increase was a result of a lower comparison basis last year, said Ju Yalian, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC) and also a senior foreign trade official in the eastern Zhejiang Province, one of the country's key export regions."But compared with figures in the corresponding period in 2008, when China's foreign trade was yet to be hit by the global financial crisis, we could still see a remarkable increase," she said on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body.China's exports rose 8.2 percent in February from two years ago while imports were up 9.8 percent. The increase indicated the country's continued economic recovery, and a trend of recovery in foreign trade, she said. However, Ju warned that the recovery in export could bring pressure of yuan appreciation and possible trade disputes.Liang Yaowen, head of the Department of Foreign Trade and Economic Cooperation of Guangdong, China's southern export powerhouse, also said that the condition is not "so optimistic", noting that China's foreign trade in February dropped 11.5 percent month on month.Commerce Minister Chen Deming said Saturday China's exports may need two or three years to return to the pre-crisis level, as "global recovery is still haunted by uncertainties.""Now it is still too early to say exports will see full-year growth this year," he said on the sidelines of the annual session of the National People's Congress (NPC), the country's top legislature.

BEIJING, Jan. 19 (Xinhua) -- China on Tuesday objected Japan's claim on a tiny atoll in the Pacific Ocean, saying international laws saw no justification for Japan's latest move on the atoll, some 1,700 kilometers south of Tokyo. The Japanese government reportedly submitted a bill to the congress on Monday, which proposes the protection of the coastlines of remote islands, including the so-called Okinotori island. This was widely seen as Japan's latest step to change the Okinotori into an "island", which would imply Japan's rights to claim Okinotori's surrounding area as an exclusive economic zone. But China insisted that Okinotori is merely a rock rather than an island, which can be used to claim an EEZ around."The Okinotori atoll is only about 10 square meters above the sea at the flood-tide and is nothing but a rock according to the United Nations Convention on the Law of the Sea (UNCLS)," Chinese Foreign Ministry spokesman Ma Zhaoxu told a regular press briefing Tuesday in Beijing.Japan's move to claim rights over such a large marine area, centered on the Okinotori atoll, is against international laws and would gravely damage the interests of the international community as a whole, Ma said.According to Article 121 of the UNCLS, rocks that cannot sustain human habitation or an economic life of their own shall have no exclusive economic zone or continental shelf.Japan has been trying to make the atoll a de facto island by a spate of moves in years.Since 1987, Japan has spent some 300 million U.S. dollars in building concrete wall around the Okinotori atoll, and has completed a solar-powered lighthouse on the atoll.Besides, Japan has allocated part of its fiscal 2010 draft budget for infrastructure building on Okinotori atoll to keep it from submerging into the sea."Japan's such actions and claims are obviously untenable in legal terms and other countries have also raised their concerns," Ma said. "The construction of facilities, however, will not change its legal status."Some analysts say Japan tries to create an "artificial island" to meet the international laws because the Okinotori, which lies between Taiwan and Guam in a strategically important position, could win the country an EEZ and rich resources in the surrounding sea area.Japan could claim the EEZ of about 400,000 square kilometers and continental shelf of about 740,000 square kilometers around the Okinotori atoll as long as it proves to be an "island"."The activities Japan has conducted is obviously attempting to build a artificial island, which, however, can not enjoy the same status of a natural island that can claim an EEZ around it," said Zhou Zhonghai, an expert on international laws from the China University of Political Science and Law."Japan is trying to pass a bill at home to challenge the world," Zhou added."Japan's claim has harmed other countries' interests of navigation and marine survey in the sea waters around the Okinotori, and is contrary to the principle of fairness, " said Jin Yongming, a fellow researcher from the Shanghai Academy of Social Sciences.

BEIJING, Jan. 23 (Xinhua) -- China's Education Ministry has asked school authorities to help students ward off influence of pornography on Internet or mobile WAP sites through educational campaigns. The ministry also encouraged students in primary and secondary schools to report Internet links and mobile WAP sites that contain "negative information", especially obscene content.Local education departments and schools should carry out educational activities tailored to different age groups, guide them to "properly handle cyber world", and enhance their understanding of the negative effect of porn websites, online violence and lewd information, the ministry said in a notice on its website. The move was the ministry's latest effort to echo the government's endeavor to crack down on pornography on Internet websites and mobile WAP sites. The ministries of public security and industry and information technology initiated a campaign in August last year to eradicate lewd contents from the Internet.Students should be taught not to make or spread lewd content online; not to enter profitable Internet cafes; not to access websites with "lewd" content; not to play lewd cyber games, the notice said. They were also advised not to use offensive and obscene languages and be careful in making friends on Internet."Lewd" content includes violence, libel, private and other information that violates standards of public decency.Public distribution of pornography is illegal in China, and the government last year began to stamp out WAP porn links to shield young people from online porn. The Ministry of Education also required schools to make regular examinations on school websites and install filter software to students' computers.Teachers should enhance communication with students and give counseling to those who incline to be obsessed in the cyber world, the notice stressed. The notice also advocates school authorities and parents to join hands in helping children establish good Internet ethics."Parents should not leave students alone to use Internet and spend more time to communicate with them." read the notice.China has more than 338 million Internet users, and more than 60 percent are younger than 30, according to the China Internet Network Information Center.
