BEIJING, Nov. 21 (Xinhua) -- China's premium income hit 936.09 billion yuan (137.1 billion U.S. dollars) in the first 10 months, according to China Insurance Regulatory Commission.     The figure represented an increase of 78 billon yuan, or 9.09 percent, over that in the first nine months.     During January to October period, premium of property and casualty insurance was 243.18 billion yuan, and 692.9 billion yuan, respectively.     Total asset of the country's insurance sector stood at 3.83 trillion yuan by the end of October.

It must follow rather than deviate from the mandate of the "Bali Roadmap." It should lock up rather than deny the consensus and progress already achieved in the negotiations.     Second, upholding the fairness of rules:     The principle of "common but differentiated responsibilities" represents the core and bedrock of international cooperation on climate change and it must never be compromised. Developed countries must take the lead in making deep quantified emission cuts and provide financial and technological support to developing countries. Developing countries should, with the financial and technological support of developed countries, do what they can to mitigate greenhouse gas emissions and adapt to climate change in the light of their national conditions.     Third, paying attention to the practicality of the targets:     In tackling climate change, the world needed to take a long-term perspective, but more importantly, focus on the present. It was important to focus on achieving near-term and mid-term reduction targets, honoring the commitments already made and taking real action. One action was more useful than a dozen programs. The conference should give people hope by taking credible actions.     Fourth, ensure the effectiveness of institutions and mechanisms:     The international community should make concrete and effective institutional arrangements under the Convention to have developed countries honor their commitments, provide sustained and sufficient financial support to developing countries, speed up the transfer of climate-friendly technologies and effectively help developing countries strengthen their capacity in combating climate change.     Yang said Wen's propositions reflected developing countries' common stance. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao and visiting U.S. President Barack Obama started official talks in Beijing on Tuesday morning to discuss bilateral ties and global issues of mutual concern.     The official talks were held at the Great Hall of the People after a close-door meeting between the two presidents.     It is their third meeting this year following one in London in April and another in New York in September.     Obama is on his first state visit to China on Nov. 15-18 as guest of Hu. BEIJING, Jan. 10 (Xinhua) -- Justices in China's Supreme People's Court, as well as judges in local courts, will start working side by side with anti-corruption supervisors from Monday.     On Friday, 14 full time supervisors were installed in the Supreme People's Court (SPC) to oversee judges, court-order enforcers and other court staff.     The SPC said in a statement Sunday that 24,521 anti-corruption supervisors had been in place in 2,392 courts across the country.     In local courts, the posts of anti-corruption supervisors were concurrently held by senior judges, it said.     The system was born out of the efforts "to better combat corruption and redress injustices in a timely manner," said Shen Deyong, SPC executive vice-president.     The Supreme People's court had issued a tentative measure to facilitate coordination between the internal check system and external supervision departments, said the statement.     It also said courts across China would work to optimize the system with measures such as appointing more supervisors and setting up regular exchange and appraisal systems for anti-corruption supervisors.

BEIJING, Nov. 25 (Xinhua) -- China has told its enterprises to be prepared for competitions while the establishment of the Free Trade Area between the country and the Association of Southeast Asian Nations (ASEAN) is only a month ahead.     "Chinese enterprises should make full preparations for competitions brought by zero-tariff products imports from the ASEAN," Xu Ningning, executive secretary general of China-ASEAN Business Council(CABC), said on Wednesday at a symposium for entrepreneurs in machinery, auto mobile and steel sectors.     The upcoming FTA, scheduled to be established on Jan. 1, allows zero-tariff on 90 percent of products traded between China and the ASEAN.     Xu also urged Chinese enterprises to conduct adequate market research and pay close attention to the latest policies in different ASEAN countries to improve the quality and efficiency of bilateral trade.     "After entering the ASEAN market, companies should abide by local industry regulations and establish sound reputations for quality and service instead of blindly pursuing profit by any possible means," Xu said.     The establishment of the FTA will create massive business opportunities for Chinese enterprises as it will provide an access to the ASEAN market with 600 million population, according to Xu.     The FTA will boast a combined population of 1.9 billion and a combined gross domestic product (GDP) close to 6 trillion U.S. dollars, making it the third largest free trade area following the North American Free Trade Area and the European Free Trade Area.     CABC is one of the five main cooperation and dialogue organizations between China and the ASEAN, and it consists of the China Council for the Promotion of International Trade, the ASEAN Chambers of Commerce and Industry, the national business leaders and enterprises and experts representatives from the ASEAN countries.

BEIJING, Nov. 12 (Xinhua) -- China would not let the yuan gain against the U.S. dollar in the short term, experts said here Thursday when commenting on the latest quarterly report of China's central bank.     People's Bank of China (PBOC), the central bank, said Wednesday in its quarterly report of monetary policy, for the first time, that the bank would improve the mechanism of the exchange rate determination "based on international capital flows and movements in major currencies".     "The new wording showed that China would reduce speculation and strengthen risk control in the future, but it did not necessarily suggest a change in the yuan's exchange rate policy," said Tan Yaling, an expert with the China Institute for Financial Derivatives at Peking University.     "The future mechanism would reflect China's own concerns and status," she said.     China's foreign exchange reserves surged to a record 2.27 trillion U.S. dollars as of the third quarter of 2009, up 19.26 percent year on year, PBOC reported in September.     According to Yin Jianfeng, a researcher with the Chinese Academy of Social Sciences (CASS), a government think tank, it is natural for the central bank to pay more attention to increasing international capital inflows.     "Excessive liquidities are pouring into China as the country is witnessing rapid recovery while the economic condition is still weak in the western world," he said.     Zuo Xiaolei, chief economist with Galaxy Securities, said the central bank's report indicated the government had raised concerns that such inflows would put China under huge external pressure for yuan appreciation.     Zuo predicted that as the U.S. dollar depreciates further, excessive liquidity will be a global issue in future, which would in turn pull up China's foreign reserve to a new level.     China has been facing calls to let its own currency gain against the dollar since it recovered quickly from the financial crisis, especially after it reported the positive economic data of last month, however, experts had expressed different opinions.     "Sudden upward movement in the yuan would slow China's economic growth when the country's exports just showed signs of recovery, "Tan said, "All in all, the exchange rate policy should not be subjected to other countries but serve our own economy."     Also, the pace of yuan's appreciation should be determined not only by the foreign trade surplus, according to Zuo Xiaolei.     The balance of China's internal development should also be taken into consideration, including the massive stimulus package and the accumulated liabilities of local governments, she said.     China's exports slid 13.8 percent year on year to 110.76 billion U.S. dollars in October, said the National Bureau of Statistics Wednesday.
