CAPE TOWN, South Africa - Central bank chiefs from the U.S., Europe and Japan warned Tuesday of the risks of the Chinese economy overheating, potentially adding to inflationary pressures in other countries. U.S. Federal Reserve Chairman Ben Bernanke and European Central Bank President Jean-Claude Trichet also urged Beijing to let its currency rise in value, saying it would benefit both China and the global economy. "A quick pace toward greater flexibility would be in China's interest and create more flexibility for monetary policy to address the potential overheating of their economy," Bernanke said in a satellite linkup with a banking conference in Cape Town. "We could all be better off, China on the one hand and the global economy on the other hand," echoed Trichet. Critics argue that China is keeping its currency artificially low, contributing to its massive trade surplus with other countries and undermining competitors' prices. Both Bernanke and Trichet conceded that the cheapness of Chinese products flooding world markets had helped reduce global inflation, although said this was balanced by China's huge appetite for fuel and raw materials -- which has contributed to higher oil prices. Overall, China's impact on global inflation was "modest," Bernanke said. China is one of the world's fastest-growing economies, and its expansion has had a ripple effect on prosperity in other countries and offset more modest growth rates in North America, Europe and Japan. Trichet said the current boom was "absolutely exceptional in the global economy," but warned that this could not last indefinitely. "Complacency would be the worst possible advice for all of us," he said. Japan, where growth is a sluggish 2 percent, is keeping a watchful eye on the new Asian giant. "We need to be mindful of the risk of overheating and we can't rule out some risk of inflation in the Chinese economy," said Toshihiko Fukui, governor of Japan's central bank. China is witnessing a stock market boom, with millions of first-time investors jumping into the market, tapping savings and retirement accounts and mortgaging homes to buy stocks. Authorities are worried that the new money is fueling a bubble in prices. Chinese stocks rebounded Tuesday in volatile trading after their sharpest one-day drop in three months a day earlier as strong buying by institutions offset selling by retail investors. The benchmark Shanghai Composite Index fell 8.3 percent on Monday -- the benchmark's sharpest decline since an 8.8 percent drop Feb. 27 triggered a global market sell-off.

The first national-level association of Taiwan-funded enterprises held its inaugural ceremony in Beijing yesterday - a move which experts say will help boost cross-Straits economic integration and peace. "Taiwan business people are all over the mainland now," said Chang Han-wen, the newly-elected chairman of the Association of Taiwanese-invested Enterprises on the Mainland. According to conservative estimates, there are at least 1 million Taiwan business people on the mainland. The national-level association, comprising heads of Taiwan enterprise associations and representatives of Taiwan enterprises on the mainland, aims to serve the island's enterprises, protect their legal rights, boost relations with the ministries in Beijing and strengthen communication with mainland firms. Chen Yunlin, head of the Taiwan Affairs Office of the State Council, said the island has chalked up a huge trade surplus with the mainland and its trade with the mainland has become an indispensable driving force of Taiwan's economy. "The mainland market provides huge potential for the expansion and industrial upgrading of Taiwan enterprises," he said. Xu Shiquan, vice-chairman of the National Society of Taiwan Studies, said that the establishment of the association coincides with the mushrooming of Taiwan-funded enterprises on the mainland. "Besides their number and scale, more and more Taiwan enterprises are keen to upgrade their industrial structure into the hi-tech sector," he said. "Though they usually forge local associations, faster expansion and a larger scale require a higher level of coordination," he said. Feng Bangyan, director of the Institute of Taiwan Economy at Jinan University in Guangzhou, said the association, which brings together many business heavyweights, would definitely pressure Taiwan authorities to grant more freedom for economic growth. "The secessionists forces on the island can't hinder the ever-increasing economic bonds linking the two sides across the Straits," he said.

China Securities Regulatory Commission announced here on Friday that it has approved the initial public offering (IPO) plans of three domestic companies.     They are the Sichuan-based software and equipment provider Wisesoft, nitrocellulose producer Sichuan Nitrocell Corporation, and husbandry company Shandong Minhe.     It also approved the issue of three stock funds, bringing the total of newly approved funds of this kind to 18 since February. A bond fund also won approval.     New funds approved since February equals half of all funds approved last year, which would injects more capital into the declining stock market.     Though the market is less sensitive to new fund issue as more funds win approval, the accumulation of capital would possibly lead to positive short-term change in the market, analysts said.

