BEIJING, Nov. 2 (Xinhua) -- China's gross domestic product (GDP) growth is expected to slow to 9.4 percent in 2008 from last year's 11.4 percent as the shrinking exports will cool the world's fourth largest economy, according to a Chinese credit rating agency report on Sunday.     The fundamentals of the economy are sound, but falling export orders would take a toll on the national economy in the short term, and domestic consumption needed time to play a bigger role, said the report released by the China Chengxin International Credit Rating Co. (CCXI), a joint venture of China's first rating agency China Chengxin Credit Management Co. Ltd. and U.S.-based Moody's Corporation.     The changing external economic environment and the burst of domestic asset bubbles would exacerbate the slowing economy, said the report.     The proactive fiscal policy was key to preventing the economy from falling and there was room for further cuts in bank reserve requirement ratios and interest rates.     It predicted the economy would gain 8.6 percent in 2009, but it gave no explanation of its forecast.     China's economy grew at 9 percent in the third quarter, the slowest in five years, as the global financial crisis sapped demand for Chinese goods, and domestic industrial production waned in response to weak demand and rising raw material costs.     The government has lowered interest rates three times in the last two months, increased export rebates and cut property transaction taxes to boost domestic consumption.     The report said the world financial crisis would have limited direct impact on the domestic banking system, but it warned Chinese exporters of default risks of foreign buyers.     Insurers and securities companies would be affected as the domestic capital market was growing more connected to the international market.     In September, the Manila-based Asian Development Bank, projected China's GDP growth to fall to 10 percent this year and further ease to 9.5 percent in 2009.     The slow-down was a result of the combined effects of a reduced trade surplus, slower growth in investment, and the global economic downturn, the Asian Development Outlook 2008 Update has said.

DESTROYER WUHAN, Dec. 29 (Xinhua) -- The Chinese naval fleet sailed into the Strait of Malacca on Monday after its departure from China's southernmost island province of Hainan on an escort mission against piracy off Somalia Friday afternoon.     The fleet sailed into Singapore Strait Monday morning after over 20 hours' voyage from the South China Sea and arrived at the Strait of Malacca. It is expected to reach the Indian Ocean Tuesday.     The convoy, which includes two of China's most sophisticated naval destroyers, DDG-169 Wuhan and DDG-171 Haikou, and a supply ship Weishanhu, is heading for the Gulf of Aden to join a multinational patrol in one of the world's busiest sea lanes where surging piracy endangers international shipping. BEIJING, Jan. 20 (Xinhua) -- Senior Communist Party of China (CPC) leader Zhou Yongkang underscored the importance of the rule of law in the country on Tuesday.     Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when addressing the 6th congress of the China Law Society at the Great Hall of the People in Beijing.     President Hu Jintao, top legislator Wu Bangguo, Premier Wen Jiabao and Vice President Xi Jinping also attended the session.     In his address to the congress, Zhou first expressed appreciation and respect to all Chinese law workers for their contribution to the country.     Zhou said building a country ruled by law has always been the pursuit of the Chinese people.     He said after China initiated its reform and opening up drive 30 years ago, the country has seen remarkable progress in the improvement of its legal system, law education and research.     The principle of rule of law is the premise of the development of China and the well-being of the Chinese people, he said.     Zhou encouraged law workers in China to make further contributions to the country by giving advice on the country's development and safeguarding people's livelihood, thus help the country maintain economic growth and social stability.     Law workers must bear the people-first principle in their minds and try to safeguard the interests of the people according to law, when making or enforcing laws, and when providing legal services.     He also called for law workers to continue to popularize law education among the Chinese public, so that the whole society is encouraged to learn the laws, abide by the laws and use the laws to protect themselves.     Local party and government departments must help address the difficulties of law workers in order to create a favorable environment for law education and research and cultivate more law talents, Zhou demanded.     The China Law Society was founded in 1949 as a national association of legal scholars, jurists, law practitioners and an academic body of legal sciences. BEIJING, Oct. 18 (Xinhua) -- China's quality watchdog said on Saturday the latest tests on Chinese milk powder found no trace of melamine.     It was the seventh round of tests for the industrial chemical since the report of the tainted baby formula scandal that left at least three infants dead and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine.     The tests covered 105 batches of baby formula from 20 brands in 10 provinces and 161 batches of other milk powder from 52 brands in 15 provinces, the agency said.     So far, 804 batches of baby formula from 66 brands and 1,126 batches of other milk powder from 161 brands produced after Sept. 14 have been tested and none contained melamine.     Earlier on Friday, the agency said the 12th round of tests found that Chinese liquid dairy products met the new temporary restrictions on melamine.     So far, the quality watchdog had conducted sample tests on 5,797 batches of liquid dairy products manufactured after Sept. 14from 136 brands and found all safely under the limit.     Last week, the government set temporary melamine content limits in dairy products of a maximum of 1 mg per kg of infant formula and a maximum 2.5 mg per kg for liquid milk, milk powder and food products that contained at least 15 percent milk.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.

