NAIROBI, Dec. 5 (Xinhua) -- The UN environmental agency UNEP Saturday hailed China's commitment to the fight against climate change and the recently-announced measure to render assistance to African countries in clean energy development.     China's State Council announced on Nov. 26 that China is going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005.     "China's announcement has assisted in triggering fresh momentumin the days running up to the crucial UN climate convention meeting in Copenhagen. It underscores China's determination to continue and accelerate the decoupling of CO2 emissions from economic growth," said Nick Nuttall, spokesman for the office of UN Environment Programme (UNEP) executive director.     He noted that China's announcement, alongside commitments and pledges by other countries or blocs like the European Union, Brazil, Mexico and the Republic of Korea, is bringing the opportunity of a decisive agreement in the Danish capital this month far closer than perhaps was the case only a few months ago.     "China is one among several nations that has increasingly recognized that development in the 21st century and environmental considerations are not a contradiction, but can be mutually supportive in terms of generating growth and jobs for a healthy, prosperous and stable society," said Nuttall in an exclusive written interview with Xinhua.     With regards to the new measures announced by China last month to assist Africa with clean energy projects, the spokesman termed it as "timely".     "Africa is the continent that is the least one responsible for climate change, yet it remains the most vulnerable and also has an especially important need for energy with many of the two billion people without access to electricity living in Africa," Nuttall stressed.     "The decision (of China) to support 100 projects can assist Africa in economic development and diversification in terms of sectors and wider-employment prospects while assisting towards a more sustainable path," said he, "So in terms of fighting poverty, accelerating development and combating climate change, China's announcement to assist Africa is welcome news."     At the fourth ministerial conference of the Forum on China-Africa Cooperation in the Egyptian resort of Sharm el-Sheikh earlier last month, the Chinese government proposed to establish a China-Africa partnership in addressing climate change, as one of the eight new measures to strengthen the cooperation between the two sides in the next three years.     Senior officials' consultations with African countries will be held from time to time in this field, while cooperation will be enhanced on satellite weather monitoring. Development and utilization of new energy sources, prevention and control of desertification and urban environmental protection will also be boosted.     China has also decided to build 100 clean energy projects for Africa covering solar power, bio-gas and small hydro-power.     The spokesman also expressed optimistic about the upcoming Copenhagen conference, "While there is a great deal to be done in Copenhagen to realize a decisive and equitable agreement, there is now a real chance that the UN climate convention meeting can be a success."     He also listed several tests which will be faced with by the participates of the crucial meeting, like whether it can agree on a deal that reflects the science of the Intergovernmental Panel on Climate Change, or in other words, whether it can set the stage for a 25 percent to 40 percent emission reduction by 2020 and deeper cuts beyond.     The funding was also a bottleneck in the bid to strike a pivotal deal in the meeting. Nuttall elaborated by identifying as a test whether "Copenhagen can develop a global financial partnership in which developing economies are given sufficient resource to adapt to the climate change already underway while being assisted towards a low carbon path".     According to UNEP estimates, sums of perhaps 100 billion U.S. dollars a year by 2020 may be needed and there needs to be a quick start fund of several billion dollars almost immediately.     Meanwhile, other elements need to be put in place including action that recognizes the mitigation and adaptation role of ecosystems like forests which will be increasingly important in terms of their role in delivering water supplies and stabilizing economically-important soils against extreme weather events, Nuttall told Xinhua.     UNEP's recent Blue Carbon report estimated that around half of all the world's transport emissions are being captured and locked away by sea grasses, mangroves and salt marshes.     "Copenhagen could and must be the start of a really new and more creative development path for six billion people, rising to nine billion by 2050," Nuttall said determinedly.     The Copenhagen climate summit is scheduled for Dec. 7-18, where representatives of about 190 countries are expected to renew greenhouse gas emissions reduction targets set by the Kyoto Protocol, the first commitment period of which is to expire in 2012. It is also expected to outline the post-2012 negotiation path.

