BEIJING, June 21 -- Chinese stocks rose to a weekly high on Friday after the securities regulator lifted a nine-month ban on initial public offerings (IPOs), indicating investors' strengthened confidence in the market based on ample liquidity and clearer signs of economic recovery.     The Shanghai Composite Index, which tracks the bigger of China's bourses, rose 26.59, or 0.9 percent, to 2,880.49 at close, its highest close since July 28, 2008.     The CSI 300 Index, measuring exchanges in Shanghai and Shenzhen, gained 0.7 percent to 3,080. Investors are set to return to the bourses in a big way with the return of initial public offerings and robust economic indicators. The market barometer has also shown significant gains in the past few days. "But now it is not as daunting, thanks to the improved economy, more liquidity and new listing rules."     Guilin Sanjin Pharmaceutical Co, a medium-sized drug firm, on Thursday night received regulatory approval from the China Securities Regulatory Commission (CSRC) to seek a stock exchange listing, marking the resumption of IPOs since September last year.     The company said it plans to float 46 million A shares on the Shenzhen bourse on June 29 and will start a road show for the same on June 22.     "The restarting of IPOs of smaller firms rather than the big caps indicates that the government aims to stabilize the market," said Dong Chen, senior analyst, CITIC China Securities. "If the market does not panic after the new round of IPOs, the regulator will grant more approvals next week, but probably for small caps."     Earlier reports said China State Construction Engineering Corp (CSCEC), the country's biggest home-builder, would probably be among the first batch of companies to issue 12 billion shares to the public and raise about 40 billion yuan.     Based on the number of new shares to be issued and the average price-earning ratio on the secondary market, analysts said the 32 companies now waiting could raise as much as 70 billion yuan through their IPOs.     "The loose monetary policy, coupled with the huge advance of the Shanghai Composite Index, has bolstered confidence that the stock market can withstand the added supply of stock," said Dong.     "Meanwhile, the anticipation of gains on their investments may propel more investors to test the market waters, when the bullish trend becomes clear," he said.     China's major market barometer has surged nearly 58 percent this year, thanks to the government's timely launch of the 4-trillion-yuan economic stimulus package and loose monetary policy.     The resumption of IPOs is also expected to give a strong boost to brokerages whose earnings are expected to improve on the investment banking revenues.     CITIC Securities gained 2.8 percent to 29.54 yuan, the highest in a year, while Sinolink jumped 10 percent to 21.46 yuan.     Shares of medical companies also outperformed on news of drugmaker Guilin Sanjin's listing and the spread of the H1N1 flu virus.     Beijing Tiantan Biological Products, a biological bacterin producer, jumped to its 10 percent daily limit for the second day in a row to 26.26 yuan after it said on Thursday that it had started to research bacterin for fighting the H1N1 flu virus.

BEIJING, May 3 (Xinhua) -- China developed a new diagnostic reagent to test for A/H1N1 flu virus in pigs and the new method could provide test results in five hours, the Ministry of Agriculture said Sunday.     The ministry has organized experts soon after the outbreak of A/H1N1 to develop new diagnostic reagents to test for A/H1N1 virus. The method could also provide references for the virus in humans, the ministry said.     The ministry has urged local branches to strengthen efforts on the storage and management of emergency materials for the influenza A/H1N1 prevention and control.