China is moving in the direction of raising its caps on foreign ownership in banks but has no timetable for doing so, Liu Mingkang, head of the China Banking Regulatory Commission, said on Thursday. BEIJING -- China may entirely switch to non-food materials such as cassva, sweet potato, sorgo and cellulose in producing ethanol fuel as a substitute for petroleum, said a government official. The country would approve no projects designed to produce ethanol fuel with food from now on, an official of the National Development and Reform Commission (NDRC) told a seminar on China's fuel ethanol development held in Beijing on Saturday. "Food-based ethanol fuel will not be the direction for China," said Xu Dingming, vice director of the Office of the National Energy Leading Group, who was also at the seminar. China has been trying to avoid occupation of arable land, consumption of large amount of grain and damages to the environment in developing the renewable energies. The current four enterprises engaged in producing corn-based ethanol would be asked to switch to non-food materials gradually, according to the NDRC official who declined to be named. The four enterprises in Jilin, Heilongjiang, Henan and Anhui have a combined production capacity of 1.02 million tons of corn-based ethanol per year. The country has become a big producer and consumer of ethanol fuel in the world after the United States, Brazil and European Union, according to the NDRC official. China Oil and Food Corporation (COFCO), the country's largest oil and food importer and exporter, would focus on sorgo in the production of non-food-based ethanol fuel, said Yu Xubo, president of COFCO at the seminar. COFCO, which owns the Heilongjiang enterprise and has a twenty-percent stake in the Anhui enterprise, aims to produce five million tons of ethanol fuel based on sorgo in the near future. COFCO is leading the way in developing cellulosic ethanol fuel under a cooperation agreement with Denmark-based Novozymes, which leads the world in researches into the key enzymes needed in large-scale production of cellulosic ethanol. The current cost for producing ethanol fuel from stalks of corn, which are discarded by farmers, is still too high. Novozymes is working on the commercialization of cellulosic ethanol both in the United States and China. "We are optimistic about China's prospect of making it work ahead of the US, as the cost of collecting the stalks of corn are much cheaper in China," said Steen Riisgaard, president and CEO of Novozymes. There is much opposition both in China and in the world to corn-based ethanol fuel, which is believed will lead to higher corn price.

Following suit was the the adjacent Xinwen Coal mine that donated 3.2 million yuan (US1,052.6).After the accident, governments of Jinan and Qingdao, two big cities in Shandong, each donated three million yuan (US4,736.8); Jining and Laiwu, the neighboring cities of Xintai, provided two million yuan (US3,157.9) and one million yuan respectively.Individuals were also involved in the nationwide effort, among whom was Gao Runze, who donated 20,000 yuan and 10 tons of disinfectors worth about 30,000 yuan. Gao had been trapped in a flooded coal mine 58 years ago and was rescued with 30 fellows.A garbage collector Li Quan who lives in the Huanyuan residential quarter donated 200 yuan. SHENZHEN -- Construction began Saturday on an experimental facility which will offer a platform for Chinese and foreign scientists to work together for discovering a new kind of neutrino oscillation in Shenzhen, South China's Guangdong Province.It was the second biggest cooperation program Chinese high energy scientists ever conducted with other foreign counterparts since October 1988 when the positive-negative electron collider was built in Beijing.Through the collider, scientists from China and the United States have cooperated and carried out legions of scientific research.Saturday's construction commencement function was attended by more than 100 people, including government officials and foreign diplomats, such as Dr. Robin Staffin, Associate Director of Science in the US Department of Energy.Neutrino Oscillation is an intriguing behavior of a sub-atomic particle called neutrino.And the new facility is being built in the mountain near Daya Nuclear Power Plant, which has four reactors with a combined thermal output of 11.6 million kw in operation, and Ling'ao nuclear power plant is not far away. Both nuke power plants will serve as sources of anti-neutrinos for the experiments when the facility is finished.Workers will build three underground experimental halls which will be connected by long tunnels in the mountain that shields the experiment from unwanted cosmic radiation.Each hall will feature a 10-m deep water-pool within which eight anti-neutrino detectors will be deployed. The water protects the detectors from nearby radiation that interferes with the measurement, and helps identify surviving cosmic radiation.And the first experimental hall is expected to be ready by the end of 2008. Commissioning of the detectors in this hall will take place in 2009.Civil engineering construction is anticipated to last about two years, with installation of the last detector scheduled for 2010.Upon completion of the new facility, more than 190 scientists from six countries and regions including the Chinese mainland, Hong Kong, Taiwan Province, the United States and Russia will come over to do research work, according to Chen Hesheng, Chief of the Institute of High Energy Physics with the Chinese Academy of Sciences (CAS).The facility will have a budget of 250 million yuan (US.25 million). And China will be responsible for infrastructure construction and making of four detectors. And the United States will be responsible for making of the rest of the detectors.Wang Yifang, chief scientist on the experiment, said he was confident that the program would make an important contribution to finding a new breakthrough in China's research efforts in particle physics, starting a new horizon in world's neutrino research, and to improving the overall strength of China in science and technology.