ROME, Nov. 17 (Xinhua) -- China's experience in eradicating hunger can be learned by other developing countries, the president of the UN International Fund for Agricultural Development (IFAD) said on Tuesday.     Speaking to reporters on the sidelines of the World Summit on Food Security, Kanayo Nwanze said China has done a lot both in increasing national funds for agriculture and in supporting other developing countries through strategic rural investments.     "I have seen firsthand progress," he said. "China was able in 30 years, from 1978 to 2007, to reduce rural poverty from 30 percent to 1.6 percent through massive investments in rural development and rural areas, focusing on women, right policies andl and access."     For Nwanze China can be a role-model for other developing countries.     "Through her own experience China is able to collaborate with others in bringing its knowledge and technology to other parts of the world," he said.     However, "it is then the recipient country's responsibility to ensure that these experiences are properly used," he added.     "China's partnership with developing countries, in particular Africa, is able to assist these countries but it is imperative that the developing countries have themselves the right policies to ensure that the investments reach the rural population," Nwanze said.

He said the frenzy would gradually cool off, and he expected a 30 percent to 50 percent drop of share prices in three to six months.     Analysts said it was typical in China that new shares would face speculation at debut and see large initial gains, followed by a continuous pullback.     China State Construction Engineering Group shares soared more than 60 percent at debut in Shanghai on July 29 from a initial public offering price of 4.18 yuan and ended at 6.53 yuan, up 56.22 percent. On Monday, its close price stood at 4.79 yuan.     It also reminded of the launch of board for small and medium-sized enterprises at Shenzhen Stock Exchange market on June25, 2004, when shares of eight new stocks rose more than 130 percent. The share prices fell by an accumulative 40 percent from the close prices on the first trading day three months later.     China made plans to launch the Nasdaq-style board for trading of start-up shares in 1999 to boost development of small and medium-sized enterprises. The plan was postponed in 2001 when the Internet bubble burst in the United States.     Since 1962, a total of 39 nations or regions have launched 75 such boards for start-up companies to raise funds. However, about half of them ended up closing due to weak market sentiment and regulatory inconsistencies, and 41 markets were operational as of the end of 2007.     The Growth Enterprise Market, kicked in Hong Kong in 1999, was a luck luster as investors were scared away by the plunge in value of technology stocks in 2001. The index fell about 90 percent since then.     By contrast, Nasdaq set up in the United States in 1971 has been a successful one, which attracted giants like Microsoft and Intel, and became the major market for overseas listing of Chinese enterprises. There are currently 116 Chinese companies listed on Nasdaq, including Baidu.     Analysts attributed the main reasons for failure of some markets to blindly lowering threshold of market entry, poor supervision and inactive transaction.     The wild fluctuation challenged the ability of regulators to control volatility in the new bourse and stirred concerns whether it would grow to be a second Nasdaq or the dazzling debut would be the last wild ride.     Shang Fulin, chairman of the China Securities Regulatory Commission said on Oct. 23 that trading on the new board may have a probability of becoming "irrational" than on other bourses.     "Preventing risk is our main task," he said. "We'll make sure risk is estimated, detected and controlled."     The Shenzhen Stock Exchange issued special suspension rules to clamp down on speculation. Trading would be suspended for 30 minutes if share price rises or falls by 20 percent from its debut level. If a stock fluctuates again beyond 50 percent of its opening price, it will be suspended for 30 minutes. The stock can also suspend a stock until three minutes before the close of trading session on a rise or drop above 80 percent.     Zuo Xiaolei, chief economist of the China Galaxy Securities, said the lesson from failure of other markets showed the key to the success of such start-up board was to strengthen supervision while completing rules, which would ward off excessive speculation and rule violations.     The government should develop more policies to attract more firms with great potential growth to make the board bigger and stronger, but threshold for access to the market should not be lowered, analysts said.

