BEIJING, Jan. 28 (Xinhua) -- A draft regulation on expropriation of houses and relevant compensation is expected to be made public Friday to solicit comments.China's Legislative Affairs Office of the State Council, or cabinet, is going to release the full text of the draft on its website, www.chinalaw.gov.cn.The draft spells out the conditions, due process and compensation of expropriation intended for public interest, such as national defense, key national projects of energy, transportation and education.The draft says local government should, by holding hearings or adopting other opinion soliciting methods, ensure that the public opinions can be heard.The draft also provides that compensation to the house owners should not be less than the market price of similar houses.The draft stresses that no violence, coercion, or other illegal means, such as cutting off the water or power supply of the houses, can be employed in demolition procedures.Demolition for the need to upgrade the quality of dangerous and old buildings should not be carried out without the approval of 90 percent of the house owners, the draft says.The public is invited to comment on the draft regulation any time before Feb. 12 via online postings, email or letters.

BEIJING, Jan. 19 (Xinhua) -- China on Tuesday objected Japan's claim on a tiny atoll in the Pacific Ocean, saying international laws saw no justification for Japan's latest move on the atoll, some 1,700 kilometers south of Tokyo.The Japanese government reportedly submitted a bill to the congress on Monday, which proposes the protection of the coastlines of remote islands, including the so-called Okinotori island.This was widely seen as Japan's latest step to change the Okinotori into an "island", which would imply Japan's rights to claim Okinotori's surrounding area as an exclusive economic zone.But China insisted that Okinotori is merely a rock rather than an island, which can be used to claim an EEZ around."The Okinotori atoll is only about 10 square meters above the sea at the flood-tide and is nothing but a rock according to the United Nations Convention on the Law of the Sea (UNCLS)," Chinese Foreign Ministry spokesman Ma Zhaoxu told a regular press briefing Tuesday in Beijing.Japan's move to claim rights over such a large marine area, centered on the Okinotori atoll, is against international laws and would gravely damage the interests of the international community as a whole, Ma said.According to Article 121 of the UNCLS, rocks that cannot sustain human habitation or an economic life of their own shall have no exclusive economic zone or continental shelf.Japan has been trying to make the atoll a de facto island by a spate of moves in years.Since 1987, Japan has spent some 300 million U.S. dollars in building concrete wall around the Okinotori atoll, and has completed a solar-powered lighthouse on the atoll.Besides, Japan has allocated part of its fiscal 2010 draft budget for infrastructure building on Okinotori atoll to keep it from submerging into the sea."Japan's such actions and claims are obviously untenable in legal terms and other countries have also raised their concerns," Ma said. "The construction of facilities, however, will not change its legal status."Some analysts say Japan tries to create an "artificial island" to meet the international laws because the Okinotori, which lies between Taiwan and Guam in a strategically important position, could win the country an EEZ and rich resources in the surrounding sea area.Japan could claim the EEZ of about 400,000 square kilometers and continental shelf of about 740,000 square kilometers around the Okinotori atoll as long as it proves to be an "island"."The activities Japan has conducted is obviously attempting to build a artificial island, which, however, can not enjoy the same status of a natural island that can claim an EEZ around it," said Zhou Zhonghai, an expert on international laws from the China University of Political Science and Law."Japan is trying to pass a bill at home to challenge the world," Zhou added."Japan's claim has harmed other countries' interests of navigation and marine survey in the sea waters around the Okinotori, and is contrary to the principle of fairness, " said Jin Yongming, a fellow researcher from the Shanghai Academy of Social Sciences.

BEIJING, March 11 (Xinhua) -- A Chinese political advisor said here Thursday that it was "groundless" that some foreign media reports alleged China had hidden part of defense budget.Jia Yong, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC), made the remarks when commenting on some foreign media reports that part of China's military expenditure might have gone hidden as the country's defense budget growth slowed to 7.5 percent this year.Speaking on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body, Jia called such reports were merely meant to draw more attention.China publishes the national defense white paper every two years, which is more detailed in military expenditure than many other countries, Jia said.The per capita defense budget of China is the lowest among the permanent members of the United Nations Security Council, and the country has dispatched the most servicemen and police officers for peacekeeping missions, Jia said.The Chinese government revealed last week that the country plans to increase its defense budget by 7.5 percent in 2010, compared with last year's 14.9 percent, to 532.115 billion yuan (about 78 billion U.S. dollars).

TAIPEI, Feb. 22 (Xinhua) -- Taiwan leader Ma Ying-jeou said Monday that negotiating and signing a wide-ranging economic pact with the Chinese mainland was "absolutely necessary" and "needs to be done quickly."Ma made the remarks here when attending a gathering for Taiwan business people with business on the mainland. The gathering was held to mark Chinese Spring Festival by the island's Straits Exchange Foundation (SEF), an organization authorized to handle cross-Strait issues.The principle idea of the Economic Cooperation Framework Agreement (ECFA) was to "help people do business and raise Taiwan's competitiveness," Ma said in his 35-minutes-long speech. Zheng Lizhong (R), executive vice president of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS), shakes hands with Kao Kung-lian, vice chairman and secretary general of Taiwan's Straits Exchange Foundation (SEF), during the first expert discussion in talks on the Economic Cooperation Framework Agreement (ECFA), an economic deal which is expected to boost the cross-Taiwan Straits economic ties, in Beijing, capital of China, Jan. 26, 2010.ECFA is a wide-ranging economic pact to further normalize trade and investment ties across the Taiwan Strait, which Ma hopes to sign with the mainland this year to help fuel Taiwan's economic revival.The Chinese mainland is Taiwan's biggest trade partner, with an annual trade volume exceeding 100 billion U.S. dollars for the last two years.Given the huge amount of trade, a systematic mechanism was needed to solve problems when they arose between the two sides, according to Ma.Signing ECFA would help create 260,000 jobs in Taiwan, Ma said citing a local research institution.He also urged efforts to help the general public to know more about ECFA, especially low-income residents, people who work in small and medium-sized enterprises and those living in central and southern Taiwan.ECFA negotiations have no fixed schedule. The only round of talks so far were held in Beijing on Jan. 26. The proposed agreement mainly includes reducing tariffs, guaranteeing investment and protecting intellectual property.Economic ties between the mainland and Taiwan have warmed in recent years, with direct air and sea transport links and postal services, as well as regular passenger charter flights connecting the island with the mainland.