VIENNA, June 17 (Xinhua) -- The Head of the Chinese delegation and Permanent Representative of China to the United Nations Office in Vienna, Tang Guoqiang, stressed on Wednesday on behalf of the Chinese government that the nuclear issues of Korea and Iran should be solved in a peaceful way through diplomatic talks.     In a speech at the board meeting of the International Atomic Energy Agency (IAEA) on Wednesday, Tang pointed out with regard to the Korean nuclear issue that the Chinese government "firmly opposes" another nuclear test by the Democratic People's Republic of Korea (DPRK), and requires the DPRK to "stick to the denuclearization commitments, stop relevant actions that may further deteriorate the situation, and return to the six-party talks."     However, Tang also pointed out that "the sovereignty, territorial integrity, reasonable security concerns and development benefits of the DPRK, a sovereign state, and a member state of the U.N., should receive due respect. The DPRK should have the right to peaceful use of nuclear energy after it returns to the treaty on Non-Proliferation of Nuclear Weapons (NPT)."     He also stressed that political and diplomatic means is the"only right way"to solve the relevant issues on the Korean Peninsular including the nuclear issue.     Therefore, he called on relevant parties to "focus on long-term benefits and maintain calm and restraint so as to avoid any action that could lead to further tension." A peaceful solution to the Korean nuclear issue "accords with the common benefit of all the parties,"Tang said.     He pointed out when discussing the Iranian nuclear issue that there is currently new opportunity to promote a solution through negotiations, so relevant parties should "seize the opportunity and step up diplomatic efforts, so as to resume talks as soon as possible and seek a comprehensive and long-term solution to the Iranian nuclear issue."     Iran, as a party to the NPT, enjoys the right to the peaceful use of nuclear energy, but should also fulfill corresponding international obligations he said.     China is concerned that Iran has not suspended uranium enrichment as requested by the U.N. Security Council and hopes Iran will take measures to "comprehensively fulfill the relevant resolutions of the IAEA and the Security Council," Tang said.     He also stressed that China adheres to "the international nuclear non-proliferation system, and the Korean and Iranian nuclear issues must be solved through negotiations.     China will "work with all the parties" and make further efforts to solve relevant issues by diplomatic means "based on the overall situation of maintaining the nuclear non-proliferation system as well as regional peace and stability," Tang said.

BEIJING, May 8 (Xinhua) -- China on Friday honored dozens of military organizations and individuals for their contribution to the nation's quake relief or scientific research work.     President and Chairman of the Central Military Commission Hu Jintao signed a decree awarding merits to 15 organizations and 28 individuals with the People's Liberation Army (PLA).     Three classes of merits were meted out in accordance with the receivers' contribution.     Ten units and individuals were cited for their relief efforts after the 8.0-magnitude earthquake struck southwestern China on May 12 last year, two for "remarkable troop building," five for "achievements in major scientific experiments," two for artist creations and the rest for achievements in scientific researches, according to the decree.     In a separate decree signed by Hu, four other soldiers and officers were awarded honorable titles as being "model examples" for their peers.     One of them, Meng Xiangbin, was given the honor posthumously as he was drowned while trying to save a suicidal woman from a river in eastern Zhejiang Province in 2007.

ROME, July 2 (Xinhua) -- Chinese President Hu Jintao's forthcoming visit to Italy ahead of the G8 summit paves the way for stronger bilateral ties, an Italian expert told Xinhua in an interview.     Luca La Bella, a China analyst with Rome's International Studies Center, said that in the past decades, political, economic and cultural relations between Italy and China have improved. "Chinese President Hu Jintao's visit to Italy will reinforce this strategic collaboration," he said.     Hu will attend a meeting between the leaders of the Group of Eight (G8) and emerging economies from July 8 to 10 in L'Aquila.     Before the G8 summit, he will pay a state visit to Italy from July 5 to 8 at the invitation of Italian President Giorgio Napolitano. After the G8 meeting, the Chinese leader will visit Portugal from July 10 to 11.     China-Italy ties have maintained a sound momentum of rapid development, especially since 2004, when the two countries forged the first all-round strategic partnership to boost political and economic cooperation, La Bella said.     "The Italian Culture Year in China of 2006 was very successful," La Bella said. BRUSSELS, April 22 (Xinhua) -- The number of civilian deaths in Afghanistan went down by 39 percent in the first three months of 2009 compared to the same period a year before, NATO said on Wednesday.     NATO spokesman James Appathurai said 81 percent of the civilian deaths were caused by the Talilban-led insurgents and 19 percent by international troops in the first three months of 2009. He did not give the overall number of civilian deaths in this period.     A total of 1,240 civilians were killed in 2008 in Afghanistan and the Taliban and other militant groups were responsible for 80 percent of them, according to NATO counts. But the UN mission in Afghanistan said more than 2,100 civilians were killed last year.     "It is important to note that despite the increase in (the numbers of) international forces, efforts to reduce the numbers of civilian casualties are having an effect," said Appathurai.     He said NATO and the Afghan security forces will establish about three dozen joint coordination centers throughout the country by mid-summer to coordinate military support and security support for the presidential and provincial elections in August.     Four battalions of extra troops will be deployed by mid-summer to help secure the elections. The extra troops will stay long enough in case a presidential run-off is needed in early October, he said.