BEIJING, Oct. 27 (Xinhua) -- Six Chinese nurses were awarded the Florence Nightingale medal on Tuesday for their prominent contributions to health care.     Chinese President Hu Jintao, who is also the honorary president of the Red Cross Society of China, conferred the medals on the nurses at the Great Hall of the People in downtown Beijing.     Premier Wen Jiabao and senior leaders including Li Changchun, Xi Jinping and Li Keqiang also attended the awarding ceremony.     Chinese nurses have made great contribution to the country's humanitarian cause, said Vice Premier Hui Liangyu at the awarding ceremony.     A total of 28 nurses from 15 countries worldwide won the award this year.     The Florence Nightingale medal, which is the highest international honor for nurses, is being given for the 42nd time since its introduction in 1912.     "It honors exceptional courage and devotion to caring for the victims of armed conflict or other disasters, or exemplary service and a creative and pioneering spirit in the areas of public health or nursing education," according to the Web site of the International Committee of the Red Cross.     The award is named after Florence Nightingale (1820-1910), an English nurse known for her pioneering work to improve the care of sick and wounded soldiers during the Crimean War (1853-1856).     A total of 54 Chinese nurses have won the award since the country began to recommend candidates for the award in 1983.

He said that "the rise of a strong and prosperous China can be a source of strength for the community of nations," striking a positive keynote for his forthcoming China visit.     His Chinese counterpart President Hu Jintao has also said that China-U.S. relations have significance and influence far beyond their bilateral ties, and a sound Sino-U.S. relationship is not only in the fundamental interests of the two nations and peoples, but also conducive to peace, stability and prosperity in the Asia Pacific region and the world at large.     China has always maintained that, as the biggest developing and the developed countries, China and the United States share broad common interests on the vital issues of peace and development, and shoulder great responsibilities.     During a media interview before his Asia tour, Obama said "on critical issues, whether climate change, economic recovery, nuclear non-proliferation, it's very hard to see how we succeed or China succeeds in our respective goals without working together."     The remarks, however, also hinted at the difficulty of bilateral cooperation on thorny issues.     For instance, the trade spats between the two countries have recently flared up, with the U.S. government imposing anti-dumping duties on imports of poultry, tires and steel pipes from China. China criticized the measures as protectionist.     The two countries are also at odds on the issue of climate change. As the world's two largest green-house gas emitters, China and the U.S. have both pledged commitments, but their different status in economic development and interpretation of the principle of "differentiated responsibilities" have made substantial consensus difficult.     However, the Obama administration has repeatedly indicated that the two sides would not "allow any single issue to detract from our broader overall relationship," which is too important to go astray.     The Center for Strategic and International Studies, a major U.S. think tank, said in a report, "U.S.-China partnership is indispensable for addressing many of the main challenges of the 21st century ... The premise for U.S.-China relations going forward must be a shared commitment to working together to promote the global good."     To share significant global responsibilities, China and the United States should view and handle their bilateral ties from a strategic and overall perspective. Both sides should promote dialogue, expand cooperation, respect each other, seek common ground while reserving differences, and take care of each other's core interests.     Obama once quoted a famous ancient Chinese philosopher Mencius to underscore the importance of resolving disagreements between the two nations through talks.     "A trail through the mountains, if used, becomes a path in a short time, but, if unused, becomes blocked by grass in an equally short time," he said.     It is the shared hope that both sides could blaze a path towards the future, so as not to let the "grass" of suspicion and difference block the way. China also hopes Obama's visit will leave fresh and impressive footprints on this path.     The United States has changed its China policy from isolation, containment, to engagement and today's relationship of positive and comprehensive cooperation. This represents a profound change in the world arena.     As far as both countries keep to the right orientation of the development of bilateral ties, enhance mutual trust, expand cooperation and take care of each other's key interests, they will ensure the steady development of bilateral ties and contribute further to world peace, stability and prosperity.