BEIJING, Feb. 1 (Xinhua) -- China's Foreign Ministry has demanded that the U.S. Embassy to China facilitate travel for the families of those killed and injured in Friday's tour bus crash near the Hoover Dam in Arizona. In a statement released Sunday, the ministry confirmed that six Chinese nationals died and nine were injured, including one from Hong Kong.     The Chinese Embassy in the United States and Consulate General in Los Angeles immediately dispatched a team assist U.S. authorities with treating the injured and investigating the accident. BEIJING, Jan. 6 (Xinhua) -- After successfully carrying out its first escort mission, the Chinese Navy prepares to cover another 11 domestic merchant vessels planning to travel around Somalia this week.     "We will actively provide information and necessary rescue services for those merchant ships passing through the Gulf of Aden and Somali waters," said He Jianzhong, spokesman with Ministry of Transport (MOT). It set sail on Dec. 26.     Soon after its arrival, the fleet conducted its first escort service for four Chinese merchant vessels, including one from Hong Kong.     The ship's cargo, origins and destinations were not released.     Under command of the fleet's flagship DDG-169 Wuhuan destroyer, the four merchant vessels sailed in a line formation and passed through the warship's patrolling area.     Surging piracy off the Somali coast has increasingly threatened internationals shipping. A total of 1,265 Chinese merchant ships passed through the Gulf of Aden last year. Seven were attacked by pirates.     One Chinese fishing ship, Tian Yu 8, and its 18 crew members were hijacked on Nov. 14, 2008. They are still being held by pirates.     The MOT announced Chinese merchant ships may ask for protection by applying to the China Shipowners' Association (CSA) and China Maritime Search and Rescue Center (CMSRC).     According to the commander of the Chinese Naval expedition, Real-Admiral Du Jingchen, the main task for the warships is to dispel pirates with their presence.     "We have started our escort mission and will conduct careful deployment and close contact with the vessels to secure their safety by strictly abiding by the U.N. resolutions and international laws," said Real-Admiral Du.     The fleet is carrying about 800 crew members including 70 soldiers from the Navy's special forces along with weapons such as missiles, canons and helicopters.     For the first phase of the escort mission, the fleet will patrol the Gulf of Aden and Somali waters for about three months, followed by possible replacement warships as needed.

  BEIJING, Dec. 26 (Xinhua) -- The three warships forming the small fleet that set sail from Sanya in south China's Hainan Province for escort mission off Somali are among the most sophisticated vessels of the Chinese navy.     The flagship of the fleet, DDG-169 Wuhan, is a multi-purpose missile destroyer of Type 052B of the People's Liberation Army Navy. It was built by Jiangnan Shipyard of Shanghai in 2002. It was commissioned in 2004. Weishanhu is the Navy's first model designed to have round-the-clock supply capacity.     Having a displacement of 23,000 tonnes and maximum speed of 19 knots, Weishanhu is the biggest homemade multi-product replenishment ship. Although its primary role is supply, it can also defend itself and take part in offensive operations using its eight 37mm guns.     All three warships belong to the South China Sea Fleet, headquartered in Zhanjiang of Guangdong Province.     The task force commander is Real-Admiral Du Jingchen, who serves as chief of staff of the South China Sea Fleet.     En route to the Gulf of Aden and waters off Somalia, the commander told Xinhua that the expedition has not been given any landing plans and Chinese warships will not accept assignment from other countries or regional organizations.     "But we will exchange information with other country's escort ships and provide humanitarian help in our power to foreign vessels in danger," Du said.
