They are planked with 56 columns, 13meters tall and painted in red and yellow, representing the country's 56 nationalities.     William Poirier, vice president of the Nuclear Power Plants China of Westinghouse Electric Company, said he was very impressed by the 56 columns of ethnic unity and the massive digital screens on Tian'anmen Square.     The columns represent a wonderful part of the Chinese culture while the screens China's good technology, he said, adding the upcoming parade would be a grand display of many aspects of China.     Tens of thousands of colorfully-clad youngsters have gathered on the square to prepare for their performance slated for Thursday morning.     J. Busbhman, a flower bulb expert from the Netherlands, told reporters at the scene that he was "so impressed by the amount of children" on Tian'anmen Square.     He said he had never watched a military parade of such a scale and had great expectations for the upcoming one.     Soldiers, armored vehicles and state-of-the-art weaponry carried on motor vehicles left suburban military camps early in the morning and are lining up at the east Chang'an boulevard, the designated rendezvous.     Soldiers are singing barrack ballads while civilians gather around colorful floats opposite the soldiers are cheering to the rhythm.     The youngest formation of all is composed of freshmen from the elite Tsinghua University. Most of the participants of the formation were born after the year 1990 and did not attend the previous rehearsals.     Guo Xiaoyang, a teacher from the university, said they will bring about the best of modern Chinese young people during the upcoming parade.     Flags on Tian'anmen Rostrum flutter in the autumn breeze. Later in the morning, Chinese top leaders, like their predecessors, will be standing on the rostrum and watch the grand show of armed forces and masses.     Municipal authorities have exercised traffic control measures along the Chang'an Avenue. Entrances to affected subway stations are locked and taxis are not allowed to operate in the areas cordoned off.     Opposite Wangfujing Street, a prime shopping center in downtown Beijing, a miniature of the Bird's Nest, where the Beijing 2008 Olympic Games opening and closing ceremonies were held, was constructed. Right across the street, there stood the Haibao, mascot of the World Expo 2010 Shanghai.     Potted plants and flowers line up the streets while colorful posters are pasted on walls, and celebration slogans can be seen on billboards. There are also ornamental plants and plant structures in the shape of dragon, Great Wall, and all symbols of the country's pride.     The grand military parade scheduled to be held at 10 a.m. Thursday will be the 14th parade since 1949, the year when the People's Republic of China was founded.     The most recent massive parade was in 1999 when New China marked its 50th birthday.     Military parades normally feature a display of formations of the armed forces, as well as new weapons, artillery, tanks, armored vehicles, and aircraft.

BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships.     The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities.     Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council.     China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution.     Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them     Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation.     Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation.     The regulation will take effect on March 1, 2010.     Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. Small crowds, which gathered "in a fewlocations," were soon dispersed, said Executive Deputy Mayor ZhangHong. BEIJING, Sept. 5 (Xinhua) -- The Chinese economy is experiencing a "V" shape recovery and the growth rate may reach 8 percent both this year and next year, said Chinese economist Fan Gang said here Saturday.     Fan, a monetary policy adviser to China's central bank, said at the 2009 annual conference of CEO in Beijing, that the economy will see a sustainable recovery and will be back to normal in 2011,according to a report of the China News Service.     He predicted that the real estate investment will increase by around 30 percent in 2010, which will add one percentage point to economic growth.     Corporate investment is expected to grow prominently next year and as the global trade is warming up, Chinese export, which still enjoys the cost advantage, will recover.       "After the economy is back to normal in 2010, the government will adjust the macro-economic policy. But before that happens, the current stimulus policy should stay to sustain the recovery," he said.     Fan said people should adjust their expectation of economic growth and not regard recovery simply as a double-digit growth. A growth grate of 8 percent to 9 percent is sustainable growth.

BEIJING, Oct. 1 (Xinhua) -- A grand military parade will be held at the heart of Beijing Thursday morning to celebrate the 60th anniversary of the founding of the People's Republic of China, underscoring the country's self-defensive policy.     "As an important force safeguarding world peace and development, the People's Liberation Army (PLA) will continue pursuing a national defense policy that is defensive in nature and pose no threat to other countries," said Lieutenant General Fang Fenghui, commander-in-chief of the parade and commander of PLA Beijing Military Area Command in an interview with Xinhua.     "We will stick to our country's policy to safeguard world peace and promote common development," Fang said.     China adheres to a long-standing defensive policy of "no first use of nuclear weapons" from the very beginning it developed its nuclear ammunition, Fang said.     Addressing the United Nations Security Council nuclear summit in New York on Sept. 24, 2009, Chinese President Hu Jintao proposed that all nuclear weapon states abandon the nuclear deterrence policy based on first use of nuclear weapons and take credible steps to reduce the threat of nuclear weapons.     "To realize a safer world for all, we must first and foremost remove the threat of nuclear war," Hu said. Meanwhile, 101 countries have set up military attaché offices in China.     Among the permanent members of the United Nations Security Council, China currently sends the most peacekeepers. More than 13,000 Chinese peacekeepers have carried out 18 UN peacekeeping operations since China's first dispatch of military observers to such operations in 1990.     Since the end of last year, the Chinese navy has carried out escort missions in the waters of the Gulf of Aden off Somali and has escorted more than 800 ships.

BEIJING, Oct. 5 (Xinhua) -- The Emerging Markets magazine has named China's Finance Minister Xie Xuren as Finance Minister of the Year, Asia 2009, the Ministry of Finance said Monday at its website.     The Emerging Markets believes that China's quick and proactive fiscal policies implemented in the past year have boosted economic growth and made contributions to global economic recovery, the ministry said.     In a written interview with the magazine, Xie said since the outbreak of the global financial crisis last year, the Chinese government timely and resolutely adjusted its macro-economic polices, carried out proactive fiscal and moderately easy monetary policies, and approved plans aiming to spur domestic consumption.
